When should I take the Praxis?

• NCSP (Nationally Certified School Psychologist)If states “accept NCSP as a route to school based credential,” applicants may submit documentation of their NCSP to the state credentialing office in order to work within that state, which may streamline the application and/or renewal process. In this regard, the NCSP offers a great deal of flexibility for school psychologists moving to other states that accept the NCSP.

• PRAXIS Series II examRefers to the Educational Testing Service (ETS) owned and administered Praxis II exam. If taken before September, 2008, the School Psychologist Praxis II Examination test code is 10400. If taken after September, 2008, the test code is 10401. ETS’s Tests at a Glance  contains content outlines, sample questions with rationale for the best answers, and test-taking strategies. ETS also provides a list of Passing scores by states.

• State Education Agency (SEA)A term used to refer to the state department of education. Most school psychologists obtain the credential to practice in the schools through their SEA, with Texas as the only exception. Several states have various levels of credentialing depending on experience and level of education. States may use the title “licensure” or “certification” to refer to this credential. School psychologists in Texas are credentialed through the Texas State Board of Examiners of Psychology.

• NASP-Approved Continuing Professional DevelopmentNASP maintains a system of approved providers throughout the country. The NASP-Approved Provider System (APS) permits sponsors of continuing professional development to offer "NASP-approved" training for school psychologists. Those who hold the NCSP will need to obtain 10 of their continuing professional development credits from NASP- or APA- approved providers beginning in January 2010 in order to review their NCSP credential. Notably, while many states do not require NASP-approved continuing professional development to maintain credentials, they are often one form of acceptable CPD credit to be applied towards renewal.

• Board of PsychologyFor most states, school psychologists who wish to engage in private practice must obtain a credential through the state board of psychology. While the title of this board varies from state to state (e.g., Board of Examiners, Psychologist Examiners Board, Department of Health), we use the phrase “Psychology board” for all states when providing the website address.

BECOMING A NATIONALLY CERTIFIED SCHOOL PSYCHOLOGIST (NCSP)

• Respecialization Information

Individuals with a graduate degree in a closely related field (e.g., clinical psychology, counseling psychology) may be eligible for the Nationally Certified School Psychologist (NCSP) designation, provided they have completed a respecialization or equivalent program at a NASP-approved graduate program. Please note that graduate programs handle applications from those with prior graduate degrees in different ways, but all NASP approved programs must assure that all program completers, regardless of backgrounds have met the same national standards for school psychology preparation. Not all graduate programs offer respecialization options, and many programs will enroll only students pursuing a graduate degree in school psychology. Please check with the graduate program to inquire about its options.

Along with the certification application, the current program director of the training program where the applicant completed the respecialization program must complete and sign the "Documentation for Respecialization Cases" form. Additional documentation must be provided as well, such as a copy of the program of studies and transcript review completed upon the applicant's enrollment in the NASP-approved program. The information typically submitted is a course-by-course evaluation of the coursework required as part of their program and how the applicant met those requirements. For example, the program director would list all of the coursework a student must complete to earn the specialist degree and indicate that either the applicant completed the course at their school and include the course number (so that it can be verified on the transcript) or that the same course was completed at another institution and include the course number (again, so that it can be verified on the transcript).

BECOMING A NATIONALLY CERTIFIED SCHOOL PSYCHOLOGIST (NCSP)• Qualification StandardsTo qualify for national certification, a school psychologist must meet the established standards of the National Association of School Psychologists (NASP): Standards  for  Graduate  Preparation  of  School  Psychologists (formerly Training and Field Placement Program in School Psychology), Standards  for  the  Credentialing  of  School  Psychologists,Principles  for  Professional  Ethics, and the Model  for  Comprehensive  and  Integrated  School  Psychological  Services.These documents are contained in the NASP Professional Standards.

• Certification RequirementsDependent on Individual State

• Coursework RequirementCompletion of a 60 graduate semester/90 quarter hours through an organized program of study that is officially titled “School Psychology.” At least 54 graduate semester / 81 quarter hours must have been exclusive of credit for the supervised internship experience.

• InternshipSuccessful completion of a 1200-hour internship in school psychology, of which at least 600 hours must be in a school setting. The internship must be recognized through institutional (transcript) documentation. Until December 31, 1994, internships with institutional documentation are accepted. Individuals who graduate prior to December 31, 1994 from a training program that does not offer a 1200-hour internship may complete a Field-Based Internship. • ExaminationApplicants must achieve a passing score (165) on the National School Psychology Examination administered by the Educational Testing Service. Test scores remain valid for ten (10) years after the test. Test scores older than ten (10) years are considered expired and would require the re-taking of the examination. The School Psychologist test, code 0401, is administered through the Praxis Series of Educational Testing Service. WHERE ELSE CAN I WORK WITH MY MASTERS IN SCHOOL PSYCHOLOGY?• From NASP:

The majority (81%) of school psychologists work in public school settings. Other primary places of employment are private schools, community agencies, hospitals and clinics, and universities. School psychologists generally work as practitioners, administrators, and faculty/researchers. A specialist-level degree will allow for employment in most states as a practitioner and administrator (with appropriate administrative credential), while a doctoral degree allows for practice as a practitioner, administrator, and faculty/researcher.

ALABAMA**Accepts NCSP as a route to school based credentialSEA Credential: Professional Educator Certificate: Requires completion of a state-approved program with a minimum GPA of 3.25; a 300 hour supervised internship in a P-12 setting by an individual holding valid Alabama certification in school psychology; and a passing score on the Praxis II. Applicants must verify two full years of full-time, educational experience in a P-12 school system or hold the NCSP.

Continuing Education Requirements:Professional educator certificates may be continued with verification of one of the following every 5 years:3 full years of full-time satisfactory educational experience and 50 clock hours of professional development3 full years of full-time satisfactory educational experience and 3 graduate semester hours50 clock hours of professional development and 3 graduate semester hours6 graduate semester hoursThese pre-qualifications must be completed by September 1 of the expiration year.

Scope of Practice: The SEA credential does not allow for practice in any other arena other than the schools. To practice outside of schools, one must apply through the Alabama Board of Examiners in Psychology.Alabama does not offer an applied behavior analysis credential.

ALASKAAccepts NCSP as a route to school based credential (in addition to state exams) and satisfies renewal requirements for those at the Master Teacher Certificate level.Requires graduation from a program approved by NASP or APA.SEA Credential:Initial Certificate: granted for the first 3 years of employment. ARIZONAAccepts NCSP as a route to school based credential.SEA Credential:School psychologist: Requires a master's or a more advanced degree from an accredited institution and one of the following:-Completion of a 60 Credit Hours graduate program in school psychology, -Completion of a doctoral program in psychology and completion of a retraining program in school psychology from an accredited institution or board-approved program with a letter of institutional endorsement from the head of the school psychology program-Five years of experience within the last 10 years working full time in the capacity of a school psychologist in a school setting serving any portion of grades kindergarten through 12, NCSP credentialA diploma in school psychology from the American Board of School Psychology

Continuing Education Requirements:180 continuing education credits every 6 years. The SEA accepts NASP-approved continuing professional development credits toward renewal.

Scope of Practice:The SEA credential does not allow for practice in any other arena other than the schools. To practice outside of schools, one must apply through the Arizona Board of Psychologist Examiners. The Arizona Board of Psychologist Examiners also regulates Applied Behavior Analysts in Arizona. ARKANSASSEA Credential:School Psychology Specialist requires a Standard Non-Instructional Student Services License. To obtain this credential, one must meet the following requirements:Completion of an advanced degree in school psychology or completion of an advanced degree in counseling with a graduate level program of study in school psychology from a college/university and program holding accreditation recognized by the U.S. Department of Education or the Council for Higher Education Accreditation.Score of 159 or higher on the Praxis IISchool Psychology Specialists are not eligible for a provisional teaching license.

Continuing Education Requirements:Required 60 contact hours every 5 years. NASP approved CPD hours are accepted towards renewal.

Scope of Practice:School Psychology Specialists are not permitted to practice in any other arena other than the schools, and may not refer to themselves as "school psychologists". Individuals at the doctoral level may become licensed through the Arkansas Board of Psychology, at which point they may refer to themselves "school psychologists".Arkansas does not offer an Applied Behavior Analysis credential.

CALIFORNIARecognizes NASP-approved programs as meeting training requirements for out-of-state applicants.

SEA Credential (Commission on Teacher Credentialing): Pupil  Personnel  Services  Credential,  Specialization  in  School  Psychology (Trained  in California): Individuals must satisfy all the following requirements:--A baccalaureate degree from a regionally accredited college or university.--Complete postbaccalaureate degree study consisting of a minimum of 60 semester units in a California Commission-approved professional preparation program specializing in school psychology, including a practicum with school-age children.--Obtain the recommendation of a California college or university with a Commission-approved Pupil Personnel Services program specializing in school psychology. This process will result in the college or university submitting the recommendation online.--Complete the Basic Skills Requirement. Pupil  Personnel  Services  Credential,  Specialization  in  School  Psychology (Trained  Outside  of California): Individuals must satisfy all the following requirements:--A baccalaureate degree or higher from a regionally accredited college or university.--Complete a professional program of postbaccalaureate degree study consisting of a minimum of 60 semester units specializing in school psychology, including a practicum requirement and supervised field experience. CALIFORNIA (Cont’d)

Continuing Education Requirements: Must renew every 5 years through the website; however, there are no continuing education requirements for renewal.

Scope of Practice: The SEA credential does not allow for practice in any other arena other than the schools. To practice outside of schools, one must apply through the CA Board of Behavioral Sciences or the California Board of Psychology

COLORADOAccepts NCSP as a route to school based credential.SEA Credential:Professional School psychologist: Completion of the following:-An Educational Specialist Program (minimum of 60 graduate semester hours) for the preparation of school psychologists, serving children/students-Passing the Praxis II (passing score of 165)-Practica consisting of a sequence of closely supervised on-campus or field-based activities-An internship

Other routes include:-NCSP-If an applicant holds a valid license issued by the Colorado State Board of Psychologist Examiners-  Provisional  License: Colorado has a 'temporary Teacher Endorsement' or TTE for any school professional who is in an approved training program in an education-related field, including school psychology. It allows one to practice in the schools for up to 3 years while completing a degree program.

COLORADO (CONT’D)

Continuing Education Requirements:Individuals must acquire 90 clock hours of professional development every 5 years for those with the Professional credential. Renewal is required after 3 years for those with the Provisional credential. The SEA accepts NASP-approved continuing professional development credits toward renewal.

Scope of Practice:The SEA credential does not allow for practice in any other arena other than the schools. To practice outside of schools, one must apply through the Department of Regulatory Agencies Psychologist Examiners Board or Board of Registered Psychotherapists.Colorado does not offer an Applied Behavior Analysis credential.

CONNECTICUTSEA Credential:-Initial Educator Certificate: Requires a master's degree and completion of 45 semester hours in a planned school psychology program as part of or in addition to the master's degree, plus recommendation of school psychology program. Continuing Education Requirements: Professional Certificate:Provisional Certificate: **The Initial Certificate in nonrenewable; however, if all other requirements except the internship are met in an approved program for school psychology, the initial certificate may be issued and reissued once with some conditions. The SEA does not accept NASP-approved continuing professional development credits toward renewal.

Scope of Practice: The school based credential itself allows only for employment by a board of education. An exemption in the psychologist licensing law allows school psychologists with a professional educator certificate (which requires successful experience as a school psychologist) to use their title as a 'school psychologist' or 'school psychological examiner' to describe their work in the private sector although this does not mean a school psychologist can open or work in a private or independent practice. DELAWAREAccepts NCSP as a route to school based credentialGraduation from a NASP or APA approved program helps meet credentialing requirements

SEA Credential:In Delaware one must hold a "license" and a "certificate". The "license" allows practice in Delaware, and the "certificate" determines the area (i.e., school psychology).

Initial License (3 years non-renewable) requires evidence of practicum, a bachelors degree, and successful completion of the Praxis I Math, Reading, and Writing.

Continuing License (5 years) is offered to those who have met the requirements of the Initial License. This credential can be awarded to applicants from out of state that demonstrate three years of successful work experience as a school psychologist (with positive summative evaluations). For those that have been out of the profession for 3 years or more and are from out of state, applicants must participate in an approved mentoring program within the first year of employment.

Certificate as a School Psychologist requires one of the following:***Graduation from a NASP or APA approved program in school psychology***Hold the NCSP***Hold a valid and current school psychology credential from another state

DELAWARE (CONT’D)Continuing Education Requirements:An Initial License is valid for 3 years, unless revoked, and may not be renewed. During the term of the Initial License, individuals are required to participate in mentoring (within the school) and other prescribed professional development activities offered by the Department and by the school district or charter school or other employing authority in which they are employed. In addition, individuals must receive 2 out of 3 successful evaluations. A Continuing License is valid for 5 years and requires 90 hours of professional development for renewal. Each educator is responsible for obtaining any necessary approvals from his or her employer before participating in a professional development activity, although NASP approved CPD hours are generally accepted towards renewal. 1 semester hour is equal to 15 CPD hours.

Scope of Practice:The SEA credential does not allow for practice in any other arena other than the schools. To practice outside of schools, one must apply through the Delaware Board of Examiners of Psychologists.

DISTRICT OF COLUMBIASEA Credential:School Psychologist: Requires a conferred master's degree in school or educational psychology from an accredited institution that includes at least 42 graduate semester hours in specified content areas and at least 500 clock hours of satisfactory field experience in a pre-K–12 school setting under the supervision of a credentialed school psychologist. Continuing Education Requirements:To renew, applicants must submit evidence of 6 semester hours or 90 contact hours (or a combination of the two) of professional development activities completed within the 4 years prior to the date of the licensure application submission. A minimum of 3 semester hours/45 clock hours of the professional development activities must be directly related to school psychology; the remaining required 3 semester hours/45 clock hours may include any professional development activity relevant to pre-K–12 education and/or serving pre-K–12 students. NASP-approved continuing professional development hours are accepted towards renewal.

Scope of Practice:The Department of Health in DC limits practice to public schools for school psychologists with the SEA credential. Independent practice is not allowed unless the person goes through the state licensure process regulated by the Department of Health, Health Professional Licensing Administration Board of Psychology.School Psychologists working for public-charter or private schools are not mandated by DC law to hold a license, although local education agencies may opt to require a state license for employment.

FLORIDAAccepts NCSP as a route to school based credential (in addition to passing state exams).SEA Credential:Plan  One. A specialist's or higher degree with a major in school psychology which includes a year-long supervised school psychology internship in an elementary or secondary school.Plan  Two. A master's or higher degree and completion of a graduate program in school psychology which includes 60 semester hours of graduate credit in school psychology, 3 semester hours in a supervised practicum in school psychology, and 6 semester hours in a year-long supervised school psychology internship in an elementary or secondary school. No more than 12 semester hours of credit in the internship shall be accepted.Plan Three. Completion of a graduate program in school psychology and 3 years of full-time experience as a school psychologist in an elementary or secondary school. The experience shall be acceptable provided the applicant held a valid full-time school psychologist credential issued by the state where the experience was gained.Plan  Four. A master's or higher degree with 60 semester hours of graduate credit in school psychology in specified areas; 3 semester hours in a supervised practicum in school psychology [3 years of full-time experience as a school psychologist in an elementary or secondary school will satisfy the supervised practicum requirement]; and 6 semester hours in a year-long supervised school psychology internship in an elementary or secondary school. No more than 12 semester hours of credit in the internship shall be accepted. The internship shall total at least 1200 clock hours with at least 600 clock hours in an elementary or secondary school. Three years of full-time experience as a school psychologist as will satisfy the internship requirement.Plan Five. A valid NCSP.Florida offers a Temporary  Certificate which is valid for 3 years and is nonrenewable, and provides time to complete all requirements for a Professional  Certificate while working full-time. Part of these requirements include passing thethree portions of the Florida Teacher Certification Examination (FTCE).

FLORIDA (CONT’D)Continuing Education Requirements:Requires 120 hours of continuing professional development every 5 years. CPD must be earned in a minimum of 3 hour increments to apply toward renewal. Participation in a 3-hour college course, either as student or instructor, in an approved Florida master's inservice program is equal to 60 hours (minimum grade of a C). NASP-approved CPD hours are accepted towards renewal.

Scope of Practice:The SEA credential onlyallows for practice in the schools. However, Florida offers a license for school psychologists through the Florida Office of School Psychology that allows for practice in the private sector. This requires a passing score on the Praxis II (165); a doctorate, specialist, or equivalent degree in a program primarily psychological in nature (a master's degree in school psychology is acceptable); and successful completion of 3 years of school psychology experience:One year of experience consists of 1500 hours within 12 consecutive months.Two years of the 3-year requirement shall consist of supervised experience by a credentialed school psychologist in any jurisdiction or a licensed psychologist. Doctoral internships may be applied toward the supervision requirement. Nondoctoral internships, which are part of the education requirement, do not count toward the supervised or general experience requirement.

GEORGIAAccepts NCSP as a route to school based credential (in addition to state exam).If not NCSP, must graduate from a NASP-approved graduate program.SEA Credential:

Applicants for a Clear  Renewable  Certificate must complete a NASP-approved training program or submit a copy of a valid NCSP credential. Completion of a Georgia school psychology training program at the sixth year level (Ed.S.) or the seventh year level (Ed.D. or Ph.D.) that is approved by the Georgia State Board of Regents will also meet requirements for the clear renewable certificate. If an applicant has satisfied all other requirements except that the highest degree held is a non-NASP-approved master's degree in school psychology, the credential is issued as a Non-

Renewable  Professional  Certificate to allow time to complete a state-approved specialist program in school psychology or a NASP-approved master's degree (Level 6 equivalent) program in school psychology or obtain the NCSP credential (Level 6 equivalent).Applicants must have a minimum of 72 graduate semester hours for the school psychologist credential.

They must also accrue 500 hours of practicum experience with a minimum of 250 hours in a school setting, and a minimum of 1200 hours for the internship in school psychology with at least 600 of those hours in a school setting.Applicants must also pass the GACE (Georgia Assessments for the Certification of Educators) with a passing score of 220. Further, an applicant in Georgia must verify study or experience within 5 years preceding the date of application.

GEORGIA (CONT’D)

Continuing Education Requirements:Certification renewal occurs every five years, and requires 100 hours of continuing professional development or  submission of a valid NCSP or a valid State of Georgia Psychologist license. NASP-approved continuing professional development hours are accepted toward renewal.

Scope of Practice:The SEA credential does not allow for practice in any other arena other than the schools. To practice outside of schools, one must apply through the Georgia Board of Psychology.The Georgia SEA does not offer a school-based applied behavior analysis credential.

HAWAIIAccepts NCSP as a route to school based credentialGraduation from a NASP or APA approved program meets one component of graduate preparation requirements for the doctoral level credentialSEA Credential:School Psychologist (Master's): must meet only 1 of the following:A master's degree from a regionally accredited college or university in school psychology and a 1,200 hour internship of which 600 hours must have been in a school setting. If the internship is less than 1,200 hours and/or 600 hours in a school setting, 1 additional year of supervised professional work as a School Psychologist in a school setting shall meet the required internship experience.

2. A master's degree from a regionally accredited college or university with a major in educational psychology, counseling psychology, or closely related field in a psychology profession, provided that certain courses were offered, and a 1,200 hour internship of which 600 hours must have been in a school setting, 1 additional year of supervised professional work as a School Psychologist in a school setting shall meet the required internship experience.

School Psychologist (Doctoral): requires meeting one of the following requirements:A doctorate degree from a regionally accredited college or university in school psychology, educational psychology, counseling psychology, or a closely related field provided that certain courses were included. Also requires an internship in a school setting. Applicants must also demonstrate 4 years of responsible professional experience as a school psychologist which involved working with children.Possession of a doctorate degree from a NASP or APA approved program in school psychology (or closely related field in a psychology profession as long as certain courses are offered) and a 1,200 hour internship of which 600 hours must have been in a school setting. The internship may be substituted for 2 years of the four 4 years of the specialized experience requirement. Additionally, completion of a post-doctorate internship in a school setting may be substituted for 1 year of the 4 years of the specialized experience Requirement. Scope of Practice: The SEA does not allow for practice outside of the schools. One must apply through the Hawaii Department of Commerce and Consumer Affairs, Professional and Vocational Licensing office.

Once all deficiencies noted on the interim credential are completed, the applicant may apply for a renewable, 5-year initial Idaho credential. If the initial evaluation demonstrates that the applicant meets all requirements, then a renewable, 5-year credential will be issued instead of the interim credential.

IDAHO (CONT’D)

Continuing Education Requirements: Requires 6 semester credit hours every 5 years. May satisfy 3 of the 6 semester hours through inservice professional development (15 inservice hours = 1 semester credit hour). The renewal credit requirement may be waived if the applicant holds a current and valid NCSP.

Scope of Practice: The SEA does not allow for practice outside of the schools. One must apply through the Idaho Board of Psychologist Examiners.Idaho does not offer an Applied Behavior Analysis credential.

ILLINOISHolding the NCSP satisfies requirements for renewal.SEA Credential:--School Psychologist (School Service Personnel Certificate): Requires a master's degree or higher in psychology or educational psychology with a specialization in school psychology from a regionally accredited institution, 250 hours of practicum in a school setting or child study center, and a 1200 contact hour internship lasting a full school year under the direction of a credentialed school psychologist. The internship requirement may be waived with verification of a full year of professional school psychologist experience on a valid state-issued school psychologist credential, or an Illinois provisional school psychologist certificate.

--Applicants are also required to pass the School Psychologist (#183) test, as well as the test of basic skills. Applicants who hold a valid school psychologist credential from another state are assumed to have passed a test of basic skills and are exempt from the Illinois Basic Skills test.Provisional School Service Personnel Certificate: Applicants from other states who hold out-of-state credentials with comparable endorsements may obtain a Provisional School Service Personnel Certificate which is valid for two full fiscal years, with the first year ending on June 30 following the issue date. The holder of a provisional certificate should use this time period to complete testing requirements and remove other deficiencies found during the evaluation. Individuals who hold valid, comparable credentials from other states will be exempt from taking the Basic Skills test, unless previously failed, but must take the content test.

INDIANAAccepts NCSP as a route to school based credential for Accomplished Practitioner LicenseSEA Credential:Proficient Practitioner License: Applicant must have successfully completed a master's degree from an approved school psychologist program, or, if already degreed, have completed additional coursework from an approved school psychologist program.--An applicant may obtain the Accomplished Practitioner License when the applicant has:--Completed 5 years of experience as a school psychologist subsequent to the issuance of the proficient practitioner license--Completed an educational specialist or higher degree in a psychology-related field at an approved program to offer the appropriate course work--Been recommended for the accomplished practitioner license by the licensing advisor at the approved programor completed all requirements for the NCSP and holds a currently valid NCSP--Field experience and graduate semester hour requirements are not specified.

Continuing Education Requirements:Proficient License must be renewed after 2 years.The Accomplished License must be renewed every 5 years by acquiring 90 clock hours (1 semester hour = 15 clock hours). NASP-approved continuing professional development hours are accepted towards renewal.

KANSASSEA Credential:Conditional School Specialist License: Requires the following:--Graduate degree from a regionally accredited college--Completion of a graduate level state-approved program--3.25 cumulative grade point average in graduate coursework--Recency - meaning the applicant must have at least 8 credit hours or 1 year of accredited experience completed within the last 6 years--Passing score (157) on the Praxis II--Professional  School  Specialist  License: The applicant must hold a currently valid conditional school specialist license. While holding the conditional license the specialist must complete a supervised internship through a Kansas college while employed as a school specialist.

Continuing Education Requirements:University Credit: 6 semester hours of additional recent college credit from a regionally accredited college or university within the 6-year period prior to application for renewal orInservice  or  Professional  Development  Credit: Completion of 120 additional Kansas inservice or professional development hours orVerification  of  three  years  of  accredited  experience during the most recent 5-year Kansas credential and within the 6-year period prior to the application for renewal. KENTUCKYAccepts NCSP as a route to school based credential.SEA Credential:School Psychologist: Requires a masters or specialist degree and a minimum of 60 graduate semester hours. The NCSP also is accepted as a route to obtaining a school psychologist credential.A Provisional Credential does not require a graduate degree but requires coursework to be completed and a university recommendation. It is 1 year for full-time internship, 2 years for a half-time internship, and it is nonrenewable for completion of internship year. If the internship is not completed in 1 year, the student must petition the Education Professional Standards Board for an extension.Field experience requirements are aligned with NASP standards (minimum of 1200 hour internship, with at least 600 hours in a school setting). Applicants must also obtain a score of 161 or higher on the Praxis II.

Continuing Education Requirements:72 hours of continuing professional development, or 6 graduate hours and 3 years of practice, every 5 years. NASP-approved continuing professional development hours are accepted towards renewal.

LOUISIANAAccepts NCSP as a route to school based credential and satisfies renewal requirements.SEA Credential:Provisional Certificate: The Provisional Certificate is issued for 1 year and is renewable once, unless due to lapse, under the following conditions:--Completed academic preparation in a school psychology training program that meets the requirements of theStandards  for  Training  Programs  in  School  Psychology, except for the internship. Issued to persons whose credential has lapsed and who have not met the requirements for renewal. This type of provisional credential is not renewable.Standard Certificate: The Standard Certificate is issued for 5 years (renewable) upon the applicant's meeting the following requirements:--Completion of a school psychology training program in Louisiana, which meets the requirements of theStandards for Training Programs in School Psychology.--Completion of academic preparation in school psychology in another state and submission of academic preparation, as evaluated by the Bureau of Higher Education and Teacher Certification, judged to meet the requirements of the Standards for Training Programs in School Psychology.Current NCSP.

Scope of PracticeA school psychologist delivers services to children from birth to grade 12 who are eligible to be enrolled in educational and intermediate educational units, special education programs and approved private schools. The services delivered are the services articulated under the domains of practice in the current Model for Comprehensive and Integrated School Psychological Services developed and published by the National Association of School Psychologists. The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the Board of Examiners of Psychologists.

MARYLANDAccepts NCSP as a route to school based credentialRequires graduation from a program approved by NASP or APA, or a program approved by the MD Department of Education.SEA Credential:School Psychologist: Must meet one of the following:--Have an advanced graduate specialist or doctoral degree in school psychology from a NASP, NCATE, APA, or State Department of Education approved program; and pass the Praxis II--A master's, specialist, or doctoral degree in either psychology, education, or human development; and have completed 60 semester hours of graduate courses at an IHE (30 of which must be from one institution); and pass the Praxis II--Hold the NCSP--Applicants must also have completed a 1200 hour internship while enrolled in a school psychology program; or have two years of successful experience providing psychological services to children in an educational setting under the supervision of a certified school psychologist.

Continuing Education Requirements:Requires completion of 90 CPD hours (or 6 graduate semester hours) every 5 years. Renewals (and accumulation of CPD hours) are processed by the local school system if you are employed in a Maryland local school system.

MASSACHUSETTSAccepts NCSP as a route to school based credential (after passing state exams).Requires graduation from a NASP-approved program or programs receiving approval from the state commissioner.SEA Credential:Initial License: Requires completion of a master's degree or higher in school psychology approved by NASP, including an advanced practicum of 1,200 hours, 600 of which must be in a school setting. (The Commissioner may grant temporary approval, in accordance with NASP standards, to institutions without NASP approval for up to 5 years while they achieve such approval.) Also requires a passing score on the Communication and Literacy Skills test.

Professional  License: Requires possession of an Initial license, 3 years of employment as a school psychologist, and completion of one of the following:

1. Passing score on the Praxis II2. Achievement and maintenance of a credential from one of the following:

--The Massachusetts Board of Allied Mental Health Professionals, as an educational psychologist--NCSP

*Provisional: A superintendent of a school can write a letter to the state department asking for a "waiver". The state department has an Alternative Licensure Panel that reviews individual cases and determines if the candidate meets the areas of competency. This waiver can only be used for 5 years while the candidate completes an approved training program.

MASSACHUSETTS (CONT’D)

Continuing Education Requirements:For holders of the Professional License (issues after December 1, 1999):Individual professional :development plans must include at least 150 professional development points (PDP). At least 120 of the PDPs must be in the content area of the credential or the educator's primary credential, with at least 90 of these PDPs in the content area of the educator's primary credential. Educators working in Massachusetts public schools must get initial approval of their professional development plans from a supervisor that is consistent with school and district educational improvement goals. A minimum of 10 PDPs must be earned in a topic to count the PDPs toward renewal. NASP-approved CPD hours are accepted towards renewal.

Scope of Practice:The Board of Registration of Allied Mental Health and Human Service Professionals grants licensure as an "Educational Psychologist" with 2 years of supervised experience as a school psychologist (employment in private practice during supervision is not acceptable). This licensure allows for private practice and does not require a doctoral degree.

Massachusetts does not offer an Applied Behavior Analysis credential.

MICHIGANAccepts NCSP as a route to school based credential.SEA Credential:

Preliminary School Psychologist Certificate: Requires a minimum of 45 graduate semester hours (not including internship) in an approved program towards a school psychologist credential. Also requires at least a 600 hour internship with school-age students (of which at least 300 must be in a school setting under the supervision of a person holding a Michigan school psychologist credential).

School  Psychologist  Certificate: Requires a valid Preliminary School Psychologist Certificate and a specialist degree or equivalent in school psychology from an institution with an approved program. It also requires an additional minimum of 15 graduate semester hours in school psychology, including an internship, in addition to the 45 credit hours required for the preliminary certificate. In addition to the 600 clock hours required for the preliminary certificate, a minimum 600-clock-hour supervised internship is required with school-age pupils in an approved school psychologist program, 300 clock hours of which shall be in a school setting. The NCSP is accepted as a route to obtain this credential.credential.

MICHIGAN (CONT’D)

Continuing Education Requirements: --A Preliminary School Psychologist Certificate is valid for 3 years and may be renewed once for an additional 3 years upon completion of not less than 6 semester hours of credit in an approved program. Credit shall be in courses appropriate to a school psychologist as determined by the institution.--A School Psychologist Certificate shall be valid for 5 years and requires the completion of 6 semester credit hours of academic credit at any 4-year college or university or Michigan community college recognized by the department, or the equivalent in approved 18 state board continuing education units. Credit shall be towards an individual's professional development as a school psychologist. A combination of semester credit hours and state board continuing education units may be used to meet requirements for renewal. Three state board continuing education units are equivalent to 1 semester credit hour. Additional semester credit hours beyond the required 6 semester credit hours or equivalent state board approved continuing education units earned during any credential's validity span shall not be applied toward any later renewals within the 5 calendar year period

Michigan does not offer an applied behavior analysis credential.

MINNESOTARequires graduation from a NASP-approved program or the NCSP for the school based credential.SEA Credential:--Full: Applicants must have graduated from a NASP-approved program or earned the NCSP.--Temporary  Limited  Full-Time: Requires a Master's degree in school psychology and is granted on a temporary basis. May be renewed several times if the employing district is unable to locate a fully licensed school psychologist--Limited Intern: Permits a person to serve as an intern under the direct supervision of a school psychologist for the equivalent of no more than one school year while completing a preparation program leading to Board of Teaching licensure. The license may be renewed once, upon application, if the intern must complete the equivalent of one school year of internship experience during the following school year. Applicants must hold at least a Master's degree in school psychology.

Continuing Education Requirements:Renewal occurs every 5 years and requires 125 hours of continuing professional development. NASP-approved continuing professional development hours are accepted towards renewal.Renewal of temporary limited full-time licenses require evidence of the applicant's having completed 8 semester credits toward full licensure within the previous year. No more than five temporary limited licenses shall be granted to an applicant

MISSISSIPPIRequires graduation from a NASP-approved program for Class AAA and AAAA licenses.SEA Credential:The Mississippi Department of Education provides a 5-year educator license for the following:School  Psychologist  (Class  AAA): Complete a NASP-approved specialist (or equivalent) degree program in school psychology.School  Psychologist  (Class  AAAA): Meet requirements for Class AAA and obtain a doctoral degree in psychology.No requisite graduate semester hours, internship, or practicum experiences are specifically outlined in the requirements. The Praxis I and Praxis II (minimum score of 154) exams are required for Class AAA and Class AAAA credentials.

MISSOURINCSP satisfies one condition of renewal requirements for the career continuous student services certificate.SEA Credential:The school psychologist, initial student services certificate is valid for 4 years and requires:1. Completion of a specialist or equivalent degree (minimum of 60 graduate semester hours) with a major emphasis in school psychology from a university meeting approval of the Missouri Department of Elementary and Secondary Education2. Recommendation for certification from the designated official of the university approved to train school psychologists by the Missouri Department of Elementary and Secondary Education3. Completion of a planned program of practicum experiences and a supervised internship equivalent to one academic year, or a minimum of 1,200 hours, with at least half of the internship completed in an educational setting.4. Passing score on the Praxis II of 157

The school psychologist, career continuous student services certificate is offered following:1. 4 years of state-approved school psychologist experience2. Participation in 2 years of district-provided mentoring (during the first 2 years of experience, the first of which may be an internship3. The development, implementation and completion of a professional development plan of at least 40 contact hours of professional development, or 3 semester hours of graduate credit toward an advanced degree4. Successful participation in an annual performance-based evaluation

MISSOURI (CONT’D)NCSP satisfies one condition of renewal requirements for the career continuous student services certificate.SEA Credential:Missouri also offers a school psychological examiner, initial student services certificate, which is valid for 4 years and requires:1. A master's degree in counseling psychology, educational psychology, school counseling, or education with specific coursework in psychology, development, measurement, and individual assessmentCompletion of a course in Psychology and/or Education of the Exceptional Child for a minimum of 2 semester hours2. Recommendation for certification from the designated official of a college or university approved to train elementary and secondary counselors by the Missouri Department of Elementary and Secondary Education3. A minimum of 24 graduate semester hours4. A supervised internship or field experience in school psychological assessment of at least 150 hours in an appropriate school setting5. An individual can earn the school  psychological  examiner continuous  student  services  certificate by meeting the same requirements listed above for the school psychologist career continuous certificate.Missouri also offers a provisional credential. MONTANAAccepts NCSP as a route to school based credential.SEA Credential:Class  6  Educator  License  -  School  Psychologist: Requires NCSP or a master's degree in school psychology or an education specialist degree in a related field from an accredited institution and recommendation from the Montana Association of School Psychologists Competency Review Board after completion of an oral examination.Class 5 Educator License - Alternative License - School Psychologist: Requires a master's degree or greater in school psychology from an accredited school psychologist professional educator preparation program and a recommendation from the Montana Association of School Psychologists Competency Review Board. Further, a supervised internship is required including a written supervision plan which is based on the 10 domains delineated in the NASP Model  for Comprehensive  and  Integrated School Psychological Services.(The Class 5 license can be held for 3 years only and is nonrenewable.)

Continuing Education Requirements:Renewal occurs every 5 years and requires 60 hours of Montana Office of Public Instruction (OPI) renewal credit units (60 contact hours) or any combination of OPI renewal units and graduate level credits. 1 semester credit = 15 contact hours. 1 quarter credit = 10 contact hours.

NEBRASKASEA Credential:--Teaching Endorsement - School Psychologist: Requires at least 60 graduate semester hours beyond the baccalaureate degree (at least 54 of which are exclusive of credit for the supervised internship); a 1200-hour internship (600 of which must be in a school setting); and completion of Human Relations Training. Applicants who have completed 600 hours of supervised experience in school settings prior to the internship as part of their doctoral training program in school psychology may complete all 1,200 hours of their supervised internship in a setting that provides psychological services to children, birth to age 21.--Provisional  Special  Services  Certificate: The provisional special services certificate shall be valid for working only in the Nebraska school system and shall expire on August 31 of the year following the year of issuance. Must submit a written request from the superintendent of schools or the governing body of the school system in which the applicant intends to work, have completed at least 75% of the requirements for a Teaching Endorsement, and submit a signed and dated statement of intent to fulfill the remaining endorsement or renewal requirements during the period in which such credential is valid.

Continuing Education Requirements:Within the 5-year renewal period, school psychologists must successfully document work experience at half time or more for 1 year, or 6 additional college credit hours.

Scope of Practice:The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the Nebraska Dept. of Health and Human Services.

The Nebraska SEA does not offer a school-based applied behavior analysis credential.

NEVADAAccepts NCSP as a route to school based credential and satisfies renewal requirements.SEA Credential: Endorsement as a School Psychologist: Must have:--Completed a program approved by the Board which prepares a person to be a school psychologist, or--Hold the NCSP, or--Hold a graduate degree with preparation in school psychology and have earned 60 semester graduate credits from the required areas and have completed practicum and a minimum of 1000 hour internship in school psychology (refer to NAC 391.318 and NAC 391.319 for specific guidelines on required areas). The internship period must consist of two full-time regular consecutive semesters or 1,000 hours of supervised and practical experience. The period must be completed within 3 years after it is started. At least half of the period of internship must be served in an accredited school system or a school system which is approved by the Superintendent of Public Instruction. The remaining part may be served in some other public agency which is approved by the Superintendent.Provisional  Endorsement  as  a  School  Psychologist: The Department will issue a provisional endorsement to serve as a school psychologist to an intern who has completed one full-time regular semester or 500 hours of supervised, practical experience in an accredited school system or an approved public agency if at least half the experience has been in the school system and the intern has fulfilled all the other requirements for a regular endorsement. A provisional endorsement to serve as a school psychologist is effective for 2 years but may not be renewed.

Scope of Practice: The SEA credential does not allow for private practice outside the schools. Effective January 1, 2012, the Board of Psychological Examiners licenses psychologists, behavior analysts, assistant behavior analysts, and certified autism behavior interventionists.

NEW HAMPSHIRESEA Credential: School psychologist requires:1. Completion of any state board of education approved doctoral program in school psychology

OR2. Completion of at least 60 semester hours or the equivalent of graduate study, of whichAssociated school psychologist requires completion of a state board of education approved master's level program in clinical or school psychology and a written statement that names the person who will supervise the associate school psychologist. The supervisor must be a certified school psychologist, licensed psychologist in NH, or employed as a psychologist with a community mental health center.*New Hampshire also offers other alternatives routes to certification for individuals who have experience and certification in other states (Alternative 2);

Continuing Education Requirements: Requires 75 hours of professional development every 3 years. All employed certified educators must renew their credentials through their district or school administrative unit staff development committee and submit renewal forms to the Bureau of Credentialing.

Scope of Practice: The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the New Hampshire Board of Mental Health Practice.

NEW JERSEYAccepts NCSP as a route to school based credentialSEA Credential:School Psychologist: Requires candidates to hold a master's or higher degree from a regionally accredited college or university including: a NJ Department of Education-approved school psychology graduate curriculum or a minimum of 60 semester-hour graduate credits, a 300-hour practicum in school psychology, and 1200-hour externship (internship) in school psychology. (NJAC 6A:9-13.9)Emergency Credential may be granted at the request of a school district to a NJ county superintendent. School districts desiring authorization to employ an intern under an emergency credential must submit the name of the credentialed school psychologist under whose supervision the internship will be completed, the dates of the internship and the total number of clock hours of the internship, and the transcript of the intern showing successful completion of a minimum of 40 semester-hours applicable towards a standard school psychologist credential. (NJAC 6A:9-13.9d 1-5)

Continuing education requirements to maintain credentials:School  Psychologist is a standard and permanent credential defined that is issued to a person who has met all credentialing requirements. The New Jersey Department of Education requires 100 hours of continuing professional development to be completed within a 5 year cycle. This requirement is monitored through the local education agency for which the school psychologist is employed.

Scope of practice: The SEA credential does not allow for practice in any other arena other than the schools. To practice privately (outside the schools), persons must seek licensure from the New Jersey Department of Law and Safety, Division of Consumer Affairs. Doctoral level-trained persons may be eligible to apply to the New Jersey State Board of Psychological Examiners (NJSBPE). Master's level-trained persons may be eligible to apply for private practice licensure through the division of Marriage and Family Counselors (MFC).

NEW MEXICOSEA Credential:NCSP recognized as a component of several pathways to the school-based credentialLevel 1, Entry Level Psychologist Licensure: Requires Meeting A, B, and C:Bachelor's and a master's degree or educational specialist degree from a regionally accredited college or university, minimum 60 graduate semester hours. (Meet the requirements of either 2, 3, or 4)

A. 60 graduate hours incorporating the Public Education Department (PED) approved competencies in school psychology (which may be completed as part of a master's or educational specialist degree program or in addition to the master's degree) meeting the applicable program requirements as follows:

1. the 60 graduate hours must include a 1200-hour internship supervised by an appropriately licensed psychologist, 600 hours of which must be in a school-related setting. If in a NM program, internship must also include psychological assessment, counseling, and other psychological interventions with students with emotional disturbances and shall comprise a minimum of 300 hours of the internship.2. the 60 graduate hours awarded by a college or University outside of NM must be from a school psychology or equivalent program approved by the New Mexico PED and include an internship in a school setting as described above.3. 60 graduate hours as described above or in (3) below, with documentation of 1200 hours within a two year period of successful supervised experience in one of the following areas: school psychology; psychological assessment and counseling, or psychological interventions with at least 600 hours in a school related setting

B. A doctoral degree in psychology that includes 12 semester hours of child-focused coursework in development, assessment, and intervention and 600 hours of supervised experience in a school-related setting.C. A valid psychologist or psychologist associate license issued by the New Mexico board of psychologist examiners; and that includes 12 semester hours of child-focused course work in development, assessment, and intervention and 600 hours of supervised experience in a school-related setting.

Pass with at least a score of 156 on the Praxis II School Psychologist Exam; OR maintain current NCSP credential

NEW MEXICO (CONT’D) Level 2, Independent School Psychologist Licensure: Requires1. A valid level 1 license2. Successful completion or demonstration of competencies for an entry level school psychologist, and;3. Satisfactory completion of 2400 hours of supervised experience (i.e., minimum of 600 internship hours and 1200 post internship supervised hours in a school-related setting); and4. One of the following valid and current certifications or licenses:

A. license as a psychologist by NM Board of Psychology Examiners (NMBPE)B. psychologist associate from NMBPEC. licensed professional clinical mental health counselor issued by NM Counseling and Therapy Practice Board, orD. NCSP

Level 3, Independent School Psychologist Licensure: Requires1. A valid level 2 license.2. Doctoral degree in psychology from a regionally accredited college or university; the doctoral program shall include at least one academic year of predoctoral supervised internship experience consisting of a minimum of 1500 hours, at least 750 hours of which must be in a school-related setting, or postdoctoral supervised experience consisting of a minimum of 1500 hours, of which at least 750 hours of which must be in a school-related setting; and successful completion or demonstration of competencies for an entry level school psychologist; and3. Successful completion or demonstration of competencies for the independent school psychologist license, and4. NCSP or a valid psychologist credential issued by the NMBPE.5. Two academic years of full-time satisfactory postgraduate work experience in a school-related setting(s) including 750 hours of satisfactory experience in diagnosing and treating children with emotional disturbances and/or behavior disorders in a school-related setting as reported by a supervising school psychologist.

The provisional license is available for interns completing their graduate program internship in a NM public school.

NEW MEXICO (CONT’D)

Continuing Education Requirements:Level 1 license is issued for 3 years; level 2 and 3 licenses are issued for 9 years. For a level 1 license, a school psychologist is supervised by a level 3 school psychologist. Upon meeting the competencies and criteria outlined in the rules, the individual can apply for a level 2 license. Once an employing district has evaluated a school psychologist at level 2 and feels the applicant is ready to move on to the next level, then he or she can apply for a level 3 license. The district has to complete the Superintendent's recommendation form.

Scope of Practice:The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the New Mexico Board of Psychologist Examiners.School psychologists may qualify for the Educational Diagnostician credential. Level 3 school psychologists may provide clinical supervision to others.

NEW YORKSEA Credential:Provisional  Certificate: Requires a BA, 60 graduate credits in psychology, and a 1-year school psychology internship (at least 600 hours in school setting).Permanent  Certificate: Requires a provisional credential plus an MA degree and 2 years of work experience in the schools.School psychologists can attain the school psychology bilingual extension by enrolling in a course of study leading to the bilingual extension, which typically involves engaging in a supervised experience within a bilingual context.

Continuing Education Requirements:Once the permanent credential is achieved, renewal is not required.

Scope of Practice:School psychologists with the SEA credential in New York are permitted to work in "exempt" settings, which include public and private schools, NYSED approved preschools (but not agencies that provide related services only), college and university settings, and/or some state and federal agencies (e.g., OCFS). Practice in any other setting is considered illegal, unless licensed in New York as a psychologist.

NYSED does not recognize an Applied Behavior Analysis credential.

NORTH CAROLINARequires graduation from a NASP- or APA-approved programSEA Credential:School Psychologist (LEAs may modify the title somewhat; e.g., lead school psychologist, level II or level III  psychologist): Requires graduation from a NASP or APA approved program in school psychology (minimum 60 graduate credit hours), including an internship (specialist – minimum 1200 hours; doctoral – minimum 1500 hours). At least 600 hours of the internship must be in a school setting. Also requires passing score of 159 on the Praxis II exam.A Provisional credential is offered on a case by case basis for individuals continuing to work toward credentialing requirements and that can provide documentation from the approved program that the only remaining components before graduation include the thesis or the internship.Individuals with an advanced (sixth year) degree in school psychology may be eligible for a supervisory credential as well provided they take an exam and additional coursework in administration, curriculum development, and supervision.

Continuing Education Requirements:Renewal occurs every 5 years and requires the accrual of 15 renewal credits per 5 year cycle. Each renewal credit is equal to 10 professional development contact hours.

Scope of Practice:The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the North Carolina Psychology Board. Further, in some LEAs, school psychologists may be limited to working with students receiving special education services.North Carolina does not offer an Applied Behavior Analysis credential.

NORTH DAKOTARequires graduation from a NASP-approved program or the NCSP for the initial school based credential.SEA Credential:--Regular (Five-Year) School Psychologist: Requires a master's degree (minimum of 60 graduate hours) from a NASP accredited program, which includes a 1200 internship consisting of at least 600 hours in a school setting. Applicants must also pass the Praxis I Math (170 passing score), Reading (173), and Writing (173) tests. Regular credential issued to those who have worked for 18 months (full-time equivalent) in the state of North Dakota. Individuals must be under contract at least 30 days of the 5-year period.--Initial License (Two-Year): Issued to first-time applicants who have met all of the ND requirements for licensure.--40-Day Provisional: Issued to applicants who have been offered a job and have completed the entire application process with the exception of the background investigation. A letter from the school administrator indicating desire to issue a contract without the background investigation being complete and a letter from the applicant indicating his or her criminal background history are needed by the ESPB prior to issuing this license.*North Dakota State Law requires that all teachers who graduated after September 1, 1980 take the course in Native American and multicultural studies. North Dakota approved courses are readily available from state institutions and by correspondence. This course is required for in-state and out-of-state applicants. The course must be completed within the time period of the first 2-year license under which the educator becomes contracted in North Dakota. If this requirement is not met, the license cannot be renewed until the course is completed.

Continuing Education Requirements:Requires 6 graduate credits every 5 years for renewal. NCSP renewal or other forms of CPD are not accepted towards renewal of the state credential.

Scope of Practice:The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the North Dakota Board of Psychologist Examiners.

OHIOSEA Credential:Temporary Pupil Services License: Master's degree in school psychology (credit hours not specified) and enrollment in an internship.Professional  School  Psychologist  License: Master's degree in school psychology (credit hours not specified), successful completion of a 9 month, full-time internship in an approved school setting (at least 600 hours in a school setting), and a score of 161 or higher on the Praxis II.

Continuing Education Requirements:Renewal every 5 year requiring continuing professional development of 6 semester hours, or 18 CEUs (180 contact hours) if employed in a school setting.

Scope of Practice:The SEA credential does not allow practice outside of schools. However, the Ohio State Board of Psychology offersSchool Psychologist Licensure allowing practice outside of schools, which requires a passing score on the Praxis (660 or 165), an oral examination, three reference letters, and a minimum of a master's degree in school psychology. In addition, applicants must verify internship and 3 years of experience, at least 2 years of which must be in the employment of a board of education or a private school meeting standards of State Board of Education. Each of the 4 years must reflect 9 months of full-time work. Experience in a setting outside of employment by a school shall be supervised by a qualified licensee of this Board and verified on a Training Supervision Documentation form.

The Board of Psychology also offers psychology licensure for those holding a doctoral degree.

OKLAHOMA

Accepts NCSP as a route to school based credentialGraduation from a NASP approved program meets training standards and is required for out of state applicants

SEA Credential: School Psychologist (Standard Certificate): Requires either completion of a regionally accredited school psychology program in Oklahoma or a graduate program meeting NASP standards. The NCSP credential fulfills the testing and program requirements for school psychologist certification. Out of state applicants must pass Praxis of 165 and attend a NASP approved program.School Psychometrists tend to offer psycho-education assessment services only. Earning this credential requires a degree in school psychometry from a regionally accredited program.

Continuing Education: The Standard Certificate is renewed every 5 years, although does not require any professional development or continuing education.Scope of Practice: The SEA credential does not allow for private practice outside the schools. To practice outside of schools, one must apply through the Oklahoma Board of Examiners of Psychologists.

The Oklahoma SEA does not offer a school-based applied behavior analysis credential.

OREGONAccepts NCSP as a route to school based credential.SEA Credential (Teacher Standards and Practices Commission):

Initial: Requires a master's or higher degree in the behavioral sciences or their derivative therapeutic professions from a regionally accredited institution in the United States, or the foreign equivalent of such degree approved by the commission, together with an equally accredited bachelor's degree in any field. The Initial license is required for an employee of the district who is assigned to: assessment of students mental aptitude, emotional development, motor skills, or educational progress; designing educational programs for students and conferring with licensed personnel regarding such programs; and consulting with parents and students regarding interpretation of assessments and the design of educational programs. Further preparation required to obtain continuing license.

Continuing: The Continuing School Psychologist License is issued to applicants who have completed an advanced program beyond the Initial School Psychologist License or have obtained the NCSP or hold a doctoral degree in educational, clinical, or counseling psychology. Additionally, the applicant must have obtained 5 years of half-time or more experience in school psychology. The license is valid for 5 years and is renewable upon meeting experience and continuing professional development requirements. (Valid for substitute teaching and substitute counseling.) In addition, applicants must pass either the California Basic Educational Skills Test (CBEST) or the Praxis (Reading, Writing, and Math) if applicant did not complete a doctorate degree in a regionally accredited college or university. Must also pass the Praxis II with a minimum score of 620 (this is waived with 5 years of full-time successful school psychologist experience in out-of-state public schools or private regionally accredited private schools).

Transitional School Psychologist License: The Transitional School Psychologist License is issued for 3 years to eligible candidates and is not renewable. It is valid for regular or substitute school psychology and for substitute counseling and substitute teaching at any level. Applicants are eligible if they hold a master's degree or higher in educational or therapeutic psychology or have been a licensed school psychologist in another state. Note: School districts can award various job titles to employees who do not necessarily have school psychologist training but tend to do school psychologist-type work, such as 'Child Development Specialist' or 'Evaluations Specialist'. Occasionally, administrators may hire individuals without a full school psychologist's credential or license to fill the role of school psychologist; the state gives district administration broad powers to 'misassign' (work outside of your area of licensure) up to 25% of a school's licensed staff before a school is deemed 'below standards.'

Continuing Education Requirements:Initial: 25 hours per year of continuing professional development and no criminal activity (beyond minor traffic violation) or serious ethics violations. Renew after 3 years.Continuing: 25 hours per year of continuing professional development and no criminal activity (beyond minor traffic violation) or serious ethics violations. Renew after 5 years.Transitional is not renewable and must be upgraded to a full license.Restricted Transitional can be renewed for 1 year 'under extenuating circumstances.'NASP-approved CPD hours are accepted toward renewal.

Scope of Practice: The SEA credential does not allow practice outside of schools. The Board of Psychology Examiners licenses the private practice of psychology in the state. No person working in the schools shall use a title containing words derived from psychology, claim to be a psychologist, or render psychological services without obtaining a school psychologist license from the commission unless licensed as a psychologist or psychologist associate by the Board of Psychologist Examiners.

PENNSYLVANIASEA Credential: Eligible applicants receive an Educational Specialist Level I School Psychologist credential which is valid for 6 years. After three years of satisfactory performance completed in Pennsylvania, practitioners must apply for an Educational Specialist Level II School Psychologist credential which will be valid for 99 years. Both the Level I and II credentials are recognized for K – 12 settings. An emergency credential can be authorized for up to one year. The request for an emergency credential is initiated by an LEA superintendent when no credentialed, appropriate applicants are available.Pennsylvania does not automatically accept any other state's credential. Each application is reviewed individually for coursework completed and previous state's requirements. A school psychologist training program within Pennsylvania includes a master's degree, an additional thirty credit School Psychology program leading to certification, a Praxis (0401) score of 150, and a one year internship. Continuing Education Requirements: All holders of Department of Education credentials are required to complete 180 hours of continuing education credits within a five year period after receiving the credential and within every five year period following. This requirement, titled Act 48, has been in place since 1999. There is no requirement regarding content of the continuing education but it must be offered by a recognized Act 48 provider.

Scope of Practice: Credentialed school psychologists are able to conduct "private practice" outside of the school environment. Pennsylvania state psychologist licensure law allows school psychologists with the SEA credential to do private practice as long as they are employed by a school within the Commonwealth and in good standing.

RHODE ISLANDSEA Credential:

Support Professional Certificate (for Related Service Provider): Prospective educators follow a well¿planned scope and sequence of courses and experiences to develop the knowledge, dispositions, and skills encompassed in the appropriate standards from the National Association of School Psychologists (NASP). *The actual certificate is entitled School Psychologist (Grades PK-12).The initial certificate in Rhode Island for all areas of certification is a Certificate of Eligibility for Employment (CEE). The CEE is used to seek regular employment in the public schools of Rhode Island for the field identified on the CEE, and is valid for 3 years. If regular employment is not secured in the three (3) year period, the CEE can be renewed every three (3) years until regular employment is secured. To be issued a CEE school psychologist, an individual needs to satisfy all of the following:An Advanced Degree in an approved program in School Psychology.Twelve (12) semester hours of education course work in each of the following content areas: Foundations of Education, Introduction to Education of the Exceptional Child, Curriculum and Instruction, and Reading.The professional transitional certificate is issued to individuals who secure regular employment in the public schools of Rhode Island. Upon securing regular employment in Rhode Island, the CEE is used to request a one (1) year professional transitional certificate. When applying for a one (1) year professional transitional certificate the applicant must submit the CEE along with documentation from the employing authority that regular employment has been secured in the certification area of the CEE. The one year professional transitional certificate may be renewed with the submission of a completed application and payment of the renewal fee.

RHODE ISLAND (Cont.)

SEA Credential:

School Psychologist I: Requires a master's degree, completion of an advanced program approved by the State Board of Education for the preparation of school psychologists, and a minimum score of 165 on the Praxis II

School Psychologist II: Same requirements as SPI with a specialist degree

School Psychologist III: Same requirements as SPI and SPII with a doctoral degreeInternship Certificate issued during internship.

Continuing Education Requirements:Must earn a minimum of 120 renewal credits every 5 years. NASP-approved CPD hours are accepted towards renewal.

SOUTH DAKOTA

Accepts NCSP as a route to school based credential.Requires graduation from a graduate program meeting NASP standards.

SEA Credential: School psychologist: Requires a graduate degree in school psychology. The required courses and experiences of a birth to age 21 school psychologist education program shall meet the 2000 NASP standards. State credential may be issued with documentation of NCSP.School psychological examiner education endorsement: Requires a master's degree with a concentration of coursework that is essentially psychological in nature and 30 semester hours of undergraduate or graduate coursework to include the following courses:

1) At least one course in each of the following: individual psychological evaluation, practicum in individual psychological evaluation, group testing, the child with disabilities, and educational statistics

2) A minimum of 16 semester hours of coursework in five or more of the following areas: general psychology; abnormal psychology; child, adolescent, or developmental psychology; educational psychology; principles and practices of guidance programs; elementary guidance; and counseling methods or techniques

Continuing Education Requirements: Requires a minimum of 6 credits, either college level or professional development, with 15 contact hours equaling 1 credit. These can be through professional organizations or other trainings/workshops that are related to school psychology. Credentials are renewed every 5 years. A 10-year, 'one time' credential is awarded for someone just completing a master's program. NASP-approved CPD hours are accepted towards renewal.

TENNESSEE

Recognizes programs that meet NASP guidelines.

SEA Credential:Must complete an approved graduate level preparation program in school psychology consistent with the knowledge and skills required for licensure and the curriculum guidelines of NASP; a full-time internship (minimum of 600 hours in school setting) consisting of full-time work for one academic year or half-time work over a period of two consecutive academic years. Minimum score of 154 on the Praxis II required.Until someone who has obtained a school psychologist endorsement has been employed by a school for 3 years, their license is 'provisional.’

Continuing Education Requirements:Renewal required every 5 years for those who are not employed for at least 5 of the last 10 years. Otherwise, renewal required every 10 years. Renewal requires 5 days of inservice training a year. If a school psychologist holds a Teaching License but is not employed by a school, he or she must complete one graduate class every 5 years to renew his or her license.

Scope of Practice:The SEA credential does not allow practice outside of schools. Individuals must apply through the Board of Examiners in Psychology in order to practice privately. The Board of Examiners in Psychology licenses Certified Psychological Assistants to work as employees of Psychologists or Senior Psychological Examiners (or organizations which provide supervision for such). Nearly all school psychologists in TN would be eligible for the CPA. School psychologist who graduated from an APA approved doctoral program, with an APA approved internship of 1900 hours, would qualify to be a Licensed Psychologist, Health Service Provider through the Board of Examiners in Psychology.

TEXASAccepts NCSP as a route to school based credential.

SEA Credential:Licensed Specialist in School Psychology (LSSP): Candidates for licensure as a specialist in school psychology who hold a currently valid NCSP or who have graduated from a training program approved by NASP or accredited in school psychology by the APA will be considered to have met the training and internship qualifications. The Texas State Board of Examiners of Psychologists oversees the credentialing of LSSPs.

All other applicants must have completed a graduate degree in psychology from a regionally accredited academic institution, and have completed at least 60 graduate level semester credit hours, no more than 12 of which may be internship hours. Applicants must have completed internship with a minimum of 1200 hours, of which 600 must be in a public school. Applicants must obtain a score of 165 on the Praxis II and receive a score of 90% or higher on the state jurisprudence exam.

An applicant for the specialist in school psychology license who meets all requirements, prior to taking and passing the Jurisprudence examination, may, in accordance with Board rule §465.38(4) of this title (relating to Psychological Services in the Schools), practice under supervision as a trainee for not more than one calendar year

Continuing Education Requirements:Renewal occurs each year and requires 12 CPD hours, 3 of which must be professional ethics. NASP-approved CPD hours are accepted towards renewal.

UTAHAccepts NCSP as a route to school based credential.

Level 1 School Psychologist License: Requires:

1) A degree from an approved master's degree or equivalent program consisting of a minimum of 60 semester (90 quarter) hours in school psychology at an accredited institution.2) A one school year internship or its equivalent with a minimum of 1200 clock hours in school psychology. At least 600 of the 1200 clock hours shall be in a school setting or a setting with an educational component.3) Minimum score of 153 on the Praxis II.4) A recommendation from an institution whose program of preparation for school psychologists has been approved by the Board.**The NCSP shall be accepted in lieu of requirements for the Level 1 License.

Level 2 School Psychologist License: Requires:

1) Satisfying the requirements for the Level 1 school psychologist License.2) Completion of at least 2 years of successful experience as a school psychologist under a Level 1 3) School Psychologist License.4) A recommendation by the employing school district with consultation from a teacher education institution.

VERMONT

Accepts NCSP as a route to school based credential.Requires graduation from a NASP or APA approved program, or the equivalent.

SEA Credential: Requires a NASP accredited specialist level or doctoral degree or an American Psychological Association accredited doctoral degree in school psychology, or the equivalent.

For the purpose of equivalency, a minimum of 60 graduate semester hours (specialist level) or a minimum of 90 graduate semester hours (doctoral Level) in the knowledge and performance domains of school psychology is required. Individuals who have completed a minimum of 60 graduate semester hours in clinical, counseling, or industrial/organizational psychology shall follow the American Psychological Association guidelines for respecialization in obtaining the multiple knowledge and performance domain competencies for the practice of school psychology.

In addition, fulfillment of these competencies shall be demonstrated by achieving a passing score of 165 or higher on the Praxis II. Note: passage of this examination is not required if the applicant has the NASP or APA accredited doctoral degree in school psychology.Also requires a NASP-approved internship, APA-accredited internship, or an internship with at least 600 clock hours in a school setting, or other appropriate educational setting with students, under the supervision of a credentialed school psychologist who has a minimum of 3 years of post-degree experience.

Those holding the NCSP are considered to have fulfilled all of the requirements for licensure.

VIRGINIA

Accepts NCSP as a route to school based credential.

SEA Credential:Pupil Personnel Services License: Must complete a state-approved program in school psychology at the master's degree level with at least 60 semester hours of graduate credit or hold the NCSP. Also requires an internship that is documented by the degree granting institution. No more than 12 hours of internship can be counted toward the 60 graduate semester hours required for licensure. The internship experience shall occur on a full-time basis over a period of 1 year or on a half-time basis over a period of 2 consecutive years. The internship shall occur under conditions of appropriate supervision, i.e., school based supervisor shall hold a valid credential as a school psychologist and non-school based supervisor shall be an appropriately credentialed psychologist. The internship shall include experiences at multiple age levels, at least one half of which shall be in an accredited school setting.

The Provisional License is a nonrenewable license valid for a period not to exceed 3 years issued to an individual who has allowable deficiencies for full licensure. Individuals must complete all requirements for a renewable license within the validity period of the license.

Continuing Education Requirements:All license holders in Virginia must renew their license every 5 years and are required to earn 180 professional development points (hours). Must also complete Child Abuse Recognition and Intervention Training as well as Technology Standards for Instructional Personnel.

WASHINGTON

Accepts NCSP as a route to school based credential.

SEA Credential: Level 1 - Residential (formerly initial): Requires a master's degree with a major in school psychology from a state-approved program, which entails 320 hours of practicum (approximately 6–8 hours within school setting weekly) and a 1200 hour internship (at least half within school setting). Individuals who have not graduated from a state-approved program must have a school psychologist credential from another state and have completed 3 years' experience under that credential. If the other state didn't require a credential, the applicant must have 3 years' experience in that role. Finally, the applicant must obtain a score of 165 on the Praxis II.

**Holding the NCSP meets requirements for Level 1 Residential License.

Level 2 - Professional (formerly continuing): After receiving the Residential credential, the holder serves 2 years as a school psychologist and then the credential is valid for 5 years from that point. Within this 5-year period, school psychologists are expected to earn the Professional credential. NCSP meets criteria for the Professional credential after meeting the work experience requirements.An "emergency credential" is offered to finishing interns who are operating in a school district that has an unfilled position with no applicant pool.

WEST VIRGINIA

SEA Credential:Initial Professional Student Support Certificate: The Initial Professional Student Support Certificate is valid for 3 years and is issued to an applicant who completes an approved master's degree in school psychology from an accredited institution of higher education.

Professional Student Support Certificate: Valid for 5 years and is issued for to an applicant who has completed 6 semester hours of coursework from an accredited institution of higher education; or who has a salary classification of MA+30 or higher and has completed 2 years of experience, one of which must have been completed in West Virginia, and receives the recommendation of the county superintendent.

Temporary Professional Student Support Certificate: Issued to applicants who have completed a school psychologist program from a regionally accredited college or university outside of West Virginia with a minimum GPA of 3.0 and are eligible to be recommended by the college or university but have not met the testing requirements established by the West Virginia Board of Education. Permanent Professional Student Support Certificate: Issued to an applicant who holds or is eligible to hold the Professional Student Support Certificate valid for 5 years, and has completed 5 years of educational experience, and receives the recommendation of the county superintendent.

All require minimum score of 148 on the Praxis II

WISCONSINSEA Credential: All school psychologist positions require completion of an approved program for the preparation of school psychologists, resulting in a doctor of philosophy, doctor of psychology, doctor of education, education specialist degree, or the equivalent, including a master's degree, as determined by the institution and approved by the state superintendent.Applicants must also complete either (a) An internship in school psychology under the supervision of a cooperating school psychologist and a part of an approved program, or (b) 2 years of successful experience as a school psychologist under the supervision of a cooperating school psychologist

School Psychologist, Initial Educator: One may apply for an Initial Educator License without an internship, provided he/she has obtained institutional endorsement, and has completed an approved program, resulting in a master's degree or more.

School Psychologist, Professional Educator: Awarded to applicants following successful completion of at least 3 years at the initial educator license stage and completion of a professional development plan

School Psychologist, Master Educator: This is an elective license lasting 10 years and is available to applicants who have a master's degree in a related field, at least 5 years of successful professional experience in education, and complete an application and assessment process for awarding a Wisconsin master educator license in school psychology.

School Psychologist, Nonrenewable License: May be issued to an applicant who has obtained institutional endorsement and has completed an approved program resulting in a masters' degree or more, who has not completed either an internship or 2 years of successful experience as a school psychologist.

An "emergency license" may be issued by the Department of Public Instruction under very specific circumstances. In such a case, the hiring district administrator or designee requests an emergency license be issued, indicating that a search was conducted for a fully licensed school psychologist and that no fully licensed school psychologist was acceptable for the assignment.

WYOMING

Wyoming Board of Psychology accepts NCSP as route for credential to practice outside of schools as a Specialist in School Psychology

SEA Credential:A Wyoming Educator License with a Professional Services Endorsement for School Psychologist is valid for 5 years, and requires completion of a master's degree in school psychology.Wyoming generally recognizes all out-of-state teaching licenses if the standards the applicant met in his or her state are equivalent to Wyoming licensing standards.

Continuing Education Requirements:Requires 70 CPD hours every 5 years (or 5 credits). NASP-approved CPD hours are accepted towards renewal.

Scope of Practice:The SEA credential does not allow practice outside of schools. One must apply through the Wyoming Board of Psychology in order to practice privately and meet the requirements for licensure (i.e., doctoral degree, passing the EPPP, and documenting doctoral supervision). However, the Wyoming Board of Psychology offers a designation of Specialist in School Psychology that can be met by an individual who has the NCSP and is maintains the SEA credential. This designation requires supervision from a psychologist.
