Essay Response — Score 6

While it may be true that the Mason City government ought to devote more money to

riverside recreational facilities, this author's argument does not make a cogent casefor increased resources based on river use. It is easy to understand why city

residents would want a cleaner river, but this argument is rife with holes and

assumptions, and thus, not strong enough to lead to increased funding.

Citing surveys of city residents, the author reports city resident's love of water

sports. It is not clear, however, the scope and validity of that survey. For eample,

the survey could have asked residents if they prefer using the river for water sports

or would like to see a hydroelectric dam built, which may have swayed residents

toward river sports. !he sample may not have been representative of city residents, asking only those residents who live upon the river. !he survey may have been "#

pages long, with $ %uestions dedicated to river sports. We &ust do not know. nless

the survey is fully representative, valid, and reliable, it cannot be used to effectively

back the author's argument. ()*)FI! +F !) -+(!

dditionally, the author implies that residents do not use the river for swimming,

boating, and fishing, despite their professed interest, because the water is polluted

and smelly. While a polluted, smelly river would likely cut down on river sports, a

concrete connection between the resident's lack of river use and the river's current

state is not effectively made. !hough there have been complaints, we do not know if

there have been numerous complaints from a wide range of people, or perhaps from

one or two individuals who made numerous complaints. !o strengthen his/her

argument, the author would benefit from implementing a normed survey asking a

wide range of residents why they do not currently use the river. C+*0!1C!I2)

I*3!

(uilding upon the implication that residents do not use the river due to the %uality of the river's water and the smell, the author suggests that a river clean up will result in

increased river usage. If the river's water %uality and smell result from problems

which can be cleaned, this may be true. For eample, if the decreased water %uality

and aroma is caused by pollution by factories along the river, this conceivably could

be remedied. (ut if the %uality and aroma results from the natural mineral deposits in

the water or surrounding rock, this may not be true. !here are some bodies of water

which emit a strong smell of sulphur due to the geography of the area. !his is not

something likely to be afffected by a clean4up. Conse%uently, a river clean up may

have no impact upon river usage. 1egardless of whether the river's %uality is able tobe improved or not, the author does not effectively show a connection between

water %uality and river usage. W! IF

clean, beautiful, safe river often adds to a city's property values, leads to increased

tourism and revenue from those who come to take advantage of the river, and a

better overall %uality of life for residents. For these reasons, city government may

decide to invest in improving riverside recreational facilities. owever, this author's

argument is not likely significantly persuade the city goverment to allocate

increased funding.

Reader Commentary for Essay Response — Score 6

!his insightful response identifies important assumptions and thoroughly eamines

their implications. !he proposal to spend more on riverside recreational facilities

rests on three %uestionable assumptions, namely5

• that the survey provides a reliable basis for budget planning

• that the river6s pollution and odor are the only reasons for its limited recreational use

• that efforts to clean the water and remove the odor will be successful

(y showing that each assumption is highly suspect, this essay demonstrates the

weakness of the entire argument. For eample, paragraph $ points out that the

survey might not have used a representative sample, might have offered limited

choices, and might have contained very few %uestions on water sports.

3aragraph 7 eamines the tenuous connection between complaints and limited use

of the river for recreation. Complaints about water %uality and odor may be coming

from only a few people and, even if such complaints are numerous, other completelydifferent factors may be much more significant in reducing river usage. Finally,

paragraph 8 eplains that certain geologic features may prevent effective river

clean4up. -etails such as these provide compelling support.

In addition, careful organi9ation ensures that each new point builds upon the

previous ones. For eample, note the clear transitions at the beginning of

paragraphs 7 and 8, as well as the logical se%uence of sentences within paragraphs

:specifically paragraph 8;.

lthough this essay does contain minor errors, it still conveys ideas fluently. *ote the

effective word choices :e.g., <rife with . . . assumptions< and <may have swayed

residents<;. In addition, sentences are not merely varied= they also display skillful

embedding of subordinate elements. For eample, note the sustained parallelism in

the first sentence of the concluding paragraph.

0ince this response offers cogent eamination of the argument and conveys

meaning skillfully, it earns a score of >.

Moreover, Middleburg is a predominately urban area and according to an employee

survey, +uperCorp has determined that its workers prefer to live in an area that is

not urban. "inally, Corporateville has lower taes than Middlesburg, making it not

!he argument assumes that the increase in homeowners is directly correlated with

improved living, or, as the argument states, @a superior place to live.A ousing could

simply be cheaper, causing an influ of people. !hat is the increase of population

does not mean that everybody wants to live in Corporateville because it is such a

great place. Indeed low4priced housing and overcrowding clearly would make

Corporatville a less superior place to live.

-nother unstated assumption the argument makes is that what is superior for

residents is the same as what is superior for corporations. hus, even if everybody

wants to move to Corporateville because it is a superior place to live, that doesnt

mean it is a superior place for a company to move its head#uarters. "or instance,

perhaps Corporateville has an ecellent public school system andor natural parks.

either of these would make Corporateville a superior place for a corporation.

%nless the argument can show that there is clear reason that Corporateville is

superior to Middletown for a corporation, then the corporation could be making the

wrong decision in moving to Corporateville.

/astly, the employee survey stating+uperCorps workers prefer to live in an area that

is not urban needs to be #uestioned. here are many ob0ections that can arise from

this survey and its conclusion. "or eample, the type of the employees and their

While it may be true that the Maple County6s council frowns upon the housing

supply limitation measure, this author's argument does not create a convincing basis

to undermine effort in fostering housing supply restriction. It is easy to understand

why a high rate of housing price can be harmful, but the author6s arguments are

cluttered with inaccurate assumptions, and thus, not strong compelling enough to

deter any supply curtailment.

Firstly, the conclusion was drawn under the assumption that new housingsupply has a salient effect on Maple County6s development. If Maple County6scurrent farmlands are prominently replaced by housing estates, the implication maybe true. (ut if the county6s overdevelopment issue is the result of an ecessiveindustriali9ation, the assumption is flawed. Maple County, located between twoma&or cities, -anville, and Carlsburg, will also be affected by the cities development, such as transforming into both cities industrial area, which will still causeoverdevelopment to Maple County. ousing supply restriction will not bring anyimpact on Maple County6s development level. 1egardless of the issue6s main cause, the author does not effectively show a connection between housing supply andMaple County6s development.

dditionally, the author insinuate that housing prices6 increase is due to thedecrease of housing supply. While a low residential supply will rouse a high demandin dwelling areas, a palpable connection between housing supply level and housing

prices is not effectively made. precipitous increase in housing price can bestimulated by other factors, such as national housing price standari9ation, taesenforcement, and new infrastructure epansion in the area. !o strengthen theauthor6s argument, he/she must conduct a research on several areas, taking intoconsideration the current state of each area, which will show the housing pricetendency toward variation of individual factor.

Dastly, the author, emphasi9ing on the effect of housing supply limitation in3ine County, concludes that Maple County will undergo the same conse%uence. It isnot clear, however, the conditions in both cities, such as the current 0 economy, the level of inflation, and the level of new citi9en inflow, during the constraint6s

For eample, fifteen years ago 3ine County might have eperiencedfrom an inflation, causing an increase in prices of housing materials, andconse%uently, raising housing prices. !he observation in 3ine County may be donebefore the $##O6s world recession, while Maple County6s observation was doneduring 06 financial boost period. 3ine County could also have encountered amassive income of new resident, cataly9ing a burgeon in housing demand.
