The attached map is a version provided as part of the Project’s environmental impact assessment (CEAR #42) (Figure A.1.0-3 Proposed Project Footprint Aerial Photograph) with symbols depicting suggested stop locations for the site visit. Benga acknowledges the Panel would like to minimize interactions with Benga staff as much as possible to maintain their independence and neutrality. corresponding map of locations and features, and script for the proposed Joint Review Panel site visit

during the week of September 23, 2019.

The attached map is a version provided as part of the Project’s environmental impact assessment

JRP - Site Tour of Grassy Mountain Coal Project

Itinerary

Participants meet for safety

briefing (15 minutes).

Address:

• Review of safety and environmental rules and procedures to adhere to during site tour

• Overview of high-level itinerary for the site tour

• Benga will provide Personal Protective Equipment as required (participants should have

suitable fall outerwear and closed toe footwear for walking in mountainous terrain)

Participants will walk a short distance to Stop #1.

Stop #1: Existing CPGC Fairways – Proposed Rail Loop & Loadout (15 minutes)

• View of proposed rail loop and coal loadout infrastructure locations

• View of existing air quality monitoring station installed by Benga

Participants depart in three Alberta Energy Regulator (AER) vehicles, driven by AER Field

Staff. A Benga vehicle will lead the convoy to Stop #2 via Grassy Mountain Road (20

minutes)

Stop #2: Blairmore Creek Valley - Proposed Mine Infrastructure Area (MIA) and Coal

Handling and Processing Plant (CHPP) (30 minutes)

• Point out proposed MIA and CHPP locations

• View of archeological site (DjPo-98)

• View of Blairmore Creek

Participants depart for Stop #3 (15 minutes)

Stop #3: Gold Creek Valley (15 minutes)

• View of Gold Creek, a point on the creek that is close to the proposed Project footprint.

JRP - Site Tour of Grassy Mountain Coal Project

Script

Location:

Participants meet at for safety

briefing (15 minutes).

Address:

Participants will walk a short distance to Stop #1.

Stop #1: Existing CPGC Fairways – Proposed Rail Loop & Loadout (15 minutes)

Benga:

“Stop #1. This is a view, looking east, of the existing Crowsnest Pass Golf Course Fairways and

the location of the proposed Rail Loading Track and associated Train Loadout.”

The rail loading track will be a new auxiliary track that will leave the Canadian Pacific

Railway’s mainline at Mile 90.7. The track will be approximately 6,900 m long and will be laid

out in a figure 8 loop arrangement.

This is Millennium EMS Solutions continuous air quality monitoring station. It is measuring

wind speed, wind direction, air temperature, NOx, SO2, O3, CO, PM2.5 and PM10. It was recently

installed in July 2019 to collect baseline data near the townsite.

The current road construction activities are associated with the access road to the Crowsnest

Pass Golf and Country Club’s new club house and maintenance facilities.

Participants depart in three Alberta Energy Regulator (AER) vehicles, driven by AER Field

Staff. A Benga vehicle will lead the convoy to Stop #2 via Grassy Mountain Road (20

minutes)

Stop #2: Blairmore Creek Valley - Proposed Mine Infrastructure Area (MIA) and Coal

Handling and Processing Plant (CHPP) (30 minutes)

Benga:

“Stop 2. This is a view (looking west, north west) of the proposed coal handling and processing

plant and associated mine infrastructure area.”

The CHPP service buildings used by the operational employees for management, operations

and maintenance will be located adjacent to the CHPP.

Looking west, past the CHPP area, is an important archeological site identified during Benga’s

archaeological assessment. This site has been labelled as DjPo-98

The small watercourse is first order unnamed tributary drains to Blairmore Creek. This

tributary is non-fish bearing. Fish species present in Blairmore Creek, immediately adjacent to

the Project area, include 95-98% westslope cutthroat trout. Blairmore Creek is designated as

‘recovery habitat for westslope cutthroat trout’ under the westslope cutthroat trout recovery

strategy.

Participants depart for Stop #3 (15 minutes)

Stop #3: Gold Creek Valley (15 minutes)

“Stop 3 is a view of Gold Creek.”

Participants depart for Stop #4 (15 minutes)

Stop #4: Grassy Mountain - Proposed Pit Area (15 minutes)

“Stop 4 shows an example of some of the legacy mining activities and associated physical

disturbances on the site.”

The small open water bodies are non-fish bearing, and result from historical mining operations

that have subsequently filled with water from groundwater and surface water.”

Looking north towards Grassy Mountain is a view of the surface cut and waste rock deposition

from the legacy mining activities during the 1960s.

Participants depart for Stop #5 (30 minutes)

Stop #5: Grassy Mountain – Mountain peak (15 minutes)

“A safety reminder will be provided to Panel Field Group regarding uneven and steep terrain.”

“Stop 5 provides an overview of the area associated with the proposed pit and rock disposal

areas.”

Benga representative will point out:

• View of legacy mining cut from the Northern extent

• View of proposed Rock Disposal Area(s)
