NarrativesDisaster Damage:

The 2008 disasters in Indiana have been among the worst in our state’s history. 82 of Indiana’s 92 counties were declared as Presidentialdisaster areas between the three disaster periods (DR-1740, DR- 1766 and DR-1795). DR-1740, which affected northern Indiana, occurredafter winter rains melted several feet of snow, causing severe flooding. 21 counties were declared as a result of the winter weather.Additionally, the northwestern-most counties declared as part of DR-1740 were again affected by severe storms. As of the end of 2008, thedeclared counties received $7.6 million of Individual Assistance and $5.1 million in Public Assistance as a result of DR-1740. DR-1766, theresult of tornados and severe flooding in late May and early June, was clearly the most substantial 2008 disaster with 44 counties declared asPresidential disaster areas. FEMA estimates that total IA and PA for this disaster will exceed $275 million. FEMA and the SBA received17,844 applications for IA during DR-1766, resulting in over $127 million in assistance. The PA process is now in full swing with FEMA having318 eligible applicants from local and state government and an estimated 2,111 project worksheets. Currently $22 million have been obligatedto local governments, and PA total estimates exceed $150 million. Lastly, when the powerful remnants of Hurricane Ike passed throughIndiana in early September they caused severe flooding in the northern parts of the state and wind storms in the south. DR-1795 resulted in 38county declarations. To date, 25,800 IA applications have been filed with FEMA and $43 million of financial assistance provided to individuals.  The chart below depicts the best possible estimate of the financial impact of all the 2008 disasters to the state of Indiana. Based on theseestimates, the state has been subject to over $1.9 billion in damage to public infrastructure, housing and farmland. Recovery Needs:

While the estimated FEMA assistance is substantial with over $370 million in funding provided, it will not cover the estimated recovery needsin the areas of economic and workforce development, infrastructure, and housing. The following summarizes the key unmet needs in each ofthese areas:

Economic and Workforce DevelopmentThe largest economic impact to Indiana will be in the area of agriculture where early estimates indicate that crop losses will exceed $300million and land rehabilitation losses for activities like debris and sediment removal, levee repair and soil erosion repair will exceed $200million. Impact to other Indiana businesses is likely to exceed $500 million with most of the damage occurring in the five most effectedcounties of Bartholomew, Johnson, Vigo, Morgan and Owen. The most substantial areas of damage occurred in Columbus, Indiana, where theColumbus Regional Hospital was completely immobilized and had over $211 million in damages of which less that $75 million will be coveredby FEMA. Additionally, the city’s largest employer reported damages in excess of $200 million none of which qualified for assistance.

InfrastructureDamage to Indiana’s public infrastructure will likely exceed $325 million and it is estimated that FEMAPA will cover $217.4 million that wasfound to be eligible for their program, providing a federal share of $123.3 million or less than half, of this expense. The remainder does notqualify, is covered by anotherFederal program, or represents the state/local match. The chart below depicts the financial assistance the State of Indiana has received.However, the costs that go beyond what is covered below have been identified as key areas of remaining need.

About half of Indiana’s PA expense comes from the extensive damages to Columbus Regional Hospital, a major hospital servicing a large portion of Southeastern Indiana. The hospital suffered over $211 million in damage of which about half will qualify for FEMA-PA. One of the state’s top priorities has been to help CRH recover from the catastrophic losses experienced in June of 2008, and a portion of PA-match funding would be for this effort. The remaining PA expenses result from damage to a mixture of public infrastructure such as damaged roads, bridges, dams and levees.

HousingIndiana has over 17,000 families who suffered some type of damage to their dwelling. Housing is a key challenge for the state. FEMA-IA has provided substantial assistance; however, additional help will be required. The most urgent need is to

insure that homeowners who are displaced by flooding are not faced with outstanding mortgage debt from a substantially damaged property that precludes them from obtaining suitable replacement housing. Over 700 homes totaling $80MM have been identified for community buy-out programs. Projections from DR-1766 indicate that FEMA’s payout under the HMGP will leave Indiana with a shortfall of at least $12MM. Extrapolating these metrics to DR-1795, Indiana expects an underpayment from FEMA to total $6MM. Moreover, 20% of the displaced homeowners also find themselves under water on average 10% with their mortgage. To make these homeowners whole will cost an additional $1.6MM. In total, Indiana anticipates nearly $20MM in unmet housing need for homeowners who have lost their homes due to these recent disasters. Filling this gap with CDBG Disaster Recovery Funds would make homeowners whole and permit localities to move forward with their buy-out programs expeditiously.

The State of Indiana has set-aside in excess of $39,021,933 to meet the requirement for the  multi-family housing set-aside.

Activity Description:

Grant funds will be used for improvements to the State Road 18/U.S. - 421 levee project. The upgrades will include thereplacement of faltering backflow prevention devices in the Wabash and Erie Canal channel at the existing crossing under SR18/U.S. 421, the installation of two backflow prevention devices, the replacement of existing flap gates and sluice gates, andthe construction of a storm water pumping station. The pump station will include wet and dry wells, intake and discharge piping,electrical and control systems, pumps, and fittings. Approximately half of the discharge piping will be installed inside steelcasing pipe.

Activity Description:

Grant funds will be used to establish a coalition in partnership with Sullivan County and the City of Princeton. The coalitionwould establish a program to train unemployed and underemployed workers into the fields of heavy equipment operation andindustrial maintenance.Knox, Sullivan, and Gibson (City of Princeton) Counties were included in the areas designated as disaster areas due to thesevere flooding of 2008. Several of the communities within these counties were physically and economically affected by thisflooding. The region continues to seek a full recovery from the negative economic impacts created by this flooding event.Economic losses are best recovered through new business investment and a creation of high wage employment.

This project will benefit poeple from Knox County, Sullivan County, and the City of Princeton.

A GRANT MODIFICATION WAS APPROVED FOR 10 INDUSTRIAL MAINTENANCE STUDENTS AND 39 HEAVYEQUIPMENT STUDENTS. iNDUSTRIAL MAINTENANCE TRAINING IS COMPLETE WITH 10  STUDENTS TRAINED.HEAVY EQUIPMENT OPERATOR HAS 30 STUDENTS WHO HAVE COMPLETED THE COURSE AND 9 IN LINE FORTRAINING. THREE QUARTERS OF STUDENTS WHO HAVE COMPLETED BOTH COURSES HAV FOUND EMPLOYMENT.

Grant funds will be used to implement a workforce development training for unemployed and underemployed ind ividuals inPerry, Spencer, Crawford, and Dubois Counties.

In September 2008, the City of Tell City and the region of Spencer, Crawford, Perry, and Dubois County were impacted bysevere storms and flooding. Perry County, where Tell City is located, incurred nearly $700,000 damage to public infrastructure,with large amounts of debris. Long term electrical outages occurred, and 37 homes were impacted by roof and structuraldamage. Schools were closed for two days, and unfortunately, two deaths occurred. The situation was similar throughout theregion. This training program has a direct impact on the economic recovery of the region as it reaches the individuals most inneed. By focusing on the unemployed and underemployed, these individuals receive the skills training necessary to obtainemployment with local industries, which in turn provides income which will be reinvested into the community.

Grant funds will be used to make improvements to the stormwater system in disaster affected areas.The project includes: Upgrade existing 115 feet of culvert under the west side of North Railroad Street; Replace the existingjunction structure at North Railroad Street with a Type G Manhole; Upgrade the existing 40 feet of culvert running under theeast side of Railroad St.; Construct a new Ditch from the upstream side of the culvert on the east side of Railroad St. to thedownstream end of the culvert under Market St.; Add a storm water collection system for Main Street at the corner of Main St.and Railroad St.; Add a storm water collection system for Walnut St. at the corner of Walnut St. and Railroad St.; and add astorm water collection system to alleviate the flooding at Miller and Easton Streets. These new systems will consist of, BoxCulverts, Storm Water Manholes, Storm Drainage Pipe, Channel Widening and Erosion Control Improvements and PavementRehabilitation.

Grant funds will be used to make improvements to the stormwater system in disaster affected areas.The project includes: Installation of approximately 4,305 linear feet of concrete reinforced pipe (RCP) ranging in sizes from 12inches to 30 inches in diameter over the distance of approximately 9-12 street blocks in length in order to collect stormwaterdrainage and convey this to the existing Cherry Grove pump station located at the very southern end of Town (7th Street andCherry Grove Avenue). Along with the proposed pipe, approximately 31 inlets and 12 manholes will be installed throughoutthese areas and road pavement will be restored.

Activity Description:

Grant funds will be used to make improvements to the stormwater system in disaster affected areas.The project includes: The excavation of a 30’ wide, approximately 7’ deep, maintainable open ditch drainage swale on thenortheast side of the community. In addition, a 24” storm outlet will be installed and connect to an existing 24” storm sewer pipemoving water to the existing 12th Street detention pond.; A 7.6 acre maintainable detention pond shall be constructed on theeast side of town. The estimated depth of the pond shall be approximately 5’ to 10’ deep. A 24” storm sewer line shall be usedfor inlet and effluent piping in various locations. The effluent piping will transfer water from the detention pond to the nearbyEast Street ditch. An 8” tiles shall be installed throughout the bottom of the detention pond as well; and 24” storm sewers shallbe installed at various locations throughout town extending previously upgraded storm sewer to better transport the surface run-off. 12” and 8” storm sewers with catch basins and manholes will also assist in providing the Town adequate storm waterremoval.

The project includes: Install 15-inch diameter storm sewer from the drywell system located in the Heather View Subdivisionalong Glasgow Drive to the drywell system for Old Town Estates and Pruitt Subdivisions.; Install an 18-inch, 24-inch, 36-inchand 42-inch storm sewer from the existing 18-inch sewer crossing Main cross Street (approximately 250 feet east of HarrellDrive) west on Main Cross Street and connect it into the existing 60-inch diameter storm sewer at Kyle Street. The 18-inchwould start upstream and extend to Brown Street then the pipe size would increase to 24-inch from Brown Street to Clay Street,the pipe size would increase to 36-inch from Clay Street to Lincoln Street, then increase to 42-inch from Lincoln Street to KyleStreet. These storm sewers are sized to include some new storm sewers to separate from the existing combined sewers.;Connect existing drainage structures along Harrell Drive and Main Cross Street into the new storm sewers to remove them fromthe combined sewers.; and The total lineal feet of storm sewer pipe for this project is 3,408 LF.

Grant funds will be used to make improvements to the stormwater system in disaster affected areas.The project includes: Construction of 2,000 feet of storm sewer ranging in diameter from 12-inch to 24-inch. The sewer will beconstructed along State Road 236 beginning from the intersection of 8th St. to the intersection of Beechwood Ave.;Construction of approximately 1,600 feet of storm sewer ranging in diameter of 12-inch to 15-inch for the blocks between 8thand 7th Street along Maple Street, Liberty Street, and Central Avenue.; and Construction of approximately 550 feet of 12" stormsewer at the intersection of Locust and 6th St. and at the intersection of Locust St. and the alley between 5th and 6th St.

Location Description:

Activity will occur within the limits of the town of Middletown.

Grant funds will be used to make improvements to the stormwater system in disaster affected areas.The project includes: Reconstruct approximately 500 feet of a collapsed retaining wall along the western bank of the ElkhartRiver that had been worsened following flood and storm damage of 2008. The purpose of the project is to stabilize the existingriver bank and stop the river migration to the west, which is threatening the existing alley and buildings between Third Streetand Pigeon Street east of Cavin Street.

Location Description:

The project will occur within the limits of the City of Ligonier.
