With the view of deteruiinine.with some degree of scientific accuracy, the question involved in the action ot "back-wate- r" upon mewater supply ot the city, an Appeal com-missioner has made a series of observationson the flow of Wolf river at various depths.The observations were made under the fol-

lowing conditions:fctaee of water in the Mississippi river, 13

feet 2 inches, and rising at the rate of 5 inchesevery 24 hours. A southerly wind, blowingat the mean rate of 14 miles per hour; max-imum force 19 miles at 1.05 p.m.; minimum,8 miles at 2:30 p.m.; period of observationfrom 11 a.m. until 3 p.m.

A set of adjustable en s, kindlyfurnished by Major W. II. H. Benyaurd, ofthe United States Engineer Corps, were usediu making the observations. Three of these,panged to show the movements on the sur-face and at fifteen inches, and at four feetdeep, respectively, were first used oppositethe mouth of a small "run," about 300 yardsbelow! the Waterworks. The Burface Boatwas carried up stream about 600 feet in 4minutes 40 seconds, or at the rate of aboutone and one-ha- lf milea per hour. Atfifteen inches deep the fliat wascarried up stream at the rate of forty feetper minute, and at four feet at the rate ofeight feet per minute.

Owing to the high wind the surface floatwas abandoned during the subsequent observations, and a 6ix-fo- gauge substitutedtherefor. Immediately opposite the Water-works, and in mid-strea- these gaugesBhowed an upper stratum of water, fifteeninches deep, flowing at the rate often feet per minute; two feet nine inchesbelow this, or four feet from the Burface, thewater was stationary no flow in either direction: and at six feet below the surfacethere was a jierceptible current down-strea-

at the rate of three feet per minute.At a point just below the Boap factory,

some half mile above the Waterworks, withfifteen feet of water in mid-strea- no currentwas perceptible at five feet below the surface.In thirteen feet of water, at the beginning ofthe Bwamp, probably a mile above theWaterworks, a current down-strea- of aboutone-four- of a mile per hour was found fiveleet below tne surlace.

Sufficient data having been obtained to determine the general movement in the stream,the location of the inlet pipe of the water-works was next ascertained and a more elaborate experiment was devised in order to dtermine the direction of flow in the vicinityof the mouth of this pine. It should bestated that the pipe, a short distance fromwhere it emergen from the brick tunnel, isreceived in a close crip ol heavy timber, bywhich it is supported with its mouth or openend about one foot above the bed of theriver. Soundings outside of this crib showeda depth of ten feet of water. A gauge ofnine leet six inches was accordingly prepared, which it was calculated would clearlyshow the movement of that stratum of waterfrom which the supply is puurned. Observations continued upon this float for onehour and forty-fiv- e minutes showed the existence of cross currents rapidly varying indirection, but with a general trend acrossthe bed of the river from east to west. til affected by this general trend so as to getinto nearly l, the gauge-floa- t wascarried alternately up and down the stream.After reaching the middle of the river a slobut uniform, motion down stream was shown1which, in oue hour and fifty-fiv- e minutes,had carried the noat about o'JO yards.

The general deductions from observationsare as follows:

1. That at the present time back-wat- er

from the Mississippi river is flowing up theWolf, carrying the discharge of sewage fromthe new system of sewers up to and beyondthe aterworks this sewage being dicharged into Wolf river under the headproduced by the inclination of the sewers.

2. That while this upward polluted current is now confined to a stratum of not morethan four feet in depth, the entire volume ofthe stream is probably polluted at the pointwhere the water supply is taken, this pollutionbeing effected by the churning of the cross-currents caused by the outflow of the Wolfand the inflow of the Mississippi, aided bythe suction of the pumps which, during theperiod of observation, were drawing involume of nearly 30,000 gallons per minute.

It is not believed that any portion ol" thecontents of the bayou, nor of any " runs,contribute to this pollution, since it is evident that the back-wat- er which causesWolf river to run up stream, al?o acts as adam to the bayou and other tributaries.

Turner seems to have caused the "galledJudge to wince" a bit. The matter of allowing the Attorney-Uener- ai ibou lor exam-ining records, etc., of the different courts wason motion of EsqHire Bledsoe reconsidered.

'Squire Winters called tne attention of theCourt to the newspaper gossip, and said thatit was calculated to retlect upon the Quar-terly Court. Quite a lively debate followedbetween 'Squires Winters and Bledsoe.'So aire. Winters read an article from theAvalanche, which stated that 'Squire Bledsoehad moved the Court the day previous forthe appointment of a committee to examineinto the fees of the Attorney-Genera- l. Thespeaker said the article reflected on the in-

tegrity of the Court, and he intimated thatSquire Bledsoe bad inspired the article.

Squire Bledsoe denied positively havinghad anything to do with the publication re-

ferred to, aud said that he was in favor ofthe examination still, fie did not think itright to appropriate money for the Altorney- -Generaf without any color ot law. lie saidlie understood that Judge Horrigan waswilling to give the Attorney-Gener- thenecessary order, but iu the other Courts theJudges were unwilling. Tbe speaker hadheard that the examinations were of no valueand very desultory.

The following petition, signed by 150 goodsitizens, was received: The undersignedtaxpayers would request your honorable bodyto adopt the resolution authorizing theCounty Surveyor to survey and make an estimate of the cost per mile for five miles oneach of the principal roads leading from thecourthouse, with the view of having themmacadmized (ultimately to the county line).The petition was granted and the followingorder entered:

"The material interest of the people of Shelby county requiring good roads, therefore beit ordered bv the Onarterlv Court, that inorder to have more definite and comprehen-sible knowledge of the cost of the buildingor making turnpike roads, leading to andfrom the courthouse, the County Surveyorbe, and is hereby ordered to make a full andcomplete survey of the following namedroads, viz: Pigeon Roost road, Hernandoroad, Horn Lake road, New Raleigh road,Old Raleigh road and Big Creek roads for adistance of five miles, on each of said roads,from the corporate limits of the city ofMemphis. Said Surveyor to furnish thisCourt at its next quarterly session with plans,prohles and estimates ot cost per mile loreach of said roads separately, specifying thequality and quantities of materials to beused." Six hundred dollars was appropriatedfor the purpose.
