This is a component program of theResearch/Thesis Assistance Program. Itaims to install a mini-library or databank on graft and corruption and relatedsubjects that will provide researcher andpublic administrators reference materialson the subject matter.

The CPU serves as the OMB’s citizens armin its crusade for a clean and honestgovernment. It assists the Office in detectinggraft and corruption in the bureaucracy.
Objectives:
1) Ensures community- based parti-
cipation in the drive against corruption.2) Serves as a focal point of citizen’s
organization in the campaign for aneffective government.
3) Heightens the citizen’s awarenessthrough workshops, symposia andconferences.
Who may be accredited?
Any bonafide non-partisan group,association or organization from any sectorwith identifiable leadership, membershipand structure and with demonstrated capacity topromote the interest and assist the Office of theOmbudsman in the performance of its functionand activities as mandated by the Constitutionand R.A. 6770 may be accredited as a CPU.

The need to address the perennial problemof graft and corruption at the preemptive levelis a growing concern of the Office of theOmbudsman. Hence, the need to equipgovernment human resource with necessaryorientation on the requisites of an honest andaccountable public servant, if only to realizea more efficient, graft-free bureaucracy. Thusthe conception of this project. It aims to providethe venue whereby public service values areinternalized and to enhance a deeperunderstanding of the role of public servants andthe accountability attached to the positions in thegovernment.

On the finer points, the Office has adoptedthe strategy of conducting the VOW as part ofthe Moral Recovery Program of the government.One of its primary objectives is the enhancementof organizational effectiveness through moralreformation among OMB personnel.
As shown in the illustration above, the family headed by the fatherplays a significant role in molding the psyche of Pepe and Pilar. As soonas the siblings reach the school age, they will undergo the IMDPGCPEprogram and the JGU as well as the Research and Thesis Assistance andSynergy Program. By the time Pepe and Pilar finish college, they arealready fully equipped and trained in building a graft-free society. However,OMB intervention does not stop here. If Pilar decides to enter the privatesector, she can be part of an NGO or PO which shall be accredited as CPUand if Pepe opts to work in the public sector, he has to undergo the Seminarfor New Government Entrants and later on take part in the VOW.

As the country enters the crossroads of
globalization in the third millennium, the
dream of each Filipino youth remains vibrant:
a dream to fully develop and apply all his
talents and abilities in nation-building
through sound education ---for the brighter
future of the Filipino nation.
But our nation is confronted with the
most serious problem of our society, which
is the deterioration of value systems. This is
something that should be at the heart of public
service. Today’s youth face the challenges
of keeping the traditional values over political
and personal economic aggrandizement , and
living up to idealistic principles rather than
popularity.
Where the need to effect an environment
of honesty and integrity becomes imperative,
the Office of the Ombudsman as the Protector
of the People acts on its constitutional
mandate. It seeks to motivate young people
nationwide to get involved in the herculean
task of building a graft-free society.
The Ombudsman envisions a graft free
bureaucracy----a dream which shall hopefully
become a reality, by building a people who
will share the dream ---beginning with the
Filipino family. The family is the primordial
unit of society through which the fabric of
society is woven. The Ombudsman believes
that to transform the Philippine society into a
graft-free bureaucracy, the renewal must start
first with every Filipino family.
The Office of the Ombudsman believes thatthe development of an educational andmotivational approach in combating graft andcorruption is imperative in order to achievevictory. OMB intervention begins when the childreaches school age and continues until lateadulthood. The following graft preventionprograms are designed to deter the proliferationof graft and corruption at different stages of aman’s life to pave the way for a graft-free society.

This program is a joint undertaking betweenthe Office of the Ombudsman and the DECS. Itaims to develop and validate instructionalmaterials to make the students aware andunderstand the ills of graft and corruption andthe means of deterring the same. Theseinstructional materials and messages willinculcate among the students in the elementaryand high school levels positive values such ashonesty, integrity, uphold the common good andsimple living. Likewise the role of the Office ofthe Ombudsman, the norms of conduct of publicofficials and employees as well as theestablishment of the OMB Junior Graftwatchwere incorporated in the said materials.

This is a joint effort of the Office of theOmbudsman and the Movie and TelevisionReview and Classification Board (MTRCB).Citizens through the JGU’s are joined to supportthis program.
Objectives:
1) To protect the youth from imbibingdistorted values and imitatingunacceptable behaviors whichpropagate graft and corruption and areobjectionable for being contrary tolaw and Filipino values on honestyand integrity and with a dangeroustendency to encourage the commis-sion of graft and other offensesviolative of the Code of Conductand Ethical Standards for publicofficials and employees;
2) To awaken the civic consciousness ofthe movie and television programproducers to place a redeeming valuein producing film and television pro-grams portraying public officials.

The JGU serves as OMB’s youth arm in graftprevention and control. It provides a mechanismfor young citizens effective participation incorruption prevention campaigns by establishingunits in schools and communities.
Objectives:
A. General
1) To direct the growing concern andawaken the consciousness of youngcitizen into productive action towardsthe elimination or reduction of graft andcorruption and its effects to the country’seconomy.
2) To develop and ingrain in the youthmoral values such as honesty andefficiency in preparation for theirfuture roles as leaders of the country.
3) To orient the youth on the tasks,functions and role of the Office of theOmbudsman.
B. Specific
1 ) To provide a mechanism foryoung citizens’ effectiveparticipation in OMB’s corruptionprevention campaign.
2) To establish a Junior Graftwatch Unitin every school and community.
3) To promote recognition for theyouth’s achievement in their positiveefforts towards a clean and honestgovernment.
Who may be accredited?
Any bonafide school-based groups andyouth organizations with identifiable leadership,membership and structure and withdemonstrated capacity to promote publicinterest may be accredited as a JGU.

The OMB is providing research/thesisgrants to students who will be conductingstudies on graft and corruption. It provides agood opportunity for the students to contributetheir ideas and recommendation in solving graft-related problems.
Qualifications:
Undergraduate or graduate students ofany course, enrolled in a research/thesiswriting subject at the time the application isfiled. The topic must focus on graft andcorruption and must be approved by the school.
