Part-A : General Information

Introduction:

Prior to 2003, in the State of Goa, 3 kgs of rice were distributed to primary students

under the National Programme for Nutrition Support for Primary Education. The first radical

shift took place in 2003-04 with the distribution of pre-cooked ready to eat food items such

as kachori, ladoos, chakli, shankarpali, biscuits, etc. Further transformation took place

following the landmark direction of the Supreme Court of India, which ushered in the

distribution of hot cooked meals in the State.

At present Mid-Day Meals are served through 111 local Self Help Groups / Mahila

Mandal and 5 parent teacher associations across the State. The menu consists of Vegetable

Pulao and Bhaji & Pao / Puri /Chapati. All the cook-cum-helpers engaged in the State are

being paid their honorarium through electronic transfer of funds. There is no separate

Directorate or separate cell for Mid-Day Meal Scheme and Education department is the

nodal agency for implementation of the scheme in the State. The State Government is

contributing more than its mandatory share in cooking cost. However, the State Government

is not providing any additional food item.

Part-B : Review of Performance in 2014-15 (01.04.14 to 31.12.2014)

2. Based on the information provided by the State administration in its AWP&B 2015-16, the performance during 2014-15 (01.04.14 to 31.12.2014) was reviewed. The major issues in implementation during 2014-15 are summarized as under: - 2.0 Coverage of Institutions

2.2 FOODGRAINS (PRIMARY + UPPER PRIMARY)

2.2.1 Level of Opening Balance as on 01.04.14: (Refer Table 3.2 of the Analysis Sheet).

The State has nil (0%) food grains as opening balance against the total allocation of 3885.37 MTs for 2014-15 as on 1.4.14.

2.2.2 Level of unspent balance as on 31.12.14: (Refer Table 3.3 of the Analysis Sheet).

The State level closing balance as on 31.12.14 is 217.14 MTs (6%) against the total allocation of 3885.37 MTs. The State Govt. needs to check the allocation mechanism as the buffer stock of foodgrains for one month needs to be maintained to avoid any disturbance in smooth implementation of the scheme.

2.2.3 Availability of Food grains: (01.04.14 to 31.12.14) : (Refer Table 3.5 of the Analysis sheet)

Considering that three-fourth of the year was over by 31.12.2014, the districts should have availability of at least 85% of the food grains allocation. State level availability as on 31.12.14 was 75% of the total allocation.

2.2.4 Utilization of food grains: (Refer Table 3.7 of the Analysis sheet)

An analysis of the utilization of food grains during 2014-15 shows that State has utilized 69% of the allocated food grains.

2.2.5 Payment of cost of foodgrains to FCI: (Refer Table 3.9 of the Analysis sheet)

The FCI has submitted bills for Rs. 144.31 lakh during 1.4.2014 to 31.12.2014 towards cost of food grains. The State has made 100% payment for Rs. 144.31 Lakh.

2.3 COOKING COST (PRIMARY + UPPER PRIMARY) 2.3.1 Level of Opening balance as on 01.04.14: (Refer Table 4.1.1 of the Analysis Sheet)

The State had reported nil opening balance towards cooking cost at the beginning of the financial year 2014-15.

2.3.2 Level of closing balance as on 31.12.14: (Refer Table 4.1.2 of the Analysis Sheet) The State had closing balance of Rs. 377.26 crore (21% of allocation) towards cooking cost as on 31.12.14..

2.3.3 Utilization of Cooking cost: (Refer Table 4.5 of the Analysis Sheet)

Considering that three-fourth of the year is over by 31.12.2014, the districts should have utilized at least 75% of the allocation of cooking cost. State level utilization is 69%.

2.4 Reconciliation of utilization and performance during 2014-15 (1.4.14 to 31.12.14) 2.4.1 Mismatch in utilization of Food grains vis-à-vis cooking cost: (Refer Table – 5.1 of Analysis Sheet)

Ideally the percentage utilization of cooking cost and food grains should tally with each other. The data furnished in the AWP&B reveals that there is no mismatch at State level in utilization of cooking cost (69%) and food grains (69%).

2.5 Cook-Cum-Helper (PRIMARY + UPPER PRIMARY):

MDM-PAB has approved 2777 cook-cum-helpers to be engaged during 2014-15 in the State, the State has engaged only 2067 cook-cum-helpers. The State has proposed to engage 710 cook-cum-helpers, which is within the already approved number of cook-cum-helpers. The State has utilized 49% of the allocated funds for payment of honorarium to cook cum helper. (Refer Table – 6.2 of Analysis Sheet).

2.6 Utilization of MME (Refer Table – 7.2 of Analysis Sheet)

Against the allocation of Rs. 60 lakh as Central Assistance towards MME funds, the State has utilized only Rs. 19.87 lakh (33%). As per MDM guidelines 50% of the MME funds are earmarked to be expenditure at the School level. However, in Goa no funds are released to School level. The State has shown Expenditure of Rs. 2.29 lakh at School level.

2.7 Utilization of Transportation Assistance (Refer Table – 8.2 of Analysis Sheet)

Against the allocation of Rs. 29.14 lakh as Central Assistance towards funds for Transportation Assistance the State has utilized Rs. 14.78 lakh (51%). The State has lifted 2909.75 MT foodgrains and should have utilized Rs. 21.82 lakh, instead they have utilized Rs. 14.78 lakh. It is important to mention here that the implementing agencies i.e. Self Help Groups have to lift foodgrains from the taluka level godown to their respective kitchens at their own expenses.

3. Data Entry Status on the MIS Web Portal

In order to smooth function of MDMS, Ministry of HRD, MDM Division has developed web based monitoring system i.e. Web based MIS in collaboration with NIC. In this web portal State/District/Block users have to make Annual and Monthly data entry into the web portal through online. The State should monitor data entry activities to be made timely manner by District/Block users into the portal. The Annual and monthly data entry status as on December, 2014 of the State are given below:-

3.1 Annual Data Entry:

It is appreciated that Goa has completed 100% annual data entry for the year 2014-15. The district wise annual data entry status is given below:-

However, it is important to mention that in total there are 1508 institutions as reported in the AWP&B, and the State has to add details of 125 more institutions in the MDM-MIS portal.

3.2 Monthly data entry

The progress on entry of Monthly data is an area of concern as even for the month of

January and February 2014 data entry is not completed. The district wise status of entry of

monthly data is given below.

4. Release of funds

The Govt. of India released ad-hoc grant on 22nd April, 2014, balance of the first

Installment was released on 13th August 2014 and 2nd Installment was released on

22nd December 2014. The State Government has reported that all the payments are

made at State level and funds are not released to District /Block /Gram Panchayat

and school /implementing agency. The implementing agencies i.e. Self Help

Groups/Mahila Mandal /Parents Teacher Association submitted the bills to the taluka

ADEIs who again certified and submit to Directorate of Education. These bills in turn

are reimbursed with the funds released by both the Central and State Government

through ECS- payment by the State. Similarly in case of payment of honorarium to

cook cum helpers, the heads of the institutions duly certifies the bills and submits to

the taluka ADEIs who again certified and submit to Directorate of Education. The

Director of Education reimbursed the bills through e-transfer.

5. System for payment of cost of foodgrains to FCI

In the State of Goa payment of cost of foodgrains to FCI is being made at State level.

The FCI submits the bills towards cost of food grains lifted directly to State level and

the Directorate of Education made the payment through ECS payment.

6. Involvement of Women SHGs

There are 111 Self Help Groups / Mahila Mandal and 5 Parents Teacher Association

which prepare and provide hot cooked food in their respective clusters of schools in

each taluka of the State. Food is cooked in hygienic kitchen by Self Help

Groups/Mahila Mandal / Parents Teacher Association and transported to each and

every school. These kitchens are duly approved by Directorate of Food & Drugs

Administration. Before a meal is served to the children, it is tasted by the Head of the

School/teacher and a member of the Parent Teacher Association for quality. There

are no separate kitchen sheds built and provided to the Self Help Groups by the

Department and no separate remuneration being paid to them. Arrangements for

kitchen and cooking are left entirely to the Self Help Groups.

7. Menu

In Goa, the meals supplied are Bhaji & Pav/ Chapati/ Puri/ and Vegetable Pulao. The

menu with nutritional value and pricing was determined by a committee that includes

the Principal of Goa College of Home Science and Nutrition Officer of the Food and

Nutrition Board.

8. Capacity Building

Two training programmes taluka wise were organized for Self Help Groups/Mahila

Mandal and A.D.E.I by the Directorate of Education. Module on personal hygiene of

self help group members, hygiene and clean surrounding of the kitchen, healthy and

nutritious cooking practices, storage of food ingredients and handling of distribution

of MDM were used during training by the Nutrition Experts.

9. Tasting of Meal

The food supplied by the Self Help Groups is checked and tasted before Serving to

the students by the Head of the school/teacher and a member of the PTA for its

quality as well as quantity. Inspection register are maintained by schools. The details

are entered in the register maintained by each respective school/s. If the quality of

the food is not satisfactory the food is rejected and replaced.

10. Testing of Meal

In Goa, the Directorate of Food & Drugs Administration collects and test the foods

Samples in their lab. Nutritional expert also collect the food samples and analyzed in

the laboratory of Goa Collage of Home Science.

11. Grievance Redressal Mechanism

Deputy Educational Officers of the respective zone have been assigned the

responsibility to resolve the grievance related to Mid-Day Meal at the block level as

well as Zonal level. If the grievances are not resolved at the zonal level, then the

same is forwarded to State level. Contact number/s of officers are displayed on the

school notice board.

12. Best Practices

1) Involvement of Self Help Groups: Hot cooked meal under Mid Day Meal is

supplied to the schools by the Self Help Groups. These Self Help Groups are

comprising of women and hence provides employment opportunities to them.

2) Lesser involvement of teachers and students:

Since the contract of supplying hot cooked meal is given to Self Help

Groups/Mahila Mandal there is no scope for teacher and students to get involved

in the preparation of Mid Day Meal and wastage of teaching learning hours.

3) All payments of Cook cum helpers, SHG / MM, PTA and Food Corporation of

India are done through ECS.

4) Training to Self Help Groups:

The Self Help Groups are provided with training by Nutrition expert/s.

13. Findings of the Monitoring Institution, Centre for Development Commuication & Studeis (CDECS) for the period April to September, 2014

Districts covered – North Goa

Mid Day Meal was not served hot in all the visited schools. As the meal

served through SHG, who cook food at their kitchen and supply to schools.

There is also great need to review the menu and it should be nutritious and

diverse (different meals on different days).

40% children were not satisfied with the quality of meal served to them,

especially pulao is not like by children as it become cold and tasteless.

74% children were not satisfied with the quantity of meal served to them as

one pao is given to every child which is not sufficient for many of them.

The State has not engaged cook-cum-helpers in schools having enrolment

less than 20.
