Training Programme 2016 – 2017

Dear Colleagues Governing Boards need to be able to deliver the challenge and accountability that is required in this new and changing world and I hope that the courses provided in the booklet will enable you to be more confident in this role. The governor focus is very much skills based so a training pathway has been provided to try and guide you through the sessions so that you can make some informed choices. I would like to draw your attention to the following training and development pathway to increase knowledge and skills:

Courses are colour coded in the “Programme at a Glance” section and are there to support induction of new governors and their progression to develop key skills together with your statutory roles as well as your role as a Committee member. Whilst the pathway is there as a guide, you are welcome to attend any of the sessions. GEL E-Learning Once again, we are pleased to be able to offer GEL E-Learning to all Governors of subscribing schools and I would urge you to register and take a look. Login details can be found on page 18 of this programme. Induction for new Governors All newly appointed governors will be placed on Roles and Responsibilities, Child Protection – What to do if .... sessions, HR Overview and Introduction to School Finance, which is suitable for Maintained School and Academy governors. Safer Recruitment A number of Governors will now be reaching five years since they undertook this training. This session is available both to governors who have not undertaken the training before as well as those who wish to refresh. Session Times You will notice that more of the courses are being offered on a daytime basis as well as the evening to give additional choice and this seems to be well received. We will continue to review this arrangement and if needed open it up to more sessions in future. Please note that some of the sessions now run from 6.30pm so you should check the programme and also your confirmation letter so that you attend in good time. I do hope that you find the sessions of interest to you. We are always happy to receive feedback on any of our sessions and in particular what we could provide for the future. Providing Effective Challenge

Knowing your school and providing effective challenge to the Headteacher and other senior leaders is an extremely important element of the governing board’s role. This session will assist governors in holding their school to account and ensuring high standards and the best outcomes for learners. The Session will explore a wide range of questions which governors can use to identify their school’s strengths and areas of development. It is intended that these questions will help governors to challenge their school effectively and constructively in a way that leads to improved practice and outcomes.

The Governing Board has a key role in challenging Heads and in ensuring that school performance is meeting national expectations. This workshop will look at some of the main sources of data and information available to governors about their schools, including a detailed look at RAISEonline and the FFT Governor Dashboard.

Making an Impact with Pupil Premium

Pupil Premium funding can amount to a considerable sum of money for some schools. One of the increasingly important roles of governors is to monitor and evaluate the impact of Pupil Premium spending with regard to raising attainment and accelerating the progress of disadvantaged pupils. The aims and objectives of this session are to explore ways in which governors can support the use of Pupil Premium, evaluate the impact of spending against pupil outcomes, and holding schools to account for ensuring best use of Pupil Premium funding for their pupils.

Primary Schools Sports Premium

The Department for Education (DfE) is spending over £450 million on improving physical education (PE) and sport in primary schools over the 3 academic years 2013 to 2014, 2014 to 2015 and 2015 to 2016. It is likely that this funding will be extended until 2020. This extra funding is allocated directly to primary headteachers. Governors in primary schools need to be aware of the sports premium because, as with the pupil premium, you need to report on the school’s website how much you have received, what you are spending it on, and what impact the school has seen on pupils’ PE and sport participation and attainment as a result.

Governor Responsibilities:

Evaluating how effectively your school is using the PE & Sport Funding to impact on

pupil’s learning and achievement. Meeting the conditions of funding and Ofsted requirements Ensuring that external providers, where deployed, are safe and effective. Ensuring that programmes and projects are embedded within the school and become

Monitoring of Maths in Primary Schools This course will enhance your understanding of effective mathematics in primary schools and provide you with the tools to support and challenge your school to develop its provision in line with current local and national developments. This course will:

Provide you with an understanding of the expectations and progression within the 3 aims of the Mathematics National Curriculum.

Give you skills and strategies to be able to tell the mathematical story of your school.

Update you on the current initiatives in mathematical education.

Allow you to experience some rich practical mathematics from a child’s point of view.

Introduction to Chairing

The Chair of Governors has a pivotal role to play in helping the Governing Board to work as a team to challenge, support and contribute to the strategic leadership of the school. Where chairing is effective, governors are motivated, their strengths and individual contributions are effectively used, there is an open dialogue about strengths and weaknesses and the school is effectively challenged and supported. The focus of this session is on the particular skills and knowledge needed by Chairs to work in partnership with the Headteacher and to lead and motivate others to achieve the shared vision for the school and contribute to school effectiveness and improved pupil achievement. This session has been designed for Chairs, Vice-Chairs and Chairs of Committees to enable them to better understand the role and carry it out effectively.

What to do if..... (Child Protection Level 1)

Sections 157 and 175 of the Education Act 2002 make explicit the responsibility of local authorities and governing boards for safeguarding and promoting the welfare of children as part of their duty of care towards the children for whom they are responsible. The course will provide delegates with an overview of the Every Child Matters agenda and a basic understanding of child protection, whilst signposting governors to more specialist training in respect of a range of safeguarding issues.

Safeguarding

This session is for governors with lead responsibility for child protection and for governors who may take over that role in the future. Governors should have attended “What to do if.....” training beforehand. NOTE: Please ensure that you are in attendance at the start of the session otherwise the trainers reserve the right to refuse admittance

Governing boards are required to identify a lead governor for child protection. The course will explore the role of governors in ensuring that the school is promoting the welfare of children as part of their statutory duties and include issues such as the management of allegations against staff.

Managing ‘Prevent’ in Schools

Under the Counter Terrorism & Security Act all schools now have a legal duty to have due regard to the need to prevent people from being drawn into terrorism. This 90 minute training session will enable governors to understand:

How Prevent contributes to safeguarding

What schools need to do to fulfil their duty

The support that is available to schools

Inspection requirements relating to prevent

The role of governors in prevent

The training will be delivered by a prevent professional who is also an experienced school governor.

Safer Recruitment

The duties imposed by Section 175 and Section 157 of the Education Act 202 make explicit the responsibility of local authorities, governing boards and proprietors for safeguarding and promoting the welfare of children as part of their duty of care towards the children for whom their organisation or establishment is responsible. Recommendation 16 of the report of the independent Bichard Inquiry carried out following the Soham murder case stated that Head Teachers and school governors should receive training on how to ensure that interviews to appoint staff reflect the importance of safeguarding children. This face-to-face course looks at how safer recruitment fits within the wider context of safeguarding, focusing on good recruitment & selection practices and sets out procedures and strategies to help managers deter, identify and reject applicants who are unsuitable to work with children. The course is delivered by trainers registered to deliver the Safer Recruitment materials. An assessment process is part of the course and a Certificate awarded to successful delegates.

Promoting ‘British Values’ in Schools

One of the latest amendments in the Governor Handbook (2014) stresses the importance of governing boards’ requirement to promote ‘British Values’ in schools. Until now schools have been required to ‘respect’ these values, but as a result of changes brought in last year all schools must now have a clear strategy for embedding these values and show how their work with pupils has been effective in doing so. All schools now have a duty to ‘actively promote’ the fundamental British values of:

democracy,

the rule of law,

individual liberty, and

mutual respect and tolerance of those with different faiths and beliefs. Ofsted and the independent inspectorates now take the work of schools in this area into account during inspections. In order to provide support and guidance for governors in this area this course will cover:

Practical strategies on how governors can support schools on improving the spiritual, moral, social and cultural development of pupils and ensure young people leave school prepared for life in modern Britain.

HR Roles and Responsibilities for Governing Boards

The aim of the course is to promote a clearer understanding of a governor’s role and responsibility and some of the challenges that you might face from an HR perspective. Aims: To have an outline understanding of Human Resources and your responsibilities as a

governing board. To enable governors as employers and line managers to effectively support head

teachers in their role; To understand the role of governors in providing strategic challenge for leadership

Intended for: Governors who have been in post for a year or more, but the course will be of particular interest governors who are members of the personnel or joint resources committees.

Headteacher Performance Management

Effective headteacher performance management and effective governance go hand in hand. Recent educational reforms have strengthened the need for governing boards to put into place effective approaches to headteacher performance management, particularly with regard to both external accountability and as a key tool in improving internal accountability within schools. The aims and objectives of this session will be:

to provide governors with an understanding of the headteacher appraisal framework

to raise awareness of the key features of effective headteacher performance management.

Introduction to School Finance Academy and Maintained Schools

Ensuring that financial resources are well spent in your school is one of the three core functions of governors. Every governor needs to have a basic understanding of financial data in order to be able to engage in debate at governor meetings. This session is designed to provide an overview of the key financial information that should be available in school and prompts the questions that governors should be asking about financial management. The session will also provide an overview of the key dates and activities that the governing board should be considering during the academic year. This introduction is aimed at any governor wishing to gain a basic understanding of school finance.

Particularly suitable for Governors who serve on the Pupil Discipline Committee The 2008 Exclusion Guidance from DfE and the 2007 Education and Inspection Act placed increased responsibility for exclusion on governors, the legislation will now be changing from September. It is important that governors understand what their responsibilities are and how to discharge them effectively. The course will:

Examine the existing case law

Give an overview of the responsibilities of governors as stated in The Education and Inspections Act 2007 in relation to Exclusions from School.

Outline a governor’s responsibility in producing and reviewing behaviour policies

Give governors an overview of the legal aspects relating to exclusions

Clarify the role of governors in relation to disciplinary matters

Handling Complaints

Governing Boards have the DfE School Complaints Toolkit 2014, Dudley YourHR General Complaints Procedure for Maintained Schools 2015 and DfE Best Practice Advice for School Complaints Procedures 2016 at their disposal to write, publicise and use when responding to Complaints about matters that relate to their school. This advice is non-statutory, and has been produced to help governing boards understand their obligations and duties in relation to Section 29 of the Education Act 2002. In accordance with the 2002 Act, all local authority (LA) maintained schools must have and make available an up to date procedure to deal with all complaints relating to their school and to any community facilities or services that the school provides. The DfE has produced the 2016 non-statutory guidance to share best practice and help schools avoid common pitfalls. It is for school leaders, school staff and governing boards in all LA maintained schools and maintained nursery schools, LAs and Dioceses. It is our view that the Toolkit 2014 and Best Practice 2016 document work well together to help GBs produce their own, bespoke, Complaints Procedure where they are not adopting the YourHR 2015 document. This session will unpick the key messages that relate to school complaints and support governors to understand and be confident in the discharge of their duty where it relates to complaints about their schools. This course is for new governors or for those wishing a refresh on DfE Guidance on Complaints Procedure and Process, especially at Stage 4, the Governing Board Appeal Process. The course will be delivered by two local trainers with support from the Chair of Governors from a couple of schools.

Schools Information Governance

Information Governance is a term that is used to describe the policies and procedures that an organisation has in place that include Data Protection, Freedom of Information and Information Security. Each school, as a data controller, is responsible for ensuring Information Governance policies and guidance are in place and all staff have been provided with the necessary training to ensure they are aware of their responsibilities in terms of meeting the requirements of the legislation. School Governing Boards have a responsibility to raise awareness of these requirements and monitor the school’s compliance with the legislation. This training will provide an overview of the legislation and is intended for all School Governors. Included in this session are activities to help increase knowledge of Information Governance which will:

enable the swift identification of information requests to ensure they are responded to within the statutory timescales;

reduce the risk of fines being imposed as a result of breaches of the Data Protection Act;

facilitate improved audit results;

safeguard children and young people.

Spiritual, Moral, Social and Cultural Development/ Religious Education

This session will provide training exploring what is meant by Spiritual, Moral, Social and Cultural (SMSC) development. The programme will help increase understanding of what schools might do across the curriculum including colective worship, to develop their SMSC provision. The course will also provide training on religious education (RE). This will include developing participants understanding of what the aims and purposes of RE are. Participants will also explore what the current legal framework is with specific reference to the role and status of the local agreed syllabus, the right of withdrawal, RE as it applies to academies and free schools and the requirment under the Human Rights Act that information or knowledge included in the curriculum is conveyed in an objective, critical and pluralistic manner.

Curriculum Overview for School Governors

Changes to the National Curriculum have provided significant challenges for schools. The Government remit for curriculum review was to provide individual schools with greater freedom to construct their own programs of study in subjects outside of the National Curriculum and to develop approaches to learning and study which complement it. The aim of this session is to provide an overview of key curriculum changes, assessment implications and to help governors reflect upon what they know about the curriculum of their school.

Premises, Health & Safety Update to School Governing Boards

There are a number of Health & Safety tasks that must be carried out by schools in line with premises or health and safety management requirements. This training sets out to outline these tasks and defines those which are required to be carried out daily, weekly, monthly, quarterly and annually. Similarly, health and safety progress should be reported by Headteachers, Health and Safety Co-ordinators and/or Premises Managers to School Governors and Senior Managers. It is good practice to provide an annual summary report to Governors bringing together a strategic health and safety document and this training will assist you in facilitating that. This training is directed at those responsible for health and safety in schools, namely Headteachers and/or their appointed senior managers with responsibility for health and safety plus any school Governors with a premises/health and safety responsibility.

Commissioned Training We are happy to commission training on your behalf for any of the sessions appearing in this programme or on a topic of your choice to be delivered at your school for your governing board. The essence of this training is that it is bespoke – tailored to meet your needs. This means that as far as possible trainers will prepare a session on any aspect of governance that you need. Having said that, there are a number of issues that experience shows are often requested.

Review of Governance More and more governing boards are commissioning an external review of governance either for their own development or following an Ofsted inspection where this is required. This is a useful exercise where the reviewer engages with the governing board to discuss the effectiveness of governance at the school based on past records as well as current practice. Each review is tailored to the needs of the individual governing board and may include:

A meeting with the Head and Chair to agree the focus and purpose of the review

A review of GB paperwork

Written summary of findings which provides clear and specific areas for Governing Board development

Attendance at a Governing Board meeting to observe practice and provide feedback

Facilitated Governing Board self evaluation session

Workshop with Chair of Governors and Committee Chairs to produce an action plan which supports school improvement and Governing Board development

Additional support to develop the monitoring of the action plan to ensure it becomes embedded in the school development plan

Costs vary between £500 and £1,200 dependent on who undertakes the review, please contact Governor Support for a quotation

Governing Board Training Needs Analysis There has never been a greater need for a highly skilled and knowledgeable governing board. Do you know what skills your governing board has and can you identify areas where there is a training need to enable you to be effective in your role? This analysis helps to identify those skill gaps and the report gives guidance on suitable courses to address areas of weakness.
