NOTE FROM THE COACH

As GTSC closes out its fourth year, our theme of a “team” could not be more appropriate. In such a short period of time we have attracted the “ALL STARS” of the homeland and national security government contracting community because of one thing: we’re moving the ball.

Instead of talking, we’re training. Instead of writing papers, we’re presenting custom solutions. Instead of complaining, we’re conditioning.Instead of talking, we’re doing.

This is resonating across the community. Players are tired of scrimmage after scrimmage with no play-offs in sight. Coaches are losing their “verve” under the continued lack of progress on challenges that should have been solved YEARS ago.

While others make excuses, GTSC nurtures, coaches, and trains our players to WIN.

And, while we do mean “win contracts,” our ultimate goal is to secure the nation. To accept our responsibility and role in achieving our government partner’s mission. To do better, to do faster, and TO DO despite all the red tape, hurdles and bureaucratic nightmares that try to stymie progress.

We understand that the safety and security of our nation is at stake. And it’s not getting easier. Numerous “conversations” in the public sphere do not understand or take seriously the threats and vulnerabilities the nation faces. And so, it falls on a few active, exceptional, committed players to assure that our nation is protected.

I could not ask for a better team. GTSC CEOs talk endlessly of mission and how they can be a greater force for good. For that, I am very proud and in the following pages you will see our “progress report” on everything from more collaboration between the public and private sector on cyber security, to ethics training, personnel security, to interoperability and border security. And, you’ll see a progress report on some of the top issues of the day.

Some may see that and say, Kristina, isn’t it risky to provide a progress report?

You bet it is. But it also provides an opportunity to take stock and see where we need to work harder. Have we “won” all of our games? No. But we’ve won many. In the last year we’ve seen more government and industry communication to solve challenges around the acquisition workforce. We’ve come much closer to a valuable de-brief. We’ve raised awareness around the mid-tier company challenge. We’ve EXECUTED industry outreach to help our government partners generate adequate and accurate requirements.

We’re stronger and better than ever as our players give their time, effort, and intellectual contributions to improve the federal homeland and national security market. I can’t say it better than baseball legend Tommy Lasorda:

Improving Market ResearchMembers of GTSC believe that the market research currently performed by Federal agencies is not sufficient to bring the best products and solutions to our Federal partners. The Request for Information (RFI) process, while a “tool” to provide input, is not seen as dynamic enough to really develop ideas, requirements or inform on capabilities. Additionally, smaller companies with great technologies have tremendous difficulty taking time away from pursuing business, in favor of responding to requests for information that may not result in a contract or opportunity. This action group facilitates conversations with procurement officials to discuss the challenges of market research, how we can improve it to achieve better results and more options for the government, and to assist small companies that have no current connection or avenue into the government to be “seen” by such market research.

GTSC Business Development ExchangesThe GTSC Business Development Exchanges are trusted environments to meet and develop potential teaming partners, improve business development efforts, and share information among peers. Participants are required to attend each meeting, participate actively in the information exchange, and contribute their leadership in subject matter areas. The BDE groups meet monthly to share information and opportunities.

Acquisition & Procurement Action GroupOur federal partners face numerous challenges to buying the things they need, when they need them. Rapidly changing technology and markets, delayed/canceled procurements, protests, lack of information sharing, and workforce challenges are just a few of the challenges. Since our inception, GTSC has been working with the procurement officers within our partner agencies to improve the acquisition and procurement process. This action group focuses on assisting with the development of events like the DHS Reverse Industry Day, the DHS Industry Outreach Day, Mock-debrief role playing, among other engagements. All GTSC members are welcome to participate.

De-Brief Action GroupThe De-Brief Action Group was formed by a number of GTSC members who participated in mock-debrief training for our federal partners. They formed the group to develop a model de-brief for our federal partners to use that would provide clear, uniform information that would discourage protests and provide more information to the contractor on why their proposal was not selected. GTSC will unveil the Mock-debrief in early 2016.

Emerging Small Business GroupThe Emerging Small Business Group (ESBG) is dedicated to programming and resources for Emerging Small Businesses (businesses with revenue <$2.5M). BUILDING OUR COMMUNITY

Members, mentors, and partners in the Government Technology & Services Coalition are committed to building a community of homeland and national security professionals, and more importantly, colleagues. We show that commitment by supporting charitable organizations that benefit our vast and diverse community, supporting efforts to reintegrate our warfighters, and assuring that we maintain the highest levels of physical and cyber security for our facilities.

Business Workshops for Government

Meeting with Executive Officials throughout the Federal government, the Government Technology & Services Coalition heard repeatedly that everyone wanted – and needed – a better understanding of the private sector. To that end, GTSC hosts four workshops that provide a mini “MBA” on the lifecycle, process, challenges, and decisions that companies face as they enter and grow in the Federal market.

Taught by CEOs and C-suite level executives from the GTSC membership, these workshops increase the understanding and exchange between industry and government. Members of the GTSC’s Lion’s Den were asked to present a 3.5 hour workshop on the mid-tier process before contracting officers at DHS. Linden Resources

GTSC partnered with Linden Resources in 2012 to find meaningful employment for veterans on their return to civilian life. Linden Resources’ Vets Ready2Work™ program empowers veterans with disabilities to attain and sustain employment, enabling them to achieve independence and regain self-sufficiency. GTSC member companies work with Linden to hire veterans, provide feedback on workplace requirements and refer veterans to the program.

Pending Membership

GTSC believes that small businesses should not be excluded from our community due to limited resources. To assure that emerging companies can take advantage of the partnerships and resources in GTSC, we developed the “pending membership.”

In Italy, café customers can pay for a “caffee sospeso” – a pending coffee that can later be claimed for free by those who can’t afford one. The legend is:

“Right after the war, many gentlemen had lost everything they had and couldn’t even afford coffee. Now, being that black hot liquid pleasure was not considered a treat, but rather a basic human right in the life of any Neapolitan, those gentlemen who could still afford to have one, took a habit of paying for two: one they drank, the other was credited, to be had by the first peer who would walk in the bar. The bartender would then say ‘Would you like a coffee sir?’ Which meant: there is a coffee paid for you if you can’t afford one.”

Companies under $2.5 million in revenue can join GTSC for free when matched with a Pending Membership sponsor.

Many work with little recognition on challenges and issues that are critical to achieving the mission of protecting our country. GTSC recognizes these champions annually at our Holiday Awards Reception.

Federal Small Business Champion of the Year

Federal Small Business Champion of the Year is awarded annually to the Federal official(s) who shows a distinct commitment and tangible results toward improving the environment and success for small businesses in the Federal homeland and national security market.

The award is presented annually to the GTSC Member that exemplifies exceptional quality and ethics for the Federal government, a commitment to GTSC’s small business members and advocacy on behalf of our community.

Market Maven Award This award is presented to an exceptional individual who achieves goals in a concrete and tangible way to the efficiency, productivity and effectiveness of the homeland and national security market. They are proven as a thought leader with a belief in increasing individual opportunity, the power of free

enterprise, and the nurture of innovation to advance and support the homeland and security mission.

Mid-Tier Member of the Year Mid-Tier Member of the Year is awarded to the firm that has contributed positively to increasing the opportunities, ideas and understanding of mid-tier companies in the Federal market. Coined “other than small”, these companies are often “punished” for their success. GTSC’s Mid- Tier Member of the Year works on market solutions, creative market partnerships, and increased options for growth.

MOVING THE BALL

A UNIFIED TEAM FOCUSED ON THE GOAL: HELP ACHIEVE MISSION BETTER & FASTERGTSC focused on several areas this year:

• Improve acquisition

• Generate better requirements

• Improve acquisition workforce knowledge

• Achieve mission despite budget constraints

While we have made progress toward each goal, several areas still need considerable work before we’d recognize them as a “goal.” To the right you will see GTSC’s “goals” and how we define them, and a number of important areas where we’ve made a lot of progress but that still need improvement.

GTSC has improved the environment for small business in numerous ways:

• Improved market research so government partners can find small companies

• Worked with TSA on industry outreach to assure a broad reach to the

contracting community.

GTSC launched a large, on-going campaign on behalf of our mid-tier members to bring more visibility to the challenges these companies face. The campaign

started with the release of an infographic on the value proposition of a mid-tier firm, the launch of a website

devoted to the mid-tier issue, followed by an event co-hosted by GTSC Strategic Partner Dickstein Shapiro

on exploring paths to growth for mid-tier companies.See more on pages 25

While GTSC has made tremendous progress with some of our federal partners, there remains a

disconnect between industry and government on many simple challenges that have solutions. The lack of clear, open information still remains one of the greatest. While we came

close in 2015, GTSC members will focus on taking the de-brief and market research into the true “win” category.

On industry’s side, GTSC’s efforts to educate about the budget process, understand the federal client’s mission,

reinforce ethical environments, and how to present capabilities and assess opportunities has strengthened

the private sector’s approach and greatly improved our members’ capabilities.

GTSC added a number of new platforms to help key government partners understand how innovation can

save money -- and most importantly how to find it

In all engagements with our Federal partners, GTSC members point to the impact of “lowest price, technically

acceptable” on mission.

While there is select recognition of its impact, the current budget atmosphere has not put this in the “win” column.

While some federal partners recognize and try to steer clear of LPTA, others simply succumb to the

short-term fix.

GTSC will continue to wave the mission flag to help Federal partners understand the

impact of this short-term fix.

In 2015 the GTSC Lion’s Den launched a multi-year effort to raise the awareness of challenges faced by mid-tier companies in the federal market.

After several interactions with Contracting Officers and Program Managers that work in acquisition and procurement at federal agencies, the Lion’s Den CEOs heard several reasons why “the mid-tier” had an uphill battle:

• Contracting officers did not have to assign contracts to the “mid-tier”

• Few mid-tiers had broad brand or name recognition

• Government partners were afraid of the risk of selecting a mid-tier instead of a “brand name”

• Not many gave much thought to the value of these successful firms – or to the make-up of the market unless they were required to

Members of the Lion’s Den decided to launch this campaign to raise awareness of the value proposition of the mid-tier, and encourage federal partners to consider these companies as they develop requirements, develop Requests for Information (RFIs), and Requests for Proposals (RFPs). The campaign launched with an infographic on the value proposition of a mid-tier and followed up with a symposium on mid-tier growth. The campaign will issue its second infographic shortly and is exploring additional research to highlight the value of these successful companies.
