Directonlte of Skill Development, Government of Tripunl invites 'Request for Proposal (RFP) for selection of M~mpower Recruitment Agency to deploy professionals for Directorate of kill Development.
l. INTRODUCTION:
Directorate of Skill Development (DSD) was set up under the Department of Industries and Commerce, Government of Tripura, to bring more focus and coordination to the skill dev · lopment initiatives under Tripura Skill development Mission.
To implement and monitor the skill development pr gramme under SANKALP, PMKVY and other Skill Development programmes, Directorate intends to engage professional. through manpower recruitment Agency.
Tender Contents:
The interested bidders shall submit the bids in two parts, namely "Part - A Technical Bid" and "Part- B Financial Bid". The 2(two) Bids should be put in 2(two) separate sealed envelopes, indicating on the cover as to which one is the Technical Bid and which one is the Financial Bid. The 2 envelops hall thereafter, be place I insid a large sealed cover and the same may b ubmitted. The Technical Bid shall contain all details regarding the item offered by the bidd r,
compliance of terms and conditions, submission of documents MD money etc. in other words everything except the rate offered. The "Finan ia l Bid shall contain the rate offered by the bidder. While opening the Bids, the Technical Bids will be opened first and list of bidders whose technical proposal meet substantial requirements including minimum qualifying score of 60, shall be notified as per chedule of events mentioned above. The Department shall not be required to intimate the Bidder separat ly. Financial proposals of those Bidders will be opened in the presence of their representatives who choose to attend on the date informed by the Department. Thereafter, financial bids of only short listed bidders will be opened for consideration.
2. GENERAL TERMS AND CONDITIONS:
2.1 Key Information to Bidders
a) Bidders are advised to study the RFP Document carefully. Submission of Bids against this RFP shall be deemed to have been done after careful study and examination of the procedures, terms and conditions of the RFP Document with full understanding of its implications

b) The RFP document is available at State portal, Government ofTripura. Selected Bidders may also view, download the RFP document, and submit their Bid on the date and time mentioned in the table below:

Earnest Money Rs I 00,000/- (Rupees One Lakh) Only drawn in favour of "Director, Deposit (EMD) Skill Development", Payable at Agartala Signing of Contract The manpower will have to be deputed by 1st April, 2020. No delay in
recruitment would be entertained. The agency shall sign a contract aggreement with Directorate of Skill Development by 25th April, 2020.
c) It will be the responsibility of the Bidders to check State Portal, Government of Tripura website http: //www.tripu ra .. gov. in for any amendment through corrigendum in the tender document. In case of any amendment, Bidders will have to incorporate the amendments in their Bids accordingly.
d) The RFP is open to all entities that fulfil eligibility criteria mentioned in this RFP. The proposal will be evaluated based on the eligibility criteria and preferences as mentioned in this RFP. Any organisation who are engaged in imparting skill development training in the state under any scheme implemented by Directorate of Skill Development, Tripura are not allowed to submit RFP as there is a conflict of interest.
e) Agency shall be selected under Least Cost Selection (LCS) method and as per the procedure described in this RFP.
f) Please be informed that submission of this application does not mean or indicate any commitment for selection of manpower Recruitment Agency under SANKALP/PMKVY-2.0/PMKVY 3.0 by the Directorate of Skill Development.

g) Directorate of Skill Development re erves all the rights to cancel the application/ penalize the manp wer Re ruitment Agency, if any information is found to be incorrect/ false during and after programme e ecution. at its so le dis retion and without assigning any reason.
h) In sel ction or the manpower Recruitment Agency a Agreement shall be signed between the parties (Selected Agency and Directorate of Skill Development)
i) Number of Proposals Agency can only submit one proposal. If an Agency submits or participates in more than one proposal, such proposals shall be disqualified.
j) The Earn st Money Deposit (EMD) to an amount ofRs. 50,000 (Rupees Fifty thousand only shall be furni shed in the form of Demand Draft/Bank Guarantee drawn on any nationalised bank in favour of "Director, kill Development" payab l at Agartala. The earnest money shall be va lid for a period of f01ty five (45) days beyond the va lidity period of tender. Th EMD wi ll be released after validity period of contract in case of uccessfu l tenderer and that of unsuccessful tenderer, will be released after finalization of tender.

2.2 Amendment of Tender Document a) At any time prior to 5 (five) days from the deadline for submission of the tender, DSD
reserves the right to add I modify I del ete any porti on ofthe tender document by iss.uing an addend um which will be enl to all bidders. In case of am nclment or tender do um nt, the directorate may at their own di reti n, extend th bidd ing period on ly und r ex eptional ircumstances.
b) DSD will not entertain any request from any bidder to extend the tendering period.
2.3 Eligibility/Qualifying Criteria of the Agency:
a) The Agency shall be company and must be registered under company act as a service provider.
b) The registration of the Agency must be at least 10 years old. c) The agency should have at least 10 years of experience in the area of similar services to
Government Department/Public Sector Undertaking/Autonomous bodies for providing subject specialist/consultant.
d) Agency should have minimum average annual audited turnover of Rs. 20 Crore r r last 3 fin an ial years (ie.2016-2017, 2017-2018, & 2018-2019) for similar assignment (deployment of manpower to Public/Privat Sector). Audited balance sheet and profit & loss a/c should be furnished along with proposal.
e) The agency will be required to provide documentary evidence for full-filling above mentioned criteria.
f) Th documents related to evidences will be certified by an authorized signatory of an agency abov Documents to be submitted with technical proposal. .
2.3.1 Other Terms & Conditions: a) The agency should ensure that the candidates identified should not have any police
record/criminal record against them. The agency should ensure that the candidates are medically fit and certificate of their medical fitness is to be provided, whenever called for.

c) The agency should not di clo. · any Directorate of Skill Development's confidentially information to anyone outside and use such information only in connection with the service provided to the Directorate of Skill Development. For handling the various responsibilities in Directorate of Skill Development under SANKALP/PMKVY, it is proposed to appoint the following categories of employees.
2.4 Preferences: a) The agencies I firms with prior working experience in relevant field in Tripura I in North
East. Necessary documents should be provided to substantiate the claim. b) Agency has more than 3 contracts in last 3 years in providing similar services and the
cost of each service not less than 1 crore. c) The agency I firm, who has ready-to-deploy eligible candidates as per required
qualification and experience within 45 days of signing the contract with Directorat of Skill Development.

Terms of Reference:
1. All services on outsourcing basis shall be performed by persons qualified and skilled in
performing such services as per the eligibility criteria.
2. The persons supplied by the Agency should not have any adverse Police records/criminal
cases against them. In order to verify the character/ credentials of the deployed manpower
it shall be the sole liability ofthe Service Provider.
3. The service provider shall engage necessary number of persons as required by this
Project from time to time. The said persons engaged by the service provider shall be the
employee of the service provider and it shall be the duty of the service provider to pay
their salary every month. There is no Master and Servant or Employer and Employees
relationship between the employees of the service provider and this Project and further
the said persons of the service provider shall not claim any employment, engagement or
absorption in the Department/ Project/ Government, in future.
4. The service provider's personnel shall not divulge or disclose to any person any details of

5. The service providers personnel's should be polite, cordial, positive and efficient while
handling the assigned work and their actions shall promote goodwill and enhance the
image of this Department/ Project. The service provider shall be responsible for any act
of indiscipline on the part of persons deployed by him.
6. The persons deputed shall not be below the age of21 years or above age as indicated.
7. The Department may require the service provider to dismiss or remove from the site of
work any person or persons employed by the service provider who may be incompetent
or for his/her/their misconduct and the service provider shall forthwith comply with such
requirements. The service provider shall replace immediately (within 15 days)any of its
personnel if they are unacceptable to this Department because of security risk,
incompetence, conflict of interest and breach of confidentiality or improper conduct upon
receiving written notice from this Department/ Project.

8. Working hours would be normally from 10.00 A.M. to 5.30 P.M. during working days including Y2 an hour lunch break in between. However, in exigencies of work they may be required to sit late and the personnel may be called on Saturday, Sunday and other Gazetted holidays, if required.
Payment terms and Condition:
a) The payment shall be made by Directorate of Skill Development, Tripura to the agency on quarterly basis upon receipt of invoice raised by the agency, subject to relet1se I transfer of requisite remuneration to the candidate directlv into their Bank Account.
b) The 1l1anagement Cost including service tax and other applicable tax would be on/11 pavable to the Service Provider addilional/11.
Termination of candidates: ir ctorate of Ski ll Dev lopment ha ri ght t refuse any candidate/s for recruitment/termination
in , n c urse of time, if pedormance of the candidate is found to be unsatisfactory or any d secration during offic duty which arfectsthe dignity ofGovernment.
Termination of Contract: Directorate of Skill Development shall have th right to terminate the contract of the agency at any time during the tenure of the work, if the performance of the agency is found to b unsatisfactory or violation of any clause of th RFP pertaining to execution of the work. For termination !'the contract Dir ctorate of kill Development shal l provide the agen y a notice f minimum of 15 days, to allow the agency to clarify its p sition of unsatisfactory performance observed by Directorate of ki II Development. lf the clarification provided by the agen y is not upto the satisfaction of the competent ':l.uthority of Directorate of Skill Development, the contract of the agency will be terminated.
Period of Contracts with the Service Provider: The contract shall be valid for two years and extendable for another year from the date of signing of~Agreement with Man~'-'(}; er recruitment Agency with Directorate of Skill Development.
