Background to Master Planning

Building Management and Works

General Government Sector agencies now occupy approximately

615,500 sqm of office accommodation across Western Australia:

58% (358,500 sqm) – CBD and CBD fringe

29% (179,000 sqm) – Perth metropolitan area

13% (81,000 sqm) – Regional Western Australia

Over $220 million per year is spent on leasing office

accommodation and managing Government owned office buildings

for General Government Sector agencies, and typically a further

$30 to $40 million per year on fitout projects.

Background to Master Planning

In June 2009 the Government Works Reform Business Solution

plan was published.

Recommended moving from previous piece-meal approach to

leasing and fit-out of office accommodation to a whole of

government master planning (portfolio management) approach.

Building Management and Works (BMW) has been progressing

this initiative over the last 12 months.

A Government Office Accommodation Master Planning

discussion paper was publicly released in June 2010, seeking

stakeholder feedback.

Master Planning Objectives

Reduce the overall ongoing cost of Government office

accommodation;

Support Government service delivery, through: improved community access to Government agencies;

enhanced agency collaboration; and

the provision of more efficient, effective and sustainable

workplaces;

Support the WA Planning Commission’s Directions 2031 Spatial

Framework for Perth and Peel, particularly in regard to: the development of metropolitan activity centres on rail routes; and

Improved utilisation of public transport;

Support future machinery of Government reforms, through: more efficient and cost effective agency restructuring and

associated office relocations.

1. Decentralise Government office accommodation from the CBD

and CBD fringe.

2. Consolidate remaining Perth CBD and CBD fringe Government

office accommodation.

3. Locate new Government office accommodation in metropolitan

activity centres.

4. Collocate Government agencies in major regional centres.

5. Adhere to the policy of 15 sqm of floor space per person

(on average).

6. Standardise office fitouts and share facilities in major buildings.

7. Enhance environmental sustainability of Government office

buildings.

Collocate Government Agencies in

Major Regional Centres

Building Management and Works

The collocation of Government agencies in regional centres

throughout Western Australia has the potential to improve

community access to Government service delivery, enhance agency

collaboration and rationalise resource use through shared common

facilities, equipment, etc.

A feasibility study, including a business case, will be undertaken

looking at the potential for collocation of Government agencies in

regional centres.

Adhere to the Policy of 15 sqm of

Floor Space per Person (on Average)

Building Management and Works

The application of this policy over recent years has seen the

average occupancy density of the Government’s office

accommodation portfolio reduced from 21.5 sqm per person in 2004

to a current level averaging around 19 sqm per person.

Continued strict adherence to the 15 sqm per person target, as

existing fragmented tenancy arrangements are rationalised and

consolidated, will see the average occupancy density continue to

fall, with resultant cost savings.

Standardise Office Fitouts and Share

Facilities in the Major Buildings

Building Management and Works

The fitout of new office space will be undertaken to a new “open-

planned” standard (generic) fitout design.

The new standard will also include a new approach to facilities

management in larger multi-agency office space – with a wide range

of common facilities (such as reception and security, mail, meeting

rooms, staff amenities, and some commonly used information

technology and telecommunications services) being co-ordinated by

a contracted facilities manager for all Government agencies in the

building.

Enhance Environmental Sustainability

of Government Office Buildings

Building Management and Works

As a major building owner and tenant in the Western Australian

office accommodation market, the State has the capacity to drive

improved environmental performance in office buildings.

A key principle of master planning will be to use Government’s

purchasing power to drive a reduction in the environmental impact

of Government office accommodation through “green” leasing

policies.

Feedback on the Government Office Accommodation Master Planning

discussion paper closes 31 August 2010.

Finalise a detailed 2010-2015 Implementation Plan by November 2010.

Determine suburban precincts that will have new office buildings;

identify agencies that will decentralise to suburban precincts;

identify existing Government owned buildings that will be sold; and

outline additional costs, and savings opportunities of Master Plan.

Obtain approval to proceed with the 2010-2015 Implementation Plan by

December 2010.

Master Planning – Next Steps

Call an Expression of Interest for new Government office

accommodation in suburban activity centres (late August/early

September 2010).

In broad terms – 15,000 to 25,000 sqm, within walking distance

of a train station.

The Expression of Interest process will be used to inform the

Implementation Plan.

Subject to approval of the Implementation Plan (December

2010), shortlisted proponents from the Expression of Interest will

be invited to submit a more detailed proposal (early 2011).
