INTRODUCTION The following report provides an update on progress towards the Government’s 100 Days Plan
which was produced following the election of January 2016 and the subsequent formation of the
coalition government led by Hon. Charlot Salwai MP on the 11th February 2016.
The 100 days plan is meant to set the political, collective policy direction that provides both short,
and medium to long term development priorities for the current government. It outlines the
priorities for implementation by the Government of Vanuatu from February 2016 – December 2016
and onwards into the second year of the current government.
The following report lists important updates on the priorities of the government as stated in the 100
Days Plan. These are prioritised for each ministry, each in the following two categories:
1. One Hundred Days Plan (where activities are intended to be carried out within 100 days)
2. Medium to Long Term Plans (for activities that will be achieved within the term of the
Government)
The short term priorities are programed for 100 days for its completion, whilst the medium to long
term priorities are activities that will be carried out during the term of the government in power. The
plan has a clear responsibility and target dates and it addresses present development challenges.
The relative achievements seen in this report are reflective of the scale of the expectations and
challenges faced by each ministry and department, and as such direct comparisons between
ministries and generalisations should be avoided and readers are encouraged to look into specific
achievements.
However, it is clear from the overall progress reported on page 1 and 2, that as a whole the
government has made excellent progress towards achieving its objectives – with less than 10% of
activities in the 100 Days Plan being marked ‘incomplete’.
The challenges faced with the implementation of the plan include shortfalls and inconsistencies to
establish coordination mechanisms both at the political and bureaucratic levels. Whereas some
ministries and departments were able to effectively integrate the priorities into their 2016 work
plans, some were less successful.
Going forward, the coordination could become more effective if remaining priorities becomes the
mandate of government caucuses to monitor the implementation on a regular basis and making sure
that sufficient time and resources are allocated for implementation. Following this review,
Ministries, Departments, and Agencies of the government are encouraged to incorporate the
remaining priorities into their corporate and business plans going forward.
The government is providing this complete progress report in the spirit of openness and
accountability to their electorate who have a right to be informed on the progress which has been
made towards the priorities which this government identified upon coming to power.

Plans over the last year. There are three classifications which have been used throughout this report:
1. Complete – where the activity has been satisfactorily completed
2. Ongoing – where the activity has begun but has yet to be fully completed
3. Incomplete – where there has been no progress made on a particular activity, either due to constraints or that the activity has been deprioritised

- The Ministry of Tourism, Industry & Cooperative has engage
the Private Sector Development Initiative branch of ADB to
prepare a position paper in competition.
- Consultations have been held with various stakeholders
pertaining to the establishment of an agency to monitor prices
and enforce consumer protection.
- Subsequent request has been made to ADB to proceed with
the establishment of the agency.

- Request has been made to the Chinese Embassy for the new
building of the MFEM.
- Message received from the Embassy is that the request is
under review in Beijing.

transformer in preparation for the work should the Chinese
Government agree to fund the building.

1 Review decision on the
appointment of Consulate
General to Hong Kong

In March 2016 the appointment of Mr. Daniel Faivre as Consul General to the Special Administrative Region of Hong Kong was revoked and Mr. Faivre was recalled. On Thursday 12th May, the matter was brought before COM to appoint the next eligible candidate. As per the recommendation of the Foreign Service Board to appoint Mr. Andrew Leong as the next Consul General to Hong Kong. The Chinese government has granted its consent for the Consul General in Hong Kong.

2 Re-consider Appointment of
Ambassador to China
Ongoing
Agrément has been issued in March 2016 to Ambassador Dennis Nai as the
Ambassador of the Republic of Vanuatu to the People’s Republic of China in Beijing.
A review on Ambassador Nai’s contract has been made and is awaiting signature.

3 Appoint High Commissioner to
Fiji

The Ministry has advertised the position and a Foreign Service Board (FSB) was
appointed. The FSB had submitted its recommendations to the Council and which
was then replaced by Council Decision to reinstate Nikenike Vurobaravu instead.
Decisions to settle out-of-court claims by Nikenike and Foreign Affairs and
facilitated by SLO were completed in November 2016. Similarly, the Government of
the Republic of Fiji were informed formally by the Ministry of the re-instatement of
Mr. Vurobaravu. The Ministry is awaiting the formal consent/agrément from Fiji
prior to signing off Mr. Vurobaravu Terms and Conditions of employment

4 Review the FSA to harmonise
with Public Service Act/Staff

representation abroad

This is work in Progress and a retreat was organized to deliberate on the proposed
amendments including the Consular program (Amendment No. 15 of 2014.) Several
changes have been proposed and the Team from Foreign Affairs are collating these
changes. The Amendments have also been emailed to all the Heads of Missions
abroad for their input on the amends and are being incorporated into the
document

5 Review & Prioritize Vanuatu’s
membership to International
Organisation

A COM paper was prepared to the Council to seek endorsement of the
devolvement of some of the membership subscriptions to those line agencies who
are direct beneficiaries.
The funds relating to annual subscriptions has been devolved to Ministry of Finance
but the work of reviewing and maintaining support to these organisations remains
the purview of the Ministry of Foreign Affairs.

6 Review Vanuatu’s position on
PACER+ and EPA negotiations
Ongoing
Papers on recommended position were presented to DCO but Council of Ministers
have made no decision on their position regarding the PACER Plus and EPA position.
Regarding the PACER Plus the Government Caucus met and agreed that more
consultations needed to be made and which proceeded in 2016 right to November
2016 (completed in Luganville, MALAMPA, Port Vila, PENMA and TAFEA). Final
stages of the PACER PLUS negotiations to be completed in February 2017 and
conditional offers on goods market access, services, investment, temporary
movement of natural persons already submitted.
Prime Minister visited NZ in 2016 and affirmed Vanuatu’s position that it will sign
the PACER Plus. The Minister of Foreign Affairs, International Cooperation and
External Trade has repeatedly assured Australia and NZ that Vanuatu will sign the
PACER Plus. Concerted efforts by the Vanuatu Government to host the PACER Plus
Implementation Unit in Port Vila (successor to the Office of the Chief Trade Advisor)
continues with the provision that Vanuatu will sign the PACER Plus.
On the EPA, the COM never made a position clear despite the COM paper
presented through the DCO but for some reason COM has not made a position. This
was raised at the Vanuatu/EU political dialogue in January 2017 but again the
position presented by Vanuatu was that there is no decision made as to its position.
