CHAPTER – I
ROLE OF MSME DEVELOPMENT INSTITUTE IN ODISHA
The Micro, Small and Medium Enterprises Development Institute, Ministry of Micro,
Small and Medium Enterprises, Government of India, Cuttack along with its two Branches at
Rourkela and Rayagada has been functioning under the Micro, Small and Medium Enterprises
Development Organization (MSME-DO), Ministry of Micro, Small and Medium Enterprises,
Government of India with an objective to promote and develop MSME sector in the state by
rendering various services. Workshops at Cuttack, Rourkela & Rayagada are providing common
facility services to the units as well as imparting training to candidates to sharpen their skills to
improve the productivity in their concerned units.
The main activities of this Institute includes rendering techno-economic and managerial
consultancy to the existing as well as new generation entrepreneurs in the field of chemical,
mechanical, metallurgy, leather and footwear, glass & ceramics, electrical, electronics, hosiery,
industrial management, economics & statistics etc. besides providing training facilities under
ESDP, EDP & MDP programmes. Conducting Industrial Potentiality Survey of Districts and
specific Cluster Studies to have a stock of information regarding various inputs and facilities
available including surplus resources and demand pattern of the people enabling an
entrepreneur to set up industries, recommendation under NSIC Registration of MSME units to
facilitate participation in Government purchase programme, Joint capacity assessment for
distribution of scarce raw materials, Vendor Development Programme for Ancillary
Development, Implementation of Public Procurement Policy of Govt. of India, preparation of
State Profile with exhaustive information on industry, preparation of project profiles & Detail
Project Reports, Upgradation of Technology, Census & Sample Survey of MSMEs, Conducting
seminars/ workshops on different themes to create awareness on Intellectual Property Rights
(IPRs), Export promotion, Zero Deffect and Zero Effect(ZED), Business Incubation etc. and
guidance for revival of sick units, preparation of Project Profiles and technical reports,
implementation of NMCP Schemes, Cluster development etc. are also the important activities of
MSME Development Institute, Cuttack.
This Institute and its Branches are equipped with techno-economic & managerial
manpower in different disciplines to render various services. Having a look on the
backwardness of the state particularly in the industrial sector, there is a need of giving more
specialized services, training and creates awareness among the people for developing a
congenial industrial atmosphere for speedy development of MSME sector by utilizing resources

and skill available with the ultimate objective of furthering the economic growth and employment
generation.
Geographical Coverage of the Institute
At present, the state of Odisha consists of 30 districts. All the districts have been
covered under the administrative jurisdiction of this Institute and its Branch Institutes to make

Odisha State Industrial Profile
As per the guidelines of O/o DC (MSME), New Delhi the current issue of Odisha State
Industrial Profile has been prepared under the Action Plan 2016-17. The report works like a
manual to the entrepreneurs, promotional agencies, financial institutions including banks,
academic institutions and researchers as a stock of information/data on various aspects like
availability of natural resources, raw materials, human resources, financial assistance, technical
services including infrastructure facilities and scope of setting up new industries, role of
promotional agencies and incentives given and schemes operated, growth of MSMEs, its
pattern and other relevant information of the state are systematically incorporated in the report.
The broad objective of preparation of this report is-
i) To analyze the availability of human and material resources in the state
ii) To assess the infrastructural facilities available to plan for industrial development
iii) To evaluate the progress of industrialization achieved so far in the state
depending upon the available resources and infrastructure.
iv) To explore the scope of setting up of units in the MSME Sector.
v) Role of promotional agencies and Financial Institutions in promoting MSMEs.
vi) Schemes and incentives given for promotion and development of MSMEs.
District Industrial Potentiality Survey Reports
During the year 2016-17 as per the instructions issued by O/o DC(MSME), New Delhi,
this Institute has prepared Brief District Industrial Potentiality Survey Profiles of all the thirty
districts of the state with a focus on the following aspects viz; physical and geographical
features, availability of natural, human resources and the present status of industrial
development as well as availability of infrastructural facilities for further industrial development in
the district & scope of new industries. In the previous year 2015-16, District Industrial
Potentiality Survey Report of 06 districts has been prepared. The District Industrial Potentiality
Survey report has been undertaken with the following objectives:
To explore the natural and human resources and skill.
To assess the available infrastructure for industrial development.
To evaluate the existing industrial activities of the district, utilizing the resources
and also catering to the local demand.
To identify some of the viable projects in MSME sector which can come up in the
district in the ensuing years based upon the locally available surplus resources
and the demand factor.

Project Consultancies and Project Profiles
The core competency of MSME Development Institute, Cuttack is to provide project
consultancies & profiles for the prospective entrepreneurs as well as the PMEGP target groups.
This Institute explored all possibilities and put concerted efforts for meeting the demand of
PMEGP and other beneficiaries by providing various assistance in project consultancies and
profiles on continuous basis. The Project Profiles work like a preliminary guide to the
entrepreneurs to go ahead in the process of setting up a unit.
The technical officers of this Institute as well as Branch Institutes have provided the
project consultancies and profiles as per the guidelines & instructions of O/o DC(MSME), New
Delhi under the Action Plan 2016-17. Some of the project profiles have also been prepared as
per the local demand and need. Total 493 project profiles on new including updated project
profiles were prepared as per the local demand during the year 2016-17. Nearly, 3002 MSMEs
have attended the institute and its branches for techno-economic assistance during 2016-17.

Industrial Motivational Campaigns(IMCs)
During the year 2016-17, this Institute has conducted 19 Industrial Motivational
Campaigns at different places of the state by giving special emphasis on conduct of such
campaigns at rural and backward areas. The objective of the campaign is to propagate the
message of Entrepreneurship among educated unemployed youths by instilling them with first
hand knowledge/information in respect of facilities & assistance available from various
promotional agencies, Banks and Financial Institutions to enable them to plan for setting up of

Entrepreneurship Development Programme (EDPs)
Micro, Small and Medium Enterprises Development Institute, Cuttack has conducted 02
Entrepreneurship Development Programmes (EDPs) of two weeks duration, for the benefit of
the educated unemployed youths for self-employment.
The objectives of conducting such EDPs are to promote entrepreneurship among
various target group of society by imparting practical training & demonstration to develop skill,
management ability as well as to get acquainted with the latest information on the item and
procedures related to setting up of MSME units to enable them to become self-employed and
create employment opportunities for others. In these EDPs, the procedure for setting up of

enterprises were taught in detail to the trainees by the experts from different promotional
agencies, bankers etc.

Entrepreneurship & Skill Development Programmes (ESDPs)
Micro, Small and Medium Enterprises Development Institute, Cuttack along with its
branches at Rayagada & Rourkela have conducted 17 Entrepreneurship-cum-Skill Development
Programmes (ESDPs) for the benefit of the educated unemployed youths. These programmes
were spread out in both urban and rural areas including the backward and KBK region of the
state.The objectives of conducting such ESDPs are to promote entrepreneurship-cum-skill

ONE DAY AWARENESS PROGRAMME ON INTELLECTUAL PROPERTY RIGHTs (IPR)
1. HELD AT BHADRAK ON 29-07-2016.
MSME-Development Institute, Cuttack in association with District Small Scale Industries
Association, Bhadrak & DIC, Bhadrak conducted One day Awareness/Senstization Programme
on Intellectual Property Rights (IPR) held at Hotel Anand, Bhadrak on 29-07-2016 for the benefit
of MSMEs.
The programme was inaugurated by Sh. K. L. Rao, Director, MSME-DI, Cuttack. In his
inaugural address, he emphasized the need of IPR by MSMEs to sustain in the era of
globalization and advised the cluster actors, entrepreneurs to interact with resource persons
and be more serious to protect their IP assets for survival & growth. Sh. A.K.Nayak, General
Manger, DIC, Bhadrak thanks MSME-DI, Cuttack for organizing such programme. Sh. S.
Mohaptra, Secretary, DISSIA & Rice Mill Association, Bhadrak addressed the gathering & asked
the entrepreneurs to avail full benefit out of the Programme.
During the Programme various topics on Intellectual Property Right (IPR), it‟s benefit,
Patent, Trademark, Copyright, Design, Geographical Indication, NMCP scheme etc are
discussed. A total of 55 participants attended the programme.

2. HELD AT BARIPADA ON 30-07-2016.
MSME-DI, Cuttack in association with Mayurbhanj District Industries Association,
Baripada & DIC, Baripada, Mayurbhanj conducted One day Awareness/Senstization
Programme on Intellectual Property Rights (IPR) at Hotel Ambika, Baripada, Mayurbhanj for
the benefit of MSMEs. The programme was inaugurated by Sh. K. L. Rao, Director, MSMEDI,
Cuttack. Sh. A.K.Ghosh, General Manger, DIC, Baripada, Mayurbhanj thanked MSMEDI,
Cuttack for such initiative. Sh.S.Das, Secretary, Mayurbhanj District Industries Association,
Baripada addressed the gathering & stressed the need of protecting their IP assets and asked
the entrepreneurs to avail full benefit out of the Programme. A total of 56 persons attended the
programme.

3. HELD AT BHUBANESWAR ON 07-03-2017.
MSME-Development Institute, Cuttack in association with MSME Department, Govt. of
Odisha & Odisha Small Scale Industries Association (OSSIA), conducted a Awareness
programme on Intellectual Property Right (IPR)) at Hotel Kalinga Asoka, Bhubaneswar on 07-
03-2017. At the out set Dr.S.K.Sahoo, Dy. Director Incharge, MSME-DI, Cuttack, welcomed the
guest & participants and spoke about the programme and advised the entrepreneurs, stake
holders to interact with resource persons to protect their IP assets. Sh. Deepak Kajaria,
President, Odisha Small Scale Industries Association (OSSIA), addressed the gathering &
asked the entrepreneurs to avail full benefit out of the Programme.

The programmes was inaugurated by Sh. L.N.Gupta, IAS, Principal Secretary to
Government of Odisha, MSME Department, he stressed the need for innovation, Patent,
Trademark, Industrial Design etc & IP cell for the benefit of MSMEs. Sh. S. Mohant, Secretary,
Odisha Small Scale Industries Association (OSSIA) also attended the programee interacted on
IP issues and also thanked MSMEDI, Cuttack for such initiative.
Prof. Amarendra Kumar Ajit of National Law University, Cuttack, delivered talk on IPR &
its impact, challenges for MSMEs, leverage of IP assets. Sh.Sidharth Das, Attorney, Auromaa
asociates, Kolkata, delivered talk & interacted on Patent, Trade Mark & how to register & protect
IPR etc. Dr.S. K. Kar, Sr. Manger MSME Tool Room (CTTC), Bhubaneswar & Head of IPFC
facilitation centre, informed the participants on role of IPFC centre & also on IP issues. The
programme was also attended by Addl. Secretaries, MSME Deptt, Govt. of Odisha, Director of
Industries ,Odisha and other industries associations( OYEA, OASME, UCCI ,OSSIA).
During the Programme various topics in Intellectual Property Right (IPR), it‟s benefit,
Patent Trademark, Copyright, Design, Geographical Indication, Role of IPFC centre, NMCP
schemes etc. are discussed & interactions held by Professors, Consultants, Attorney from West
Bengal, National Law University, Cuttack, CTTC & Officers from MSMEDI, Cuttack with the
MSMEs. A total of 90 persons attended the programme.

INTELLECTUAL PROPERTY RIGHTS (IPR) HELD AT DHENKANAL ON 20-10-2016 & 21-

MSME-DI, Cuttack in association with Regional Industries Centre(RIC), Dhenkanal ,
Engineering Cluster, Power loom Cluster, Fly Ash Brick Manufacturing association &
MISSION, Dhenkanal conducted two days Cluster(S) Specific Interactive Workshop on
Intellectual Property Rights (IPR) at Hotel Nirupama, Dhenkanal on 20-10-2016 & 21-10-2016
for the benefit of MSMEs. During the Programme various topics on Intellectual Property Rights
(IPR), it‟s benefit, Patent, Trademark, Copyright, Design, Geographical Indication, NMCP
scheme etc are discussed & interactions held by MSMEs, Professors, Consultants, Attorney
from West Bengal, National Law University, Cuttack, Entrepreneurs, Officers from MSME-DI,
Cuttack & RIC, Dhenkanal . A total of 62 participants attended the programme.
The entrepreneurs shown keen interest & also discussed with resource persons on the
issues relating to protection, registration of IP assets, mainly Trade Marks, Industrial Design &
Patents. Sh.K.L.Rao, Director, MSMEDI, Cuttack in his valedictory address, urged the need of
IPR by MSMEs for survival & growth.

An awareness/sensitization programme on Quality Management Standard and Quality

with Orissa Assembly of Small and Medium Enterprises (OASME), Rourkela, Odisha. The

DI, Rourkela Odisha. During his inaugural address, he urged the local entrepreneurs to reap
utmost benefit out of the programme. He also highlighted the opportunities available through
various schemes of Govt of India for MSMEs. Sri P. K. Das, Dy Director, MSME-DI, Cuttack,
during the inaugural session has emphasised the need of the hour and advocated for
implementation of QMS/QTT in the MSE sector for survival at this highly competitive business

TWO DAYS TRAINING PROGRAMME ON PACKAGING FOR EXPORTS: A two days training programme on „Packaging for Exports‟ was organised by MSME-
Development Institute, Cuttack in association with Indian Institute of Packaging, Kolkata on 2nd and
3rd June, 2016 in MSME-DI, Cuttack. The meeting was attended by 22 MSMEs from the State of
Odisha.
The meeting started with felicitation to the guest and dignitaries in the dais. At the outset
Shri P.K.Gupta, Dy.Director, MSME-DI, Cuttack welcomed the guests and participants and briefed
on the programme on packaging for export for MSMEs. The inaugural address was delivered by Shri
K.L.Rao, Director, MSME-DI, Cuttack. While underlining the importance of the good packaging and
its benefits to the entrepreneurs during marketing of the products, Shri Rao also prioritised the
quality of the product. He urged the participants to attend the two days training program with
„positive attitude‟ and „self discipline‟, which would suffice the objective of the programme. Shri
Bidhan Das, Dy.Director & Branch Head and Shri N.Nataraj, Asst.Director, IIP, Kolkata were
present on the occasion and during technical sessions they explained the participants about various
useful aspects of scientific packaging, packaging design and standards. The participants actively
participated during the training along with samples brought by them. During the interactive session
participants asked their practical problems faced during packaging of products, which were

on Energy Efficient Technologies under TEQUP scheme at Cuttack on 10.3.2017 in association
with Utkal Pharmaceutical Manufacturers Association, Cuttack for the benefit of existing
members of Pharma cluster of Cuttack district. The main objective of this programme is to
propagate the importance of Energy saving and implementation of Energy audit and Energy
efficient technologies and also to bring awareness on incentives available under TEQUP
scheme of Govt of India. A total of 35 members representing Pharma cluster units, other MSME
units and developmental agencies like DIC, KVIC, representatives of Industry associations, etc
around Cuttack attended the programme. While inaugurating the programme Dr. Sukanta
Kumar Sahoo, Deputy Director I/c has emphasized the need for energy audit in MSMEs. He
also suggested for adoption of Energy Efficient Technologies to scale down the cost of
production of the unit which will help them to compete with both the National and Global players.
Resource Persons from National Productivity Council (NPC), Bhubaneswar are invited
for presentation on the subject during technical sessions. The experts from NPC have
conducted a preliminary study of some unit of different capacities of the cluster and gave

A one day Awareness Programme on "Support for Entrepreneurial and Managerial
Development of SMEs through Incubators" has been conducted by MSME-DI, Cuttack at
Konark Institute of Science & Technology(KIST), Techno Park, Jatni , Dist.-Khordha, Odisha on
07.09.2016. Dr. Suneeta Samantroy, Dean, KIST welcomed the Guests and the participants to
the Programme.
Sh. S.N. Dash, Asst. Director, MSME-DI motivated the participants towards self
employment, narrated stories of successful entrepreneurs of the State. He also presented the
Incubator scheme to the participants through a PPT presentation starting from the objective of
the Scheme, facility available to the Incubatee after selection by the DC(MSME), New Delhi ,
the area of operation of Innovative Projects and finally the name of approved Incubators of
Odisha. Prof.(Dr.)Payodhar Padhi, Director, R&D, Hi-Tech group of Institutions also spoke on
the occasion. He narrated some of his successful Incubatee proposals/Ideas that has been
approved by our DC (MSME), New Delhi. He told participants though the financial support under
the scheme is small but it is very powerful in bringing the innovative ideas to get a shape and
finally for a journey towards commercialization. Finally, the participants have been invited to
have a look at the facility available including the lab present for the incubatees inside KIST. A
total of 27 numbers of participants attended the programme.

Development of SMEs through Incubators" has been conducted by MSME-DI, Cuttack at
Gandhi Institute For Technology (GIFT), Bhubaneswar, Odisha on 21.09.2016. Dr. S. Krishna
Mohan Rao, Principal, GIFT welcomed the Guests and the participants to the Programme. Sh.
S.N. Dash, Asst. Director, MSME-DI narrated the importance of MSMEs in contributing to
country's GDP, employment level. He also described the negative impact of flooding of cheap
Chinese products into Indian market. He invited all the participants to start thinking towards

Engineering & Technology (SIET), Dhenkanal on 23.09.16. Sh.Barada Prasanna Mohapatra,

MANAGERIAL DEVELOPMENT OF SMES THROUGH INCUBATORS" HELD AT TRIDENT
ACADEMY OF TECHNOLOGY, BHUBANESWAR ON 19.10.2016
A one day Awareness Programme on "Support for Entrepreneurial and Managerial
Development of SMEs through Incubators" has been conducted at Trident Academy of
Technology (TAT), Bhubaneswar, Dist-Khordha on 19.10.16. Prof. R.N. Satapathy, Exeutive
Director, (S&D),TAT welcomed the guests to the programme. He thanked MSME-DI, Cuttack for
arranging such type of programme at their Institute. Sh. S. N. Dash, Asst. Director of this
Institute briefed the participants about the scheme, its benefits, the programme, implementation,
possible areas & list of Incubators of the State. He also urged the participants to be self
dependent and to start their own enterprise rather going after jobs. He narrated some success
stories of Entrepreneurs of the State those have been helped under this Scheme.

the participants narrated the milestone KIIT-TBI has reached with the help of MSME-BI scheme.
She presented some of the success stories of their Incubatees those also have been helped

chair by Prof.(Dr.) Sakuntala Mahapatra, HOD, ETC, Trident Academy of Technology. A total of

LOCAL SELECTION COMMITTEE MEETING FOR SELECTION AND RECOMMENDATION
UNDER INCUBATOR SCHEME
The first Local Selection Committee meeting for selecting and recommending under
Incubator scheme held on 22.02.2017 at Trident Academy of Technology, Bhubaneswar. A total
of 04 nos. of Proposals were selected unanimously by the committee. Dr. S.K.Sahoo, Dy.

LEAN MANUFACTURING
During the financial year 2016-17 10 numbers of mini clusters were persuaded under
lean activity. Out of ten mini clusters, one mini cluster at Balasore is materialized and is likely to
be put up in next SSC meeting for necessary approval & another two mini clusters are under
final stage of formation and another 7 numbers of mini clusters are yet to deposit their
contribution. Lean intervention has been done in one mini cluster. The status of lean is as

ONE DAY AWARENESS PROGRAMME ON DESIGN CLINIC SCHEME
The Design Clinic Scheme is an initiative of the Ministry of Micro, Small and Medium
Scale enterprises and India‟s premier Design institute namely National Institute of Design.
Launched under the National Manufacturing Competitiveness Programme (NMCP) on February
17th, 2010, the unique and ambitious design intervention scheme proposes to benefit 200
industry clusters to create a dynamic platform to provide expert solutions to real time Design
problems and in that add value to existing products.
In this direction this office has organised two Awareness programmes one at Association
of Industries Entrepreneurs Bhubaneswar (AIEBA), Bhubaneswar on 28-10-2016 and another at
Orissa Assembly of Small & Medium Enterprises, Cuttack on 29-10-2016. 140 existing
entrepreneurs were sensitized during these programmes. 17 Existing entrepreneurs interacted
with the experts with regard to design problems.

NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME CUM INDUSTRIAL EXHIBITION AND BUYER-SELLER MEET “MSME EXPO-ODISHA 2016”
Micro, Small & Medium Enterprises Development Institute (MSME-DI), Cuttack under
Ministry of MSME, Govt. of India in association with Department of MSME, Govt. of Odisha,
Central Tool Room Training Centre (CTTC) Bhubaneswar, Odisha Industries Association,
Jagatpur and all industries association of the State has organized National Vendor
Development Programme-cum-Industrial Exhibition and Buyer-Sellers Meet “MSME- EXPO
ODISHA 2016” from 5th to 7th December 2016 at Baliyatra Upper Ground, Killa Maidan, Cuttack
for mutual benefit of both mother plants and micro and small enterprises of the State.
The programme was inaugurated on 5th December, 2016 by Sri Jogendra Behera, Hon‟ble
Minister of MSME, PG & PA, Govt. of Odisha as Principal Chief Guest and Dr T.K.Chand,
Chairman-cum-Managing Director, NALCO as Chief Guest. Sri K.L.Rao, Director, MSME-DI,
Cuttack, Sri Amitava Baksi, Chief Procurement Officer, Tata Steel Ltd., Jamshedpur, Sri
Tejeswar Parida, President, Odisha Khadi & Village Industries Board, Sri S. Maity, MD, CTTC
and Sri Abani Kanungo, President, Orissa Industries Association were also present.
100 MSMEs and 7 Mother Plants/Government Departments/ large units such as NALCO,
MCL, ECOR, Ordnance Factory, IOCL, NTPC and TATA Steel along with 4 financial
institutions viz. SIDBI, SBI, UCo Bank, Canara Bank and other promotional agencies were
participated in the exhibition. Seminar on GST & B2B Meet with PSUs organized during the
exhibition for the benefit of MSMEs. A total of 78 business enquiries have been generated.
More than 35,000 visitors visited the exhibition during these 5 days event.
In his inaugural address, Hon‟ble Minister of MSME, PG&PA, Govt. of Odisha appreciated
the concerted efforts made by the organisers for organising such a National Level Vendor
Development Programme-cum- Industrial Exhibition & Buyers Seller Meet to bring buyers and
sellers together on common platform for forging business tie-ups for mutual benefit. To
overcome the obstacles of development of MSMEs in Odisha, Government of Odisha has
declared Odisha MSME Development Policy-2016 and Odisha Food Processing Policy-2016 for
providing facilities, condusive environment and related infrastructure with a view to increase
food processing enterprises and maximizing employment. He said that Government of Odisha is
planning to provide 3.00 lakhs more employment through MSMEs by the end of 2019. To fulfill
this mission he urged the support of NALCO and all other large.

Sri Jogendra Behera, Hon‟ble Minister of MSME, Govt. of Odisha addressing during National

Dr T.K. Chand, Chairman-cum-Managing Director, National Aluminium Company Ltd., in
his address told that small industries may become large industries by citing the examples of
OLA, UBER and FLIPCART. He also emphasized the growth and development of MSMEs is
vital for healthy growth of our economy. He also informed that, MSMEs are playing the key role
for creation of job opportunities, increasing standard of living, reducing regional imbalances,
mobilization of local skills and capital etc. MSMEs have contributed significantly for the
development and promotion of first generation enterprises, he added. He also advocated for
launch of MSME Apps, which not only facilitate information on modern technology, innovation in
different fields to entrepreneurs but also solved many problems faced by the entrepreneurs. He
also informed his organisation will provide all sorts of handholding supports in this direction. He
also appealed the entrepreneurs for maintaining quality and confirming timely delivery for
making payment on procurement of goods and services within 30 days. He also told that they
are now going to set up an Aluminium Park at Angul in association with IDCO Odisha at par with
Aluminium Park of Canada. Sri Tejeswar Parida, President, Odisha Khadi & Village Industries
Board in his address told that Govt. of Odisha has IPR, 2009 and 2016 policies along with 8

other policies for MSMEs of the state.There is no policy paralysis in the state. MSMEs should
grab the opportunity by utilising these policies for the promotion and development of this sector
in the state.
Sri Amitava Baksi, Chief Procurement Officer, Tata Steel Ltd., Jamshedpur in his
address told that his organisation is implementing the Government of India Public Procurement
Policy. He also informed that the problems faced by MSMEs could be solved by way of
discussions and deliberations between MSMEs and PSUs.
Sri Abani Kanungo, President, Orissa Industries Association in his address told about
the problems being faced by the MSMEs of the state. He also stressed upon smooth and
aggressive implementation of Public Procurement Policy in the state for the benefit of local
MSMEs.
Sri K.L.Rao, Director , MSME-DI, Cuttack extended his hearty welcome to all the
dignitaries present on the dais, print and electronics media, MSME entrepreneurs, mother
plants, Promotional agencies, bankers, financial institutions, associates for their whole hearted
support. He also informed that, the role of Micro, Small and Medium Enterprises (MSMEs) in the
economic and social development of the country is well established. The MSME sector is a
nursery of entrepreneurs, often driven by individual creativity and innovation. For simplification
of registration process, one page online filing of Udyog Aadhar Memorandum (UAM) was
introduced in lieu of EM Part-I and EM Part-II w.e.f 18th September 2015. A step towards linking
“Make in India” with “Skill India”, Employment Exchange for Industries (EEX) was also launched.
He said that the programme has a special relevance in the light of notification of new
Procurement Policy of Government of India for Micro & Small Enterprises (MSEs) under
MSMED Act, 2006 which has become mandatory from 1st April, 2015 and mandates for a
minimum 20% procurement of annual requirement of goods and services by all the Central
Ministries/Departments/PSUs from Micro and Small Enterprises. Sri S. Maity, Managing

National Level Vendor Development Programme cum Industrial Exhibition & Buyer Seller

Balasore from 14th to 18th December, 2016.
The objective of the programme was to focus on the following areas:

The exhibition provides a platform for displaying the products and service of MSMEs and
requirements of Large Scale buyer organisations. CPSUs and other large scale organizations
(Buyers) interact with MSEs for establishing potential vendors. The CPSUs and other buying
agencies identify their goods and services as per their requirement. Discussions were also
arranged for understanding the requirements of CPSUs and capabilities of MSEs for supplying
the same.
State Level Vendor Development Pgoramme is of one day duration in which Workshops on
Public Procurement Policy for MSEs and other schemes & programmes of Ministry of

TWO DAYS NATIONAL WORKSHOP ON EXPORT MARKETING ORGANISED BY MSMEDI, CUTTACK AT HOTEL KALINGA ASHOK, BHUBANESWAR
A Two-day Sensitisation National Workshop on Export Marketing was organized by
MSME-DI, Cuttack in association with Directorate of Export Marketing, Govt of Odisha and
Federation of Indian Export Organisations at Hotel Kalinga Ashok, Bhubaneswar on 2nd & 3rd
November, 2016.
During the Inaugural session Sri K.L.Rao, Director, MSME-DI, Cuttack welcomed the
Chief Guest Shri L.N.Gupta, Pricipal Secretary and other dignataries and participants. The
objective for organising such kind of programme was to sensitize and motivate the prospective
entrepreneurs and existing entrepreneurs on the enormous opportunities available for them. He
also said there is a huge demand with CPSU‟s for development of items under import
substitution. He appealed to the participants to take the direction from MSME-DI for both export
promotion and import substitution.
Sri B.K.Das, Director, EPM in his address told that Odisha has got the rich tradition of
Exporting goods to other countries in olden days. He appealed to all the participants to explore
the possibility for identifying export items which has competitive advantage to penetrate these
products in the international market. He also focused on various initiatives taken by Govt. of
India and state government to boost the exports from the state.
Sri L.N.Gupta, Principal Secretary, MSME Department, Govt of Odisha in his inaugural
address told that Odisha has rich heritage of handlooms, handicrafts and rich in mineral
resources. In spite of that, the exports from Odisha are not encouraging. Odisha has exported
24,000 crore worth of goods and services during 2014-15 and declined thereafter. He said that
there are 17 numbers of Exporters of Marine products and this number may be increased. He
said the state can help the entrepreneurs who intend to go for exports in terms of exposure visit
in some other countries. He informed the participants that the state Govt is developing a Sea
Food Export Park and the entrepreneurs can make use of it. He also said the state Govt will
announce the new Food Processing Policy soon for the benefit of the entrepreneurs. He
advised that there are 300 Cashew processing units in the state and they can go for organic
certification for better exports. He said the state has good number of artisans in the field of
handlooms and handicrafts and they can be brought under cluster mode for better prospects.
He said the state Government soon will have one Export Bhavan to facilitate all the export
related organisations under one roof.

A total of 80 participants participated in the programme. During the technical session the
topics like: Role of DEPM, Odisha Export Policy and Export Opportunities in Odisha, Export
Scenario and assistance offered by FIEO, Foreign Trade Policy and Assistance offered by
DGFT, Ministry of Commerce and Industry, MATU Scheme for Export Promotion, Export
Documentation & Procedures, Export Marketing of Multi Products & Country wise demand and
Experience sharing etc were discussed by expert faculties.
Common Facility Services
During the year 2016-17, three workshops attached to this Institute at Cuttack, Rourkela
and Rayagada provided common facility services to the micro, small and medium scale units for
different job works, developing new products, helping the entrepreneurs to understand different
products design, specification etc. The following facilities were available in the workshops
mentioned below:

STEPS TAKEN FOR PROMOTION AND DEVELOPMENT OF MSMEs OTHER THAN THE
ACTION PLAN ACTIVITIES
AWARENESS ON GST
The introduction of Goods & Services Tax (GST) is the most important reform of Indirect
Tax System in the country. The introduction of GST will simplify the tax system, broaden the tax
base and improve tax compliance. The impact of GST shall be felt by all sectors of Indian
economy. Although its benefit will start flowing in the initial stage itself, various stakeholders
need to be familiarized with the new taxation system to ensure smooth transition.
This Institute has organised two GST seminars at Cuttack & Bhubaneswar. The details
are given below:
1) GST Programme at Cuttack – This programme was organised on 06.12.2016. In this
programme a total of 60 existing entrepreneurs, Government officials & representative
from Industry Associations were participated.
2) GST programme at Bhubaneswar - This programme was organised on 16.03.2017
jointly with C.T.T.C, Bhubaneswar. A total of 44 existing entrepreneurs from different
Industries Associations and Government officials participated in the programme.

Brief Report of Odisha MSME Trade Fair 2017:
MSME-DI, Cuttack actively associated in the Odisha MSME Trade Fair 2017 held
from 5th-10th March, 2017 in Bhubaneswar, which was organised by MSME Department,
Government of Odisha. Officers of this Institute mobilised MSMEs & Start ups, attended
the visitors at the allotted stall and organised a seminar on „Developing MSME Sector in
Odisha‟ on 7th March, 2017.

During this trade fair, a seminar was also organized on “Women Entrepreneureship
in Odisha: A Challenge and An Opportunity” in association with Intitute of Entreprise
Development, Govt. of Odisha, OASME and World Trade Centre, Bhubaneswar on 8th March,
2017. Officers of this institute also attended anothor seminar on “Potential of Food Processing
Sector in Odisha” on 10th March, 2017 during this event.

After implementation of Udyog Aaadhar Memorandum (UAM) for ease of doing business for

The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India
(GoI) has adopted the cluster development approach as a key strategy for enhancing the
productivity and competitiveness as well as capacity building of Micro and Small Enterprises
(MSEs) and their collectives in the country. A cluster is a group of enterprises located within an
identifiable and as far as practicable, contiguous area and producing same/similar
products/services.
The MSE-CDP Scheme is modified vide office of the DC(MSME), New Delhi,
Memorandum No. 1(634)/CDD/Guidelines Modifications/2016, dated: 27.07.2016. The details of
guidelines is available in the website of DC (MSME) at http://www.dcmsme.gov.in/. The

National MSME Awards 2015
For the first time ONLINE Applications were received for 6 different categories (57 Nos.),
broadly for Outstanding Entrepreneurship i) Manufacturing ii) Services, iii) Quality Products, iv)
Products/Processes Innovation, v) Adopting of Lean Manufacturing Techniques and vi) Export
Awards for the year 2015. This institute received 12 applications (including 3 woman enterprises)
from MSMEs in the State for the National MSME Awards 2015 for Outstanding Efforts in
Entrepreneurship & Lean Manufacturing Techniques category. Out of which the State Level
Selection Committee (SLSC) recommended 7 MSMEs to the National Level Selection
Committee (NLSC).
AWARENESS ON DIGITAL PAYMENT
This Institute has conducted 11 nos. of awareness programme on Digital Payment for
MSMEs and other stake holders at various places in the state of Odisha. Total 254 nos of MSEs
were participated in the programme. During the programme various modes of payment
channels, benefit for the MSMEs and Govt support system were covered.

NSIC Registration
Under the Single Point Registration Scheme, this Institute coordinated the registration of
units under National Small Industries Corporation for the Govt. Store Purchase Programme
(GSPP). During the year 2016-17 a total of 227 units have applied for NSIC registration. A total
of Rs. 5, 82,195 has been generated as revenue from these units.
Joint Capacity Assessment (JCA)
During the year 2016-17, 71 units applied for JCA in which a revenue of Rs.1, 71,000/-
was earned. A group of officers including from MSME-DI, Cuttack and concerned District
Industries Centres or Regional Industries Centres have visited these units to assess their
capacity for recommendation of raw materials and fuels.

Various books, journals relating to different technical disciplines & furniture for the

Automobile cluster along with Sri S.K. Rath and Sri P.K. Mishra, Asst. Director.
15. Dr. S.K. Sahoo, Deputy Director, attended Review meeting of CFC under Cluster
Development Programme held under the Chairmanship of Principal Secretary to
Government, MSME Department, Odisha on 16-1-17 alongwith Sri P.K. Mishra and Sri
R.K. Rai, Director (MSE-CDP) O/o the New Delhi. He also visited Cashew Cluster,
Brahmagiri alongwith the above officer to hold a meeting with the stake holders.

Finance organized by OASME, Cuttack in association with CTTC, Bhubaneswar and
RBI, Bhubaneswar on 18-1-17 at Dhenkanal along with Sri B.N. Guru, Asst. Director
(E.I.).
17. Dr. S.K. Sahoo, Deputy Director attended the preparatory meeting of Odisha MSME
Trade Fair, 2017 held at Bhubaneswar from 5th to 11th March, 2017 under the

हहन्दी अनबुाग का वषष 2016-17 वार्षषक रयऩोर्ष
एभएसएभई र्वकास संस्थान,कर्क का हहन्दी अनुबाग संघ सयकाय की याजबाषा नीतिमों का शाि-ऩतिशि अनुऩारन सुतनश्चि कयने हेिु शिि प्रमत्नशीर है । संस्थान का प्रांगन याजबाषा हहन्दी के र्वकास से संफंधधि प्रेयणात्भक श्रोगनों एवं भहाऩुरूषों के भभषस्ऩशी वकिव्मों से आरोरयि है । संस्थान के शि-प्रतिशि अधधकायी एवं कभषचायीगण हहन्दी भें प्रवीण मा कामषसाधक ऻान प्राप्ि हैं । इन्हीं की फदौरि संस्थान याजबाषा र्वबाग, बायि सयकाय के वार्षषक कामषक्रभों के तनधाषरयि रक्ष्मों को सपरिाऩूवषक प्राप्ि कय रेिा है ।
हहन्दी ऩत्राचाय के तनधाषरयि रक्ष्म 55 प्रतिशि को प्राप्ि कयिे हुए वषष 2016-17 भें संस्थान ने कुर ऩत्राचाय 1482 भें 886 ऩत्र हहन्दी भें प्रेर्षि ककमे गए । याजबाषा अधधतनमभ की धाया 3(3) के अिंगषि जायी ककमे गए कुर 40 कागजािों भें सबी द्र्वबाषी भें जायी ककमे गए । याजबाषा अधधतनमभ की धाया 5 के अिंगषि हहन्दी ऩत्रों के जफाव हहन्दी भें हदए गए ।
वषष 2016-17 भें संस्थान ने प्रत्मेक तिभाही भें र्वबागीम याजबाषा कामाषन्वमन समभति की फैठकें क्रभश् 27-5-2016,19-9-2016,28-12-2016 एवं 30-3-2017 को आमोजजि की गई औय इनभें मरए गए तनणषमों ऩय अनुविी कायषवाई की गई । प्रत्मेक तिभाही भें क्रभश् 29-6-2017,22स2े7-9-2017,29-12-2017 एवं 30-12-2017 को हहन्दी कामषशारा का आमोजन ककमा गमा । हदनॉक 14-9-2016 से 29-9-2017 िक हहन्दी हदवस¢ऩखवाडा का आमोजन ककमा गमा जजसभें र्वमबन्न हहन्दी प्रतिमोधगिाएं मथा हहन्दी ऩत्ररेखन,तनफंध,बाषण,कर्वगोष्ठी आहद के सपर प्रतिबाधगमों को प्रभाण-ऩत्र एवं नकद ऩुयस्काय प्रदान ककए गए ।
हहन्दी मशऺण मोजना,याजबाषा र्वबाग, बायि सयकाय द्वाया रागू ककए गए नवीनिभ ऩाठ्मक्रभ -ऩायंगि -भें अधधकायी एवं कभषचायीगण को उत्िीणष कयामा गमा । संस्थान ने प्रत्मेक तिभाही भें याजबाषा हहन्दी के प्रगाभी प्रमोग से संफंधधि तिभाही प्रगति प्रतिवेदन संफंधि कामाषरमों को प्रेर्षि ककमा ।
