INVITATION OF EXPRESSION OF INTREST (EOI)

FOR EMPANELMENT OF ARCHITECTS, INTERIOR DESIGNERS/CONSULTANTS

Executive Engineer, Public Works Department, Work Division –I, Daman. UT of Daman & Govt.of India invites Expression of Interest (EOI) from eligible Architects/consultants for providingarchitectural & Consultancy Services for their various constructions, renovation, rearchitecture, interior designing, beautification and other jobs.

The proposal duly completed as per prescribed format, shall be submitted in sealed envelopessuper scribing “Application for Empanelment of Architects, Interior Designers/ Consultants onor before 10/01/2017upto15:00hrs in the office of the

Executive Engineer, PWD, WD-I DamanMoti Daman- (396220), India.

The detailed EOI with annexure(s) may be obtained from website http://www.nprocure.com &

www.daman.nic.in or from the office of the Executive Engineer Daman.

1.1 UT of Daman & Diu, Govt. of India, hereinafter referred as Employer is underAdministrative control of Administrator UT of Daman & Diu with their head quarter atDaman.

1.2 Public Works Department, UT of Daman & Diu. Govt. of India is engaged withconstruction of original works of residential land non residential buildings, bridges,roads and marine structures and maintenance of existing buildings, bridges, roads andmarine structures etc.

1.3 Public Works Daman of UT of Daman & Diu intends to take up various nature of worksviz., Major Development work in Public Sector like, Health, Education, Tourism, Poweretc., renovation of existing offices/circuit house, construction of proposed new officesand residential buildings, improvement of facades of existing buildings, interior designsand furnishing of Govt. buildings beautification of common areas, seashore side, SeaFronts Development etc. over the next few years to improve the overall ambience inDaman &Diu.

1.4 In this context UT of Daman & Diu proposed to appoint a panel of Architects, InteriorDesigners/ Consultants who can assist UT of Daman & Diu in execution of the works tothe desired level.

1.5 The empanelment will be valid for a period of 5 years or till fresh empanelment is donewhichever is earlier.

1.6 The envisaged works to be undertaken are as under:a) Major Development Projects in Various Sectorsb) Renovation of officesc) Construction of new offices& Residential Building & Complex.d) Interiors of new PWD office under construction with furnishing.e) Beautification of common Areas in buildings, and Residential Area.f) Improvement of facades of existing buildingsg) Conservation/beautification of old structures

2.1 Empanelment documents shall be downloaded from our UT of Daman & Diu andwebsite at www.nprocure.com.

2.2 Application form for empanelment shall be submitted in sealed envelope super scribing“ Application for Empanelment of architects, Interior Designers/ Consultants, on orbefore10/01/2017upto15.00hrs hours in the office of

2.3 The application shall be submitted only as per the enclosed format(s) along withAnnexure I to VIII. Self attested documentary proof (s) in respect of the detailsfurnished in the application form shall be submitted along with the application. Theintending applicants shall also submit the list of such projects where due to anydisputes, litigation/arbitration was invoked and or the consultancy services wereabandoned / suspended by the client. Suppression of any information in this regardmay lead to cancellation of empanelment of the firm/ Architect (s) concerned, if suchinformation comes to notice of UT of Daman & Diu after empanelment. Incompleteapplications will be summarily rejected.

2.4 The application shall be signed by the authorized person(s) of the firm. All pages of thedocuments shall be signed/sealed.

2.5 An applicant can apply for empanelment in any or all of the categories stipulatedherein. In case an applicant wishes to apply for more than one category,document(s)/annexure(s) relevant to each of the categories, as stipulated, shall besubmitted separately for evaluation.

2.6 UT of Daman & Diu reserves the right to reject any or all applications without assigningany reason thereof.

2.7 The empanelment of Architects, Interior Designers/Consultants will be for a period of 5years or till the fresh empanelment is done whichever is earlier.

2.8 Per-qualification/Empanelment does not necessarily mean that a job will be assigned tothe Consultant.

2.9 Clarifications, if necessary, will be sought from the applicants before empanelment. Allinformation submitted by the applicants during the process of empanelment will be theproperty of UT of Daman & Diu and will not be returned.

2.10 Successful pre qualified tendered may have to pay a “Tender Security” in the form ofFDR while participating in the main tender. Security Deposit/Performance BankGuarantee may have to be paid if the tenderer bags the order. The amount for ‘TenderSecurity’ and ‘Performance Bank Guarantee’ will be mentioned in the main tenderdocument.

3. INSTRUCTIONS TO THE APPLICANTS:

3.1 GENERAL

a) All information requested for in the enclosed forms shall be furnished againstthe respective columns in the format. Applications are cautioned that non-submission of complete information as per the required formats or making anychange in the prescribed forms may result in the application being summarilyrejected.

b) The application shall be type written. The applicant’s name, signature andstamp shall appear on each page of the application form.

c) The application form as downloaded from the website of UT of Daman & Diuonly shall be submitted.

d) Copies of the references, information, work orders and completion certificatesfrom the respective clients certifying the suitability, technical know-how,

experience or capability of the applicant shall be submitted by the applicant,which would be verified by UT of Daman & Diu when required.

e) The applicants are advised to attach any additional information which he thinksfit and necessary in regard to proving his capabilities. No further informationwill be entertained after submission of the application unless it is called for bythe UT of Daman & Diu.

f) The cost incurred by the applicants in preparation & submission of thisapplication, providing clarifications or attending discussions in the connectionwith the process of empanelment shall be borne by the applicant and UT ofDaman & Diu in no case will be responsible or liable for these costs regardless ofoutcome of the process.

3.2 DEFINITIONS:

a) In the documents, the words and expressions shall have the meaning herebyassigned to them except where the context otherwise requires:

I. “Employer/ Client” means UT of Daman & Diu Daman and include theemployer’s representatives or successors, but not without the consent ofthe appropriate authority any assignee of the Employer.

II. “Applicant” means proprietary firm, Partnership firm, PrivateLimited Company, Limited Company whose application has beenreceived by the employer and includes the applicant’s personalrepresentatives, successors and permitted assigns.

3.3 METHOD OF APPLYING:

a) If the application is made by a proprietary firm, it shall be signed by theproprietor above his full typewritten name and full name of his firm with thecurrent address.

b) If the application is made by a firm in partnership, it shall be signed by all thepartners of the firm above their full typewritten names and current addresses oralternatively by a partner holding Power of Attorney for signing the application,in which case a certified copy of Partnership Deed shall accompany theapplication.

c) If the application is made by a Limited Company, it shall be signed by a dulyauthorised person holding the Power of Attorney for signing the application, inwhich case a certified copy of the Power of Attorney issued by the Board ofDirectors shall accompany the application.

3.4 FINAL DECISION MAKEING AUTHORITY:

a) The Employer reserves the right to reject or accept any one or all applicationsand to annul the process and reject all the applications at any time withoutassigning any reason(s) thereof and without thereby incurring any liability to theaffected applicant or without informing the applicants of the ground for theEmployer’s action.

4. PRE-BID CONFERENCE:

4.1 A pre-Bid conference will be held at 16:00 Hrs, on dates 07/01/2017 in office ofthe Executive Engineer, Public Works Department, Work Division-I, Daman.Bidders may send their queries in writing either by mail at [email protected] or send them by post/ courier to the address below at least 48 hrsprior to the Pre-Bid meet.

5. CATEGORY OF EMPANELMENT:

Category-I: General Architectural Services for preparation of master plan,construction of new buildings, renovation of offices, facades improvement,beautification of common areas & interior designing.

6. ELIGIBILITY CRITERIA:

6.1 Category-I

a) Bidders should be a well established and professionally organizedArchitectural/ Consultancy firm with at least 15 years experience in the field ofproviding architectural / consultancy services for restoration, re-architecture,conservation, new work.

b) Bidders should have an office premises located in or nearby Daman

c) Bidders should have successfully completed at least one project in each of thefollowing categories:

i. Preparation of Master plan comprising of old & new office andresidential buildings.

ii. Interior designing of corporate offices/ Guest houses includingfurniture.

iii. Restoration of existing buildings/ construction of new buildings.

d) Bidders should have an average annual turnover of at least Rs. 1.00 Cr. duringthe last 03 financial years.

e) Bidders should have on their rolls at least following personnel:

i. A Principle Architect registered with the council of Architecture,New Delhi and having at least 10 years experience.

ii. 02 Junior Architects registered with the council of Architecture,New Delhi and having at least 5 years experience.

iii. An Urban Planner with Masters Degree in Urban Planning andminimum 5 years experience.(preferred)

iv. A Senior Engineer with degree in Civil Engineering and minimum 10years experience.

v. A total strength of 12 employees.

f) Bidders should have Service Tax Registration in the category of Architectural /Consultancy services.

7. EVALUATION OF APPLICATIONS:

7.1 The applications will be examined by Executive Engineer, PWD, WD-I Daman, whichmay call for clarifications / additional information from the bidders which must be

furnished to the Executive Engineer, PWD, WD-I, Daman within the stipulated time. Theapplications shall be evaluated based on the following parameters on a scale of 100.

7.2 The applicants will be awarded marks for each of the above parameter on thefollowing basis:

7.3 Bidders should satisfy the qualifying criteria on their own merits and not as a sumtotal of their sub agencies. Joint ventures / Consortium / MOU shall not beentertained.

7.4 Based on the above evaluation, the top three (03) applicants in order of ranking andscoring a minimum of 75 marks shall only be considered for empanelment.

8. PERIOD OF EMPANELMENT:

8.1 The empanelment of the Architects, Interior Designers / Consultants will be for aperiod 5 Years from the date of awards of Contract. However our UT of Daman &Diu.

8.2 However UT of Daman & Diu reserves the right to extend the period ofempanelment of consultants for a further period of one year depending on therequirement and performance of the consultant. The decision of UT of Daman & Diuin this regard would be final.

8.3 The empanelment of the Architects, Interior Designers / Consultants will remain inforce for the purpose of completion of all works ordered during the currency of theempanelment until they have been completed.

9. ALLOTMENT OF WORK:

9.1 Depending upon requirement, UT of Daman & Diu will invite limited tender(s) fromthe empanelled Architects, Interior Designers / Consultants.

9.2 The work will be allotted to the successful Architect, Interior Designer / Consultant,who emerges the lowest bidder in the tender. The tender may be invited in single

bid (financial only) or in two bids (technical & financial) as the case may be. In casethe tender is invited in two bids, the financial bids of only those Architects, InteriorDesigners / Consultants shall be opened who qualifies in the technical bid. Thedetails of the same will be stipulated in the limited tender processed to be invitedby UT of Daman & Diu.

9.3 UT of Daman & Diu also reserves the right to allot the work to any of theempanelled Architects, interior Designers / Consultants after giving dueconsideration to the suitability and competence of the Architects, Interior Designers/ Consultants to handle jobs, with due regards to their proven track record, whichshall be reviewed by UT of Daman & Diu, as found necessary, from time to time.

10. LITIGTION HISTORY:

10.1 The Applicant should provide accurate information on any litigation or arbitrationresulting from contracts completed or under its execution over the last Sevenyears ending 31.12.2016. A consistent history of litigations against the Applicantor any member of the firm may result in failure of the application at the desertionof UT of Daman & Diu.

11. JURISDICTION OF COURT IN CASE OF DISPUTE OR DIFFERENCES ARISINGON ACCOUNT OF THIS EOL:

11.1 Any suit or application, arising out of any dispute or difference on account of thispre- qualification tender shall be filed in a competent court at Daman only and noother court or any other district of the country shall have any jurisdiction in thematter.

11.2 Indian Arbitration and Conciliation Act of 1996 only will apply.

12. ROAD OF SERVICES TO BE PERFORMED BY THE ARCHITECTS, INTERIORDESIGNERS / CONSULTANTS:

12.1 Category – I

a) Discussions with UT of Daman & Diu about the specific requirements andconceptualization of the assigned work.

b) Evaluation of the site and carrying out soil investigation, testing, topographicalsurvey etc. as may be necessary with prior approval from UT of Daman & Diu.

Charges towards soil investigation, testing, topographical survey etc., if requiredand carried out by the Architect, Interior Designers / Consultant shall bereimbursed at actual based on documentary evidence.

c) Preparation of Design, Site Development, Master Plan, Architectural Plans,Interior Design details, furniture items 3D photos and line diagrams , Sections,Walk – through models etc., with details of area analysis, Building geometryetc., whenever required.

d) Use of value engineering concepts to consider alternate design solutions tooptimize expected cost / worth ratios. Design should include impaired &physically disable friendly to the extent possible and flexibility to future changes/ expansions.

e) Preparation & submission of required drawings & Structural) conforming tolatest Development Control Regulations (DCR) and local bye – laws to thestatutory authority(s).

f) Liasoning and obtaining requisite approvals / permission from the ConcernedStatutory Authorities prior to commencement and also after successfulcompletion of the work.

g) Preparation of technical specifications, cost estimate including rate analysis, Billof quantities in consultation with Executive Engineer PWD WD-I Daman,inspection & testing plans etc.

h) Preparation of all drawings good for construction for structural designs, internaland external MEP / utility services, telecommunications, Networking, Graphicsignage’s, fire fighting arrangements, security system, parking etc. as per theapproved technical specifications.

i) Preparation of landscape architecture, interior architecture, architecturalconservation, graphic design, furniture items and signage’s etc.

j) Preparation of Tender Drawings, Technical Specifications vendors /manufactures for materials and equipment. Assistant ace to PWD Daman inproviding clarifications to bidders, pre-bid meeting and specifying theconstruction contract.

k) The approvals of UT of Daman & Diu are required on all drawings, specifications,documents etc. and Consultant shall responsible for providing modifications,incorporation of suggestions etc.

l) Ensure engaging the required key professionals for the services such asarchitectural, structural, MEP / utility services, landscaping, conservation etc. forthe project designing and execution.

m) Attend the reviews, meetings, conferences pertaining to the project.

n) In case of new construction, the design shall be strictly in accordance with thelatest Indian Code of Practices / National Building Code. The structural analysisand design shall be done by using latest version of software packages such asSTAADPRO or equivalent. The provisions in various BIS Codes shall override thepackages output.

o) Appropriate hard and soft landscaping shall be designed to be in harmony withthe surrounding Environment and neighbourhood. The objective is to provide aharmonious and friendly environment with green area and landscape features.

p) Preparation and issue of working drawings with all details for proper executionof the work. This shall include preparation of fabrication / shop drawings forselect items as well as scrutiny / approval of shop drawings submitted bycontractors for various services.

q) Site Supervision to review and ensure approved designed compliance by theexecuting agency.

r) Revision of drawing details and specifications as and when required in duecourse of construction progress.

s) Preparation and planning of all design details, deliverables and plan theconstruction programme to complete the project.

t) The Consultant shall attend all the review meetings conducted by UT of Daman& Diu from time to time without any extra cost and shall also be available forany clarifications and bring out issues related to construction which may lead todifficulties for construction.
