1. INTRODUCTION
1.1 The Labour & ESI Department had its original nomenclature as Labour
Employment and Housing Department. In the year 1980, the Housing wing was
separated and it became Labour & Employment Department. After restructuring of
Departments, the Employment wing has been separated from this Department &
this Department has been renamed as Labour & Employees’ State Insurance
Department vide G.A. Department Notification No. 24622/Gen. dt. 19.12.2011 read
with their Corrigendum No. 3175/Gen. dt. 10.02.2012.
1.2 It is the Nodal Department for formulating plans, policies and programmes for
development of the Labourers including child labourers (engaged under both
organized and unorganized sectors). This Department also ensure safety & security
measures in Factories & Boilers, look after social security of Industrial workers and
settle Industrial Disputes.

1.4. The activities of Labour & ESI Department are being Implemented through 05
(five) Heads of Departments including 2 Presiding Officers of Industrial Tribunals as
hereunder.
(i) Labour Commissioner, Odisha.
(ii) Directorate of Factories and Boilers, Odisha.
(iii) Directorate of Employees’ State Insurance Scheme, Odisha.
(iv) Presiding Officer, Industrial Tribunal, Bhubaneswar.
(v) Presiding Officer, Industrial Tribunal, Rourkela.
In addition, there are 03 (three) Labour Courts at Bhubaneswar, Sambalpur
and Jeypore headed by Presiding Officers for adjudication of Industrial Disputes
under the Industrial Disputes Act, 1947.
2. LABOUR COMMISSIONER, ODISHA
2.1 The Labour Commissioner, Odisha is the administrative head of the Labour
Directorate. He / she is assisted by Joint Labour Commissioners, Deputy Labour
Commissioners, Assistant Labour Commissioners and Labour Officers at the
Directorate level. There are 7 Divisional offices at Cuttack, Sambalpur, Rourkela,
Angul, Jajpur, Kalahandi and Jeypore headed by Deputy Labour Commissioners
who are assisted by Assistant Labour Commissioners of respective Zones, District
Labour Officers, Assistant Labour Officers and Rural Labour Inspectors for effective
implementation of various Labour Laws and different programmes throughout the
State.

2.2 The Labour Commissioner, Odisha is the administrative head of the Labour
Directorate. He / she is assisted by Joint Labour Commissioners, Deputy Labour
Commissioners, Assistant Labour Commissioners and Labour Officers at the
Directorate level. There are 7 Divisional offices at Cuttack, Sambalpur, Rourkela,
Angul, Jajpur, Kalahandi and Jeypore headed by Deputy Labour Commissioners
who are assisted by Assistant Labour Commissioners of respective Zones, District
Labour Officers, Assistant Labour Officers and Rural Labour Inspectors for effective
implementation of various Labour Laws and different programmes throughout the
State.
2.3 The Labour Directorate is responsible for enforcement of 25 labour
legislations/schemes with a view to maintaining industrial peace and harmony,
regulating service conditions of workers, prevent exploitation and adoption of unfair
labour practices and ensure payment of statutory wages. The industrial Relations
Machinery and Enforcement Machinery have been streamlined and geared up to
take preventive measures to ensure industrial peace and payment of the prescribed
minimum wages to workers engaged in various scheduled employments numbering
88 including agriculture.
2.4 The industrial relations scenario during the year 2015-16 is by and large
peaceful. The year wise break up of strikes, lockouts, workers involved and man
days lost for the year 2015-16 and previous year is given below:

2.5 656 number of complaints have been disposed of during the year 2014-15
and 782 number of complaints have been disposed of during the year 2015-2016
and an amount of 20361713 and 27915718 were paid to affected workers
respectively.
2.6 The Inter-State Migrant Workmen (Regulation of Employment and Condition
of Service) Act,1979 has been implemented in right earnest during the year 2015-16.

To check the migrants, a CELL has been constituted in the office of Labour
Commissioner, Odisha.
Implementation of State Action Plan for the Safety and Welfare of
Inter Sate Migrant Workmen.
Government of Odisha has approved a State Action Plan for the Safety and Welfare of
Inter-State Migrant Workmen (2014-15 to 2016-17) which is under implementation. The
following steps have been undertaken by the State Government, for migrant workers:
1. a. A Shramik Sahayata Helpline ( Tollfree No. 155368) for migrant workmen has been set up at
Labour Directorate for providing support and information on issues concerning migration.
This Helpline is functional on all days (including holidays), from 6 AM to 10 PM. Information
about this Helpline has been widely publicised in the leading Odia daily newspapers. Funds
have also been released to the District Collectors for publicity at the district level.
b. Steps have been initiated for voluntary registration of migrant workers in the districts of
Bolangir, Bargarh, Nuapada and Kalahandi, at the Gram Panchayat level, on a pilot basis.
Funds have been placed with the District Collectors of four Pilot Districts for the registration
activities.
c. Funds have been placed with S.Ps of Bolangir, Bargarh, Nuapada and Kalahandi to engage
Special Police Officers and undertake raids, and collect intelligence to take action against
contractors/agents undertaking illegal recruitment of migrant workers.
d. Funds have been placed with district collectors of Bolangir, Bargarh, Kalahandi, Nuapada,
Subarnapur, Ganjam, Gajapati, Koraput, Rayagada, Nabarangpur and Khordha, for rescue,
infrastructure support and to undertake IEC activities, constitute mobile squads and for
intelligence collection to tame illegal recruitment of migrant workers.
e. Seasonal Hostels for children of migrant worker families in the migration prone Blocks of
Bolangir, Bargarh, Kalahandi and Nuapada have been opened by School and Mass Education
Dept. Funds have been placed with Orissa Primary Education Programme Authority (OPEPA)
for bed and beddings for these hostels.

f. The State Government has issued instruction for covering Ódia migrant construction workers
under the Odisha Building and other Construction Workers’ Welfare Board. As per this
instruction, the period of engagement of migrant construction workers outside the State will
also be taken into account while considering their registration under the Board. This will
enable migrant construction workers to avail of the different benefits and welfare measures
available under the Odisha Building and other Construction Workers’ Welfare Board.
g. Memorandum of Understanding (MoU) with Utkal Association of Madras in Chennai, Tamil
Nadu and Orissa Cultural Association in Bengaluru, Karnataka, and Utkal Sanskrutika Samaj,
Visakhapatnam, Andhra Pradesh, have been signed for the safety and welfare of Odia
migrant workers in Tamil Nadu.
2. Instructions have been issued by the Labour Commissioner, Odisha to all the district labour
officers for strict enforcement of ISMW (RE&CS) Act.1979) and to all District Collectors and
Superintendents of Police to designate a Nodal Officer to keep vigil on the movements of large
groups at the railway stations and bus stands etc. during the migration season.
3. Funds have been placed with National Institute of Rural Development (NIRD) in Hyderabad for a
study on migrant workers of specified pockets in Bolangir district to suggest alternative
avocation of livelihood for migrant workers.
Initiative has been taken through Tripartite Meetings with the Labour Officials of Andhra
Pradesh, Telangana and Brick Kiln Owners Association of Hyderabad for strict
implementation of the provisions of Inter State Migrant Workmen (RE&CS) Act, 1979.

2.13 Government have attached utmost importance for the effective enforcement
of the Minimum Wages Act. So far 88 number of employments have been scheduled
under the Minimum Wages Act for the purpose of fixation/revision of minimum rates
of wages for the employees employed therein. The State Govt. have revised the
minimum rates of wages payable to the Unskilled, Semi-Skilled, Skilled and Highly
Skilled category of employees employed in 88 scheduled employments in the whole
state of Odisha @ Rs.200/-, 220/-, 240/-/- and 260/- per day respectively vide in this
Department Notification No. 1112 dtd.24.7.2015 which is effective form the date of
publication of the said Notification. Similarly, the piece rated Minimum rate of wages
in respect of 15 Scheduled employments have been revised and notified in the
Odisha Gazette Notification No.9655 dt. 9.11.2015.

2.16 The Price Index for Industrial Workers of Cuttack, Berhampur, Sambalpur
Centre is prepared in this Directorate. The Workers of different Industries are
being benefited by this Price Index.
2.17 CHILD LABOUR
State Action Plan for Elimination of Child Labour in Odisha has become
operational in the State from January, 2015. The Action Plan is prepared with
an objective to prevent, rescue and rehabilitation of child labour in different
occupations and processes as provided for under the existing statutes for
ensuring total elimination thereof and to provide them universal education

under Right of Children to Free & Compulsory Education Act, 2009 and..
Role of different related departments such as Labour & ESI, Home, School &
Mass Education, Higher Education, Women & Child Development, Health &
Family Welfare, Housing and Urban Development, SC & ST Development,
Panchayat Raj, Revenue and Disaster Management are outlined in the Action
Plan to work out the activities under the plan a convergent manner under the
supervision of the District Collectors, towards prevention, rescue and proper
rehabilitation of child labours.
District Level Monitoring Committees are constituted in all districts
under the Chairmanship of concerned District Collectors that act as District
Level Task Force on Child Labour. The DLMC on labour is responsible for all
operations such as conducting raids, rescue / release of children at work,
repatriation in case of inter-state and intra-state migrant children, rehabilitation
of working children withdrawn from work etc. All the District Collectors have
been instructed to implement the State Action Plan for Elimination of Child
Labour, in co-ordinating activities of different departments as stipulated in the
State Action Plan.
Since, January, 2015 to February, 2016 total 39 nos. of raids have been
conducted and 227 nos. of child labours have been rescued, 149 nos. of show
cause notice have been issued, 11 nos. of cases OPDR suggested and 76 nos. of
prosecution have been filed against the errant employer. Steps have been taken
by the concerned departments for rehabilitation of the rescued child labourers
and their family as stipulated under the State Action Plan.
2.18 ODISHA BUILDING AND OTHER CONSTRUCTION WORKERS’ WELFARE BOARD.

****** The Government of Odisha have framed the Odisha Building & Other Construction
Workers(RE&CS) Rules, 2002 and have adopted the Buiding & Other Construction
Workers’ Welfare Cess Rules, 1988 w.e.f. 29.07.2003 with a view to provide benefits
to these workers .
The Odisha Building & Other Construction Workers’ Welfare Board was first
constituted on 03.01.2004 under section 18 of the Building & Other Construction
Workers (RE&CS) Act, 1996 and subsequently has been reconstituted in the year
2008, 2011,2013 & 2014 .

The Govt. of Odisha in L&E Deptt. vide Resolution No. 12653 dtd. 15.12.2008 has
directed that cess will be collected @ 1% on the cost of construction incurred by an
employer/ builder w.e.f 15.12.2008. The cess collected has been deposited in the
fund of Odisha Building & Other Construction Workers’ Welfare Board for welfare of
the registered building workers.
Collectors have been delegated to sanction certain benefits such as educational
assistance, assistance for purchase of working tools, marriage assistance, and
maternity benefit, assistance for purchase of safety equipments and bi-cycle and
stipend to the registered beneficiaries undergoing skill development training at
district level. The District Labour Officers are the nodal officers to implement these
schemes. Besides these, benefits such as death benefit, funeral assistance, assistance
in case of accident, medical expenses for treatment of major ailments, grant towards
construction of Rest Shed, Drinking water Outlets, and assistance for "Recognition of
Prior Learning (RPL) and Skill Development of construction workers are being
sanctioned at headquarter office of the Board.
Apart from this, Nirman Shramik Pucca Ghar Yojana in Rural areas has been
launched during the inaugural ceremony of Nirman Shramik Seba Saptah, 2016 on
20.02.2016, under which the eligible registered beneficiary of the Board will get
housing assistance up to Rs. 1,00,000/- maximum by the Odisha Building & Other
Construction Workers’ Welfare Board and this Yojana will be implemented by the
Panchayatiraj Department of Govt. of Odisha.
Till 31.03.2016, Rs. 975,07,29,363/-(approx) has been collected towards cess by the
Odisha Building & Other Construction Workers’ Welfare Board and deposited in the
Welfare Fund of the Board . Total 14,24,531(approx) number of construction
workers have been registered as beneficiaries under the Board and total Rs.
150,53,15,667/-(approx) have been disbursed to 3,73,342 number of beneficiaries
towards different benefits.
The details of ongoing welfare schemes under the Board is enclosed as Annexure-A.
Information on implementation of the B&OCW(RE&CS) Act, 1996, B&OCW Welfare
Cess Act, 1996 and Welfare Activities of the Odisha Building & Other Construction
Workers’ Welfare Board as on 31.03.2016 (year-wise) is at Annexure-B.

2.19. RASHTRIYA SWASTHYA BIMA YOJANA (RSBY)
The scheme is implemented in all 30 districts of the State. 44,08,070
families are provided with the service under the scheme in the State and policy
period is valid in all 30 districts of the State up to 30.11.2016.
During the financial year 2015-16 1,97,141 beneficiaries have availed the
health facilities amounting to Rs.74,27,45,812 and since inception of the scheme
7,89,456 beneficiaries have availed health facilities amounting to Rs.264,22,66,364.
For better implementation of the scheme, the scheme is reviewed by the
State Nodal Agency on fortnightly basis with the implementing Insurance Companies
of the State.
To redress the Grievance of the beneficiaries a State Toll Free Call Centre
bearing No.155368 and Grievance redressal mechanism is maintained by the State
Nodal Agency. During the Financial year 2015-16 total 2023 nos.of
grievances/querries of the beneficiaries have been attended.
To create awareness about the benefit of the scheme, extensive IEC
activities are undertaken by the SNA in the form of news paper advertisement on
fortnightly basis. The insurance companies have also undertaken IEC activities in the
form of News paper advertisement ,organizing health camps, help desk training, Wall
painting, distribution of leaflets etc.in the respective districts.
The scheme has transferred to the Health & Family Welfare Deptt. with
effect from 1.4.2016.
2.20 LABOUR REFORMS
The Government of India suggested 98 action points by the State
Governments under Each of Doing Business. The State Government started the
process of simplification of procedures under the various labour laws to increase the

Decisions were taken in High Power Committee meeting held on 31.3.2015 at
the level of Chief Secretary, Odisha to initiate measure labour reforms under 17
different labour laws. In order to create conducive atmospheres in the State to boost
manufacturing sector and facilitated industrialization. It has been decided that
registration and renewal under the OS&CE Act shall be occurred online through e-
Biz portal of Government of India. There is a proposal for including similar service
under other six Acts. Further, new schemes such as Rationalization of inspection
system, voluntary compliance scheme, simplifying report & returns, etc. are being
lunch to stream line the enforcement to the Department in a time bound manner.
Most of the services are decided to be delivered within specified time limit and are
proposed to be cover under Orissa Right Public Service Act, 2012.

2.21 IMPLEMENTATION OF UNORGANISED SOCIAL SECURITY ACT.
As per Sec.6 of the Unorganized Workers Social Security Act,2008, Odisha
State Social Security Board was constituted vide Govt.in Labour & ESI Deptt.
Notification No.11627 dtd.22.12.2011. After expire of 3 years term of the Board, it is
reconstituted on 23.12.2015 to exercise the power conferred on and to perform the
functions to it under the Unorganized Social Security Act,2008.
In the 2nd Board meeting held on 20.1.2016 decision has been taken to collect
and compile the database from different Departments such as Agriculture, Fishery &
Animal Husbandry, forest and Environment and Socially & Economically Caste
Census (SECC) database of Panchayat Raj Department etc., for extending benefits
under the Schemes.
Road Map for the year 2016-17
The Government of India enacted Unorganised workers Social Security
Act,2008 which aims to provide social security and welfare to the workers belonging
to unorganized workers and matter connected there with or incidental thereto.
As per the directives of Government of India all the unorganized workers shall
be issued with a portable smart card linked with Aadhaar.
At the first stage the identified unorganized workers will be provided with a
National social Security (NSS) Card which is in the stages of finalization.
Subsequently, benefits as decided by the State and Central Government will be
extended to the Unorganised workers.
The registration of the beneficiaries shall be done at the district level at the
facilitation centres throughout the year.
Necessary preparedness has been made by the State Government for
registration and enrolment of the beneficiaries under the scheme. The roll out of
smart card could be made possible only after receipt of revised guideline for filtration,
categorization of different category of workers to be considered as Unorganized
Workers from the Socio Economic Caste Census Database and software from
Government of India.
Intimation on Budgetary provision from Govt. on India for the issuance of
cards is yet to be received. However State Government has already approved in its
budget head a sum of Rs.50 lakhs budget for the financial year 2016-17 towards
implementation of the Schemes for Unorganised workers.

3. DIRECTORATE OF FACTORIES AND BOILERS
3.1 Introduction :
The Directorate of Factories & Boilers, Odisha works under the
administrative control of Labour & ESI Department, Govt. of Odisha. This
Directorate is entrusted with the responsibility of implementation of
various Acts, Rules and Regulations as mentioned below relating to
Safety and Health of the industrial workers and protection of plant,
process, machineries and equipments from accidental damage.

3.2 Organization structure:
This Directorate is headed by Director of Factories & Boilers under
whom two Joint Directors of Factories & Boilers, one Deputy Director of
Factories & Boilers (Safety), one Assistant Director of Factories & Boilers
(Headquarters), one Assistant Director of Factories & Boilers (Safety) and
one Assistant Director of Factories (Medical) are functioning at
Headquarters. Besides, for enforcement in the field, there are seven
Divisions headed by Deputy Directors of Factories & Boilers and twenty-two
Assistant Directors of Factories & Boilers working under their control at
different Headquarters throughout the State.

3.3 Aim and objective :-
The basic aim and objective of the Directorate is to enforce the above
legislations for securing safety, occupational health, work environment,
welfare and working condition in factories. With the advent of new
technology, innovation and modernization, the work of this Directorate
has increased multi-fold over the last decade. Further, several chemical
factories have come up in the State handling hazardous and toxic
substances which has been a challenge for the enforcement mechanism
to handle such complex matters in enforcement of Industrial Safety and
Health. The Directorate is consistently putting its untiring effort to
safeguard life and property of industrial workforce.
The Directorate is bestowed with the added responsibility of
developing Disaster Management system in Major Accident Hazard as
well as Accident-prone factories of the State to prevent and mitigate
Chemical and Industrial Disasters.
Besides, the legislations regulating Safety in Design, Manufacture,
Quality assurance, Installation, Erection, Operation, Repair, Maintenance
and Certification aspects of Boiler plants along with its connected
Pipelines and equipments thereof is also a major responsibility assigned
to the Directorate.
3.4 Programmes :
For proper enforcement and implementation of the existing Acts and
Rules, the following programmes have been devised by the Directorate.
A. HEADQUARTERS
Scrutiny of plans, technical specifications and documents along
with Safety & Health Policy, Material Safety Data Sheet, Process
Flowchart, On-site Emergency Plan, etc. for the purpose of
Approval, Registration and Licensing of factories under the
Factories Act, 1948
Scrutiny of design, drawings, technical specifications and
documents in respect of boilers, steam pipelines and related
equipments under Indian Boiler Regulations for the purpose of
registration and certification.

To review and analyse accidents and dangerous occurrences and
suggest remedial measures.
To assess performance of Safety Officers deployed by different
factories for acceptance under the Factories Act.
To review On-site Emergency Plan and detailed Disaster Control
measures and assess its workability for acceptance by Authority.
To carry out technical competency and assessment of persons /
Institutions for recognition as Competent Person in respect of
Stability of Buildings and Structures, examination and testing of
Hoists, Lifts, Cranes and other Lifting Machines, Pressure vessels,
Piping and plant thereof, Confined space containing Dangerous
fumes, Ventilation systems, Process of sand blasting, Asbestos
processing, etc.
To ensure medical examination and surveillance of industrial
workers exposed to hazardous work environment.
To ensure monitoring of work environment in different processes
involving dust, fume, hazardous chemicals, noise, etc.
To assess Safety and Health Management System in different
factories of the State.
To scrutinize Safety Audit Reports and ensure compliance.
To assess technical competence of firms / persons for recognition
as Boiler Manufacturer / Erector / Repairer under Indian Boiler
Regulations, 1950.
To conduct Boiler Operation Engineer / Boiler Attendant / Welder
Certification Examination for the purpose.
To conduct various promotional programmes such as training,
seminar, workshop on safety and occupational health.
To carry out periodic review and performance assessment of field
officers.

To impart special thrust on all accident-prone and 2(cb) category
Factories (i.e. the factories involving hazardous processes as
defined in First Schedule).

equipments thereof periodically and also when needed.

To detect registrable-unregistered factories for registration and

other places and take appropriate action for its dismantling.
C. DE-CENTRALISATION OF POWERS FOR EASE OF DOING BUSINESS :
As per the Make in India programme being implemented by the State
Government certain powers of the Chief Inspector of Factories & Boilers as
mentioned in the Annexure-1 have been delegated to the Divisional Dy.
Directors of the state for improving delivery of public services in addition
imposition of provisions of the Odisha Right to Public Services Act in 12
different services as mentioned in the Annexure-2 under the Factories Act
and the Boilers Act.

3.6 Action initiated by the Directorate:
Identified accident-prone factories of the State and circulated the list
to all officers of the Directorate for proper enforcement and special
attention in improvement on safety and accident prevention.
Frequent review of Safety Management System of hazardous factories
done by a team of officers.
Prohibition orders and improvement notices served on detection of
imminent danger to human life or safety and immediate compliance

The field officers are activated to conduct the meeting of District Crisis
Group in consultation with the Collector and District Magistrate

Some of the accident-prone factories were inspected by the Director of
Factories & Boilers and other senior officers and action taken for

Steps have been taken for simplifying the procedure for disposal of the
files quickly to improve the delivery of public service.
Twelve important various services under Factories Act and Boilers Act
have been brought under the Odisha Right to Public Services Act,
2012.
E-Biz portal has been operational from February, 2016 for registration
of factories and boilers & approval of factories plan.
3.7 Major data on achievement of the Directorate during 2015-16 :
In addition to improvement in normal functioning of the Directorate
with faster approval of statutory matters, the following achievements were
made during the year 2015-16.
Due to consistent action by the officers of the Directorate with special
focus on reduction of accidents, the rate of accidents have come down
to about 50% within a span of five years as compared to previous
years.
Departmental Disaster Management Plan was prepared for the first
time and submitted to the Additional Chief Secretary-cum-Managing
Director, Odisha State Disaster Mitigation Authority. The
Departmental Disaster Management Plan after approval by the
Authority has been uploaded in the Government portal.
Instructions were given to the field functionaries to conduct periodic
meeting of District Crisis Group in consultation with the Collector and
District Magistrate and also to form Mutual-Aid Response Group at
Disaster-prone areas.
Actions made for appointment of competent supervisors in handling
hazardous processes as per the legal provisions.

Review and assessment of Safety Officers, Competent Persons, Safety
and Health Policy, Safety Audit Reports, Emergency Planning, Fatal
accidents and Dangerous occurrences, etc. relating to improvement in
Safety Management System were made by a team of officers at
Headquarters and improvement brought in this direction.
For improvement of delivery of public services the Divisional Dy.
Directors of the Directorate have been delegated to exercise the
powers of Chief Inspector for approval of extension plan and renewal
of factory licence of the factories employing up to 100 persons.
4. DIRECTORATE OF EMPLOYEES’ STATE INSURANCE SCHEME
The ESI Scheme is a multipurpose Health Insurance and Social Security
Scheme for industrial workers and their family members under the ESI Act,1948.
The ESI Scheme was implemented in Odisha in January,1960 with six Dispensaries
at Brajarajnagar, Rajgangpur, Choudwar, Barang,Rajabagicha and Khapuria
covering a total number of 23000 Industrial workers. Full medical care was
introduced with effect from 01.09.1976. Now the ESI Scheme provides full medical
care to 3,78,270 Insured Persons and their family members through a network of 5
ESI Hospitals and 40 ESI Dispensaries & 2 annexed wards in 19 Districts of the
State. Besides, there is a 50 bedded ESIC Model Hospital at Rourkela which is
directly managed by ESI Corporation.
The ESI Act applies to all factories/establishment employing 10 or more
persons and drawing wages upto Rs.15,000/- per month. The employees covered
under the ESI Act are known as Insured Persons. The covered employees (Insured
Persons) contribute 1.75% of their wage whereas his employer contributes 4.75% to
ESI Corporation.
The ESI Corporation has prescribed a ceiling of Rs.2,150/- on expenditure on
medical care per Insured Persons per annum. The per capita expenditure upto the
ceiling is shared between the ESI Corporation and the State Government in the
agreed ratio of 7:1 whereas the expenditure beyond the ceiling is entirely borne by
the State Government.
The ESI Scheme is headed by a Director and assisted by one Joint Director,
two Deputy Directors, One Assistant Director, One Accounts Officer, One Insurance
Medical Officer and one Establishment Officer in the Headquarters, office at

Bhubaneswar. In the Field Organisation there are three Joint Director-cum-
Superintendents at ESI Hospital,Choudwar, ESI Hospital, Kansbahal and ESI
Hospital, J.K.Pur and two Superintendents at ESI Hospital,Bhubaneswar and
Brajarajnagar working for effective supervision of Health Care to beneficiaries of the
Hospitals and Dispensaries 103 Doctors, 85 Nursing Personnels, 72 Pharmacists, 28
Laboratory Technicians, 5 other Technicians, 96 other class-III and 220 Class-IV

HOSPITAL WASTE MANAGEMENT.
The Hospital waste management has been entrusted to M/s. SANICLEAN (P)
Ltd. On contractual basis for E.S.I. Hospital,Choudwar (100 beds) and ESI
Hospital,Bhubaneswar (50 beds) since 8/2004 as per the guide lines of Odisha
State Pollution Control Board.
ESTABLISHMENT OF ESI MEDICAL COLLEGE & HOSPITALAT BHUBANESWAR. The Government of Odisha have provided Ac.25.00 of land at Mouza
Jagannath Prasad, Bhubaneswar in favour of ESI Corporation for construction of ESI
Medical College. Construction of the boundary wall has been completed.

Establishment of Medical College & Hospital was deferred by Central
Government as communicated vide D.O.No.W-27/11/VIP/Odisha/3/2014/PMD
dt.9.10.2015 of Hon'ble Minister of State Labour and Employment, Government of
India. Revised proposal for construction of a 300 bedded Super Specialty Hospital at
Jagannath Prasad under Bhubaneswar Tahasil have been moved to Government in
the Department of Labour & ESI from ESI Directorate vide letter No.1465/DESI
dt.23.2.2016 for transmission of the same to ESI Corporation.

THE ACHIEVEMENTS DURING THE YEAR 2015-16: Enhancement of IP strength
As on 31.03.2015, the number of Insured Persons under the ESI
Scheme have been increased from 3,52,510 to 3,78,270 in 2015.

Extension of ESI Scheme in new area:- ESI Scheme has been extended to Chhendipada in the district of Angul
and Khuntuni in the district of Cuttack to provide health care facilities to the
beneficiaries during the year 2015-16.
State Executive Committee:
State Executive Committee have been constituted for monitoring the
performance of all ESI Hospitals and Dispensaries under the ESI Scheme and two
meetings have already been convened.
Amalgamation of ESI Dispensaries
In order to curtail the administrative expenditure, eight dispensaries
under the ESI Scheme have been closed and amalgamated with nearby ESI
Dispensaries.
Empanelment of Tertiary and Secondary Care Treatment
In order to provide cashless & hassle free Super specialty & Secondary
Care Treatment 12 nos.of Tertiary Care Hospitals and 05 nos.of Secondary Care
Hospitals have been empanelled under the ESI Scheme for treatment of ESI
beneficiaries. Apart from this, the patients requiring Super Specialty
Treatment/consultation which is not available inside the State are being referred to
different outside State Hospitals as and when required.
Government of India has been requested by the Hon’ble Chief Minister,
Odisha for Establishment of 500 bedded Super Speciality Hospital at Jagannath
Prasad, Bhubaneswar.
Director General, ESI Corporation, New Delhi has been requested for
construction of 100 bedded Hospital at Duburi and Angul respectively.
Budget Provision & Expenditure
During the year 2015-16, Budget provision to the tune of TRS 65,24,01
have been provided to the ESI Scheme, Odisha and TRS 54,00,61 have been
utilized.

5. INDUSTRIAL TRIBUNALS AND LABOUR COURTS 5.1. PRESIDING OFFICER: INDUSTRIAL TRIBUNAL: BHUBANESWAR
The Industrial Tribunal, Bhubaneswar has been created as a Head of
Department by the Government of Orissa in their Labour and Employment
Department renamed as Labour and ESI Department, in the year 1957 for early and
speedy adjudication of Industrial Disputes arising within the ambit of concerned
provisions of Industrial Disputes Act, 1947 in the greater interest of Industrial
Discipline, higher productivity, peace and harmony vital for economic progress and
prosperity of our State and Country, as a whole. Under this Directorate three Labour
Courts have been constituted by the State Government one each at Bhubaneswar,
Sambalpur and Jeypore. An Officer of the Orissa Superior Judicial Service (Sr.
Branch) and three Officers of the Orissa Superior Judicial Service (Jr. Branch) are
being functioning as the Presiding Officer of Industrial Tribunal and Presiding Officer
of Labour Courts respectively, to adjudicate Industrial Disputes referred to them by
the State Government and are also disposing of other incidental cases arising out of
the Industrial Disputes Act and other relevant Laws. The cases are being disposed of
after hearing the parties at the respective head quarters as well as in Circuit Courts
as far as practicable, according to the convenience of the parties and Courts. The

5.2. PRESIDING OFFICER: INDUSTRIAL TRIBUNAL: ROURKELA
The Industrial Tribunal, Rourkela has been constituted as separate Heads of
Department, by the State Government during the Financial Year 1996-1997, for
Adjudication of Industrial Disputes referred by the State Government and also other
miscellaneous cases filed by the parties arising out of Industrial Disputes Act, 1947.
The territorial jurisdiction of the Presiding Officer, Industrial Tribunal, Rourkela
covers districts of Sundargarh, Sambalpur, Baragarh, Deogarh, Jharsuguda,
Sonepur, Bolangir, Nuapada, Kalahandi and Keonjhar. An Officer of Superior
Judicial Services (Sr. Branch) is functioning as Presiding Officer, Industrial Tribunal,
Rourkela. The cases are being disposed of after hearing the parties at the
Headquarters as well as at Circuit Courts as far as practicable according to the
convenience of parties. This Directorate is a Judicial Organization which adjudicates
Industrial Dispute Cases. No other developmental scheme is under-taken through
this Directorate.
