Agenda No. 46.3.1: Proposal for in-principle approval to set up Common Facility Centre

(CFC) in Printing Cluster, Tirupati, Dist, Chittor, Andhra Pradesh.

(i) Proposal was forwarded by MSME-DI, Hyderabad vide letter dated 10.06.14.

(ii) Vide letter dated 23.06.14, proposal was forwarded to Mechanical Division for

examination.

(iii) Vide U.O note dated 02.03.15, Technical Division requested to sought clarification

from SPV / IA i.e. quotations, etc..

(iv) Vide letter dated 11.03.15, SPV and State Government / IA were requested to

provide necessary information / documents..

(v) Vide letter dated 29.04.15, MSME-DI, Hyderabad forwarded point-wise

clarifications submitted by the SPV i.e. M/s. Tirupathi-Tirumala Print and Tone

Services Pvt. Ltd.

(vi) Based on the information provided, Mechanical Division vide their letter dated

03.07.15, recommended the proposal for in-principle approval.

(vii) The proposal was placed in the 38th

SCM held on 28.07.15. After deliberations, the

Steering Committee rejected the proposal.

(viii) Vide letter dated 29.04.16, MSME-DI, Hyderabad forwarded the representation of

SPV for reconsideration. However, SPV could not provide the requisite documents.

(ix) Vide letter dated 26.10.17, MSME-DI, Hyderabad requested for re-consideration of

the proposal.

(x) Vide letter dated 04.11.17, Government of Andhra Pradesh recommended to

reconsider the proposal.

(xi) Vide e-mail dated 29.01.18, MSME-DI, Hyderabad has forwarded the following

documents:

Minutes of State Level Project Steering Committee (SLSC) meeting held on

02.11.17 in Commissionerate of Industries, Government of Andhra Pradesh.

Certificate of formation of SPV and Trust building.

Details of SPV bank account in Schedule A bank.

Details of the share holding pattern of SPV members.

Major Outputs / Deliverables of CFC, Projected performance of the cluster

units after proposed intervention (in terms of production, exports / domestic

sales and direct / indirect employment, etc.).

Details of Revenue generation mechanism.

Bye Laws or MA and AoA of SPV.

In view of the above, Steering Committee may like to consider the proposal for In-principle

approval.

Main findings of DSR: The diagnostic study recommended the establishment of a

common facility centre and stressed on the need to address

quality and common facility gaps amongst cluster firms.

Main Problems of Cluster: The units are suffering with poor scale of economies and

inadequate resources to invest in necessary technology

upgradation to go up in value-chain.

Other Information: Cost structure of cluster firms is adverse and extents of potential

value-accrual losses (to other regions) are high.

Justification of the Proposal The MSME Greenfield Industrial Park

near Peddapuram is envisaged primarily

as reinforcement for cluster development

in the area. There are four large and

active MSE clusters located in a radius of

25 km from Peddapuram engaged in the

production of mango Jelly, Pickles,

Ethnic Sweetmeats and sago.There are

also a fairly large number of firms in the

area engaged in cashew and shrimp

processing. More than 80% of the firm in

Agenda No. 46.3.7: Proposal for In-principle approval for setting up of Common Facility

Centre (CFC) in Dyes, Intermediates and Chemicals Cluster, Narol,

Ahmedabad, Gujarat.

Background:

(i) Proposal received from Centre for Entrepreneurship Development (CED) on 21.06.16.

(ii) Vide letter dated 11.07.16, proposal was forwarded to Technical Division for their

comments.

(iii) Technical Division vide letter dated 20.07.16 raised certain observations and same were

forward to Centre for Entrepreneurship Development (CED), seeking their comments.

(iv) Thereafter, multiple correspondences took place between this Office and SPV. Latest

reply received from SPV on 27.02.17.

(v) As the technical issues related to proposal did not get resolved, it was decided to

deliberate the issues in Technical Committee Meeting with IA and SPV members to

discuss and resolve the same.

(vi) During the 53rd

Technical Committee Meeting held on 31.07.17, the issues were

deliberated in detail. Technical Division as per their final observations advised SPV / IA

to remove the following Machinery & Equipment from the list for being not relevant to

present need of MSEs.

(vii) During the deliberations, SPV agreed to exclude machinery & equipment at S.No. 1 to 4

for the present. However, requested to include equipment for Pilot Project (at S.No.5) in

the list of machinery.

(viii) Though, the Technical Division was not convinced with their request, it was decided that

SPV would undertake Demand Survey among MSEs of Cluster for utility of above items

including equipment proposed for Pilot Plant and submit the report. Based on the

outcome, decision would be taken regarding pilot plant to include or otherwise and same

was communicated to SPV.

(ix) Thereafter, SPV informed the outcome of demand survey on 20.09.17 and same was

communicated to Technical Division on 20.09.17.

(x) Technical Division vide letter dated 27.10.17 raised certain queries, as the technical

issues related to proposal did not get resolved, it was decided to deliberate the issues

once again in Technical Committee Meeting.

(xi) During the 55th

Technical Committee Meeting held on 03.11.17, the issues were

deliberated in detail, based on the feedback / documents provided by SPV, Technical

Committee agreed to include Pilot Plant in the approved Plant & Machinery of the

Project and recommend the proposal for In-Principal approval, subject to the condition

that the State Government should give an undertaking that the Pilot Plant Proposed

Should not be used for commercial production purposes.

(xii) State Government vide their letter dated 20.11.17 submitted the undertaking along with

their recommendations for consideration and issuance of In-principle approval.

and effectively utilizes the employment potential and raw material sources. The project is expected to be completed within a period of 21 months, financed by way of assistance from the Government of India under the Cluster Development Infrastructure development scheme and KINFRA/State Government. Considering the nature of the project, the financial parameters and its socio economic significance, the project can be considered viable and if implemented will have profound impact on the food processing industry as a whole and spices processing in particular. The project will add employment to the state by more than 300 in terms of direct and more than 500 indirect openings. The units will generate export as well as domestic turnover, yielding tax revenues to the exchequer.

Justification of the Proposal

The proposed Spices Park, located at Thodupuzha in Idukki District is intended to be a path breaking unique facility for the spices growers and processors in Kerala. This will offer a common platform for small and marginal growers to have their produce processed in accordance with international standards in the most hygiene conditions assuring best value addition. The proposed Spices Park is a well-conceived approach to have an integrated operation for cultivation, post harvesting, processing for value addition, packaging, storage and exports of spices and spice products by meeting the quality specifications of the consuming countries. Currently the raw products are exported from Kerala in bulk. But if the products are properly processed according to the international standards it will give more value addition, which has got a large scale demand all over the world. This will lead to the socio economic development of the district as well as state.

Agenda No.46.4.2: Proposal for Final approval to set up Common Facility Centre (CFC) in

Global Puffed Rice Cluster, Chitradurga, Karnataka.

The proposal was accorded In-principle approval during 39th

SCM held on 08.01.16.

SIDBI Appraisal Report received vide KCTU letter dated 08.03.17.

The desired documents / information received from KCTU vide letter dated 13.11.17.

There were a total of 68 micro units in the Global Puffed Rice Cluster, Chitradurga at the

time of seeking In-principle approval as informed by KCTU / MSME-DI.

Vide letter dated 13.11.17, KCTU informed that at present 31 units have been relocated to

Mandakari Pura from Nehrunagar. However, remaining 37 micro units are still operating

from Nehrunagar.

Vide letter dated 21.11.17, this Office raised the issue of impact on viability of CFC in case

of non-relocation of remaining 37 units to the current cluster premises.

As per Government of Karnataka letter dated 29.11.18, 31 SPV member units and 37 non

member units will make use of the CFC facilities, thus, the Project would be viable.

Out of 31 units, 22 units have registered in MSME data bank.

In view of the above, Steering Committee may deliberate and accord Final Approval for the

Project.

Main findings of DSR : Puffed rice is a type of puffed grain made from paddy; usually made by heating rice kernels under high pressure in the presence of steam, though the method of manufacture varies widely. Puffed grains are popular as breakfast cereals and in the form of rice cakes. Raw material is Paddy, procured from nearby villages, approximately 300 kg Paddy/day/unit.

Main Problems of Cluster : Main problems are:- Using old method of manufacturing. Lack of machineries because of that prolonged production

process. No warehouse. Improper inventory management. No marketing outlet. No quality Certification. Lack of testing center. Poor packaging.

Other Information : The production processes adopted by the cluster members are traditional. None of the entrepreneurs have modern equipment for the process of Rice products. Production time approximate 10 to 11 hours. The cluster units are unable to make export quality products, unable to maintain proper quality. None of the cluster units have quality standard and product branding.

Tangible Outcomes of the project

The industrial estate is having 24 industrial plots. The estate has provided employment opportunities to approximately 250 persons. There are about 21 units operating in the Estate, occupying 21 industrial plots out of the total 24 industrial plots. The existing units are engaged in manufacturing of recycled plastic products, hose pipes, drugs and pharmaceuticals, iron nails, repair and overhauling of transformers etc.

The present project is aimed for improving the overall infrastructure of the estate like Up-gradation of road network, water supply system, storm water system, street lights and other repairing and renovation works. Thus, the Up-gradation of project is envisaging provisions of better infrastructure,

Tangible Outcomes of the project

The Industrial Estate Bolpur was established in 1987 by DIC, Industries Department, Govt. of West Bengal and was transferred to WBSIDC in 1994. The Industrial estate is having 46 industrial plots. The estate has provided employment opportunities to approximately 200 persons. There are more than 20 units operating in the Estate. The existing units are engaged in manufacturing of paver blocks, hume pipes, man hole covers, etc.

The present project is aimed at improving the overall infrastructure of the estate like Up-gradation of road network, water supply system, setting up a storm water drainage system, street lights and other repairing and renovation works. Thus, the Up-gradation project, envisaging provision of better infrastructure, is expected to improve the viability of the MSME units located in the industrial estate, allowing them to upgrade their production
