Chapter-1

FORWARD

1.1 The Government of India has passed the Right to Information Act-

2005. The objective of the said Act is to enable the citizens to get information coming under the purview of the Public Authorities to encourage transparency and responsibility of the functioning of all Public Authorities.

1.2 The objective of this booklet is to provide information regarding the

nature of work performed by this Department, administrative / financial powers resting with the Officials, their powers and duties and all administrative and service-related information about this Department to the citizens easily and speedily in a democratic way.

1.3 This booklet will be useful to all the persons / social institutes /

organizations desiring to get information about the various medical educational courses for the graduate and post-graduate level medical students running in various different Departments of this Institute, the services, educations activities and medical research affiliated with the hospitals, medical facilities available to the citizens of the Surat city and Surat district.

Superintendent for one Resident Hostel and for one Boys Hostel.

Hostel (e) Mesh and Canteen Arrangement : 1. There are 3 meshes and 1 canteen being run on

contract basis in the Boys Hostel 2. There are 2 meshes in the Resident Hostel, which are

run on contract basis 3. There are 2 meshes in the Ladies Hostel, out of which,

one runs on contract basis while one is run on self turning by students basis.

Every Hostel has a visitor room, reading room and a television set.

Powers and Duties of the Dean (Chapter-3)

1. Powers to approve 240 days earned leave / medical leave / half pay leaves of Class-1,2,3,4 officers / employees

2. Powers to approve 540 days earned extra-ordinary (without

pay) leaves of Class-1,2,3,4 officers / employees 3. Complete powers to approve L.T.C. Home Town of the Class-

1,2,3,4 officers / employees of the Institute. 4. Powers to approve special casual leave of the Medical

Teachers and to send them in to the Medical / Dental / Physiotherapy / Nursing / Pharmacy Courses and in to Universities and G.P.S.C. and U.P.S.C./I.C.M.R. as experts.

5. Powers to approve pay and allowances, other allowances,

travel bills, contingency bills / abstract bills and other type of claims of the Class-1,2,3,4 officers/employees and powers to act as Drawing and Disbursing Officer.

6. Powers to purchase computer stationary / stationary / chemicals

/ glassware / small surgical tools etc. within the limit of Rs. 20,000/- as per the prevailing purchase procedure and within the limit of the grant

7. Powers to purchase consumables and non-consumables items

up to the limit of Rs. 1000/- as per the requirement casually as well as in the emergency.

8. Powers to execute service / maintenance contract of duplicating

machines / copier machines / computer machines and other sophisticated machineries with the supplier / manufacturer of such machines.

Professor: - 1. Management of the Department, allotment of work to the Staff

and handling all work of the entire department 2. To arrange regular lectures and examinations of the first year

M.B.B.S, first year Physiotherapy, second year Physiotherapy, Nursing and M.L.T. courses

3. To supervise the day-to-day activities of the department and to

follow the instructions of the Dean. 4. Planning and distribution of the different portfolios of the

Department. 5. Arrangement and planning of other educational activities such

as symposium, quizzes, seminars, workshops, hospital visits and guest lectures.

(e) To prepare a Condemnation Committee for condemnation of equipments and materials lying at the Institute and undertake such work.

(f) Make correspondence with the Government and furnish

of bills of store branch and making their payments. Maintain a register and give certificates and obtain signature of the Office superintendent and submit the same to the Accounts branch.

located in the campus and get charge of the quarter or assign the quarter.

(c) Make note of all type of work given by the concerned employee in

all type of registers maintained in the branch. To do xerox work, noting, copy work etc. as well as filing work of the branch.

The Medical College functions as per the following rules laid down by the Government of Gujarat: - 1. The Bombay Civil Service rules, Volume-I, First Edition and

second reprint (as per the rules adopted by the Government of Gujarat up to 30th June, 1972), G.C.S.R. published by the Manager, Government Central Press, Gandhinagar and Director, Government Printing Publication and Stationary, Gujarat State, Ahmedabad or the rules on 15.11.2002 vide Extra-ordinary Gazette and the rules implemented on that very day.

2. B.C.S.R. - G.C.S.R. rules, Gujarat Treasury Rules-2000, published vide Government Notification No. GN-36 TJR-1087-Z-487 (2000) dtd. 9.11.2000.

3. Bombay Treasury Rules, 1960 framed by the Governor of Mumbai and incorporated for implementation in the State of Gujarat with effect from 1st May, 1960 vide Artile-283 of the Constitution of India.

4. These rules have been published in the Government Gazette on 9.11.2000 vide Notification No. GN-36 TJR-1087-715-A-487 (2000) of the Government of Gujarat, therefore the rules up to 30th September, 2000 gets recognition.

Procedure to be followed in decision-making process The application received from outside, from Government, with the reference of Hon. M.L.A. or from any other employee or a Citizen is to be registered first in the Registry Branch. The registered letters or posts are sent to the respective branch by the Administrative Officer, of the level of Class-I/II. The Senior Clerk, Head Clerk of the branch put up the case, citing necessary rules and regulations to the Administrative Officer, whereby the Administrative Officer gives his instructions or remarks and forwards the same to the Dean for taking a decision. The Dean gives his decision in the matters falling under his purview or in general matters and takes necessary action. In the matters relating to Police or in the matters not falling under his jurisdiction or purview, a note is submitted to the Additional Commissioner, Health, wherein the later gives his directions (decision) and accordingly, necessary action is taken. In the matters other than those service related matters in connection with Hon. M.L.A., Hon. Minister, the decision taken or action taken is intimated to Hon. M.L.A.

CHAPTER-18

(a) Donation of body Procedure for donation of body 1. A form is given to the donor of body for doing donation of body

after his death. 2. On intimation of death, the relatives of the deceased are guided. 3. When the body is brought to the College, all staff of the anatomy

department as well as Dean of the College accept the body with due respect towards the deceased.

4. The staff of the anatomy department thanks the relatives for doing

such an noble act. 5. The staff of the anatomy department keep in touch with different

voluntary organizations and hold seminars and talks about this and try to create awareness amongst the society for donation of body the explain that the body of the deceased person is useful to the students and this is an act useful to the society.

6. A donation certificate is given by the Dean of this Medical College

as well as from the Head of the Department to the relatives of the donor of the body.
