“The internet’s matured into a social space. With sites acting as social facilitators, empowering people to do X,

Y or Z”

Tim O’Reilly introduced the idea of “Government as platform”, seeing government a bit like the iPhone in that it can operate most effectively and efficiently if it opens itself up (mainly from a data perspective), allowing 3rd parties to innovate on top by creating apps that connect government to citizens in a bottom up way.

The three layer model

The model that develops from these principles has 3 core layers: an organising layer (at the heart of the model), an engagement layer (driving participation) and an understanding layer (feeding data back into government policy)
