Charter• Review the agenda and structure of the IAC Shared Interest Groups in

order to ensure that the SIGs are: – Addressing the most relevant issues affecting the government’s use of IT– Are providing thought leadership on emerging issues– Are structured and operating in a manner that maximizes the opportunity for industry

and government executives to participate in the activities of the SIGs.

• In conducting its review the SIG Structure Working Group shall consider the following sources of information:

– The agenda of the new administration– The ACT government-wide strategic agenda– The reports of the IAC Transition Study Group– Such other documents and reports as are relevant to this activity

Outcomes• A proposed structure for the SIGs• A proposed agenda of issues to be addressed by the SIGs• Recommendations for engaging a wide range of government

involvement in GAPs and encouraging IAC member involvement in the SIGs

• Recommendations for improving the participation of subject matter experts in the SIGs

• Such other recommendations as may be appropriate to improve the relevance and operation of the SIGs

What we heard…The Good…

• SIGs are an invaluable way to get industry input

• (SIGs) are a great way to engage on public challenges in a way that focuses on good government and positive government-industry dialogue.

• (SIGs) are a great way to meet other executives in the government IT community who are invaluable to help you learn new ideas and grow your career.

• The SIG I have associated with are passionate about the topics they address

Areas we can improve upon…

• Not engaging the right levels of government• IAC /SIG tend to be stove-piped – limited

collaboration across SIGs• SIGs are mainly a networking group for industry• SIGs have no consistent success factors• There is a disconnect between ACT and the SIGs• SIGs are not effectively integrated in ELC/MOC/SB

conferences• Awareness and visibility of SIGs

What we heard…• Incorporate a Professional Development element to expand the

value proposition & reach of SIGs• Success of the SIGs should be measured across a consistent

framework• SIGs should provide thought leadership on emerging topics

/technologies including being a sounding board for vetting of new technologies

Broad Overview

of Review Team Recommendations • Implement a “Professional Development” framework to expand the

value proposition to Government and Industry• Incorporate a “Cross Collaboration” Framework to facilitate

improved cooperation among SIGs on emerging/cross-cutting topics including those that involve multiple SIGs

• Increase Awareness/Visibility of SIGs both internally and externally• Define a “Performance” Framework that incorporates consistent and

Recommendations Adopted by EC Establish a balanced “Performance” framework that incorporates

consistent SIG-specific metrics to measure success. Incorporate Continuing Education Credits (CEUs/PDUs, etc.) within

SIG Activities as appropriate. Develop a “Cross Collaboration” framework to facilitate improved

cooperation among SIGs on emerging/cross-cutting topics (Web 2.0, Green IT, etc.)

Engage the SIGs in the conference planning process with special emphasis of the Small Business SIG on the Small Business Conference.

Establish a committee to review/update the SIG SOPs at least annually.

Develop a marketing communications plan for the SIGs to promote their value across government and industry.

Increase use of collaborative tools to facilitate cross collaboration and expand use of webinars.

Develop an agile framework for timely responses to government requests.

Hold meetings at locations and times that promote government involvement.

The extent to which government and industry executives and practitioners are involved in the activities of the SIGs

The extent to which subject matter experts are involved in the SIGs

Recommendations Adopted by EC Acknowledging that Health IT is an important part of the new

Administration’s agenda, we ask that all SIGs look for ways to embed this topic into their work plans for 2010. Use the cross-SIG collaboration framework to ensure synergy across the organization.

Ask the Human Capital SIG to set a path for its future and report back to the EC no later than April 30th: either continue as a SIG and develop a plan to strengthen the group in keeping with performance objectives OR develop a transition plan to embed human capital issues into our other SIG agendas.

Transition the Information Sharing subcommittee of the Homeland Protection SIG to be a subcommittee the Collaboration and Technology SIG.

Get Engaged in the Next Steps!Work with ACT to put some “meat” around
