Each working group is chaired by the relevant public organization and involve the major stakeholders of the respective sector.
Responsible for: Categorising and quantifying the impacts of climate change on the sector Defining options and tools for action Promote research Identify funding options Mainstreaming adaptation in policies and instruments
National Adaptation Strategy (2010)
ENAAC approved by the CMR 24/2010 MAIN ASPECTS • Mainstreaming
• Clear focus on promotion of adaptation at sectoral level • No operational character of an action plan, instead
incentivised the sectoral groups to develop and adopt their own adaptation action plans
• Horizontal coordination • 9 priority sectors • Each involved their set of stakeholders in the discussions
and developments of ENAAC
• Vertical coordination • Acknowledgment that is at the local level that many
adaptation measures will be defined and put into practice
• Autonomous Regions of Azores and Madeira + National Association of Portuguese Municipalities:
ENAAC’s Progress Report
September 2013
Identification of sectoral vulnerabilities and
barriers for adaptation
Identification and priorization of adaptation
sectoral measures
Strengths and weaknesses observed on
ENAAC
ENAAC’s Progress Report (2013)
Main difficulties and gaps that should be addressed on the revised strategy
Strengthen the interaction and coordination between sectors
Reinforce ENAAC´s governance structure (better synergies)
Better support on scientific knowledge
Stronger focus on implementation of adaptation measures
Possible introduction of legal obligations and their alignment with the core of the climate policy
ENAAC 2020
EEA Grants - Programme AdaPT
ENAAC 2020
National Strategy for Adaptation to Climate Change ENAAC 2020
Main goals of ENAAC 2020
Implement adaptation measures
Promote mainstreaming
in sectoral policies
Improve the level of
knowledge on climate change
Update, develop and promote knowledge on climate change and potential impacts, risks and consequences, including those related to extreme weather events
Evaluate the current capacity to adapt and prioritize the implementation of options and adaptation measures that moderate future
negative impacts and/or help to take advantage of opportunities arising from climate change
Promote integration and monitoring of adaptation to climate change in priority public and sectoral policies and in the main instruments of spatial planning at national, regional and local level
