GOSHEN COUNTY-Community SITUATION REPORT / COVID-19 #18 April 17, 2020 General Situation: Goshen County Public Health in conjunction with Goshen County Emergency Management, City EM’s, all of our Healthcare Partners and Elected Officials are working diligently with the State of Wyoming Health Department, Wyoming Office of Homeland Security, The Governor’s Office and other Counties within the state to respond proactively to the COVID-19 outbreak. Cowboy State Volunteers conduct flights to support COVID-19 response (Cheyenne) -- Volunteers from across the state flew into action to assist with delivering test kits for COVID-19

Three members of the Cowboy State Volunteers flew private aircraft to deliver Abbott ID NOW COVID-19 equipment and test kits across the state on April 14 2020 The organization is comprised of volunteer pilots who provide support for search and rescue operations disaster relief and organ transportation

ldquoWyoming has a well-deserved reputation for helping our neighbors in times of troublerdquo Ken Johnston Cowboy State Volunteers president said ldquoDuring the lsquogreat blizzard of 1949rsquo volunteer pilots using their own airplanes delivered food medicine and also transported medical personnel to snowbound people across Wyoming The Cowboy State Volunteers has been created to continue that traditionrdquo

The volunteers delivered 10 Abbott machines with 12 testing kits each across the state

Heather Tottingham Wyoming Department of Health accompanied Mike Gray in his Twin Comanche and flew from Cheyenne to Casper with crews and transferred the equipment and kits and then continued their flight to Gillette and Newcastle ldquoIm very grateful to the Cowboy State Volunteers With their help we were able to make deliveries to 10 Wyoming communities in one dayrdquo Tottingham said ldquoThey generously donated their time and fuel cost to help Unified Command with this important task Mike and Ken were great to work with and it gave me the unique opportunity to personally make sure these machines made it to their destinations safelyrdquo

The aircraft used are provided by Wyoming pilots ldquoWe fly our own airplanes and no one gets paid except for the fuel and oil used on a flightrdquo Johnston said

Twenty pilots and five crew members volunteer their time to the Cowboy State Volunteers The organization has 18 fixed-wing aircraft and two helicopters across the state

The flights were a joint effort among pilots and crew Chad Kuhn (Pinedale) and Alex Heil flew equipment in Kuhnrsquos Cessna210 to Lander Rawlins Rock Springs and Kemmerer Joe Feiler (Casper) and Dallas Chopping flew Feilerrsquos Cessna 177 Cardinal to deliver supplies to Thermopolis and Cody

Refunds are currently being processed on an individual basis for residence hall students Please watch for your refund

On April 9 2020 the US Department of Education released details regarding its distribution of emergency coronavirus assistance to postsecondary students This student assistance constitutes the first round of emergency funding under the Higher Education Emergency Relief Fund (HEERF) established by Section 18004(a)(1) of the CARES Act and is part of more than $14 billion allocated by the CARES Act to higher education institutions and students EWC has submitted its request to receive its portion of the funding and would like to ensure impacted students receive some additional help to cover unforeseen expenses related to the disruption of campus operations due to the COVID-19 epidemic including food housing technology health care child care and course-related materials Students will need to request this assistance through a simple online application that will be available soon Please watch EWCs website for more details in the coming days

On April 9 2020 the US Department of Education released details regarding its distribution of emergency coronavirus assistance to postsecondary students This student assistance constitutes the first round of emergency funding under the Higher Education Emergency Relief Fund (HEERF) established by Section 18004(a)(1) of the CARES Act and is part of more than $14 billion allocated by the CARES Act to higher education institutions and students EWC has submitted its request to receive its portion of the funding and would like to ensure impacted students receive some additional help to cover unforeseen expenses related to the disruption of campus operations due to the COVID-19 epidemic including food housing technology health care child care and course-related materials Students will need to request this assistance through a simple online application that will be available soon Please watch EWCs website for more details in the coming days

The volunteers delivered 10 Abbott machines with 12 testing kits each across the state

Heather Tottingham Wyoming Department of Health accompanied Mike Gray in his Twin Comanche and flew from Cheyenne to Casper with crews and transferred the equipment and kits and then continued their flight to Gillette and Newcastle ldquoIm very grateful to the Cowboy State Volunteers With their help we were able to make deliveries to 10 Wyoming communities in one dayrdquo Tottingham said ldquoThey generously donated their time and fuel cost to help Unified Command with this important task Mike and Ken were great to work with and it gave me the unique opportunity to personally make sure these machines made it to their destinations safelyrdquo
