SECTION 1. SHORT TITLE. 3

This Act may be cited as the Premium Reduction 4

and Insurance Market Reform Act of 2015. 5

2 SEC. 2. INAPPLICABILITY OF CERTAIN HEALTH INSURANCE 1

PROVISIONS IN CERTAIN STATES. 2

Section 2724 of the Public Health Service Act (42 3

U.S.C. 300gg23) is amended 4

(1) in subsection (a)(1), by striking subsection 5

(b) and inserting subsections (b) and (e); and 6

(2) by adding after subsection (d) the following 7

new subsection 8

(e) EXCEPTION FOR PLANS IN CERTAIN STATES. 9

In the case of a group health plan, and a health insurance 10

issuer offering group or individual health insurance cov-11

erage, in a State that does not have an exchange estab-12

lished by the State under section 1311 of the Patient Pro-13

tection and Affordable Care Act, the following provisions 14

of this title shall not apply: 15

(1) The limitation on age rating premiums for 16

adults in section 2701(a)(1)(A)(iii). 17

(2) Section 2707. 18

(3) Section 2713.. 19
