Shandong Nuclear Power Company (SDNPC) , a holding subsidiary company of

China Power Investment Corporation (CPI), was founded in September of 2004.

As the owner of Haiyang Nuclear Power Project, SDNPC is fully responsible for

the preparation, construction, operation and nuclear safety management of the

Project.

It is planned to build 6 PWR units with a capacity of 1000MW each, and has

reserved space for another 2 units.

Haiyang Phase Ⅰ Project is planned to build 2 AP1000 units, with a capacity of

1250MW each. The first concrete of Unit 1 Nuclear Island was poured in Sep.

2009.

SDNPC was permitted to start the project preparation of Unit 3 and 4 in Mar. 2009.

Site survey

There are 84 milestones for Phase I project. 44 of them have been completed.

The erection work of major NI systems have fully progressed. Key equipments of Unit

1 NI such as Reactor Vessel, Steam Generators, Reactor Vessel Internals, Polar Crane,

etc. have been delivered to site, and are erected or preparing for erection. RCL started

installation on 2013-2-3. Containment Vessel Top Head(CVTH) was set on 2013-3-29.

The erection work of CI systems has started. Generator Stator has been set in place.

Unit 1 is planned to begin commercial operation by end of 2014.

The civil structural construction of Unit 2 NI is in process, and CI structural

construction work has been completed. Unit 2 is planned to begin commercial

operation in March of 2016.

Current Progress

CI Design Process

The civil structure design of TB is all completed, and the construction drawings are

all issued.

Now the process system design is fixed, and drawings are almost finished.

NI CFC drawings, except for part of I&C tubing and piping drawing, are finalized

and submitted;

CFC drawings for annex building, radwaste building and diesel generator building

are completed.

Provided by the NI Supplier

From June 2011 to now, the NI supplier conducted 8 groups of classroom training on

Haiyang site. 219 trainees participated in the training.

Ⅲ. Good Practice

3.1 Full Preparation

Organization Preparation

SDNPC establishes a complete training system. The NI supplier delivers training

in its scope; the manager of SDNPC Training Department takes responsibility for

these training according to the NI Supply Contract and assigns a program

manager responsible for the interface management and coordination on the side

of SDNPC.

The NI Supplier assigns a program manager responsible for the interface

management, organizing and managing the training activities according to the NI

Supply Contract.

3.1 Full Preparation

Personnel Preparation

Domestic experts delivered lectures on the topics related to the training

subjects

Instructor Preparation

The NI Supplier qualified and assigned 33 instructors for the 8 groups of

classroom training conducted on Haiyang site.

SDNPC reviewed the resumes of all instructors before training according to

the qualification requirements listed in the NI Supply Contract.

3.1 Full Preparation

Training Materials Preparation

The Supplier developed training materials and submitted all developed training

materials to the Purchaser for two cycles of review and comment in the

sequence as: the Supplier developing Training Materials → SDNPC

Reviewing→the Supplier revising→SDNPC Reviewing again→the Supplier

revising and finalizing the materials.

SDNPC develops 38 training management procedures.

SDNPC developed training program management plans for the 8 groups of

classroom training on Haiyang site and the 2 batches of job shadow training in

the US nuclear power stations, which specified the organization, responsibilities

and management requirements for training programs

3.1 Full Preparation

Documents and Training Facilities Preparation

The supplier printed training material for the class, while SDNPC printed other

related documents such as drawings, etc.

When the 8 groups of classroom training were conducted on Haiyang site, the

training center and facilities hadn’t been ready for use yet, however, SDNPC

overcame difficulties and made great efforts to prepare four classrooms (each

room seats 40 persons) with required training equipment and appliances special

for the eight groups of training in advance.

SDNPC provided offices for instructors.

3.2 Thorough Communication

Quarterly Video-conference/face-to-face meeting at management level before

training

June 2008 – April 2010, quarterly video-conferences were held between

SDNPC and the NI supplier to coordinate training programs.

June 2008 – July 2010, face-to-face coordination meetings were held both in

China and the US.

SDNPC training management always kept communication with instructors and

students to know more about their needs and feedback.

Observation

SDNPC senior management, manager of Training Department and other

training management personnel observed the training and filled classroom

training observation/feedback form of the supplier.

SDNPC training management personnel exchanged with instructors and

students in a timely manner about the feedbacks and recommendations based on

the observation forms to improve the training effect.

3.2 Thorough Communication

Analysis of students examination results

Instructor of the supplier analyzed students’ examination results after each exam

based on its training management procedures. The analysis covers pass rate of

the exam, trends of students’ examination results, the extent of students

mastering knowledge, etc.

SDNPC training management personnel communicated with instructors and the

struggling students about the existing problems, weakness and improvement

measures.

As for students who failed three times successively, instructors and SDNPC

training management held special academic review meeting to discuss and

analyze the causes of students’ failure and measure to be taken to help students.

3.3 Feedback, Evaluation and Improvement

Collected feedback about training effect from instructors and students.

Developed monthly report and final report for each training program. Every student

wrote a summary report upon the completion of the training.

SDNPC specified the good practice and weakness in the report, and put forward

improvement recommendations as well.

Keep improvement to continuously perfect training effect.

Trainees of the above-mentioned training programs provided by the

NI supplier were satisfied with the training. Meanwhile, the training

management from both SDNPC and the NI supplier established a good

communication system, which formed a foundation for future further

cooperation.
