My detailed CV is attached for your review and consideration. I believe my blended employment experience with a state agency and two research universities assures a quality product for the intended audience. In 2011, I became chairman of the Department of Civil, Architectural, and Environmental Engineering at Illinois Institute of Technology, moving from Wayne State University where I worked as a faculty for 15 years. Prior to these appointments I was a research section head with New York State Department of Transportation for 7 years. Having served at these capacities, I understand the roles of NCHRP, state DOTs, and FHWA in policy development, operation, and maintenance of highway facilities including roads and bridges. In the past two decades, my research has a focus on truck load and their effects on transportation facilities and associated cost. I have been experienced with a wide spectrum of research projects, funded by NCHRP, FHWA, the National Science Foundation, and state DOTs. A partial list of them is given below. 1. 10. New York State DOT Project: Implementation of AASHTO Mechanistic-Empirical Pavement Design Methods (1991-94)

11. New York State DOT Project: Risk Based Overload Capacity of Bridges (1993-96) 12. TRB: Effect on Bridges of Alternative Truck Configurations and Weights (1987-89) 13. Ohio DOT: Reliability Analysis of Permit Loads on Bridges (1989-91)

Note also that the listed NCHRP synthesis 36-01 (Synthesis Report 359), NCHRP Project 12-51 (Report 495), and NCHRP Project 12-81 (NCHRP Report 721) represent three most recent and relevant national efforts on cost allocation and infrastructure consumption due to truck load. I was the PI for the first two projects and co-PI for the third effort. The first project documented the US practice of overweight truck permit. The second one developed a methodology for estimating network costs due to changes in truck weight limits. The literature review there also addressed pavement damage cost due to trucks. The third project developed revisions to the AASHTO evaluation specifications for steel bridge fatigue damage due to truck load. These projects all performed a questionnaire-based survey on state practices. When I was employed with New York State DOT, I also worked on a project to implement the mechanistic-empirical pavement design within the jurisdiction.
