INTRODUCTION
Goa Institute of Rural Development & Administration has been established by converting the former Extension Training Centre into a full fledged State Institute of Rural Development vide Order No. Gen l/1-1/GIRDA dated 5th November 1999. Since then it has expanded as an Apex Institute for conducting training for the Officers and Elected Representatives in the state. GIRDA provides an opportunity to all of them to learn and develop their capacities through its varied nature of training programmes and workshops. GIRDA has strived to meet and provide quality training by trying to comprehend and identify the needs of the target population and explore better capacity building requirements.
Objectives of the Institute
To impart training to various officials and non official functionaries directly or indirectly involved in the process of rural development and also those involved in rendering other public administrative services.
To carry on research – both operational and policy related. To create an awareness of the potentialities of modern management service as
a major instrument for rural development and better administrative services and practices.
To take up other such programmes incidental to rural development as may be found necessary from time to time.
To serve as a focal point for the evaluation of new path breaking approaches to development and social involvement in administration.
To serve as the policy making body to work out, test, validate and implement training strategies for all employees of Govt. of Goa including those at administrative and managerial level.

INFRASRUCTURE
The Institute is situated in Ela, Old Goa. It is located in the serene and calm campus of the Agriculture department. Though a small institute all the basic requirements needed to conduct training is available in this Institute.
The Institute Building at Ella Farm, Old Goa.
Training Halls at GIRDA. These are equipped with the necessary training facilities.

Computer laboratory- the lab can accommodate 25 persons at
a time.
Conference Room of GIRDA. The seating capacity is about 30
persons. The conference room is equipped with the necessary
training aids/facilities.
Library – the library consists of around 2000 books. Several
journals and reports are available. Library data is managed using the
E-Grantalaya software
