The Stroud Connecting Places Strategy (CPS) area is located in the south-west of the county. The areas communities are spread across a topographically diverse area much of which falls in the Cotswold Area of Outstanding Natural Beauty (AONB).
TheStroudCPScoversapproximately20%ofGloucestershire’spopulation.TheareaisboardedtothenorthbytheCentralSevernVale(CSV)CPS,totheeastbytheSouthCotswoldCPS,tothesouthbySouthGloucestershireUnitaryAuthorityandtothewestbytheRiverSevern.
TheCPSareaencompassesBerkeley,Cam,Dursley,Nailsworth,Sharpness,Stonehouse,StroudandWotton-under-Edge.
Stroudisakeyservicecentreforsurroundingcommunities,whereeducation,healthcareandretailoutletsareaccessed.Thetownisacentraltransporthubforrailandbustraveltosurroundingtownsandvillages.
TheM5providesgoodaccesstotheCSVtothenorthandBristoltothesouth.
Approximately50%oftraveltoworkjourneysstartandendinthestrategyarea,30%traveltootherpartsofthecountyand20%traveltoBristoloritssurroundingarea.
StroudDistrictLocalPlanwasadoptedonthe19thNovember2015.TheLocalPlanidentifiesaneedtoplanforatleast11,400newhomeswhichneedtobeprovidedacrosstheDistrictbetween2006and2031andbetween6,800and12,500newjobs.Whilstasignificantnumberofthesehomesarealreadybuiltorcommittedthroughplanningpermissions,thereremainsaneedtoidentifylandforabout3,600newhomes.
Developmentproposalsarebasedonconcentrateddevelopment,focussedonasmallnumberofstrategicgrowthareas,withinoradjacenttolargersettlements(wherethereisbestaccesstoservices,facilities,jobsandinfrastructure),ratherthandisperseddevelopmentwithinsmallsettlements
Therearefivestrategicgrowthlocations:atCam(450dwellings),throughtheStroudValleys(450dwellings),southofGloucester(750dwellings),atSharpness(300dwellings)andtothewestofStonehouse(1,350dwellings).
ByconcentratingdevelopmentwithinoradjacenttotheDistrict’slargersettlements,thestrategyshouldmakedeliveryofnewandimprovedtransportinfrastructureeasierandmoreviable(toservebothexistingandnewcommunities).Potentiallinkstorail,busandotherformsofpublictransportandthestrategicroadnetworkareallmaximisedbychoosingtolocatemajoremploymentgrowthatthelargersettlementareasofStroud,CamandStonehouse.
EconomicgrowthinGloucestershireisunderpinnedbyitsconnectivityforattractingbusinessandstaffintothecountyandbyshowingthatitisagreatplacetolive,workandvisit.
TheLocalPlanidentifiessignificantdevelopmentopportunitiesinthearea,withlargescaleemploymentandresidentialgrowthplannedalongtheA419corridor.Thiswillplaceadditionalpressureonthisstrategictravelcorridor.
Asacounty,Gloucestershireisbecomingastrong‘tripattractor’,particularlyintothemajoremploymentcentresinGloucesterandCheltenham.
ThecreationofaGrowthZone,aspromotedintheStrategicEconomicPlan(SEP),istoensuretheavailabilityofqualityemploymentlandinproximitytotheM5motorwayisattractivetobusinessesbyensuringexcellentconnectivitythroughoutGloucestershireandtherestoftheUK.

ThiswillservelatentdemandinthemarketplaceandprovidethespacerequiredtoenableGrowthHubsupportedbusinessestogrow.
TheSEPplansfordeliveryofthisemploymentlandaroundJunctionsoftheM5aresupportedbyanumberoftransportrelatedproposalsacrossthecountywhichwillenablethegrowthtobeachievedthroughreleaseofthisemploymentland.
Businesses,theirsupplychains,workersandconsumerscollectivelydependuponagoodqualityhighwaynetworktomovegoods,deliverservicesandtraveltoworkandotherservicefacilities.Thetimetakentoundertakeajourneyaffectsproductivity,inthattimespenttravellingreducestimeavailabletoproducegoodsorprovideservices
Specific solutions along the M5 corridor relating to employment land adjacent to the following junctions include:
• Junction13–Anearlystageproposalfora100hectareGreenTechnologyParkandsportscentre,creating4,000jobs.ItshouldbenotedthatthisproposalisnotidentifiedinStroudDistrict’sLocalPlan.
9%ofjourneytoworktripsaremadebybusintheA419corridor,thisisthehighestconcentrationofworkrelatedbustravelinthecounty.Converselyawayfromthiscorridorpublictransportuseisverylimitedduetothesparselypopulatedruralcommunities.EveningbusserviceaccesstoCheltenhamandGloucesterisalsolimited.
TherearethreerailstationslocatedwithintheCPSareaontwoseparateraillines.StonehouseandStroudstationsprovideaccesstoGloucester,SwindonandLondonwithCam&DursleyprovidingaccesstoGloucesterandBristol.
ThereisarealdesiretoimproverailaccessthroughtheGreaterBristolMetroWestprojectwhich,duringphase2oftheproject,couldseemoreservicesextendedtoGloucesterviaCam&Dursley.
ThecanalsandtheirtowpathsareaspecialfeatureoftheStroudValleys.TherestorationoftheCotswoldCanalshasthepotentialtoprovideforleisureandcommutercycleroutesasdotheuseofdisusedrailwaylines.
Aswithrailthereisarealdesiretoincreasecycleuseamonglocalcommunitiesalongwiththepromotionofleisurecyclefortourists.

Gloucestershire’s vision for transport is to deliver:

ToaddresstheissuesraisedduringourconversationwithlocalstakeholdersandsupportthedeliveryoftheoutcomesidentifiedintheLTPOverarchingStrategy,arangeofschemeprioritieshavebeenidentified.
TheschemeappraisalprocessusedtoinformtheseprioritiesisbasedonthesameprocesspromotedthroughtheEuropeanUnionprojectBoostingUrbanMobilityPlans(BUMP).
EveryschemeidentifiedhasbeenincludedonthebasisofneedandcompliancewithdeliveringtheLTPoutcomesanddoesnotreflectacommitmentbythecountycouncilforfunding.
Theywillprovidethebasisforfuturefundingbids,asopportunitiesarise,anddiscussionswiththirdpartieswherefundingmaybeprovidedsuchasbytransportoperators,providersanddevelopers.
TheprioritiesidentifiedforthisCPShavebeendividedbetweencapitalandrevenueschemesandseparatedintotwodeliveryphases.TheprioritiesidentifiedshouldnotbeconsideredadefinitivelistasitwillbesubjecttoperiodicreviewsasnewevidenceemergesthroughtheDistrictledLocalPlanningprocess.
