Dear Ms. ...,

I am thrilled to be able to provide a letter of reference for such a passionate and exemplary person

as Kay Zwan. As the Executive Director at disAbility Resource Center I have had the pleasure to

know Mrs. Zwan for over six (6) years.

From the day that she walked into our office seeking resources for her son, I immediately grasped

that she had a sense of determination to help individuals who needed help the most and were

discouraged by all the barriers of our complicated health care system. Considering that disAbility Resource Center is a Center for Independent Living (CIL), Mrs. Zwan's expertise in navigating this

system, both professionally and personally, was a perfect match. She had the experience and

knowledge to effectively work with and empower people with disabilities to live their life to the fullest and to live independently as they desired, She immediately became the "compassionate voice" within the Wilmington, NC community to advocate for change in the system that were preventing individuals with disabilities to secure affordable housing and in home support services

to live independently. She worked closely with our State's Money Follows the Person (MFP)initiative and helped write the original housing and transition manual for all the providers involved in the MFP project.

Her dedication and ongoing advocacy efforts were recognized by many including receiving a

Woman of Achievement award from our local YWCA and the NC Defenders of Justice award. Her

experience and reputation caught the attention of our local PACE program which was just

launching around this same time. She was offered the position of Program Director where she

shined in that role as well. Her ability to be creative in her problem solving approach while not compromising what is best for the consumer is her greatest strength. Along with her knowledge base and experience in navigating this complex health care system on so many levels in the continuum of care makes her an excellent candidate for this position. Please feel free to contact me

directly if I can provide any further information.

Sincerely,

\
