GENERAL UPDATE: Borders are slowly opening. Many governments are announcing pandemic-exit strategies starting over the course of this month, and some are changing dates on previous plans. Exit strategies vary significantly between countries, and in some destinations, politicians at national and local levels are making different rules. This is confusing citizens, who may not currently understand what is and is not allowed in terms of travel. EU UPDATE: The European Commission (EC) has recommended that Schengen Member States and Schengen Associated States extend the temporary restriction imposed on 16 March on non-essential travel to the EU for another 30 days, until 15 June. All EU Member States (except Ireland) and non-EU Schengen countries (except the UK) have taken national decisions to implement and prolong this travel restriction. The travel restriction does not apply to EU citizens, citizens of non-EU Schengen countries and their family members, and non-EU nationals who are long-term residents in the EU for the purpose of returning home. While some EU and Schengen Associated States are taking preliminary steps towards easing the measures for fighting the spread of the pandemic, the situation remains fragile both in Europe and worldwide. The EC is calling for continued measures at the external borders to reduce the risk of the disease spreading through travel to the EU. It states that the lifting of travel restrictions should be phased: as underlined in the Joint European Roadmap on lifting containment measures,

internal border controls will need to start being lifted gradually and in a coordinated manner before restrictions at the external borders can be relaxed in a second stage. Restrictions on free movement and internal border controls will need to be lifted gradually before EU countries can remove restrictions at the external borders and guarantee access to the EU for non-EU residents for non-essential travel. The EC has published a new strategy for restarting internal European travel. IMTJ is scanning the news and announcements, to help you keep abreast of changes made by governments to general inbound and outbound travel and tourism and, where specified, to medical travel in particular. The following is a log of over 160 medical tourism destinations and countries, covering the changes imposed in terms of border control, quarantine and testing requirements and restrictions on citizens. Outbound closed. Anguilla is proceeding cautiously towards the reopening of its borders to international travellers. Government-approved aircrafts, ships, vessels or boats used for the repatriation of Anguillan citizens to Anguilla and the departure of Anguillan and non-Anguillan citizens from Anguilla are now allowed to operate into the island’s air and seaports of entry. No date for reopening the borders to commercial international travel but the government has outlined their measured approach to reopening. Guidelines for industry stakeholders, developed in collaboration with the Ministry of Health, international and regional associators including the U.S. Travel Association, Caribbean Hotel and Tourism Association, Caribbean Public Health Agency and International Air Transport Association, are being circulated and implemented across all product sectors: Accommodations, transportation, attractions,

retail and dining establishments. Only then will the administration prepare to welcome paying guests. The administration is also working on a number of touchless solutions, such as online immigration processing, virtual check-in and check-out at hotels, which will also be in effect as part of the travel safety protocols implemented on reopening.

Inbound border closed to foreign nationals who have travelled to China, Italy, Iran, Japan, South Korea and Singapore in the previous 28 days. It will allow flights from the USA to recommence on June 4, with an American Airlines flight from Miami on that date and New York flights expected later in the summer. To be allowed into the country, travellers will need to provide proof of a negative COVID-19 test upon arrival at the airport.
The government is considering confining travellers to hotels during their stay to prevent them from mingling with locals. Hotel employees will also need to live on the property once hotels reopen to limit potential community spread.

A formal announcement will be announced in the coming weeks, as the government considers additional precautionary measures. The government has not specified if travellers will be subjected to quarantine measures upon arrival or if residents from specific nations will be banned.

On arrival at the airport, travellers can expect to undergo new screening measures including temperature checks. The tourism board does not have information yet on whether travellers will be tested for COVID-19 upon arrival or need to bring proof of immunity with them.

Outdoor restaurants were scheduled to reopen on May 25, but all residents and tourists will be expected to adhere to a curfew between 10 p.m. and 5 a.m. for the foreseeable future. The Aruba Tourism Authority has a mandatory cleaning and hygiene certification programme for all tourism-related businesses. Businesses that pass after an on-site visit will be awarded Aruba Health and Happiness Code gold certification seals. Hotels will need to follow best practices guidelines by the Aruba Hotel and Tourism Association.

Starting June 20, passengers from the first group of countries won't need health certificates, but those from the second group will still be required to obtain them. Aircraft arriving from any country not included in either group will only be permitted to carry Cypriot citizens or foreign nationals who permanently reside in Cyprus, or

anyone who has been granted special permission. These passengers will also have to obtain a health certificate three days prior to departure. They can opt to be tested in Cyprus, but will have to stay in self-isolation for one day in designated accommodation. TURKEY

The authorities will oblige all foreigners and local citizens returning from abroad to undergo testing for COVID-19 at the country's airports. Testing will be carried out before passing through passport control and will take no more than two to three minutes. Each passenger will get the results in five or six hours, and if it turns out to be positive, then they will immediately be isolated while contacts are being established. Turkey started accepting foreign patients from 31 countries from 20 May. The health ministry has set certain security conditions and isolation rules for foreign patients to enter the country, to be admitted to hospitals

and to receive treatment. The measures will apply for both the patients and their attendants. A maximum of two attendants per patient will be allowed into the country. The patients and the attendants will go through COVID-19 PCR test or samples will be taken for the PCR test for a fee, when entering Turkey from the airports or border gates. If there are COVID-19 tests available in their home country, patients are required to take the test within 48 hours prior to their travel and bring negative COVID-19 PCR test result paper along with them. Only COVID-19 negative individuals will be accepted into the country. After entering Turkey, the patients and their attendants will be directly taken to the hospital where they have an appointment and they will not be accommodated anywhere else. One floor or corridor of the hospital will be allocated only for the patients coming from abroad.
