Global Scientific Council

Background

India is a land of spiritual gurus, exponents of natural sciences and ancient centers of learning, with a deep rooted philosophy! Bihar is one of the states in India which was the cynosure and paradise for the intellectuals and blessed with scholars of international fame who spread the knowledge and wisdom throughout the world. Unfortunately, the pace of research and development in Bihar has gone down in modern India despite producing high number of graduates, but the genius of Bihar has remained.

The fact is that the new Bihar after partition in 2000 still remains one of the most resourceful states in India, contributing huge human resources for the rest of the nation in all sectors of blue and white collar jobs. Such a major contribution for generating national wealth via manufacturing and service sector has had to be sustained with the meagerest of support in education and health, for the last 25 years. Higher education infrastructure has been in decline, little research or industrial consultancy is being carried out, within the Universities of Bihar. This lack of research is however not due to the incapacity of academic intellect – far from it! Financial investment in research infrastructure has suffered a major and sustained drought. In contrast with the adverse working condition – the academicians of Bihar have shown great tenacity despite many years of social injustice and have continued to serve in the best possible way. However, a ray of hope has appeared from BiharBrains Scholastic Center, a Gyan Kendra (under BBrains Development Society, a registered society of India). BBrains Development Society, commonly known as BIHARBRAINS is a non profit organization registered under society Act with a special focus

on education and creating an environment for research and development in Bihar. The society came in to existence in 2004 and has established its office in Patna. It is being run by NRIs, NRBs and educated people of Bihar.

The Scholastic Center has been formed to pursue the following goals:-

a) To provide a platform for discussion of the new sciences via conferences that will help the modernization of teaching and learning experiences.

b) To invigorate a programme of training in research and higher education by facilitating workshops on topical subjects in Physics, Chemistry, Mathematics, Earth and Environment Sciences, Life Sciences, Medical Sciences and in Engineering and Technology.

c) Via (a) and (b) the BBSC aims to equip young generations in Bihar to tackle problems of

i) health ii) education iii) poverty iv) energy crisis v) climate change and vi) environment

Without these 6 cardinal aims in sight, neither any progress nor its long-term sustainability is feasible.

d) To provide workshop opportunities for a successful commercial exploitation of knowledge for the benefit of economy and society.

e) to provide a common platform to the scientists, engineers and technologists of all categories, belonging to different disciplines for sharing their expertise and experience

To perform the above mentioned tasks, the management committee of BiharBrains felt the need to form a global scientific council in which the selected scientists of India and abroad from core groups and will be called convenor/coordinator of various streams/subject, The conveners will be responsible for research projects and will be providing guidance to young scientists and engineers. The whole core group will be responsible for organizing science conferences, science and technology festivals, seminar, workshops, orientation programs and starting research projects in Bihar. Hence the Name “Global Scientific Council”. This council was formed during first Bihar Science conference, 2008 (BSC 2008) for the purpose of organizing science conferences, starting science magazines/journals, seminars, workshops, orientation programs and establishing R&D centers etc.

Aims and Objectives:

1. To advance and promote the cause of Science in Bihar

2. To hold Annual Conferences and Scientific festivals at suitable places in Bihar 3. To hold seminars, workshops, orientation programs as regular feature

4. To publish proceedings, journals for popularizing Science and scientific achievements

5. To provid guidance to BB Society to start and execute the scientific projects and help/support at any stage of the execution of the project.

6. To form research groups and recommend society to help those groups for their research projects from our global networks.

7. To provid guidance, support and consultancy to Govt. and non Govt. agencies.

Projects and Events under Scientific Council

A. Annual events: 1. Bihar Science Conference: February Every Year 2. SciTech Fest: November every year

B. Regular Events: To organize seminars, workshops, orientation programs on cutting

edge technology. C. Regular Courses: Personality development courses, Chip design courses,

Bioinformatics courses, Nano science courses, Software /Hardware courses, e-learning courses or any other courses recommended by the council.

D. Scientific Journals/Magazines: To start science magazines/journals (Print and online version).

E. To assist R&D center/Institutes/Universities/Companies in association with Govt or any other groups or individuals.

F. To establish Center for learning, discussions, seminars, workshops, orientation programs with all basic infrastructures in other cities of Bihar

G. To establish Placement and consultancy centers H. To establish Development projects Execution Center I. To help needy students, researchers of Bihar and providing guidance and support to

them.

Responsibilities of the core scientific council

Patrons:

• Providing guidance and full moral support to core scientific council. • He/she can attend meeting at local level as and when it is required by the council.

Chairman:

• He/she is the local head of the council. • He/she will be responsible for all activities under Council. • He/she should be in direct touch with Global chairman and society office bearers for

taking major decisions. • He/she will also be working on the funding for organizing the activities. • Regular review meeting at an interval of 2 weeks or when required will be called by

the chairman.

Convener:

• He/she is responsible for organizing all activities under council and also coordinating with local and global scientific council members.

• He/she should be in direct touch with Global chairman and society office bearers for taking major decisions

Co-Convener: Assisting convener for executing all activities.

1. Subject Wise Convenor (Bihar): is the expert from their own subject and will be giving guidance to BB society if he/she feels to start or organize any seminar/workshop/orientation programs. BB society may take help from their expertise. He/she can form research groups and has to lead general team members from his group. He/she has to attend the meeting called by the council at Patna.

2. Subject Wise Convener (other states): is the expert from their own subject and

will be giving guidance to BB society if he/she feels to start or organize any seminar/workshop/orientation programs. BB society may take help from their expertise. He/she will be giving advice to local council and also help researchers and youngsters from Bihar in making their career in other parts of India and abroad. He/she will be helping research groups of Bihar recommended by local council. He/she can deliver lecture /seminar/workshop on his Bihar Visit.

3. Subject Wise Convener (Abroad): is the expert from their own subject and will be

giving guidance to BB society if he/she feels to start or organize any seminar/workshop/orientation programs. BB society may take help from their expertise. He/she will be giving advice to local council and also help researchers and youngsters from Bihar in making their career in other parts of India and abroad. He/she will be helping research groups of Bihar recommended by local council. General Members: Anybody who has graduated in the discipline of Science and technology can become member of the scientific council. Member of Scientific council can be upgraded as convener of their subject and other office bearers of the council.

Criteria of Membership of the Global Scientific Council

On the basis of the local meeting under chairmanship of Prof J.Thakur (other members who attended the meeting were Prof. R. P. Sinha - Former VC, Mithila University, Prof. R. K. Sinha –

University on Sept 6, 2007 and then global conference meeting, the following criteria were decided for the Global core Scientific Council.

• The core Scientific Committee will comprise of 15 members from India in general and Bihar in particular. Each stream of science will have maximum three members. 10 more members (preferably 2 from each stream) from foreign countries will be a part of this committee.

• The committee has categorized all streams of S&T into 5 streams as per CSIR, Govt of India, viz; Physical Sciences, Chemical Sciences, Mathematical Sciences and Computers, Life Sciences and Earth Sciences.

• The minimum educational qualification decided for the core committee members is a PhD. However, non-PhD will also be considered based on their academic profile, interest in the pursuits of science and commitment to work for creating a scientific research environment in Bihar.

• All members should be registered members of BiharBrains society.

Methods and Implementation For efficient management and delivery of its goals, explained above the Society must achieve the following:

1) Create management committees operating at the state, national and international levels for widening the participation of scholars, and by helping them in meeting the expectations from such an organization.

2) The roles of management committees will be to:- i) Plan and execute planning for the organizations of conferences and local scientific

meetings in future. ii) Raise finance via sponsorship, donations, conference registration other

organization the Ministry of Education in Bihar and other international agencies. The Committee members will be accountable for the management of conference. The committee members will be accountable for the management of the finance.

iii) Outside the main annual event, to facilitate smaller meetings and workshops on topical subjects at the state and national levels within the calendar year.

iv) Work with the Vice Chancellors and the Research/ Education Pro VCs of the Universities of Bihar for the identification, facilitation and implementation of the events for delivering educational and training goals at the grass-root level in the

various parts of Bihar, for bringing the level of knowledge at par with the rest of the nation and eventually the world. Publish quality research papers presented at the conferences and workshops for much wider dissemination beyond the conference atmosphere to classrooms and research laboratories.

v) Establish formal relationships with the professional bodies within India e.g. the Institutes of Physics, Chemistry, Biology etc for broadening the scope of the conferences and for encouraging the young scientists to become future members of such institutions for enhancing their careers.

vi) To facilitate suitable exchange programmes students/ for scientists/ nationally as well as internationally.

Delivery Plan

a) Announcement date for the annual conference will be decided after consultation with Bihar, India and International organizing committees at least 9-12 months in advance. The announcement will be made via web and newspaper advertisements. The BiharBrains website will be accessible for any conference related communiqué.

b) The announcement date will also identify the timeline for events and major deadlines for the submission of presentable materials, in the conference and training workshops.

c) By at least 6-months in advance, if not sooner, the committee will have identified the venue for the conference and workshop.

d) The conference organizing committee in Bihar in consultation with the national and internal committees will have identified the number of sessions in each day, their requirement, and the contingency plan for the emergency supply of electricity.

e) At least 6 months in advance, the financial costs for the entire conference including the running costs for each session, invitation costs for plenary and keynote speakers, and the key invitees must be identified. Many of these organizational matters will require continuous refinement which must be delegated and advertised on the web and if required via the newspaper advertisements until the conference date approaches.

f) Members of the state, national and international committees will approve the cost via a web based conference calls or an email conference calls for any discussion in relation with the organization of the annual conference.

At a meeting held on 6 sept, 2008. at 4:00 PM, in the premises of BBrains Development Society. It was unanimously decided to form a committee to manage the affairs and proceedings of the Bihar Brain Development Society for the initial period of two years. During these formative years, the committee shall be responsible for carrying out all the functions required to pursue the state goals enshrined in the draft of the Global Scientific Council. -----The End---------------
