1 Background

Indonesia Act No. 04/2011 about Geospatial Information is to provide access to Geospatial

Information (GI) to create effective and efficient systems in both governance and community

aspects. Geospatial Information as stipulated in Act No. 04/2011 is a processed Geospatial Data

(GD) that can be used to support policy making and decision making process and any other

geospatial-related activities. Therefore, GI has become an important component in establishing

information system to support public sector in planning, implementation and evaluation of

development, both in central government and local government of Indonesia.

The role of Local Government is particularly required to support the development of Basic

Geospatial Information. This is based on the fact that such information is required by each Local

Government to develop their respective detail spatial planning. Therefore, all Local Government

need to accelerate the process to provide national standard Basic Geospatial Information.

Local Government who are able to provide the Geospatial Information and gain added value

should be the innovation that can be applied in government activities and spatial planning. This is

the key to the success of development strategies that is based on data and facts, and it is

expected that GI can contribute to the development of NSDI node. Based on Presidential

Regulation No. 27/2014 about National Geospatial Information Network, it is stated that all Central

and Local Government should be connected to the National Network. Central Government include

State Agency, Government Agencies, Military and Police while Local Government include

Provincial Government, Regency / City Government and Regional Work Units (Satuan Kerja

Perangkat Daerah-SKPD) as the element of Local Government.

To ensure the availability of Geospatial Data (GD) and Geospatial Information (GI) in each Local

Government, the reliable GIS should be established and integrated with the development of NSDI

Node with the systematic technology transfer.

The legal basis for the policy:

a) Indonesia Act No. 04/2011 regarding Geospatial Information

b) Presidential Regulation No. 27/2014 about National Geospatial Information Network

Any policies and activities related with Local Department in each Local Government can be

connected and integrated through server/local network owned by respective Local Government.

All information and any other conditions related with the region can be displayed in the form of

dynamic maps to be monitored real-timely by head of Local Government (Mayor/Regent)

through operation dashboard placed in their respective situation room to provide the actual and

real time condition to support policy and decision making process.

2.1 ArcGIS software potential function for local government

Table below describes 4 (four) general categories of potential functionalities of ArcGIS Software

that can be utilized as a part of solution to solve major issues faced by Local Government in

Indonesia. The utilization of ArcGIS Software depicted in the table below is only sample of

cases. In fact, ArcGIS Software can be utilized to support almost all of Local

Department/Technical Agencies in each Province/Kabupaten/Kota.

Utilisation of standard maps (LIDAR, aerial maps, and other thematic maps) for all spatial planning-related local departments.

Integrated system by using standar maps (base map and thematic map) to avoid overlapping in decision making process and implementation of spatial planning policies between related departments.

Also to avoid claims between

departments regarding to overlapping of administrative boundaries of land use (e.g. land use concession of plantation companies)

B Disaster Management

1. To visualize the spread of potential of natural disaster in each region (flood, land slide, volcanic eruption, fire, etc.).

2. To visualize the spread of endemic diseases (dengue fever, malaria, philariasis, etc.).

3. To visualize the spread,

condition and facilities owned by hospital, clinic and other health centers.

Mitigation: system can display comprehensive data and information of potential of natural disaster and endemic diseases in each region. It is to support the planning and implementation process of management and mitigation of disaster in the respective region.

Adaptation: system can display the

real time condition of any region when the disaster occur (environment condition, number and condition of refugees, logistic required, etc.). It enables distribution of logistic to be managed easily and to support any quick responses of disaster management to minimize the number of victims.

Recovery: system can display post

disaster data and information to support suitable decision making and recovery process after disaster.

C Infrastructure Development Planning

1. To visualize the general condition of each area (infrastructure of transportation, road, bridge, etc.).

2. To visualize general condition of communities (social, economic, education, health, etc.).

System can display dynamic and real time map to be monitored by head of city/local department. It will help them in decision making process and for long term policy planning.

For further implementation (e.g. for

traffic management), system can be integrated with traffic CCTV to display the real time condition of traffic, enable related parties (police department, transportation agency, etc.) to monitor and manage it in daily basis. The similar system can also be applied in port management and marine transportation.

D Natural Resources Management

1. To visualize the potential of mineral resources (coal, mining, etc.) and renewable energy resources (wind, micro hydro, solar, etc.) in each region.

2. To visualize the spread of endemic plants and animals, heritage objects, tourism, and other local cultures.

System can display data and information of the potential natural resources in each region, enable it to effectively update and support the planning and decision making of permit and monitoring of exploration process. It can attract the investors to invest.

System can also be used to take

inventory and record the existing culture and other local potentials in each region. Besides to promote local tourism, it also can be utilized as media of protection for culture and other local resources from being claimed by others.

The utilization of ArcGIS Software for each Local Department/Technical Agency and its appropriateness of purposes based on 4 general

4. Staff competencies performance appraisal.

System can display information of daily based activity and achievement of staffs in each department. It is used by the authority key staff for daily monitoring activities.

3 Description of GIS Technology

Esri has actively involved in various implementation to develop spatial data infrastructure in around

the world including Indonesia. As a GIS technology provider, Esri is keeping its perpetual

development research to provide applicable and beneficial technologies for users.

The implemented GIS should be able to visualize spatial data real timely, both standalone data

and data collaboration between related institutions. This spatial data should also be easily

accessible and visualizable any time and anywhere but still keeping its confidentiality. This is to

ensure the accuracy, update and the comprehensiveness of the data as one of the underlying

parameters for further decision making process. For the effectiveness of the process, GIS should

be equipped with the spatial data analysis tools.

For that purposes, integrated GIS should be consist of:

1. GIS Desktop Software

GIS Desktop is a standalone software installed on a PC or laptop to

create, edit and analyse spatial data. This software is utilized by

GIS Administrator or GIS Operator to prepare spatial data and to

deliver an integrated data management to a Geodatabase and GIS

Server.

The Exstensions for GIS Desktop Software

To support the process of spatial data analysis, GIS Desktop Software should be equipped with

other functionalities in the form of Plug-Ins Extension:

a) 3D Analysis

The extension of 3D Analysis is dedicated to visualize and to analyse the spatial data to be

displayed in real perspective (3D), it enables the users to have a view of the surface of the

analyzed objects from various point of view. This surface query also enables the users to apply

the 3D navigation.

b) Spatial Analysis

The Spatial Analysis is an extension to analyse the spatial data to automatically display the

spatial connections, develop spatial model and complex raster process.

c) Spatial Data Conversion

The extension that enables users to use and to distribute data in various data format such as

Markup Language (GML), XML, WFS, ESRI Shapefile, Autodesk , DWG/DXF, Microstation

Design, MapInfo MID / MIF dan TAB, Oracle dan Oracle Spatial, dan Intergraph GeoMedia

Warehouse.

2. Geodatabase Management Software

Geodatabase is a framework to determine how the spatial

data is saved and managed (added, changed, or deleted). By

one centered geodatabase, the integrity, consistency, and

accuracy of the data can be improved to avoid the data

scattered and placed in different version of machines.

3. GIS Server Software

GIS Server is a GIS Software installed on a server to

publish the spatial data in the form of web service (map

service) and enables it to anytime and anywhere

accessing. The GIS Server is also equipped with the

protection systems to unables it from being accessed by

unauthorized parties. The protection system is granted

by a set of credentials and access key that valid for a

certain time. In default, this GIS Server Technology is

able to visualize any data produced by GIS Desktop

Software, both spatial data and 3D and also spatial data

analysis.

The Extensions for GIS Server Software

To visualize data and to support the online data analysis and data management in Local

Government (Kabupaten/Kota), beside the existing default abilities, GIS Server should be

equipped with the additional plug-ins:

a) Raster Data Management

Raster Data management is the extension to manage, produce, and utilize raster data (e.g.

aerial photograph and satellite imagery). Another capability of this extension is to grant the

quick access for acquisition process with dynamic mosaicking and on-the-fly data processing.

b) Real Time Censor Data Access

The real time censor data access is a functionality add-ins for GIS Server

to enables it to communicate real time, filter and further analyse (stream)

with the existing censor such as GPS Tracking and stream from social

media.

4. Portal Application

The Portal Application is an entry gate portal to GIS Applications. As a portal, the application can

be utilized to display any important informations for the users. This application can also be utilized

as a web master for Content Management System (CMS), it provides features for user

management and the right for the access. The administrator can determine who can access the

data and what type of data can be accessed. In general, the function of the portal is:

To manage geospatial data in an organization.

To access basemaps, tools and web service.

To create map and applications.

To share map and application with others either inside or outside the organization (according to

the previlage provided by the administrator).

Enable an organization to collaborate to complete a project or other general activities.

5. Web GIS Application and Tools

Tools and Web Application complete a variety of needs. The application is:

a) Analytics Dashboard and WebGIS

Analytics Dashboard and WebGIS is a group of web-based applications with animative and

intuitive interface and designed to enable users to utilize analyzed geospatial data and

geospatial informations, and for further analysis for all GIS purposes.

b) WebGIS – Dashboard

Web-based application to provide general description such as for

monitoring, tracking, and reporting from time to time. The

dashboard’s display can be costumize according to the need (chart,

gauge, histogram, etc.) and can be displayed in multi screen.

c) Add-Ins for Microsoft Office

Ads-in for Microsoft Office provides the easiness in visualizing data from spreadsheet (Excel

file) into map (heat maps, point, color coded maps, etc.) and can be used on dynamic

Powerpoint for presentation. This ads-in also enables data sharing among users within

organization.

d) Mobile Application

Mobile Application is the application with intuitive interface and

designed to enables users to access and edit spatial data directly

from the mobile gadget. The application can be downloaded for IOS,

Android and Windows Phone for both smartphone and tablet.

4 Program Stage

In general, the program stages offered by Esri Indonesia to support Local Government of

Province/Kabupaten/Kota in implementing ArcGIS Technology is depicted in the diagram below:

1. Baseline Survey

Baseline survey is conducted to get comprehensive information and existing condition in each

Local Government (Kabupaten/Kota), especialy the condition related with human resources, data

and technology and other infrastructures related to GIS. Through visits, FGD (Focus Group

Discussion) and interview, the baseline survey will identify as follows:

1. Professional capacity of the GIS key staffs.

2. Condition of existing infrastructures (hardware, software, etc.).

3. Commitment from all related people who will involved in the program.

4. Types of capacity development (training) required by all GIS staffs.

5. Potential of benefits of the program for GIS local quality improvement.

6. Strategies for program dissemination.

2. Implementation Stage

The stage of implementation is described in the following diagram:

a) Training and Installation

To ensure the successfulness of the program, the procurement of the GIS equipments is

required and equipped with the setup, installation, system configuration and capacity

development activities:

1. Technical Training (ToT – Training of Trainers)

Training of Trainers (ToT) is delivered by Esri Indonesia to the

local GIS professionals in each Local Government who are

plotted to become Master Trainers in their respective region.

The Master Trainers will be mentoring and give guidance to

another GIS Professionals and act as a problem solver to any

technical problems that may be occur during the program

implementation.

The training is also intended to give description, understanding, and skill improvement in

utilizing various tools and analysis functions that can be implemented in spatial data

process (workflow), from data producing stage, data management, until online data

publication.

2. Workshop

Workshop regarding utilization of web and mobile applications and general description of

geospatial information systems and technology.

b) Indonesia User Conference

Indonesia User Conference (IUC) is planned as an annual

agenda of Esri Indonesia as a media to increase the role

of GIS in national development of Indonesia. IUC is also

as a media for GIS professionals involved in the program

to build network, share their experiences, and to display

and celebrate their works achieved during the program

implementation.

3. Strategy of Dissemination

Esri Indonesia as the program initiator, in collaborating with the Local Government of

Province/Kabupaten/Kota has determined the strategy for dissemination of the program,

through:

1. Optimalization of GIS Working Group (GWG) as media for capacity development in each Local

Government. The establishment of GWG will be initiated during the program implementation

stage.

2. Improve and continue the role of Master Trainers according to their respective role and

responsilibility.

3. IUC as an annual agenda.

5 Monitoring and Evaluation

Monitoring, Evaluation and Result Measurement (MERM) is intended to ensure whole activities of

the program is inline with the determined plan. This activity may also be considered as an early

warning system to promptly identify for any problems that probably occur during program

implementation. Also to identify any lesson learned for quality improvement of the program in the

future.

The MERM is conducted through the following methods:

1. Regular visits.

2. FGD (Focus Group Discussion) to get inputs from all parties involved in the program.

3. Interview, survey and questionnaire to collate impact and benefit of the program. The input will serve to increase the quality of program in the future.

4. Irregular communications through email, phone and other communication media.
