SECTION III INDOOR TRACK RULES/PROCEDURES

SPECTATOR ADMISSION (12 and under FREE for all events) Regular Season EAST & WEST Events - $3.00 Section III Class Championships - $5.00 Section III St. Qualifier - $7.00

COACHES RESPONSIBILITIES/EXPECTATIONS: 1. Check the Section III website Indoor Track Page (www.section3.org)for updates/changes 2. Know all the rules and explain to athletes. 3. Athletes should know proper behavior at indoor track meet. 4. You are responsible for cleaning the area where your team sits. 5. Make sure athletes are not sticking hip numbers on facility walls/equipment.

We are guests at the facilities; we must respect the request of the arena staff. 6. If your athlete gets ill, it’s your responsibility to clean it up. 7. Make sure your athletes are respectful of surroundings. (ie. Crossing Track, Throwing Area, Jumping Area)

RULES: 1. No individual may compete for another interscholastic team and also compete in Indoor Track. 2. No electronic equipment allowed in the competition area. (NO Radios, IPods, Headphones, Video Recorders)

This includes pre-meet warm up – Electronic Devices are ONLY allowed in Team Areas (ie. infield) 3. NFHS Rule/NYSPHSAA Rule – “No jewelry of any kind is to be worn during competition” (ie. Watches) 4. No metal shots or weights. 5. False start rule enforced (NF). 6. Scoring for regular season meets is 10-8-6-5-4-3-2-1, for championships meets it’s 10-8-6-4-2-1 7. All events will be seeded, and athletes must check in prior to the event 8. On curved starts, preferred lanes are: 5,6,4,3,2,1 @ OCC - 4,5,3,6,2,7,1,8 @ UC 9. On straight starts, preferred lanes are: 3,4,2,5,1,6 @ OCC - 4,5,3,6,2,7,1,8 @ UC 10. During running events: the lower seeds compete first, with higher seeded sections to follow 11. If an athlete is in a field event and needs to report to a track race, they must let the official know. 12. A field event athlete must be ready to begin an attempt within 10 minutes of the conclusion of a running

event….Games Committee has the right to review this if an unusual situation occurs. 13. During Field Events coaches must stay in the designated “Coach Box”. 14. The 20 meter exchange zone will be used for ALL relays. 15. ***NEW*** NFHS rule 6-2-6: IT IS ILLEGAL TO RUN BACKWARD OR IN THE OPPOSITE DIRECTION (non-legal

direction) ON A HORIZONTAL JUMP, POLE VAULT OR JAVELIN RUNWAY.

SPECIAL NOTES: 1. Athletes are not to be practicing in the arena on meet nights. 2. Rules are subject to change at the meets due to time factors and number of entries. 3. No event will start after 10:00 PM on school nights. 4. No warm-ups before scheduled start time. 5. A meet can be cancelled due to weather if 50% of the schools expected to attend are closed. Please check

local news stations for announcements. The meet may go on if your school is not able to attend. It is the discretion of the school to decide if they want to send the bus out in inclement weather.

WHEELCHAIR ATHLETES: NYSPHSAA Procedure for Wheelchair Track and Field Athletes for Indoor and Outdoor Track and Field

1. Special Accommodations: Schools would be required to apply for a Special Accommodation for each student competing in a wheelchair. The request would have to include all necessary medical documentation which requires the accommodation. NYSPHSAA approval is required for the student to participate using a wheelchair. Accommodations will include the following:

a. If only one wheelchair athlete in the race, then they will race with the able-bodied athletes (Outdoor Only). In Indoor Track and Field the wheelchair athletes would race in a heat by themselves (based on the recommendation of the Adapted USA Track and Field and the NYSPHSAA Indoor Track and Field Committee). If two or more wheel chair athletes, then they will race at the same time in a separate heat from the able-bodied athletes (both Outdoor and Indoor). All wheelchair athletes must wear a helmet.

b. In all laned events the wheelchair athlete will be given two lanes to compete in. In non-laned races the wheelchair athlete will start on the outside lane or behind the able body athletes and not be able to cut into lane 1 until the first 100 meters has passed.

c. In field events the wheelchair athlete will be able to use a throwing chair set up by an adult to compete in shot put.

d. In Indoor Track and Field the wheelchair athlete will race on a banked or flat track based on the direction of the host site rules and regulations.

2. Scoring: Wheelchair athletes will either race against a clock or another Wheelchair athlete. Wheelchair

Athletes and able body athletes will not compete against each other for points or place finishes. a. If only one wheelchair athlete is competing in the race then they will be racing against the clock and if

they meet or exceed the standard then they will receive 1 point for their team. If in post season they will receive the 1 point plus qualify for the next level of competition.

b. If two wheelchair athletes competing against each other the first place athlete will receive 2 points and the second place athlete will receive 1 point. If there are three wheelchair athletes the first place finisher will receive 5 points and the second place finisher will receive 3 points and the third place finisher will receive 1 point. In the post season the top finisher will advance to the next level of competition.

3. Standards: The following standards will be used to determine qualifying and earning points for the athlete’s

teams. The standards will be derived from the standards and results of the Adapted Track and Field USA Database which has over 25 years of data.

FACILITY RULES Onondaga Community College – SRC Arena 1. The SRC Arena will open 45 mins before the start of the meet. 2. Teams must bring garbage bags to clean up trash from their area. 3. Bring your own indoor starting blocks (when allowed). 4. ¼” pin spikes allowed. 5. All activity is limited to the arena. 6. Coaches are expected to supervise their team at all times to help increase the security of the facility. 7. Coaches must remind athletes to be cautious when crossing the running track. 8. Coaches are reminded that they must stay out of restricted areas designated by the meet director. 9. Athletes and Coaches ONLY on the competition floor, spectators should watch from upper level. 10. Buses should load and unload athletes BEHIND the SRC arena. 11. NO NON-TRACK ACTIVITIES ON THE INFIED. (Soccer, Footballs, Frisbee, etc…) 12. Teams will enter through the lower back doors.

ENTRIES: All athletes are to be entered through http://ny.milesplit.com/calendar. Entries for all regular season meets are to be submitted by 12:00 noon the day before the meet. *All entries are final at 8:00am on the day of a regular Meet. In the case of an emergency, a coach may contact Pat Leone ([email protected]) before 8:00 am on a meet day with any changes. JV running events may NOT be entered online. REGULAR SEASON POLICIES: 1. Each athlete is limited to three (3) events. 2. A school may enter up to three (3) athletes per event and one (1) relay team per event (unless noted).

***Due to limitations schools will only be allowed 2 entries in the Long & Triple Jump events at OCC*** 3. All scoring events will be seeded.

***Athletes must check in at the seeding table at least 2 events prior to their scheduled event. Athletes will then be given a lane number sticker with section number written in pen on the number. Each athlete will be responsible for showing up to their event on time. If an athlete does not show for their section, they will not be allowed to compete in that event.***

4. JV events will begin promptly. 4 entries max per school. Coaches are responsible to record their own time. 5. If an athlete competes in a JV event they are NOT allowed to compete in a Varsity event during that meet. EVENT PROCEDURES: 1. Track Events Start: Girls first, followed by Boys second 2. Those qualifying marks must be used when entering athletes for seeding purposes. (B1 and B2 will have separate leaderboards this year) Coaches must submit outside section results to Leonetiming by Feb 1st 10:00pm. Top 10 performance list will be posted on Leonetiming.com by Feb 3rd. ELIGIBILITY: All participating athletes must be school approved, legal indoor track and field athletes. An Athlete must compete in a minimum of 5 meets to be eligible for the Qualifier The Scratch Rule will NOT be in effect

ENTRIES: Only athletes that have meet the Section III State Qualifier standard, or are in the TOP 12 overall section 3 leaderboard in each individual event and in each relay event will be eligible to compete in the State Qualifier meet. An Athlete may be entered in a maximum of 3 events. (An alternate on a relay counts as an entry) All entries are to be submitted using Leone Timing. Entry deadline is 10:00 PM on Mon Feb 10th.

CLASSES: No classes for Indoor Track at the state level. All schools compete under the same class.

RESPONSIBILITIES: It is the responsibility of the listed schools in Section III to assist with meet set-up and break-down for the State Qualifier.

ALL-CNY SELECTION PROCESS: The first place finisher in each event and relay team at the State Qualifier meet will be All-CNY. Pictures TBA.

STATE MEET QUALIFICATION: x An individual athlete must finish 1st or 2nd (automatic).

MEET INFORMATION The New York State Public High School Athletic Association Boys’ and Girls’ Winter Track and Field Championships and the New York State Federation Winter Track and Field Championships will be held at Ocean Breeze Facility on Staten Island, New York. NOTE The NYSPHSAA is in the process of updating all state championship information to unified packets. Once the Indoor Track packet is converted/updated/reviewed it will be sent to the league reps and a link added to the section 3 website.
