ADVISORY FROM THE COMMISSION

Subject: Abatement of dust pollution from roads and open areas along Right of Way etc. : Setting up of a "Dust Control & Management Cell" by Road Owning I Road Construction Agencies.

Sir,

The Commission for Air Quality Management in NCR and Adjoining Areas in its second meeting held on 20.1.2021 reviewed the problem of road dust, a major source of pollutant contributing significantly to Particulate Matters PMio and PM2.s. Controlling Dust Pollution has been a major challenge and needs much more focused attention in NCR.

The minutes of the meeting duly capturing the decisions taken in the meeting have been communicated vide letter No. F.No.A- 110018/14/2020/CAQM dated 01.02.2021 and further communication No. F.No.A-110012/08/2020/CAQM-RD-100 dated 12th February, 2021.

2. The Commission was of the view that the road owning agencies and road construction agencies have to play a greater role in effective monitoring and implementation of various dust control measures.

3. The Commission, therefore, in it's meeting held on 20.01.2021 decided that all road owning / road construction agencies of the State Governments / GNCTD may be advised to set up "Dust Control & Management Cell" with the specific task of monitoring and implementation of dust control measures in respect of all road projects being implemented / undertaken by them in the National Capital Region. The CPCB and SPCBs DPCC will however continue with their activities to monitor and enforce the dust mitigation/ control measures in the Region.

4. In this backdrop, the State Governments / GNCTD are advised to direct all the road owning / road construction agencies including Municipal bodies to set up and operationalize the "Dust Control & Management Cell" for the projects being undertaken by them in the NCR.

5. The Commission may be apprised of the action taken in this regard, with in three weeks.

Commission has directed that road owning agencies and road construction agencies have to play a great role in effective monitoring and implementation of various dust control measures and directed that all road owning/ road construction agencies including municipal bodies of the State to setup and operationalize the "Dust Control & Management Cell" with specific task of monitoring and implementation of dust control measures in respect of all road projects being implemented/ undertaken by them in National Capital Region.
