Nigerian Content Bill and many more

Petroleum Industry Bill is signed. Presently,
industry regulations requires that 100% of
all Engineering Design (FEED) be done in

SOUTH DESIGN AFRICA LIMITED will ensure adequate security to lives and assets at

Therefore, SWDA shall maintain adequate number of local security guards.
While organizing independent security training to update these workers on relevant security

SOUTHWEST DESIGN AFRICA LIMITED in
collaboration with our technical partner
[NUOVA SAIMAR] deploys the S.R.S.
(Sludge Recovery System) for crude oil
recovery and tank cleaning process.
The S.R.S. (Sludge Recovery System) is a
mobile unit for tank cleaning that
fluidizes the hydrocarbon phase of the
sludge, by injecting the same fluids that
has generated it, or, as it often
happens in refineries, using cuts,
compatible with the sludge to be cleaned.
Sludge fluidization is determined by the
chemical action of fresh oil, and by the
mechanical action of the Jet Washers that,
properly installed on the tank roof, eject the
fresh oil stream at a pressure of approx. 6
bar. In this way the hydrocarbon phase
within the sludge is dissolved in the
fluidizing oil, and the inert portion (sand,
earth and debris) is left inside the tank.
The fresh oil intake and the fluidized
phase return can be continuous or
discontinuous, according to the cleaning
procedure agreed with the Client.
A discontinuous procedure is preferred
to minimize the use of fluidizing oil,
but it requires more time.

OPERATION TARGETS
The reasons why our clients prefer to
chooseS.R.S. tank cleaning technology are
the following:
1. maximum recovery of hydrocarbon
phase contained in the sludge (up to
98%), which value often pays the overall
cleaning operation;
2. minimum quantity of material to be
disposed, just the inert portion saturated by
water and HC (its dry residue, at 600°C, is
approx.. 35%);
3. minimum tank downtime, as the
cleaning operation fluidizes from 200 to
400 t/day of sludge, depending on
sludge quality;
4. minimum overall cost of tank
cleaning operations;
5. best cost/benefits ratio;
6. highest possible safety level of
operations, according to the most
recent EC regulations;
7. elimination of Health and Safety risks run
by the operators; their access into the tank
is limited to the final phase, when the
tank internal atmosphere is neither
flammable nor hazardous;

operates through a closed cycle.

S.R.S. cleaning is 95% of the hydrocarbon
contained in the sludge. It is dissolved in
the fluidizing oil and carried to the
production, thus becoming a real recovery.

If a tank with 3.000 m3 of sludge is cleaned
with S.R.S., the actual return can reach
500,000 Eu- ros, depending on the market
value of crude oil.
* Health and Safety1. S.R.S. operations are conducted with no
people entering the tank, except for the
final cleaning.
2. Sometimes the amount of sludge is so high,
more than 2m that the roof cannot land. We
have already resolved this problem for a
number of clients. The S.R.S. guarantees
safe roof landing results whatever shape
and quantity of sludge:
The Jet Washers are installed on the roof using
the roof support legs. When support legs
cannot be used, Jet Washers are installed on
special sleeves that are installed on the
roof, following a specific safety procedure.
3. During the S.R.S. washing phase the
atmo- sphere within the tank is continuously
monitored to guarantee that it does not
became flammable, and nitrogen is used to
control it. During this phase the unit is
equipped with O2 monitoring system and
alarm. Safety instruments are
brand new and subject to maintenance control
procedures. Very experienced and highly
qualified people manage and supervise each
operation.* Treatment EfficiencyS.R.S. operates a soft heating, just enough
to achieve the solution of sludge in the fresh
oil, this way the solution will remain stable for
a very long time.
* Reduction of Tank DowntimeS.R.S. operations last much less and the
time reduction becomes more significant
as operations become more complex.
* Environmental Protection1. During the fluidization phase, all the
openings that may connect the tank’s
inner atmosphere to the external
atmosphere are purposely sealed in order to
avoid any HC loss.
No chemicals are used during the
S.R.S. operations.
* Cost SavingsThe S.R.S. recovers more than 95% of the
hydrocarbon contained within the sludge, which
is returned to the Client together with the fresh
oil used to fluidize it. The subsequent hot-
water washing leaves a residue inside the
tank, that
shall be disposed of, which average
composition is 1/3 inert, 1/3 water, 1/3 solid
hydrocarbon.No other system gives a better recovery,
and a minor quantities of waste
material.
* ScheduleA S.R.S. operation is much faster than any
type of manual cleaning.
During the washing phase the sludge is treated
at a speed of approx. 250/350 m3/day
depending on the technique used and on
the type of sludge;
At the end of S.R.S. washing, the residue to
be taken out manually ranges between 5
and 10% of the original sludge, depending
on the quantity of inert phase within it; The
hot water washing phase facilitates the final
