Committee Corner by Lauren Wolf
When you make the decision to join a committee at the West Orange Chamber, you become incredibly valuable to the daily operations of the Chamber. The Events Committee is one that does not meet on a regular basis, but when we do, this committee truly becomes an integral link to how our events become reality.
Bottom line, I am the Chamber employee responsible for our premier events, but it is the ideas and the volunteers from this committee that truly structure the events themselves. Your input and hard work are invaluable and keeps me on course to a successful event.
Best Fest “The Taste of West Orange” would be next to impossible to put on with out the hard work and determination of our members. There would not be enough time in a day for me and our team to do everything that needs to happen to make this event the success that it is, if not for our events committee. You are sincerely appreciated and your ideas are taken into consideration with every event we do.
If you have not yet made a decision to join a committee, I hope you will take into consideration on joining the Events Committee. I promise to put you to work.
Chairman’s MessageDr. Diane Trees, 2009 Chamber ChairmanUniversity of Central Florida
Last month, I asked Chamber members to share experiences or examples of strategies or philosophies they have implemented in their businesses that might help other chamber members in these difficult times. Two recurring themes emerged from some of the reading I have done. Although they may appear simple and just a matter of common sense, it is amazing how it is sometimes the simplest things that do make a difference. First of all, stay optimistic regardless of the positive or negative aura of the economy. The impression of confidence and belief in your business projects onto your customers and may influence their purchasing choices. Second, stay connected with the community through networking events and volunteer opportunities. You may not have instant results or referrals with your networking efforts but you are building relationships. As for giving back to the community, I truly believe this will always come back to you many times over.
Speaking of networking events, the West Orange Chamber presents its seventh annual Best Fest, “The Taste of West Orange” on Thursday, May 14th from 5:30 p.m. to 8:30 p.m. This year’s Best Fest featuring food vendors and business vendors will be held at “The Exchange” in the parking area down from Best Buy at Winter Garden Village at Fowler Groves. Exhibitor booth space is limited, so please take this opportunity to introduce your business to more than 1,000 prospective clients and customers. Please call the Chamber office today and reserve your spot. Tickets are available in advance for $31.00 or available for $41.00 at the door, rain or shine. I especially thank BlueCross BlueShield of Florida as our presenting sponsor. I also personally thank DRB Benefits Group, EMBARQ, Progress Energy, Winter Garden Village, Alarie Design Associates, Central Florida Lifestyles Publications, DeWitt Excavating, Floor to Ceiling, Health Central, Historic Downtonw Merchants Guild of Winter Garden, Nelson Tents & Events, Southwest Orlando Bulletin, and The West Orange Times.
Thank you for your confidence in the Chamber. I look forward to seeing you at Best Fest.
Diane Trees

Economic Development Committee Update by Stina D’Uva
At the April Meeting of the Economic Development Committee of the WOCC, Kelley Teague, Public Affairs Director for Metroplan Orlando spoke on the issue of long range planning for transportation. She explained the history and future of transportation planning in Central Florida. The main focus of presentation was the benefits of commuter rail in Central Florida, SunRail. As of this printing, SB 1212 was introduced on the Senate Floor for its 3rd reading. Unfortunately, time ran out and the matter was withdrawn without a vote. It is hopeful that the bill will be reintroduced on the last day of session, Friday, May 1st. Paul Sexton, committee chairman, and stakeholders in Horizon West (HW) are participating in meetings facilitated by Commissioner Scott Boyd. The purpose of these stakeholder gatherings is to determine the missing pieces of the infrastructure in HW, filling in those gaps and ultimately determining target industries for this economic development center for West Orange. Among the topics discussed, were the expansion plans of Valencia Community College, a 155 acre site that will one day house 15-16,000 students has already been purchased.
The next meeting will focus on the specific road, sewer, water and other infrastructure issues presented by the various departments.
Legislative Position Paper Update
At the February 2009 meeting, the West Orange Chamber of Commerce Board of Directors adopted the 2009 Legislative Position Paper. The Chamber, through various committees, reviewed upcoming and hot issues that are being discussed during the 2009 Legislative session. This information was provided to the Governmental Affairs committee and the recommendations were developed in the position paper that was later adopted by the board. The positions contained with in the paper covered a wide range of issues from transportation funding to economic development initiatives.
As of the newsletter print date, the 2009 Legislative Session was close to ending. Below is a review of some of our positions and where they stand at press date.
The West Orange Chamber supports…
ECONOMIC DEVELOPMENTHB 73 & SB 852 Expedited Process for Economic Development Projects. This legislation designates “Mike McHugh Act”. It requires DEP and Water Management Districts to adopt programs to expedite processing of permits for certain economic development projects. As of 4/23/09 the Florida House approved HB 73 and SB 852 was placed on the Special Order Calendar in the Senate.
EDUCATIONThe permanent school wide average amending the Class Size Reduction Amendment requirement. This revision would make the Class Size Reduction Amendment more flexible and less detrimental to the budget. Florida House Education Policy Council approved HJR 919, which would allow flexibility in the class size constitutional amendment passed by voters in 2002. As of 4/23/09 The Florida House passed the HJR 919, and matching Senate bill SJR1828 is in the Senate Policy & Steering Committee on Ways and Means.
INSURANCE Legislation that stabilizes the property insurance market and providing more affordable and available hurricane insurance to Florida’s business owners. As of 4/23/09 – SB 1950 is on the Senate Special Order Calendar and HB 1495 is awaiting to be read on the House Floor.
Legislation that fights to maintain the landmark workers’ compensation reforms and plaintiff attorney’s fee caps that have reduced workers’ compensation costs for Florida employers. Florida House approved HB 903 on 3/31/09. The bill was amended to conform with SB 2072 by Sen. Richter. As of 4/23/09 - SB 2072 passed through the Senate Judiciary Committee and the Senate General Government Appropriations committee but with many amendments that reduce the effectiveness of lowering worker’s compensation insurance costs. The bill has been placed on the Senate Calendar for a second reading on the Senate Floor.
JUVENILE JUSTICEAny legislation stating that the court has exclusive power to determine appropriate dispositions of juvenile offenders. As of 4/23/09, HB 173 was scheduled for a second reading on the House floor.
TRANSPORTATIONMaintaining construction dollar funding for the widening of S.R. 50 between Avalon Road and S.R. 429 in the 5 year work plan and include construction funding for the section from S.R. 429 to Good Homes Road. This project is an economic stimulus for business in West Orange County. As of 4/23/09, The American Recovery and Reinvestment Act (ARRA) of 2009 was signed by President Obama on February 17, 2009. As part of the ARRA, federal funds are being provided to pay for needed transportation improvements in Florida while providing jobs and other economic benefits. The construction of S.R. 50 in Winter Garden (from Avalon Road to S.R. 429) is one of the improvement projects that will be funded by this legislation. The S.R. 50 project includes widening and reconstructing the existing five-lave rural roadway to a six-lane urban divided roadway with a raised 30 foot wide median and sidewalks.
