A shared love of aviation binds everyone together at World ATM Congress.

The Infante de Orleans Founda-tion (FIO) museum represents that sentiment completely. Officially es-tablished in December 1989, with origins dating back to 1984, the not-for-profit FIO Museum came to fruition when members of the Aresti Aerobatic Club in Madrid decided to form their own collection of historic aircraft in flight.

“My job [at the FIO Museum] was to distribute all the flights,” says Fernando Iglesias, FIO Director of Operations from 2000-2010. “It was not an easy task because we had many types of planes and many types of pilots. There are no two air-planes that fly in the same manner; pilots must be able to troubleshoot.” He adds that the FIO pilots mainly come from the Spanish Aeromatic Team and the Spanish Air Force, but the museum is always trying to get younger pilots involved.

Today, the FIO’s collection in-cludes 43 historic aircraft, ranging from 1925 to 1970. Of these 43 air-craft, Iglesias — who first started fly-ing at the age of 16 — has flown 24 of them. His favorites are the Boeing Stearman Kaydet-FNM (1933) and the Bücker Bü 131 Jungmann-ERO (1934). These aircraft bring especially happy memories because he flew with both of his daughters in them.

Iglesias is also quick to add that air traffic controllers are a crucial seg-ment of the aviation industry. In his aviation career, he’s flown more than 5,000 ground control approaches, with 10 to 15 percent of those in poor weather conditions.

“In those times of bad weather, having a good controller is a do or die situation. They are part of the his-tory,” Iglesias says.

World ATM Congress is proud to once again exhibit the FIO Mu-seum – the only museum of its kind in Spain. “The most important part of this collection is to maintain the aeronautical heritage and history of aviation,” Iglesias says. “The goal is not to present an air show but to show the beauty of these pieces of art with this collection.”

The Conference of World ATM Congress 2016 examines the joint industry leadership challenges that face ANSPs, airlines, and airports; takes a fresh look at the changes being created with remote towers; reviews the impact of new entrants into the airspace; and predicts what we will actually achieve in the next five years as the springboard to the future.

Aviation is a complex system and value chain that depends on its various parts working together in a holistic manner with a clear under-standing of the respective needs and requirements of the other parts. That is easier said than done and extends beyond simple cooperation. It calls for an elusive formula of a common vision mixed with clear and inspiring leadership from each of the players.

This session brings together the leaders of ATM, airlines and air-ports in a focused discussion on the issues that most need to be addressed today. Over and above the normal considerations of safety, capacity and operational efficiency, what are the critical ATM-related issues that are of concern to airlines and airports? Globaltracking? Airports are at the forefront of some significant reforms in the ATM indus-try. It is at airports that competition is being introduced. ATM services in airport control towers are being outsourced and the introduction of remote tower technology digitises what was the last truly analogue part of the ATM process. Over time, that will see more opportunities for competition to be introduced.

Do airports fully understand how they can add value to their custom-ers through their control tower? What are the barriers to change? Do air navigation service providers (ANSPs) see remote tower technol-ogy not only as an opportunity for improved operational efficiency but also for competitive outsourcing and added value for users? How can A-CDM (Airport - Collaborative Deci-sion Making) best be implemented on a more widespread basis?

The future is notoriously hard to predict and forecasters are never held to account, which is why long-term visions are so popular. What is much more difficult is to predict accurately where we will be in the immediate future, say five years. Yet that is the right timeframe for the ATM industry to be looking as this will be the critical period for implementation of significant tech-nologies from SESAR and Next-Gen in particular but also from new entrants. So, what will be the status of implementation five years from now?

How closely aligned are the expec-tations of the major deployment programmes, the ANSPs and the suppliers for the next five years. How will that differ by regions or by maturity of individual ANSPs? What else should we be worrying about and trying to fix now? And what exactly does that mean in terms of expectations and challenges be-yond the five year period?

Drones, remotely piloted aircraft systems (RPAS), unmanned aerial vehicles (UAVs), balloons, and com-mercial space vehicles are some of the multiple new users that are creating additional challenges to airspace management – from be-low, within, above, passing through, and even undeliberate re-entries. They cannot be ignored or banned so the ATM industry needs to un-derstand the unique opportunities and challenges that these users of rapidly developing new technology will bring. The opportunities and challenges will be in both currently controlled airspace and from many small vehicles in Class G uncon-trolled airspace.

What are the inevitable new re-quirements and new approaches/technologies from these new uses of airspace? How are we going to embrace change yet bring order into what might otherwise be chaos? How will current responsibilities and processes have to change? What should be the respective roles of regulators and airspace manage-ment?

IATA and Harris Corporation Develop SkyFusion

The International Air Transport Association (IATA) and Harris Corporation are stepping up

Improving ATM Efficiency with New Collaboration Toolefforts to improve ATM efficiency with a new collaboration tool.

IATA and Harris have partnered to develop SkyFusion — a new cloud-based tool through which airports, airlines and ANSPs can exchange operational information across flight

information regions. Better informa-tion sharing will allow users to align their planning around disruptions and other ATM-related events, as well as to reduce costs of accessing and sharing information.

SkyFusion information is pow-ered by the System-Wide Informa-tion Management (SWIM) data ex-change protocol, which aligns with International Civil Aviation Organiza-tion (ICAO) recommendations and the ICAO Global Air Navigation Plan (GANP). The SkyFusion product will be available to pilot users start-ing March 2016, and commercially starting July 2016.

“Airlines, airports, and ANSPs share the common goals of improv-ing efficiency, lowering operating costs, and reducing emissions,’’ said Rob Eagles, IATA’s Director, ATM Infrastructure. “This platform will facilitate effective exchange of information so that operational deci-sions can be made with the highest net benefit from the ATM system. By partnering with Harris, we are lever-aging both organisations’ expertise to form a backbone for innovative ATM solutions.”

“Collaboration is the key to vastly improving commercial ATM opera-tions on a global scale,” said Carl D’Alessandro, President, Critical Networks, Harris Corporation. “It can positively impact every aspect of airspace operations, from reduc-ing delays to saving fuel.”

2016 is a milestone year for the SESAR project. Over the next 12 months, the SESAR Joint

Undertaking is bringing to a close its first phase of research and inno-vation (R&I) activities and delivering a comprehensive catalogue of solu-tions available for deployment.

At the same time, the next phase of R&I, SESAR 2020, is now under-way, continuing to focus on areas of ATM where greater performance is required. The SESAR Deploy-ment Programme 2015 is up and running by the SESAR Deployment Manager. Today, with implementing partners across Europe putting their plans into action, deployment is a reality.
