The Georgia Composite Medical Board (GCMB) held its regular meeting on August 4, 2016 at 2 Peachtree St., NW 36th Floor, Atlanta, Georgia 30303 to consider Medical Board matters. CALL TO ORDER Dr. Antalis called the meeting of the Georgia Composite Medical Board to order at 7:30 a.m. AGENDA AND MINUTES Dr. Retterbush submitted a motion, seconded by Dr. Mohan, to approve the agenda of the August 4, 2016 meeting. The motion carried unanimously. Dr. Gross submitted a motion, seconded by Dr. Callins, to approve the minutes of the July 7, 2016 meeting. The motion carried unanimously. CHAIRPERSON’S REPORT Dr. Antalis discussed the upcoming calendar of Board meetings and gave the Board a report on the Medical Association of Georgia’s recent legislative conference. EXECUTIVE DIRECTOR’S REPORT Mr. Jeffery presented the following items in his report:

• Information on an upcoming meeting with the Governor’s office concerning implementation of HB 952, the Georgia Professional Regulation Reform Act.

• Correspondence from Piedmont Healthcare asking the Board to issue a position statement concerning the administration of certain medications, under direct supervision of a licensed physician, by unlicensed personnel possessing the Registered Cardiovascular Invasive Specialist credential.

• Information on a presentation made to the Georgia Society of Plastic Surgeons concerning the advertisement by specialty board certification in the wake of the signing of HB 1043.

• A report by the Federation of State Medical Boards on the Annual Meeting of the American Medical Association.

• An article on the National Commission on Certification of Physician Assistants’ proposed changes to physician assistant recertification.

Upon a motion offered by Dr. Gross and seconded by Dr. Retterbush, the Board asked Dr. Marshall to confer with Piedmont Healthcare to obtain more information concerning its request.

EXECUTIVE SESSION Dr. Retterbush submitted a motion, seconded by Dr. DeLoach, to go into executive session to discuss investigative matters. Dr. Antalis declared the meeting in executive session. Upon conclusion of the Board’s discussion of confidential matters, Dr. Antalis declared the meeting in open session. LEGAL / ENFORCEMENT ACTION REPORT Mr. Reimers presented the Legal / Enforcement Action Report. Dr. Gross submitted a motion, seconded by Dr. Retterbush, to accept the report. The motion carried unanimously. The Board took the following actions:

1. SHANTHAVEERAPPA, TOTADA R, MD (physician license # 14721): Reviewed a Fulton County Superior Court affirming the Board’s denial of Dr. Shanthaveerappa’s petition for waiver of Board Rule 360-2-.07.

2. LINDBLAD, CARL AXEL, MD (physician license # 22163): Accepted a Public Consent Order containing sanctions, including practice restrictions, based on Dr. Lindblad’s conduct and disciplinary action in Tennessee.

3. THOMAS, SOREN S, MD (physician license # 26895): Reviewed a proposed training program and approved it to be appropriate to satisfy a requirement in her Public Consent Order.

4. HSIEH, KEVIN EUGENE, MD (physician license # 62354): Accepted Dr. Hsieh’s request for inactive status upon receipt of the original application and payment.

5. SISODIA, IONI DIPTI, MD (physician license # 62774): Accepted a Public Consent Order constituting a reprimand based on Dr. Sisodia’s conduct and disciplinary action in New York.

6. CHEEKS, CURTIS JR., MD (physician license # 51126): Approved Dr. Cheeks’s request to hire additional staff.

7. 20170048: Requested further investigation of the case.

8. 20141717: Accepted a Private Consent Order upon receipt of the original document.

INITIAL HEARING Dr. Antalis convened the initial hearing of Andrew Ben-Hua Chung, MD (physician license # 40347) at 8:20 AM. The Board heard arguments by Dr. Chung contesting the Board’s summary suspension of his

license, and arguments by Ms. Cohen supporting the summary suspension. The Board members asked both parties questions. FINAL DECISION Dr. Retterbush submitted a motion, seconded by Dr. Marshall, to uphold the Board’s summary suspension of Dr. Chung’s license, and ordering Dr. Chung to submit to a mental/physical examination to be conducted by a Board-approved psychiatrist within thirty days, and stipulating that if the results of the mental/physical examination were not received by the thirtieth day after the order was docketed, Dr. Chung’s license would be revoked. The motion carried unanimously. RECESS Dr. Antalis declared the meeting in recess at 9:55 AM for the purpose of holding committee meetings. Upon the conclusion of the committee meetings, Dr. Antalis reconvened the meeting at 1:50 PM. PHYSICIAN LICENSURE COMMITTEE Dr. Retterbush presented the Licensure Committee report as a motion.
