Board members absent: Ronnie Wallace, Consumer Member CALL TO ORDER Dr. DeLoach called the meeting of the Georgia Composite Medical Board to order at 7:30 a.m. AGENDA AND MINUTES Dr. Antalis submitted a motion, seconded by Dr. Retterbush, to approve the agenda of the May 3-4, 2018 meeting. The motion carried unanimously. Dr. Retterbush submitted a motion, seconded by Dr. Marshall, to amend the minutes of April 12, 2018 for the appearance before the Board for Stephen Schwarz to approve the waiver to accept the SPEX Examination in lieu of clinical skills and to request a statement of advocacy to return to practice and diagnosis and medications. CHAIR’S REPORT Dr. DeLoach gave a Federation report from the recent meeting. Dr. Retterbush also provided an update and a list of suggested items to improve the operations of the Medical Board. EMPLOYEE RETIREMENT The Board recognized and thanked Mr. Steve Wills for 34 years of faithful service to the Board and the Citizens of Georgia. The Board wished Mr. Wills success in his retirement.

OFFICIAL WELCOME Dr. Brooks Keel, President, Augusta University welcomed the Board to the campus. Medical College of Georgia @ AU PRESENTATION Dr. David Hess, Dean, gave a presentation to the Board and welcomed the Board. EXECUTIVE DIRECTOR’S REPORT Ms. Hughes, Executive Director presented the report. . 1. Request for Declaratory Statement from Thomas Lyons, MD – seeking a determination of whether his proposed business arrangement is permissible or prohibited under the Patient Self-Referral Act of 1993. Refer back to the Attorney General’s Office for additional information. 2. Centro UNESC wants to be accredited by the Board. Accept as information 3. Follow up on Trinity School of Medicine – the Board tabled a decision on this matter. Dr. Butler recused. FSMB Reporting

Dr. Retterbush provided updates from the FSMB meeting on the proposed changes the Board may want to consider to make process improvements for the Board. The suggestions included better marketing , re-entry to practice, update the mental illness question, a communication/outreach department, as well we in-house legal services, a better service model for customer service, and distribution of the Board’s annual report to hospitals and legislatures. The Executive Director will take these suggestions under consideration and report back to the Board on implementation. ATTORNEY GENERAL BOARD ORIENTATION Ms. Williams-McNeely discussed process and procedures for handling disciplinary matters. She also discussed the importance of recusing when there is a possibility that the members may know or is familiar with an applicant or case. STRATEGIC PLANNING Ms. Hughes presented a draft of the Strategic Plan for review. The members offered suggestions and changes. Ms. Hughes will present a new draft at the next meeting. RECESS Dr. DeLoach declared the meeting in recess for the purpose of holding committee meetings.
