Terms of Reference Geographical Information Systems (GIS) Officer, Australia-Indonesia Facility for Disaster Reduction Australia-Indonesia Facility for Disaster Reduction The Australia-Indonesia Facility for Disaster Reduction (AIFDR) is a joint initiative between the governments of Australia and Indonesia announced by the Australian Prime Minister and the Indonesian President in 2008. The Australian Government (DFAT Development Cooperation) and Indonesia’s Disaster Management Agency (BNPB) work in partnership through the AIFDR to strengthen Indonesia’s ability to better prepare for, manage and reduce the risks of disasters. The AIFDR uses Australian andIndonesian science to better identify natural disaster risks. This knowledge is then used to underpin training, planning and mitigation activities, and to build Indonesian capacity to better self-manage disasters. AIFDR also works with key community sector organisations and non- government organisations to ensure vulnerable communities are better prepared for disasters. AIFDR’s Risk and Vulnerability Program The Risk and Vulnerability program supports the Government of Indonesia to better understand the risk of natural hazards in Indonesia and the region. This is done by facilitating partnerships between Australian and Indonesian science agencies to develop and demonstrate risk assessment methods, tools and information for a range of natural hazards including earthquakes, tsunamis, volcanic eruptions, floods and landslides.The Risk and Vulnerability team has a range of technical expertise including earth sciences and the development of natural hazard impact models through to spatial analysis and map making. In addition to this the Risk and Vulnerability team has access to a range of Indonesian and Australian Government scientific and technical expertise and is directly involved in the development of InaSAFE software and with the capture of OpenStreetMap data in Indonesia. The Location The GIS Officer position is based at AIFDR’s office in Jakarta, but may be expected to travel outside Jakarta. The Position AIFDR’s Risk and Vulnerability team will employ a (locally engaged) Geographical Information Systems (GIS) Officer. The GIS Officer will work under the general direction of the Geoscience Australia Spatial Data Analyst and will contribute to the efficient and effective delivery of AIFDR’s Risk and Vulnerability spatial capability development program by providing specialist technical support to achieve the work team goals. The GIS Officer will be mentored by the Spatial Data Analyst; however, they will be expected to work independently for significant periods of time and to proactively seek solutions to problems. They will be expected to maintain regular communication with partner agencies and project collaborators including the Humanitarian OpenStreetMap Team, BNPB and InaSAFE Developers.

    The Position

  • The GIS officer may be required to represent AIFDR at various events. They will be expected to do so

    with decorum and to clearly represent AIFDRs position.

    Role and Responsibilities:

    The GIS Officers primary responsibility, under direction of the Spatial Data Analyst, is to provide

    specialist GIS support to the Risk and Vulnerability team.

    Duties include but are not limited to:

    TheGIS officer will be expected to support the AIFDR Spatial Data Analystin the implementation of

    AIFDRs spatial capacity development program. They will:

    Assist in the acquisition and management of spatial data sets, including writing and

    maintaining metadata.

    Develop high quality spatial products, including maps and other visualisations using QGIS

    and ArcGIS software.

    Support the Risk and Vulnerability team to undertake GIS analyses, spatial data

    management, InaSAFE development and InaSAFE testing.

    Develop and maintain relationships with Indonesia Government spatial staff.

    Develop and maintain relationship with the OpenStreetMap community in Indonesia, and

    InaSAFE users and Developers via social media and online forums.

    Assist with the capture of OSM data.

    Assist with written and oral translation between English and Bahasa Indonesia.

    Assist with GIS, OpenStreetMap or InaSAFE training when required.

    Identify repetitive spatial process that can be automated and assist in the process.

    Other duties:

    The GIS officer will be expected to undertake other duties as directed. Travel outside of Jakarta

    may be required in order to work with stakeholders, to collect and integrate data or to deliver

    training.

    The Terms of Employment:

    The position is a contract offered for an initial period until the end of June 2015, with the possibility

    of extension, and will be subject to regular performance monitoring. Anticipated start date is 2nd

    March 2015.

    Selection Criteria: Essential

    Undergraduate degree in Geographical Information Systems (GIS) or related discipline.

    Ability to capture, manage and share geospatial data.

    Ability to undertake spatial analyses and present results as maps, tables and diagrams.

    Ability to prioritise tasks and deliver work on time.

    Ability to work independently and as part of a team.

    Strong communication skills, the ability to engage with other agencies and respond to their

    stated needs.

  • Strong problem solving skills.

    Working level English and Bahasa Indonesia.

    Selection Criteria: Desirable

    Experience in the use of OpenStreetMap, including data capture and validation.

    Experience with QGIS and InaSAFE.

    Ability to deliver training and facilitate workshops.

    Experience in the Disaster Management or Disaster Risk Reduction Sector.
