SECTION A1 SCOPE OF SPECIFICATION

A1.1 INSTALLATION TO COMPLY WITH THIS GENERAL SPECIFICATION

This General Specification details the intrinsic properties (including materials and workmanship) required of a broadcast reception installation carried out for or on behalf of ArchSD.

A1.2 INSTALLATION TO COMPLY WITH THE PARTICULAR SPECIFICATION & DRAWINGS

The broadcast reception installation shall comply in every respect with this

General Specification, the Drawings and/or the Guided Drawings relating to a particular job or modified by written instruction of the Architect.

A1.3 VOLTAGE COVERED BY THIS GENERAL SPECIFICATION

All apparatus, equipment, materials and wiring shall be suitable for use on 220V +6%, 50 Hz +2%, a single phase a.c. system.

A1.4 DEFINITIONS, INTERPRETATION & ABBREVIATIONS In this General Specification, the following words or expressions shall have

meaning hereby assigned to them except when the context otherwise requires: -

A1.4.1 Terminology and Glossary of Terms

Headend Equipment connected between the receiving aerials and the remainder of the broadcast reception system to process the signals to be distributed. The headend may, for example, comprise channel amplifiers, channel converters, combining and separating networks.

Splitter A device in which the signal energy at the input port is divided equally or unequally between two or more output ports.

Tee-unit A device that a ‘through’ output to connect a series of other Tee-units in cascade and one, or more user’s tap for connecting to user’s outlets.

Mutual isolation

The attenuation between one system outlet with another at any specified frequency limit at which the system is required to operate.

Signal tilt

The difference in signal level between channels or groups of channels at any point of a system, expressed in dB.

STATUTORY OBLIGATIONS AND OTHER REGULATIONS

A2.1 INSTALLATION TO COMPLY WITH OBLIGATIONS AND REGULATIONS

The broadcast reception installation shall comply with the following statutory

obligations and other regulations currently in force: -

(a) The Specification No. HKTA-1103 “Performance Requirements of Television Signals Input to the Head End of Subscription Television System”.

(b) The Specification No. HKTA-1104 “Performance Requirements for In-building Coaxial Cable Distribution System (IBCCDS)” issued by OFTA (hereinafter referred to as the Performance Specification.

(c) The Specification No. HKTA-1105 “Technical Information for

Frequency Planning of Cabled Distribution Systems”.

(d) ITU-R BT.470-4 “Television Systems”. (e) BSEN 50083 Parts 1 to 7 “Cabled Distribution Systems for

Television and Sound Signals”.

(f) Electricity Ordinance, Chapter 406, and other subsidiary legislation made under the Ordinance.

(g) Code of Practice for the Electricity (Wiring) Regulations issued by

EMSD.

(h) IEC 364 “Electrical Installations of Building”.

(i) The “General Specification for Electrical Installation in Government Buildings of the Hong Kong Special Administrative Region” issued by BSB (hereinafter referred to as the “General Specification for Electrical Installation”.

(j) IEC, ISO, EN, BSEN and BS.

(k) Fire Services Department Requirements

The requirements of the FSD, including those specified in the FSD

Circulars/Letters and the Codes of Practice For Minimum Fire Service Installations & Equipment and Inspection & Testing of Installations & Equipment.

(m) The “IEC Standard” stated below shall be taken as a reference by

the Contractor. The Contractor shall submit technical evidence and test report for the Architect’s approval to prove that the offered material, when certified to IEC Standards, shall also satisfy the minimum standard and requirement specified by the relevant British Standard.

Installation in Government Buildings, Hong Kong Special Administrative Region.

A2.2 SAFETY REQUIREMENTS

The installation shall fully comply with all regulations on safety aspects issued

by the Works Bureau, the Labour Department and other authorities from time to time. Particular attention is drawn to the followings:

(a) The Specification No. HKTA-1101 “Performance and Safety

Requirements for Subscription Television System”.

(b) The Specification No. HKTA-1102 “Radiation Limits and Measurement Methods for Subscription Television System”.

(c) BSEN 50083 Part 1 “Cabled Distribution Systems for Television,

Sound and Interactive Multimedia Signals, Part 1: Safety Requirements”.

(d) Construction Sites (Safety) Regulations

(e) Factories and Industries Undertakings (Electricity) Regulations

A2.3 CASE OF CONFLICT

In case of conflict between the technical requirements of this General Specification and any other requirements, the following order of preference shall apply: -

(a) Electricity Ordinance, Chapter 406 and other Subsidiary Legislation.

(b) The Particular Specification and/or the contract documents for a

particular project. (c) This General Specification.

(d) The Specification No. HKTA-1104 “Performance Requirements

for In-building Coaxial Cable Distribution System (IBCCDS)” issued by the Office of the Telecommunications Authority.

(e) BSEN 50083 Parts 1 to 7 “Cabled Distribution Systems for

Television and Sound Signals”.

(f) Code of Practice for Electricity (Wiring) Regulations.

(g) Fire Services Department Requirements.

(h) IEC 364 “Electrical Installations of Building”.

(i) IEC, ISO, EN, BSEN and BS.

GENERAL REQUIREMENTS ON MATERIAL, EQUIPMENT, WORKMANSHIP & QUALITY

A3.1 MATERIAL AND EQUIPMENT

A3.1.1 International Standards Material and equipment shall be of high quality, and shall comply

with, where applicable, the appropriate International Standard Specifications prepared by IEC or ISO Technical Committees together with any amendments made thereto.

A3.1.2 Other Standard Specifications

When material or equipment complying with other international

standard specifications is offered, the Contractor shall satisfy the Architect that the quality of the equipment offered is equal to or better than that specified in the appropriate International Standards (IEC/ISO)

A3.1.3 The International System of Units (SI)

The International System of Units shall be used for all materials and

equipment.

A3.1.4 Service Conditions

The following service conditions shall apply

(a) Climate : Hong Kong (tropical)

(b) Ambient temperature :

Peak –5oC to +40oC (continuously 4 hours) Average 0oC to +35oC (over 24 hours)

(c) Altitude : up to 2000 m above sea level

(d) Relative humidity : 99% maximum

A3.1.5 Selection of Equipment

Selection of equipment shall be based on this General Specification, the Particular Specification and technical data contained on the Drawings for a particular installation.

Where items of equipment are interconnected to form an integral part of the complete broadcast reception installation, their characteristics of performance and capacities shall be so matched as to give safe, reliable, efficient and economical operation of the complete broadcast reception installation.

A3.1.6 Equipment Catalogue and Manufacturer’s Specification

Equipment catalogue and manufacturer’s specifications related to the proposed equipment shall be in both Chinese and English be specific and shall include all information necessary for the Architect to ascertain that the equipment complies with this General Specification and Drawings. Data and sales catalogue of a general nature will not be accepted unless prior agreement has been obtained from the Architect.

Equipment catalogues and manufacturer’s specifications must be submitted for the examination and agreement of the Architect before any equipment is ordered.

A3.2 WORKMANSHIP

A3.2.1 Tradesmen

All tradesmen must be experienced in the trade and the work carried out shall be consistent with good practice in Hong Kong and to the satisfaction of the Architect.

A3.2.2 Tool and Instrument

Proper tools shall be used to carry out the broadcast reception installation. Adequate and accurate testing/measuring instruments shall also be used to demonstrate compliance of the broadcast reception installation with the relevant specifications and regulations. The Architect has the right to stop any work which are not carried out with the correct tools and/or instruments.

Instruments used for acceptance tests shall be calibrated at the intervals as listed in Appendix E3.

A3.2.3 Safety on Site

Work shall be carried out in such a manner as to comply with all the regulations, ordinances etc., as listed in Section A2.1 together with any amendments made thereto.

A3.3.1 Inscription of Label and Engraving

The Contractor shall supply and install labels for all equipment, channel amplifiers, distribution amplifiers, cables, switchgears, etc. wherever such provisions will facilitate operation and maintenance of the installation and where specified elsewhere.

Inscription of labels and engraving shall be in both Chinese and English. Details shall be submitted to the Architect for agreement prior to engraving.

A3.3.2 Material for Label

Labels shall be made of white plastic sheet with black or red lettering as required. Lettering shall be engraved on the plastic sheet. Where equipment is fitted with labels provided by the manufacturer, these labels may be used in lieu of the white plastic label, provided that they are of equivalent quality and approved by the Architect.

A3.3.3 Fixing of Label

Labels shall be fixed to the equipment by screws. Where drilling and tapping of the equipment is impracticable, approved adhesive means may be used subject to prior approved by the Architect.

A3.3.4 Engraving for Broadcast Reception Accessory

The front plate of each socket shall be engraved. Details of the inscription shall be submitted to the Architect for approval.

Additional engraving to other broadcast reception accessories will be as specified in the Particular Specification and/or ordered by the Architect.

A3.3.5 Other Labels and Notices

Other labels and notices as required by the Electricity Ordinance or the Code of Practice for the Electricity (Wiring) Regulations shall be provided where appropriate.

A3.4 INSULATING MATERIAL

Insulating tapes for low voltage applications shall comply with IEC 454-3-1 pressure sensitive adhesive tape type F-PVCp/90/0/Tp (Plasticized PVC) and have a thickness of 0.22 mm.

Non-impregnated paper, fabric, wood or press-hemp shall not be used for insulating purposes. Where synthetic resin bonded insulating boards are used, all cut edges shall be sealed with an approved varnish.

When insulating material complying with other standard specifications is offered, the Contractor shall satisfy the Architect that the quality of the insulating material offered is of equal performance to or better than that specified in the appropriate International Standards.

A3.5 FIXING SCREW AND BOLT

Machine screws and nuts shall be to ISO/R885. Hexagon bolts, screws and nuts shall be to BS EN 24016, BS EN 24018 and BS EN 24034. Wood screws shall be to BS 1210 with countersunk head. Bolts, nuts and washers shall be of non-ferrous materials. Holes for bolts, screws and other fixings shall be drilled or stamped, and no larger than required for clearance of the bolt, screw, etc.

A3.6 FIXING TO WOODEN PLUG

Screws shall not be fixed to wooden plugs. Proper methods of fixing, such as “Rawlplugs” or product having equivalent functions or performance, shall be used.

A3.7 SHEET METAL WORK

Sheet metal boxes, chambers etc. shall be constructed of plain steel sheets. The thickness of steel sheet shall be 1.0 mm minimum. Where necessary, suitable stiffeners shall be supplied and installed to provide adequate rigidity.

Protection against corrosion shall be achieved by means of hot-dip galvanization, anti-rust painting or enamel, or the use of stainless steel. If stainless steel sheet is specified, it shall be to ISO 683/13, Table 3 “Type of Condition and Surface Condition of Stainless Steel Products” Symbol F9 for matt finish and Symbol F8 for polished finish.

A3.8 PAINTING

Painting shall be carried in accordance with Section 21 of the “General Specification for Building, 1993 Edition” issued by ArchSD and any amendments or revisions made thereto.

Agreement on the type, brand and colour of the paint to be used shall be obtained from the Architect before the work commences. Undercoat and finish coat shall be of properly matching type and the finish coat shall give a hard gloss finish or as required.

SECTION A4

OTHER GENERAL REQUIREMENTS

A4.1 SCOPE OF REQUIREMENT

This Section covers the current contractual requirements for Contract/Sub-Contract/Quotation let by ArchSD for broadcast reception installation and shall be read in conjunction with the relevant contract documents.

The word “installation” shall include all items of plant and apparatus as specified by this General Specification and the Contract, but also all the incidental sundry components necessary for the completion of the work and for the proper operation of the installation, all labour charges, all as described or implied in the Contract.

A4.2 STANDARDS AND STANDARD DETAILS

These are standard abbreviations, symbols and drawings prepared by BSB to show details of the common standard installations. The Contractor shall refer to these standards whenever such are mentioned or specified in the Drawings or in the Particular Specification. The same standards and standard details shall also be used in the Contractor’s “as-fitted” drawings etc., whenever applicable.

A4.3 DRAWINGS PROVIDED BY THE CONTRACTOR

A4.3.1 Size of Drawing

Drawings submitted by the Contractor shall be of a standard size from A0 to A4 in accordance with ISO 5457 (BS 3429). As-fitted or as-installed drawings shall be of A0 or A1 size only.

A4.3.2 Working Drawing

Working drawings shall be dimensioned, showing construction, sizes, weights, arrangements, operating clearances, performance characteristics and the necessary builder’s work involved.

A4.3.3 As-fitted or As-installed Drawing

As-fitted or as-installed drawings shall show the positions of all equipment, channel amplifiers, distribution amplifiers, cables, switchgears and all other items which have been installed. As-fitted or as-installed drawings shall be submitted in the media of prints, microfilms, CD-ROMs all as specified in the Contract.

A4.3.4 Submission of Drawings during Construction

The Contractor shall submit to the Architect a comprehensive “Submission Schedule” of working drawings within two weeks after the execution of the Contract is awarded, taking into account of the overall programme of the Contract. No equipment shall be delivered to the Site and no work shall be executed until such drawings have been approved by the Architect. The Contractor shall ensure that working drawings are progressively submitted in accordance with the agreed “Submission Schedule”.

Failure of the Contractor to submit the working drawings in good time shall not entitle the Contractor to any extension of time for completion.

The Contractor shall provide at least six (6) copies of the approved working drawings to the Architect for distribution.

A4.3.5 Submission of Drawings upon Completion

Upon completion of the installation, the Contractor shall submit necessary as-fitted or as-installed drawings to the Architect in accordance with the Contract.

In addition, the Contractor shall supply and install framed drawings to the headend equipment room showing the schematic wiring diagrams, tables or charts to indicate the type and composition of the system, identification and location of item of equipment. The framed drawings shall be fixed to the wall in such a way that it can easily be removed for reference.

A4.4 SUBMISSION OF OPERATION & MAINTENANCE (O&M) MANUALS

Upon completion of the installation, the Contractor shall submit copies of O&M manual to the Architect incorporating all amendments made during the course of the Contract all as specified in the contract document. The O&M manuals shall be submitted in the media of prints and CD-ROMs.

A4.5 SAMPLE BOARD

A sample board containing samples of cables, splitter units, tee units, and bandpass filters and FM/TV duplex outlets etc., offered by the Contractor shall be submitted to the Architect for approval before the commencement of the installation work. The sample board shall bear the name of the Contractor, the Contract No., the Programme No., the title of the Contract and a list of the samples together with the names of the manufacturers. The approved sample board shall be displayed in the site office throughout the contract period.

The Contractor shall also supply sufficient samples of materials required for testing purpose.

A4.6 SUBMISSION OF TESTING & COMMISSIONING PROCEDURE

Upon completion of the installation but prior to acceptance, the Contractor shall submit to the Architect in good time a schedule showing the testing and commissioning procedures to be carried out. The schedule shall be agreed by the Architect before any testing and commissioning work is carried out.

A4.7 REQUIREMENTS DURING MAINTENANCE PERIOD

During the Maintenance Period, the Contractor shall, at their own cost, attend to all faults and complaints, rectify all defects, replace all malfunctioning item and maintain the complete installation in a clean and tidy condition to the satisfaction of the Architect

SECTION B1 BROADCAST RECEPTION (BR) SYSTEM DESIGN

A BR system is designed with an aim to convey the best receivable signal at a particular

site to individual users sharing the same system. The following system performance requirements shall be observed in the design of the BR

installation :

B1.1 ONLY ONE BR SYSTEM PER SITE

Only one BR system shall be installed at a site where a number of blocks are constructed.

B1.2 SELECTING THE GAIN OF TV AND FM AERIALS

To maximize signal to noise ratio and to achieve good directivity, the gain of TV and FM aerials shall be chosen to be as high as possible and in compliance with other requirements when specified in the Particular Specification for the installation.

B1.3 SEPARATE DOWN LEADS FOR THE TV AND FM SIGNALS

The TV and FM signals shall be conveyed through separate down leads to the respective amplifiers in the headend circuit for amplification.

B1.4 SELECTION OF AMPLIFIERS

For systems design, which involves the use of amplifiers in the headend to drive the TV channel amplifiers and/or FM channel amplifier, the first amplifiers to be used for the TV and/or FM signal path shall be a TV bandpass preamplifier and/or a FM band preamplifier respectively. Alternatively, a TV bandpass filter shall be used for the TV signal path and shall be connected to the input of the first wideband amplifier, notwithstanding that it is a preamplifier or a distribution amplifier. Such design practice shall ensure that the amplifiers of the system shall not be overloaded by strong out-of-band signals.

B1.5 LOSS ALLOWANCE

A 3 dB attenuation factor shall be included in the calculation of system level to account for practical installation losses such as cable joints.

B1.6 ENCLOSURE OF HEADEND CIRCUIT COMPONENTS

The headend circuit components shall be enclosed in a well-ventilated enclosure fitted with lock. The equipment shall be adequately screened from radio interference caused by lift equipment, starters, etc. The case shall be properly secured against the wall and have sufficient space for cable routing and bending.

SECTION B2 SIGNAL LEVEL AT FM/TV DUPLEX OUTLET

B2.1 SIGNAL LEVELS The r.m.s. voltage of each vision carrier at the peak of the modulation envelope

when measured at the user’s outlet across a non-inductive 75 ohm resistor (or referred to 75 ohm) shall be :

Minimum Level : 57 dBµV for Terrestrial TV

: 47 dBµV for Satellite TV : 50 dBµV for FM signal

Maximum Level : 77 dBµV for TV signals : 70 dBµV for FM signals B2.2 PERMISSIBLE DIFFERENT SIGNAL LEVELS IN AN OUTLET The difference in level between the weakest and the strongest TV signals at the

same outlet (“tilt”) shall not exceed 12 dB for Terrestrial TV and 15 dB for Satellite TV.

The difference in level between the weakest and the strongest FM signals at the same outlet shall not exceed 15 dB.

B2.3 INTERMODULATION At any outlet, the level of any unwanted signal generated in the system in any

channel shall be: - The carrier to noise ratio shall be not less than : 44 dB for Terrestrial TV : 15 dB for Satellite TV : 48 dB for FM signals

B2.4 MUTUAL ISOLATION BETWEEN OUTLETS To minimize the local oscillator energy from one receiver causing interference

to other receivers on the same cable system, the mutual isolation between outlets connected separately to a spur feeder shall not be less than 36 dB for Terrestrial TV, 30 dB for satellite TV and 42 dB for FM signal.

TERRESTRIAL TV ANTENNA SYSTEM B3.1 TERRESTRIAL AERIALS The mast or poles and the aerials shall be of heavy duty construction and be designed to

be able to operate normally under a loading pressure associated with a sustained wind speed of up to 74 km/hr. and gusts up to 190 km/hr. In addition, the complete equipment together with the supporting structures shall be designed to withstand the loading pressure associated with sustained wind speed up to 140 km/hr. and gusts up to 220 km/hr. without any physical damages. They shall be supplied and installed by the Contractor at a location where reception is at its best. Builder’s work requirements shall be carried out by the Contractor. The Contractor shall submit detailed builder’s work required in good time for the approval of the Architect prior to commencement of the work. The Contractor shall be responsible for checking the positions of these builder’s work on site before any concrete work is carried out.

If the FM aerial is required to be mounted on the same mast for the TV aerial, the two

aerials shall be separated by at least 1.8 m apart so as to achieve the minimum interaction. The aerial system shall be adequately earthed and protected against lightning in

accordance with BS 6651 by mean of bonding the aerial masts or supporting frames of antenna to the air termination for the lightning protection system under the Contract with at least 25x3 mm2 copper tape or an acceptable equivalent.

Separate downleads shall be employed for the TV and FM aerials. The TV and FM

signals shall not be combined in front of the channel amplifiers. B3.2 PREAMPLIFIERS AND FILTERS TV bandpass preamplifiers shall be used in weak TV field strength areas. Similarly, FM

band preamplifiers shall be used in weak FM field areas. Alternatively, TV/FM bandpass filters shall be incorporated if wideband preamplifier is

used. B3.3 AMPLIFIERS Signal amplification within the system shall be provided with channel amplifiers at the

headend for signal processing and wideband distribution amplifiers. At sites where the aerial is not in direct line-of-sight with the transmitter, the channel

amplifier shall be equipped with automatic gain control circuitry.

When channel amplifiers are required, this shall include one channel for FM reception, one channel for closed circuit TV reception, two channels for other paid TV receptions and 4 channels for reception of any one TV channel group as required by the location of reception in accordance with the frequency plans allocated for TV and FM which are shown in Appendix E1 and Appendix E2 respectively. Only one TV channel group transmitted by any one transmitter shall be relayed.

The design levels used for the output of all amplifiers shall be 4 dB lower than their

respective maximum allowable output with the exception of channel amplifiers equipped with AGC and all amplifiers following these AGC channel amplifiers. The maximum allowable output is the output level at which the specification limit for unwanted signal detailed in the wideband amplifiers, FM channel amplifiers and TV channel amplifiers & AGC channel amplifiers etc. can no longer be met with further increase in outputs.

A lockable well-ventilated metal enclosure shall be installed to house all headend circuit

components. The case shall be properly secured against the wall and have sufficient space for cable routing and bending.

The headend equipment of each system shall be installed in the “Broadcast Signal

Reception Room or Location of Headend Equipment” as shown on the Drawings. Cable routing shall be as short as possible and where possible screened from the sight of

the TV Transmitter. B3.4 FREQUENCY CONVERTERS Television signals shall be conveyed at the received signal frequencies. If frequency

conversion is required, the outlet frequencies shall be in the frequencies 470 to 860 MHz for television reception.

B3.5 UHF MODULATORS If closed circuit television system camera signals are to be included in the BR system, the

video signals shall be modulated to UHF range channels and combined at the headend of the system.

B3.6 SPLITTERS/TEE-UNITS All splitters and tee units shall have a wide bandwidth to allow for cascaded mode of

operation. The maximum number of tee units in cascade shall be limited to 6. Mock-up tests may be required to assess the design prior to installation, if in the opinion of the Architect, the cascaded chain is too long as to create unacceptable signal tilting.

Co-axial cable shall not be bent to a radius smaller than 15 times the outer diameter of the cable. Joints in the cable runs and looping of cables at outlet terminals shall NOT be allowed.

All wiring shall be properly installed and segregated in accordance with the latest edition

of the “Code of Practice for the Electricity (Wiring) Regulations” issued by the Electrical & Mechanical Services Department and the “General Specification for Electrical Installation”.

The Contractor shall install the equipment, cabling, etc. in location as indicated on the

drawings accompanied with the specification. All cables and wiring shall be run and terminated inside concealed conduits/trunkings and BS 4662 box etc.

All coaxial cables shall have distinctive labels along its length. All coaxial cables except

the underground cables shall be white or ivory in colour. B3.8 FM/TV DUPLEX OUTLETS Looping of outlets to achieve the sufficient isolation shall NOT be acceptable. Only

isolation using splitters and tee units with isolation shall be considered. For surface mounted installation, the outlets shall be fixed on electrical accessory boxes

made of insulating material in compliance with BS 4662. Outlets shall be white or ivory in colour.

SECTION B4

SATELLITE MASTER ANTENNA TELEVISION SYSTEM

B4.1 SMATV SYSTEM INSTALLER REQUIREMENTS The Contractor shall be a Licence holder or employ the Licence holder on the List of

SMATV Licence Holders registered by the OFTA to carry out the SMATV system installation.

The Contractor shall make application to the OFTA for the works. Copies of forms

approved by OFTA shall be submitted for confirmation. B4.2 THE SATELLITE TV ANTENNA SUB-SYSTEM

B4.2.1 Antenna Location The Satellite TV antenna Sub-system shall be installed in the location such that

(a) It has a clear, unobstructed view of the target satellite; (b) It has no condensation in its vicinity; and (c) It is at least 3 meter clear of fences or enclosure.

B4.2.2 Support for the Dish Antenna

(a) The Contractor shall note that there shall be 3 nos. of concrete plinths complete with screw rod provided on the roof top of Block. The design axial load (tension and compression) of the 3 nos. of concrete plinths is 2500 Kg each. The Contractor shall supply and install a steel framework on these 3 concrete plinths and mount the dish antenna on the steel framework. The steel framework and mounting of the dish antenna shall be capable to withstand the loading pressure associated with sustained wind speed up to 140 km/hr. and gusts up to 220 km/hr. without any physical damage.

(b) The Contractor shall submit support loading and details of

mounting of the dish antenna with structural calculation to the Architect for approval prior to the installation work.

(c) The Contractor shall supply and install the stay wires to secure the

dish antenna.

The antenna shall be installed in such a way that it shall not warp. The antenna shall be smooth, not rough or bumpy. The antenna shall not twist or rock under stress.

Rubber grommets shall be inserted between the steel supports and the

aluminum dish antenna to prevent electrolysis action. Both the antenna and its supports shall be adequately earthed and protected

against lightning in accordance with BS 6651 by mean of bonding the antenna and its supporting frames to the air termination of the lightning protection system with at least 25x3 mm2 copper tape or product having equivalent functions or performance. The Contractor shall carry out the bonding.

The antenna and its supporting structure shall be provided with a durable

protective coating. The Contractor shall install 25 mm dia. steel conduit terminating at LNB

cabinet to enclose the down lead all the way from antenna.

B4.3 FEEDHORN The feedhorn shall be strictly installed in accordance with manufacturer’s

recommendation. The Contractor shall submit the manufacturer’s recommended installation method to the Architect for approval within 2 months after award of the Contract. The feedhorn shall be positioned in the focus point of the satellite TV antenna and adequately supported. Gaskets recommended by the manufacturer shall be used between the feedhorn and the LNB/LNC to avoid leakage of signal.

The sealant between the gaskets shall be in accordance with the manufacturer’s

recommendation to ensure that the waveguide is in good metal-to-metal contact. B4.4 SATELLITE RECEIVERS AND MODULATORS The satellite receivers and modulators shall be earthed in accordance with the “General

Specification for Electrical Installation”.

ANCILLARY SYSTEM

B5.1 CONDUITS & CABLE TRUNKINGS The Contractor shall install the equipment, cabling, etc in location as indicated on the

drawings accompanied with the specification. All cables and wiring shall be run and terminated inside conduits/trunkings and BS 4662 box etc.

The Contractor shall supply and install 25 mm dia. steel conduit terminating at the

headend equipment cabinet in the headend equipment room to enclose the down leads all the way from the antenna.

B5.2 POWER SUPPLY The system shall be designed to operate on 220V + 6%, 50 Hz + 2%, single phase, a.c.

The equipment offered by the Contractor shall be suitably rated for this voltage and frequency. Power supply for the amplifier/receivers shall be taken from the 13A fused spur units c/w pilot light at positions as shown on the Drawings. The Contractor shall be responsible for all the wiring from this location to the power supply unit, amplifier etc. If additional 13A fused spur units c/w pilot light are required, the Contractor shall be responsible for the supply and installation. The Contractor shall also supply and install the automatic voltage regulators essential for proper functioning of the whole Broadcast Reception system.

SATELLITE MASTER ANTENNA TELEVISION SYSTEM C2.1 SYSTEM REQUIREMENTS The system shall enable simultaneous viewing different TV programs from a satellite.

Signals from the satellite TV antenna sub-system shall be fed to the satellite receivers on “location of receivers”, via necessary signal splitting equipment, satellite amplifiers and cabling. The video and audio signals from the satellite receivers shall be modulated to SMATV channels and shall be combined to the Broadcast Reception installation headend equipment at “location of receivers” for distribution to TV outlets.

SECTION D1

GENERAL REQUIREMENTS

D1.1 GENERAL Inspection and testing shall be carried out on all new installations and alterations to an

existing installation in accordance with the requirements of this Section. The Contractor shall dispatch competent and experienced commissioning engineers to

carry out the test and commissioning of the installation. The Contractor shall provide all labour and materials necessary for carrying out the work.

The Contractor shall carry out all site inspections and tests and shall provide all apparatus

and personnel for conducting the test and analysing the data. Such personnel shall collaborate closely with the Architect’s Representative on site, who will witness the tests carried out under the Contract. The Contractor shall provide the Architect’s Representative with access to inspect all equipment during any phase of the installation and shall provide all reasonable facilities for such access. The Contractor shall notify the Architect of impending tests in sufficient time to allow the Architect or the Architect’s Representative to be present. Parts to be subjected to witnessed tests will not be accepted unless the relevant test result are provided and has been signed by the Architect’s Representative and Contractor

All tests at site shall be performed in the sequence required by the construction and

commissioning programme. The Contractor shall prepare itemised and detailed testing and commissioning schedule. These schedules shall be prepared and submitted to the Architect at least three months before the commencement of the test and approved by the Architect. The schedule shall be completed by the Contractor and signed by the Architect’s Representative during the tests and, after signature, shall be collated and presented to the Architect for approval.

The entire installation shall be commissioned and tested in accordance with the latest edition of “Testing and Commissioning Procedure No. 7 for Broadcast Reception Installation in Government Buildings, Hong Kong Special Administrative Region”. The Contractor at their own expense shall rectify all defects in performance, material and workmanship before the installation is accepted.

D1.2 COMPONENT ACCEPTANCE

The following components offered for the Broadcast Reception installation shall be of approved equipment on the “List of Approved Broadcast Reception Installation Equipment” issued by EMSD: -

(a) TV and FM bandpass filters or preamplifier (b) Channel amplifiers

A copy of the “List of Approved Broadcast Reception Installation Equipment” is available for inspection on request to Assistant Director (Building Services), ArchSD.

The Contractor shall submit, at least one month before actual installation, all the channel

amplifiers/AGC converters to EMSD for acceptance tests. In the event of the components failing the acceptance tests, the Contractor shall re-submit fresh components for further tests until the components are accepted.

In addition, the Architect shall have the right to order any components to be tested by

EMSD, if, in their opinion, the components are suspected of not complying with this general technical specification. All components failing such tests shall be replaced by the Contractor at their own cost to the satisfaction of the Architect.

SECTION D2

EQUIPMENT CALIBRATION

The Contractor shall make available the calibrated equipment and the associated calibration records etc. as the Appendix E3 whenever the relevant test is performed. The equipment together with the relevant documentation shall conform to the requirements as set out in the following: D2.1 ACCREDITATION The equipment shall be calibrated by laboratories accredited by the Hong Kong

Laboratory Accreditation Scheme (HOKLAS) or other recognised accredited laboratories. The calibration shall be made against certified equipment having a known valid relationship to internationally or nationally recognized standards. Where no-such standards exist, the basis used for calibration shall be documented. In such cases, the laboratories shall provide satisfactory evidence of correlation of results, for example by participation in a suitable programme of inter-laboratory comparisons or proficiency testing.

D2.2 ACCEPTANCE OF THE CALIBRATION OF THE EQUIPMENT

The calibration and acceptance of the calibration of the equipment shall comply with the requirements as set out in the schedule.

D2.3 DOCUMENT THE CALIBRATION PROCESS The Contractor shall define and document the process employed for the calibration of the

equipment including details of equipment type, unique identification, location, frequency of checks, check method, acceptance criteria and the action to be taken when results are unsatisfactory.

D2.4 CALIBRATION RECORDS OF THE EQUIPMENT The Contractor shall maintain and submit calibration records of the equipment to the

Architect and the records shall include: -

(a) The description and unique identification of equipment.

(b) The date of equipment calibration. (c) The calibration results obtained after and, where relevant, before any

adjustment and repair. (d) The assigned calibration interval. (e) The calibration procedure. (f) The designated limits of permissible error or accuracy of equipment. (g) The source of the calibration used to obtain traceability. (h) The relevant environmental conditions and a statement about any corrections

thus necessary. (i) A statement of the uncertainties involved in calibrating the equipment and of

their cumulative effect. (j) Details of any maintenance such as servicing, adjustment, repairs or

modifications carried out. (k) Any limitations in use. (l) Identification of the person(s) performing the calibration. (m) Identification of person(s) responsible for ensuring the correctness of the

recorded information. (n) Unique identification (such as serial numbers) of any calibration certificates

and other relevant documents concerned.

D2.5 CALIBRATION UNDER SUITABLE ENVIRONMENTAL CONDITIONS Calibration shall be carried out under suitable environmental conditions considering the

conditions under which the equipment is used for inspections, measurements and tests. D2.6 LABEL MARKED "CALIBRATED" The Contractor shall identify the equipment with a label marked "calibrated" and

approved identification record to show the calibration status and the next due date. D2.7 DOUBT ON THE ACCURACY OF THE EQUIPMENT The Contractor shall re-calibrate the equipment at intervals as shown in the schedule, or at

shorter periods when the Architect has doubt on the accuracy of the equipment. D2.8 RETURN OF EQUIPMENT The equipment shall be returned to the Contractor at the completion of the Contract when

there is no outstanding or remedial works to be completed.

SECTION D3

TESTING & COMMISSIONING

D3.1 VISUAL INSPECTION A visual inspection shall be carried out before testing of the installation in order to verify

the followings: -

D3.1.1 Compliance with Regulations and/or C.O.P.s

The installation has been carried out in compliance with regulations and/or C.O.P.s,

D3.1.2 Correctness

The correctness of the designation of the installation; and D3.1.3 Visual Damage

There is no visual damage to the installation. D3.2 TESTING & COMMISSIONING Where relevant, the following tests shall be carried out in the sequence indicated. In the

event of any test indicating failure to comply, that test and those preceding tests, the results of which may have been influenced by the fault indicated, shall be repeated after the fault has been rectified.

D3.2.1 Signal Level Measurement of TV Headend and Trunk Distribution Equipment Measure the input and output signal levels of each headend and trunk

distribution equipment item with the signal level meter, starting from the antenna side. All the TV channels to be distributed shall be measured. For FM signals, three of the principal programmes to be distributed, namely those with the lowest, middle and highest frequencies, shall be measured.

The input and output signal levels shall agree with the calculation done by the

Contractor on the approved System Schematic Diagram(s). D3.2.2 The Automatic Gain Control (AGC) Performance of TV Channel Amplifiers If the TV channel amplifiers are fitted with AGC facilities, the AGC functions

shall be tested. The input signal of each AGC channel amplifier shall be varied by +10 dB and –10 dB from its nominal value. External amplifier and attenuator shall be temporarily inserted at the channel amplifier input for this test.

For proper AGC function, the channel amplifier output shall not vary by more

than +1dB. D3.2.3 Measurement of Signal Levels at TV/FM Outlets The signal level at TV/FM outlets shall be measured by the signal level meter

for each TV channel and three of the principal FM programmes to be distributed, namely those with the lowest, middle and highest frequencies.

A total of 20 outlets shall be measured for systems with up to 150 outlets. For larger systems, a sampling rate of 15% is recommended. The outlets shall be chosen with the following guidelines: -

(a) The outlets likely to have the strongest and weakest signals judging from

the schematic, (b) Not more than one outlet connected to the same tee unit be chosen.

The signal levels shall fall within the following items:

Note: “Tilt” is the difference in signal level between the strongest and the

weakest TV signals. D3.2.4 Mutual Isolation between TV/FM Outlets The mutual isolation between TV/FM outlets from the same tee unit shall be

measured. About 3 pairs of outlets shall be tested for each type of tee unit.

The mutual isolation shall not be less than 36 dB for terrestrial TV, 30 dB for satellite TV and 42 dB for FM signal.

D3.2.5 Functional Testing The picture quality at TV outlets shall be measured by the Portable TV monitor

C/W sound monitoring loudspeaker for each TV channel. A total of 20 outlets shall be measured for systems with up to 150 outlets. For

larger systems, a sampling rate of 15% is recommended. The outlets shall be chosen with the following guidelines: -

The picture quality of TV reception shall be noted and recorded in the report. D3.2.6 Measurement of Azimuth-Elevation (Az-El) Angles of SMATV Antenna(e) Where the SMATV system is provided, the measurement of Az-El angles,

signal levels and C/N ratio shall be measured. The measured C/N ratio shall be not less than 11 dB.

SECTION D4

MAINTENANCE DURING MAINTENANCE PERIOD

D4.1 GENERAL MAINTENANCE REQUIREMENTS

The Contractor shall furnish maintenance, free of further charge, for the complete installation for a period of twelve (12) months from the date of acceptance. This maintenance shall include the following services:

(a) Routine inspection, testing and maintenance services. (b) Emergency inspection, testing and repairs. All inspection, testing, maintenance services and repairs shall be carried out generally in

accordance with the manufacturers’ recommendation/ instructions and to the satisfaction of the Architect.

The Contractor shall despatch competent and experienced engineers and technicians

equipped with the testing instruments, tools, equipment etc. to inspect, service, test, adjust and maintain the installation in a satisfactory operating condition. The Contractor shall allow for carrying out such inspection, service, testing, adjustment and maintenance at a time outside normal office hours including general holidays.

All labour and materials including cleaning materials, lubricants, battery electrolyte, tools,

instruments etc., and transportation required for carrying out routine and emergency inspection, testing, repair, replacement and maintenance services shall be included in this Contract. Any renewals or repairs necessitated by reason of negligence of the end user or misuse of the equipment by the end user or by reason of any other causes not due to the fault of the Contractor shall be carried out by the Contractor and paid for in accordance with the Contract with prior notice to the Architect.

The Contractor shall be responsible for all repairs necessary to maintain the installation in

a safe, reliable and operative condition at all times. The Contractor must ensure that their servicing staff carrying out necessary repairs immediately utilising manufacturer’s original replacement parts. Any component taken down for services shall be reinstated within 2 hours or otherwise replaced by a spare unit at the Contractor’s expenses.

After each routine inspection, testing and maintenance service, the Contractor shall

furnish to the Architect within 14 days a report complete with the following details:

(a) Date and time of inspection, testing and maintenance service. (b) Persons carrying out the task. (c) Details of inspection and maintenance service. (d) Results of all tests performed. (e) Any external factors significantly affecting the service and test results. (f) Any follow-up actions as required.

D4.2 EMERGENCY SERVICES, TESTING AND REPAIRS

Emergency service including overtime work for minor repairs and adjustments shall be included under this Contract. The Contractor shall be responsible for immediate answering of breakdown calls whether true or false and attention to such calls both during and outside the normal working hours in the shortest possible time and using the quickest means of transport. In general a response time of less than 1 hour will be expected. The Contractor shall submit at least two names, telephone numbers and address of their Chinese speaking engineer and technician to whom emergency calls shall be notified by telephone for any emergency and repair services. Any necessary repairs shall be carried out with the most practicably expeditious means to ensure minimum interruption to the operation of the installation. The Contractor shall keep a clear and legible record of all fault callouts and shall submit this record within three days upon request by the Architect for inspection. The record shall indicate the date, time of callout, persons attending, brief description of fault and subsequent time of clearance for each occasion. The record will be returned to the Contractor after perusal by the Architect but shall subsequently be submitted to and kept by the Architect at the end of the maintenance Period during the handover inspection of the installation.

D4.3 ROUTINE HALF-YEARLY INSPECTION, TESTING AND MAINTENANCE The Contractor shall visit the installation at least once every six months to carry out tests, repairs and adjustment. All environmentally sensitive devices shall be inspected, cleaned, adjusted and calibrated. A test sequence shall be carried out in accordance with the manufacturer’s instructions.

D4.4 FINAL INSPECTION, TESTING AND MAINTENANCE At the final inspection, the Contractor shall, in addition to the routine half-yearly inspection and testing as described in Section D4.3 above, adjust all the electronic equipment to the optimum state of operational efficiency. All mechanical equipment and control panels shall be inspected for rusting or corrosion such that touching-up or re-painting shall be carried out as necessary. A complete performance test of the whole installation shall be carried out and any defects in operation, materials and workmanship so developed shall be rectified.

D4.5 TAKING RECORDS IN LOG-BOOK

The Contractor shall have their maintenance staff completing the site/installation record ‘Log-Book’ after each visit. The log books shall be provided by the Architect and can be completed in either English or Chinese.

D4.6 ARCHITECT TO BE INFORMED No replacements of installation or parts of installation shall be carried out at any time unless the Architect has previously been notified and has signified their approval.

D4.7 CERTIFICATE OF MAINTENANCE After completion of the final inspection, testing and maintenance service to the

installation at the end of the Maintenance Period, the Contractor shall within 14 days issue to the Architect a Certificate of Maintenance signed by the Contractor.

D4.8 HANDOVER OF INSTALLATION

The installation can not be handed over until all the forgoing requirements have been carried out to the satisfaction of the Architect. Before the handover, the Contractor shall have provided the following documents to the Architect within fourteen days after completion of commissioning the installation: - (a) Testing and Commissioning Certificate signed by the Contractor. (b) A testing & commissioning report. (c) ‘As-Installed’ record drawings. (d) Operation Maintenance and Services Manuals (e) Spare parts lists.
