SIN Related WorkTwo prime examples of current McKissack Projects related to the services covered in this schedule include the following:

New York State Metropolitan Transportation Authority (MTA), Independent Engineering Consultant (IEC), New York, NY

Since 2009, McKissack has served as prime contractor on the MTA IEC contract. Required under the Public Authorities Law the IEC reports publicly to the Capital Program Oversight Committee (CPOC) of the MTA Board. The IEC assists the MTA Board of Directors by providing oversight of the entire MTA Capital Program comprised of a Core State of Good Repair, Renewal and Expansion Program, Hurricane Sandy Resiliency and Security components. Projects under the MTA’s 2015-2019 Capital Program, valued at US $32 billion, touch all facets of the transportation industry and include the MTA and its operating agencies; New York City Transit, which includes New York City Bus and Staten Island Railway, MTA Bus, Long Island Rail Road, Metro-North Railroad (MNR), Bridges and Tunnels and major projects executed by MTA Capital Construction. rehabilitations, Communications Based Train Control, Positive Train Control, New Fare Payment System and other new technology or public facing projects.

As IEC, the McKissack team monitors all major design and construction projects for compliance with construction and project management, budget, schedule, safety and quality requirements. We provide Risk-Based project monitoring, which involves monitoring and evaluating the planned and ongoing capital programs and projects, including work scopes, budgets, cost estimates, schedules. The projects selected for monitoring are based on risk, which encompasses projects that meet one more of the following criteria: high value, new or complex technology or high community impact.

Atlantic Yards (Pacific Park) Long Island Rail Road Vanderbilt Yard Relocation, Brooklyn, NY

Since 2005, McKissack has been providing Construction Management services for the Atlantic Yards Long Island Rail Road Yard Relocation, a $512 million project. The project consists of four stages of construction:

The main scope for Stage 1 included the relocation of the yard at the west end of the site between Atlantic Avenue and Pacific Street at 5th Avenue to the eastern portion at Vanderbilt Avenue. Also, as part of construction, the Carlton Avenue Bridge was demolished to facilitate the construction of the temporary yard.

Stage 2 construction included a new five-track rail yard, the rebuilding of the Carlton Avenue Bridge, which allowed for the railroad to move from the Stage 1 yard to the new north yard, and extensive underground utility work.

The Project is currently in Stages 3 & 4 of construction, which will provide a fully signaled yard, a permanent employee facility building, an in-ground toilet manifold system and a new rail link connecting the yard with Atlantic Terminal. This new link known as the “West Portal” will allow trains to pull directly into the yard from the station negating the need for trains to operate a quarter mile east and then back into the yard.

Program ManagementMcKissack has a thorough understanding of the nature of Task Order Oversight Contracts by virtue of our performance of similar contracts with major public agencies. We will quickly identify the technical needs for performance of on-call engineering and construction management assignments, ensuring that the right team of professionals is mobilized and that they will quickly begin and efficiently perform the assigned task. The prime ingredient to the success of any project requiring the delivery of Task Order contracts is the effective management of the consultant team’s resources. Our overall management approach is governed by: (1) our understanding of our role as consultant, (2) our ability to judiciously utilize the resources of all the firms which are required to accomplish each Task Order within established time frame and budget, and (3) our flexibility to respond to changing priorities of the Agency assigning the work.

The McKissack Program Manager will be assisted by key team specialists including, as required, Task Order Managers, Subject Matter Experts (SME), Estimators, Schedulers and Field and Administrative Staff to form a combined management-technical interface with the Agency. Each key member of the team will be selected for their personal expertise in the assigned area and their ability to organize and manage tasks of the nature required by the Agency.

Each Task Order assignment will be effectively managed from both a technical and administrative standpoint, utilizing a well-defined process, which includes Project Planning and Schedule Control, Establishment of Technical Standards/Criteria, Quality Control, and Cost Control.

Project planning begins when the Agency defines a specific task and requests either a project-specific proposal or an immediate response to a critical need or emergency situation. Planning focuses on the commitment of specific staff resources, the assignment of responsibilities, including subcontractors and project scheduling. Upon notice of a given Task, the McKissack Team will develop a project Work Plan, which includes the definition of work scope for the requested task, the description of methods and means, and the establishment of time frames and budgets for completion of the assignment and any interim phases.

Each Task Order assignment work scope will be clearly defined and expectations reviewed with the Agency to gain a complete understanding. The Project Schedule will also be developed and refined early in the process in consultation with the Agency. The McKissack Team Task Order Manager and other required project staff will develop the scheduling of the project subtasks or Work Orders. The schedule will serve to coordinate the interrelationships among project oversight Management, Subject Matter Experts and Project Controls personnel. It will identify peak staffing requirements and indicate where tight deadlines may exist in the completion times for interim investigations, documentations, reviews, and staff presentations. The assignment of Work Order tasks will be done in accordance with the McKissack subcontracting plan. The McKissack team hand selects its sub-contractors based on their ability to fulfill one of the mission critical or other project support roles. Once the scope of work has been developed, the individual assignments will be made based on Task Order needs. Regarding the distribution of work, our team includes a highly skilled set of Small Disadvantaged, Women, Minority and Disabled Veteran Owned Businesses covering critical tasks on any Task Order, including Scheduling, Cost Estimating, and Safety and Security Managers, as well as Subject Matter Experts in the areas of Rolling Stock, Vehicles, Real Estate, Electrical & Power Distribution, and Rail Transit Signal & Control Systems. Once the work plan is established, the assigned personnel, whether McKissack Team members or sub-contractors, become members of the Task Order team, incorporated in the project Quality Plan and expected to meet the Task Order Work Plan expectations for timeliness and work product quality.

Focus on QualityWe understand the importance of establishing clearly defined QA/QC requirements for all McKissack Team members and sub-consultants working on Task Orders and the requirement to provide the quality information and standards needed to effectively manage the program. For this reason, we have established a McKissack Quality Management System that is based on a successful program we have used in performing construction oversight functions for the New York MTA and on our successful history of work in Construction Management.

The McKissack Team will establish the project Quality Management System, featuring the following:

• Standardized reporting formats and requirements

• Electronic database to collect all work product QA/QC data, including internal and Agency reviews of deliverables and monitor systemic issues

• Methods to manage work product quality and to verify that correction actions are completed in a responsive and timely manner

• Procedures for auditing QC records, including McKissack and sub-contractor work products

• Schedule for regular meetings among the QA/QC Manager, Program Director and user representatives to discuss QA/QC issues and potential improvements to the QA/QC plan.

The McKissack Team will control the quality of work products through frequent on-board quality checks. Specific QC processes we will establish for the design teams include:

• Daily/weekly coordination checks to make sure that information is transferred internally within the team

• Deliverable reviews and sign offs by discipline leaders to check the work product

• Management Plan reviews to compare Project Plan execution to program goal and directives accomplishment.

• Internal checking of all work products as they are developed by team members.

Quality is not limited to certain work areas, personnel, time spans or tasks, but encompasses the entire project. The McKissack Team will implement and monitor the following quality related actions:

• Confirm proper allocation of highly qualified resources to assigned tasks, who will establish and maintain a total quality project environment.

• Support and encourage excellence in all aspects by all team members, sub-consultants and contractors, and support high professional standards

• Conduct “lessons learned” sessions and periodic reviews with program and project team members to replace obsolete or inappropriate processes.

Program AccountingThe McKissack Group Inc. utilizes its accounting and procurement systems to monitor and control budgets, invoice to the specifications developed in the Agency contract and manage and pay our subcontractors.

The McKissack Group Inc. utilizes commercially available software for its financial management system, including timekeeping, accounts payable and accounts receivable, and project management in performance of project related services.

The McKissack Group Inc. uses a commercially available time management system. Employees electronically submit their daily time and their supervisor/project manager approves the individual timesheet. The timesheets are imported into our financial management system and our commercially available payroll processing system. Once payroll information is received by the Finance Department, they are reconciled and posted which allows us to monitor and control project labor costs.

The McKissack Team is aware of and appreciates the importance of the strict accounting of funding Agencies exercise when managing their construction oversight contracts. McKissack will maintain real-time access to information, fostering collaboration and increasing operational efficiency.
