The Directorate for Health and Social Affairs shall
• serve as an administrative agency and competence centre, helping to implement and pursue national policy in the health and social services sector;
• provide advice to central authorities, municipalities, health enterprises, volunteer organizations and the general public;
• help facilitate the development of quality and the ranking of priorities in health and social services.

Preventive and health-promoting efforts
• Help ensure that importance is attached to health care and social issues in connection with political decisions in all sectors of society;
• Help ensure that social and health issues have a strong influence on the general public's choice of lifestyle and behaviour;
• Help facilitate better living standards and participation for all by making the community available to them;
• Obtain scientific and other professional about the costs
and effects of policy instruments for preventive and health-promoting efforts;
• Develop co-ordinated, dynamic interaction with the voluntary sector;
• Determine how the use of policy instruments can reduce social inequality, and provide advice on this;
• Contribute to effective international preventive and health-promoting efforts.

Health Care and Social Services
• Develop good quality services that are readily available to everyone.
• Develop national guidelines for the quality of services.
• Obtain scientific and other technical knowledge about the costs and effects of social and health care policy instruments.
• Help ensure that Health Care and Social Services implement targeted initiatives that address social inequalities in society-at-large
• Provide advice on health care and social services priorities based on professional assessments, socio-economic analyses, ethical considerations, etc.
• Draw up a national research programme in health care and social services.
• Intensify the State authorities' emergency preparedness efforts with a view to health care and social services.
• Contribute to effective international efforts to develop health care and social services.
