GENERAL ORDER
DISTRICT OF COLUMBIA
I. BACKGROUND
This General Order describes the organizational structure of the Metropolitan Police Department (MPD). The organizational charts that depict this structure are attached to this order, and can be viewed on the Department Internet site at http://mpdc.dc.gov/page/mpdc-who-we-are.
II. DEFINITIONS
For the purpose of this directive, the following terms shall have the designated meanings: Elements are organizational components comprising the MPD: 1. Headquarters elements are generally comprised of the following:
a. Office – an element that provides support functions to the entire Department, six of which report directly to the Executive Office of the Chief of Police (EOCOP). There are two additional offices, the Office of the General Counsel (OGC) and the Agency Chief Fiscal Officer (ACFO) that report to outside agencies, but liaison with the MPD.
b. Bureau – a major element of the Department which manages field
operations and provides support functions.

c. Division – a sub-element of a bureau or office that contains at least two sub elements that may be branches, sections, or units.
d. Branch – a sub-element of an office or division that typically has
two or more sections. e. Section – a sub-element of a division or branch that typically has
two or more units or teams. f. Unit – an element containing more than one staff person and
performing a specialized function. 2. Field elements are generally comprised of the following:
a. District – a geographic subdivision of the Patrol Services and
School Security Bureau. b. Police Service Area (PSA) – a geographical subdivision in a district. c. Team – a sub-element of a district or section that performs a
specific task or operation, or provides a specific service.
d. Platoon – a civil disturbance entity consisting of four CDU squads and commanded by a lieutenant.
e. Squad – a sub-element of a platoon or section that performs a specific field operation.
III. REGULATIONS
The Chief of Police must approve any changes to the organizational structure of the MPD.
IV. PRIMARY ORGANIZATIONAL ELEMENTS
A. The MPD is comprised of the following seven major organizational elements:
1. The Executive Office of the Chief of Police (EOCOP) is the final
authority for all policies, procedures, and activities of the Department and its members. The five offices, one unit, and two chief officers that comprise the EOCOP provide specialized service to the Chief of Police in support of the Department’s mission and vision.

2. The Patrol Services and School Security Bureau (PSSSB) coordinates crime prevention and reduction efforts in the seven police districts and two divisions. In addition to providing professional and effective patrol services throughout the District, this bureau responds to calls for police service. The bureau also manages security in all District of Columbia public schools and provides targeted outreach and specialized response to historically underserved communities.
3. The Homeland Security Bureau (HSB) integrates intelligence and
operational functions to ensure that the District is well-protected and that the government prevents and is prepared to respond to threats and critical incidents. The four divisions support patrol operations in reducing crime and fear of crime by providing specialized patrol and tactical resources, improving information-sharing, processing relevant information, and providing actionable intelligence to authorized personnel.
4. The Corporate Support Bureau (CSB) oversees the major
administrative, technical, and business functions of the Department that are critical to keeping the complex and large agency running effectively and efficiently, including human resource management, facility and fleet management, equipment and supply, and evidence and property control.
5. The Strategic Services Bureau (SSB) integrates program and policy
development and strategic analysis and planning by identifying and implementing innovative policing and business practices. It is also responsible for recruiting and training to support MPD and the District by developing a well-trained and professional sworn and reserve police force.
6. The Investigative Services Bureau (ISB) works with the community
to solve crimes, bring offenders to justice, support the recovery of victims, and protect witnesses.
7. The Internal Affairs Bureau (IAB) acts as the guardian of MPD’s
reputation, and ensures MPD’s accountability through comprehensive investigations of alleged misconduct, uses of force, and equal employment opportunity (EEO) violations.
