The United States is tabling indicative lists of its export interests in the Multilateral Trade Negotiations in accordance with decisions of Group "Agriculture"1 and Group "Non-Tariff Menisures" in July 1977, and in accordance with paragraph 5 of the Tokyo Declaration., with the understanding that these lists may be modified or additional lists submitted as negotiations proceed. At its meeting of July 1977, the Group "Non-Tariff Measures' adopted proceduresfor the submission of indicative lists relating to export interests regarding anynon-tariff measures (MTN/NTM/35, paragraph 7(a) and Annex).

The following indicative lists, addressed to Algeria, Argentina, Bolivia, Brazil,Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Egy-pt, El Salvador, Ghana,Guatemala, Haiti, Honduras, India, Indonesia, Iran, Iraq, Israel, Ivory Coast, Kenya,Korea, Madagascar> Malayjsia, Mexico, Nicaragua, Nigeria, Panama, Paraguay, Peru,Philippines, Portugal, Senegal, Sri Lanka, Thailand., Tunisia, Turkey, Uruguay,Venezuela, Yugoslavia and Zaire have been received from the delegation of the United,States and are being circulated for the confidential information of all participantsin the multilateral trade negotiations.

In accordance with the discussion in the July meeting of Group "Non-TariffMeasures,1, the United States has generally not included measures on which multi-lateral solutions are being pursued -- for example, on subsidies, standards, govern-wnt, procurement, and customs valuation. Lists in these and other areas may besubmitted subsequently in the light of progress in negotiating multilateralsolutions. Specific interests in certain of these Hreas, e.g., standards, willbe indicated bilaterally. The United States reserves the right to submit listsof export measures at a later date.

The inclusion of a non--tariff measure on the list does not imply that ajudgment has been made as to the consistency of the measure with GAIT obligations.

Taking into account the crucial importance to all countries, especiallydeveloping cotmtries, in improving the trading system so that, through trade theavailability of grains to corumners, as well as markets to producer-, will beincreased on an equitable ba-sis, the United States will propose measures withrespect to the trading systems of certain countries to improve the functioning ofworld grain markets.

In addition, the United States will submit directly to certain countries listsof broad non-agricultural product areas for which the United States seeks tonegotiate imDroved market access on both tariff and non-tariff measures.Subsequently, the United States will refine its interests in these areas and willpresent more specific indications of export interest.

The United States will not submit indicative lists of export interest to alldeveloping countries. It is suggested, however, that the Multilateral TradeNegotiations provide an opportunity for all countries to undertake a review oftheir import regimes in the light of development objectives. Such a review maordisclose specific instances where trade liberalization would have a positiveeffect upon development and present opportunities for contributions to the broadtrade liberalization being accomplished through tbe Multilateral Trade Negotiations.
