POSITION OBJECTIVE:

The primary objectives of the role are:

Coordinate maintenance process improvement projects.

Review, cost and benchmark existing tasks and systems.

To provide administrative, technical and operational assistance to the Operations department and

the Coordinator maintenance as required.

To assist the Coodinator Maintenance in tasks that impact the entire Maintenance unit.

ORGANISATION RELATIONSHIP:

This position is part of the City Services Division which comprises the following departments:

Engineering Services Environment and Natural Resources Operations and Waste Parks and Support Services

Reports To: Coordinator MaintenanceInternal Liaisons: City Services Management including: Manager – Infrastructure Operations,

Waste Coordinator, Maintenance Officers, Senior Team Leaders, Other Council Staff.

External Liaisons: Contractors and sub-contractors, Statutory and Service Authorities, Members of the Public.

KEY RESPONSIBILITIES:

Functional Responsibilities:1. Produce baseline data regarding resources required and unit costs for each task within the

maintenance unit.2. Investigate opportunities to improve practices to reduce unit costs or improve quality of

service. In conjunction with the Coordinator Maintenance implement change that is embraced.3. Produce a report, utilising ‘The Maintenance Growth Strategy’ which compares activities and

resources with other like services.4. Develop the existing productivity report.5. Maintain Work Maintenance files.6. Perform functions to assist the AHES program and the Coordinator of Emergency

Management as required.

Operational Responsibilities:1. Assist the Works Maintenance Officers, where required, in reviewing day- to-day coordination

of maintenance activities.

2. Undertaking of short-term investigations of Works maintenance issues to achieve improved process and work practices.

3. Participate in fortnightly Maintenance Operations meetings.

4. Undertaking investigations into various operational areas including but not limited to:

Unit Rate Review/Development.

Service Delivery Management, including the introduction of technology into field operations.

Asset Inspection System.

Undertaking the annual update of the City Services After Hours Contact Book.

Emergency Management Responsibilities:1. Adherence to all Council’s policies and procedures as relevant to this position.

2. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time.

2. Demonstrated interpersonal and facilitation skills, including demonstrated ability to establish positive working relationships and lead teams.

3. Demonstrated business analysis and project management skills.

4. Extensive research and problem solving skills including proven ability to analyse issues and develop practical recommendations for process improvements .

5. Demonstrated ability to meet deadlines, prioritise workload and achieve objectives.

6. Thorough understanding of software applications including Excel and Word applications.

7. An understanding of general Civil Engineering principles, practices and procedures relating to the routine maintenance of civil assets located in both the urban and rural environments.

8. A level of understanding of the Road Management and OH&S Act 2004

9. A basic understanding towards spatial information systems and their use.

Interpersonal Skills1. Ability to effectively prioritise work to achieve specific objectives within given timeframes.

2. Ability to work with and manage others and work in a team environment.

3. Ability to establish a rapport with customers and staff.

4. Excellent oral and written communication skills, particularly for the development of concise technical reports and the provision of advice to senior staff and /or drafting external correspondence.

5. Ability to liaise with staff at all levels including Councillors.

6. Ability to work independently and meet pre-set timeframes

ACCOUNTABILITY AND EXTENT OF AUTHORITY:

Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures. This is applicable to both hardcopy and electronic information, including email.

This position is accountable to the Coordinator Maintenance and Manager Infrastructure Operations.

This position is responsible for:

Effective and efficient operational support to the Operations Group.

To make a positive contribution to the operation and success of the group as a whole.

The timely provision of accurate advice and reports to senior operational staff.

Providing regular reports to the Works Engineer (Operations) / MERO pertaining to the performance of maintenance activities in relation to Council’s adopted Road Management Plan.

Authority to develop City Services policies and procedures in line with directions/guidance provided by senior staff.

JUDGEMENT AND DECISION MAKING: This position is primarily involved in systems development that focuses on

operational/emergency management issues, people management and contract administration. The incumbent will be required to make technical judgements requiring some originality, with guidance from senior staff as required.

Tasks will be carried out within established procedures and practices, however, the incumbent may be called upon to utilise their own judgement at times.

SPECIALIST SKILLS AND KNOWLEDGE: Knowledge of organisational planning and reporting

Knowledge of business and process improvement methodologies.

Knowledge of the Business Excellence Framework and other quality frameworks.

Extensive and demonstrated experience in the preparation of written reports.

Experience in maintenance of civil, parks or related discipline

MANAGEMENT SKILLS: Ability to liaise with staff at all levels including Councillors

Ability to work independently and meet pre-set timeframes

Ability to effectively prioritise work to achieve specific objectives within given timeframes.

Ability to work with and manage others and work in a team environment.

QUALIFICATIONS AND EXPERIENCE: Post Secondary qualifications in any of the following fields:

Civil Engineering, Project Management or related discipline.

Tertiary or TAFE education in Business.

Frontline Management

Training in process improvement or related experience

Alternatively, a candidate without formal qualifications but who has substantial experience performing duties related to this position or have undergone suitable training may also apply.

Current Victorian Drivers Licence.

SPECIFIC HEALTH AND SAFETY REQUIREMENTS: A pre-employment medical examination may be required.

Regular keyboarding associated activities.

Long / short distance travel between sites as necessary.
