Iraq’s economic scenario is currently underscored

by worsening security conditions and political

instability. These are driven by insurgency, falling

global oil prices, and domestic political turmoil. Oil

exports, which are the principal revenue earner for

2 Introduction

Iraq’s economy is showing signs of improvement, supported by the growth of oil production in 2012

and by persistently high global oil prices. The state-dominated economy is highly dependent on the

oil economy, which accounts for more than XX% of the government’s revenue and XX% of foreign

exchange earnings (CIA, 2015).

Politically, Iraq has been a parliamentary democracy since the establishment of the constitution in

2005. Historically, it has been one of the most unstable countries in the Middle East. The Gulf War

in the 1990s and the subsequent US-led occupation have contributed to a current environment of

political and economic uncertainty. The US established a Coalition Provisional Authority in the

country, followed by an interim government. Despite these measures, the legitimacy of the current

Iraqi government remains under question.

Many of Iraq’s oil export facilities were destroyed in conflict in the 1980s. Since 2003, the

government has been trying to rebuild the economy in order to attract higher foreign investment. In

2010, the country signed an agreement with the International Monetary Fund (IMF) and the World

Bank in order to receive conditional aid programs and strengthen its economic institutions. Some

leaders in the country are pushing for the establishment of a national investment framework and a

number of modern legal frameworks (especially for the modernization of the oil sector).

The country’s Gross Domestic Product (GDP) increased at an average rate of XX% annually

between 2008 and 2012. There was a drastic decline in 2013, with the GDP growing at an

estimated XX% over 2012. The economy dived still more in 2014 with negative growth of XX%

(IMF, 2014).

Recent improvements to the security environment and inward foreign investment have acted as a

stimulus for Iraq’s economy, benefiting the energy, construction, and retail sectors in particular.

Broader economic development and improvement in the overall standard of living are factors that

will be dependent on further policy reforms. Overall, the increased purchasing capacity of the

population has resulted in a higher electricity demand, which has created a serious disparity

between supply and demand.

Over the years, conflict has destroyed many of Iraq’s power plants and transmission and

distribution systems, seriously compromising power supply and impeding significant investment in

the power sector. In 2003, Iraq embarked on a program for the reconstruction of its old power

plants and the construction of new ones, in order to meet the increased demand for electricity. The

country’s energy master plan from 2012 to 2017 has further boosted investment in the power

sector. A new energy strategy approved by the government in 2013 has a set a target for XX% of

total generation to be accounted for by renewables by 2030.

Iraq’s Ministry of Electricity is the single largest government body responsible for the generation,

transmission and distribution of electricity in the country. Established in 2003, it is responsible for

The residential sector is the largest single power consumer in Iraq, accounting for an estimated

6.2 Iraq, Power Market, Cumulative Installed Capacity and Annual Power Generation, 2000–2025

Cumulative power generation capacity in Iraq amounted to XX GW in 2000, increasing to XX GW in

2014 at a CAGR of XX%. This total is expected to further increase from XX GW in 2015 to XX GW

in 2025 at a CAGR of XX%.

Iraq’s electricity generation sources are currently hydropower and thermal power from gas and oil.

Most of its power generation infrastructure was destroyed in conflict leading up to 2003, and the

country has since been engaged in its reconstruction. The size of its thermal power capacity base

increased at a CAGR of XX% between 2000 and 2014, with the highest amount of growth

registered after 2007. Thermal power dominates its power mix, as the country is rich in

hydrocarbon reserves. This dominance is expected to continue during the forecast period.

Hydropower capacity has been constant and is not expected to register much growth during the

forecast period. In fact, GlobalData expects a dip in the utilization of hydropower capacity during

the forecast period, as the power generation potential of Iraq’s rivers is affected by the construction

of hydropower generation facilities in countries further upstream.

9.1 Market Definitions

9.1.1 Power

Power refers to the rate of production, transfer or energy use, usually related to electricity. It is

measured in Watts (W) and often expressed in kilowatts (kW) or Megawatts (MW). It is also known

as real power or active power.

9.1.2 Installed Capacity

Installed capacity refers to the generator’s nameplate capacity as stated by the manufacturer, or

the maximum rated output of a generator under given conditions. It is given in Megawatts (MW) on

a nameplate affixed to the generator.

9.1.3 Electricity Generation

Electricity generation refers to the process of generating electricity from other forms of energy. It

also refers to the amount of electricity produced, expressed in Gigawatt hours (GWh).

9.1.4 Electricity Consumption

Electricity consumption is the sum of electricity generated, plus imports, minus exports and

transmission and distribution losses. It is measured in Gigawatt hours (GWh).

9.1.5 Thermal Power Plant

A thermal power plant is a plant in which turbine generators are driven by burning fossil fuels.
