The invesgaon re- vealed that the aircraſt had departed from Al Ain Internaonal Airport, UAE, at 16:07 UTC. Shortly aſter liſtoff, the aircraſt veered to the leſt and crashed at taxiway “K” which is parallel to the takeoff runway. The marks that were leſt by the aircraſt at the taxiway exhibited that it had impacted the ground in nose down and leſt bank atude. No signs of inflight breakup or pre-impact fire were observed in the vicinity of the accident site. The agreement was inialled by H.E. Saif Al Suwaidi, Director General of the UAE General Civil Aviaon Authority (GCAA) and Eng. Carlos Jacome Utreras, President of the Naonal Civil Aviaon Council of Ecuador. H.E. Nathalie Cely, Minister of Pro- ducon, Employment and compeveness of Ecuador also at- tended the signing ceremony. Dubai – UAE: The Deputy Director General of the General Civil Aviaon Authority (GCAA) of the United Arab Emirates met with the Aeronaucal Authority of Austria on 24th March 2011 in Vienna, and discussed their bilateral air transport re- laons. During the meeng, both countries expressed their desire to further promote their aeronaucal relaons and progress was achieved on the Air Services Agreement text. DESCRIPTION

The General Civil Aviation Authority (GCAA) was established in 1996 by Federal Cabinet Decree (Law 4) to regulate Civil Aviation and provide designated aviation services with emphasis on safety and security and to strengthen the aviation industry within the UAE and its upper airspace. The main office is located in Abu Dhabi and the regional office is located in Dubai to serve the northern Emirates. The GCAA, which is the sole authority for the control and regulation of civil aviation in the UAE, is responsible for the provision of en-route air navigation services and all aspects of flight safety. In late 2009, the GCAA opened its new Air Navigation Centre, The Sheikh Zayed Centre.

Abu Dhabi, UAE: The UAE General Civil Aviation Authority (GCAA) announced the preliminary report on the recent Ameri-can Grumman G-21 amphibious aircraft accident that occurred on 17th February 2011 at Al Ain Airport. Abu Dhabi– UAE: The UAE General Civil Aviation Authority (GCAA) announced that it will be hosting, in cooperation with the International Civil Aviation Organization (ICAO), the first meeting of the Directors General of Civil Aviation in the Middle East Region. The meeting will be held in Abu Dhabi between 22-24 March with the participation of many directors general of civil aviation authorities in the Middle East and international civil aviation organizations.

Dubai– UAE: The General Civil Aviation Authority of UAE (GCAA) achieved five ISO Certifications for its Integrated Management System: International Standards of Quality Management ISO 9001:2008, Environmental Management ISO 14001:2004, Oc-cupational Health and Safety OHSAS 18001:2007, integrating Information Security ISO 27001:2005 and IT Service Manage-ment 20000:2005 which were developed in compliance with the requirement of PAS 99:2006.The ISO certifications included all GCAA operations and units such Air Navigations and Aeronautical Information Services, Avi-ation Safety and Security, Airworthiness, flight Operations and

Licensing, Investigations and Regulations, Strategy & Corporate Excellence, Administration, Finance, HR, IT, Corporate Communications and Customer Services.

Abu Dhabi– UAE: Hosted and organized by the UAE General Civil Aviation Authority (GCAA), the Telecommunication Regulatory Authority (TRA) and the UAE Air Force, the Gulf Satellite Aided Search and Rescue Seminar ended yesterday (08 March) at the Officers Club, Abu Dhabi, after 3 days of discussions and presen-tations, with significant participation of the delegations from a large number of Gulf states.

The UAE announced its initiative at the end of the seminar to establish a ‘Gulf Sub-Regional Civil Aviation SAR Coordination Committee’ to comprise all Gulf State Civil Aviation Authorities

and sections of the military sector responsible for SAR services.

Abu Dhabi– UAE: The UAE General Civil Aviation Authority (GCAA) announced that its Sheikh Zayed Air Navigation Centre accepts Aeronautical Information Exchange Model (AIXM 5.1) based integrated Aeronautical Information Management (AIM) solution and publishes the first electronic Aeronautical Informa-tion Publication (AIP) in the world. The GCAA published its AIP on February 10th, being the first in the MID Region to publish its AIP in electronic format. After a challengingly short and intensive project phase of less than four months, the GCAA accomplished the centre accept and commission the fully integrated Comsoft Aeronautical Data Access System (CADAS AIM).

Abu Dhabi – UAE: The United Arab Emirates represented by the General Civil Aviation Authority (GCAA) signed a Con-fidential Memorandum of Understanding (CMU)with the People’s Republic of Bangladesh Civil Aviation Authority on 15th of March 2011 in Dhaka, Bangladesh, to enhance air services between the two countries.

The CMU was signed by Omar Bin Ghaleb, Deputy Director General of the UAE General Civil Aviation Authority (GCAA) and Air Cdre. Mahmud Hussain, Chairman of Civil Aviation Authority of Bangladesh. Representatives from UAE Civil

Aviation Departments and UAE National Airlines attended the meeting as well.

Dubai – UAE: The UAE General Civil Aviation Authority (GCAA) announced that air traffic movements in the UAE grew at a rate of 7.6% in February 2011 compared to the same month last year. The GCAA monthly report indicated that total air traffic movements in February 2011 were 51431 with an average of 1837 air traffic movements per day.GCAA’s Air Traffic monthly report for February 2011 showed the number of air traffic movements in each UAE airport. Dubai ranked first with 23459 air traffic movements. Over flights stood next at 10835 air traffic movements. Abu Dha-

bi ranked third with 7665 air traffic movements. According to the report, air traffic movements in Sharjah International Airport ranked fourth with 4850 movements. Local flights between UAE airports were in the fifth position with 3707 movements.

GCAA Announces the New Organization Structure and Appoints UAE National Leading Cadres

Abu Dhabi– UAE: The UAE General Civil Aviation Authority (GCAA) announced at a press conference held today (2nd March) that it completed its prepara-tions for hosting the Gulf Satellite Aided Search and Rescue Seminar which will be held at the Abu Dhabi Armed Forces Club between 6-8 March 2011 with the participation of regional and international speakers, experts and high level delegations.

The agenda of the Seminar, organized by the General Civil Aviation Authority (GCAA) in coordination with the Telecommunications Regulatory Authority (TRA) and the UAE Air Force, includes 15 items aimed at the development of international SAR service in the Gulf States in line with the requirements of the International Civil Aviation Organization (ICAO).

The UAE General Civil Aviation Authority (GCAA) announced the new organization structure including the appointment of new leading cadres capable of managing various operations, carrying out the mission of the GCAA and realizing its strategic goals and vision in line with the latest performance standards. This step comes as part of the comprehensive transformation program which was launched and adopted by the GCAA last year. The program aims at making a radical change in flight manage-ment control operations and safety and security quality standards, improve the technical and supervisory capabilities of the GCAA and enhance cooperation with strategic partners. It reflects the GCAA’s determination to build on its previous achievements in order to create an environment which empowers and drives the civil aviation industry in the UAE to achieve development across all sectors.According to the strategic plan and the applicable development procedures, the GCAA, a leader in adopting the best global practices, started in January 2011 the implementation of the new organization structure, focusing on the elements of safety and security, environmental sustainability, navigation services, air transport, and improvement of internal operations, with the aim of becoming a global reference point in this field.

The new organization structure of the GCAA consists of several main sectors: Air Navigation Services, Aviation Safety Affairs, Aviation Security Affairs, Strategy and International Affairs, Sup-port Services, and Air Accident Investigations. In addition, there are independent departments reporting directly to the Director General of the GCAA: Audit, Quality and Risk Management and the UAE’s Representative Office to the International Civil Aviation Organization (ICAO). The structure also includes the Commercial Services sector, which will become active in the future.

Under the GCAA’s new organization structure, new leading cadres have been appointed at the head of various organization and administrative sectors in order to carry out the strategic plans in the future as following:

Eng. Ismael Mohammad Al Baloushi: was appointed as Ex-ecutive Director of the Aviation Safety sector, which includes five departments: Policy, Regulation and Planning, Flight Operations, Airworthiness, Licensing, and Air Navigation and Aerodromes. His duties include: formulating the avia-tion safety policies and regulations in the UAE, establishing an integrated system to control, support and develop policies for all relevant technical areas, providing technical experts to investigate air accidents and incidents, developing and implementing the aviation safety promotion plans, and draft-ing local and international strategic technical agreements in

coordination with the relevant authorities.

Eng. Walid Ghanim Al Ghaith: wwas appointed as Acting Executive Director of the Support Services sector, which consists of four departments: Finance, Administration and Procurement, Information Technology, Human Resources, and Legal Affairs. He will be in charge of managing support services and staff, preparing the balance sheet, determining salaries and fees, preparing financial reports and statements for the GCAA Board of Directors, and interacting with the di-rectors of other departments in order to achieve the goals of the GCAA.

Mr. Ahmad Ibrahim Al Jallaf : was appointed as Act-ing Executive Director of Air Navigation Services Department which includes Air Traffic Management (ATM), Communication Navigation & Surveillance (CNS), Aeronautical Information Services (AIS), Train-ing (TRN), and Support Coordination. He will be in charge of Air space planning in coordination with stakeholders, managing Air Traffic centre, and to participate to national and international forums and panels on behalf of the government.

Eng. Ismael Mohammad Ahmad Abdul Wahed : was ap-pointed as Acting Executive Director of Air Navwas appoint-ed as an Executive Director for the Air Accident Investigation Department. He will be responsible for managing the air ac-cident investigation, preparing, maintaining and issuing air accident investigation regulations and polices.

Mrs. Laila Ali Saif bin Hareb Al Mehiri: was appoint-ed as Executive Director of the Strategy and Inter-national Affairs sector, which consists of three main departments, namely the Department of Strategic Planning, Statistics, and Corporate Performance Control and the Department of Air Transport and Economic and Environmental Studies, and Depart-ment of Corporate Development in addition to two sub-units: International Affairs Unit, and Corporate Communication Unit. She will be in charge of devel-oping, following up and controlling strategic, opera-

tional and statistical plans and corporate development of the GCAA, establishing and maintaining relations with local and international strategic partners, formulating policies in relation to economic and environmental affairs and air transport, preparing feasibility studies for new systems and policies, supporting corporate and project management and regulating their management and direction, strengthening air connections, entering into bilateral agreement and overseeing corporate communication at the GCAA.

Mohammed Al Hashimi the First UAE National to Complete the ECAC Auditor Certification Programme.

Mr. Mohamed Al Hashimi, Senior Security Officer in GCAA, has successfully completed the ECAC Auditor certification programme and achieved the distinction of becoming the first UAE national to obtain this qualification. Mohamed is a licensed Aircraft Maintenance Engineer and prior to this, he has successfully completed many Internationally recognized courses in the field of Aviation Security. This certification highlights Mohamed’s quest in equipping himself with best qualification in the field of aviation Security.

ECAC accreditation will enable him to monitor effective application of the European aviation security standards thereby helping GCAA to fulfill its objec-tive of promoting the highest security standards and implementation of international best practices in the field of civil aviation in the UAE.
