Attention: Mr. John G. Rester Special Assistant to the Secretary
Dear Mr. Secretary:
In connection with its investigation of the death
of President John P. Kennedy, the Select Committee on
Assassinations requests access to any and'all records,
including classified material, concerning or referring to
investigations into Lee Harvey Oswald's background by the
112 Military Intelligence Group, headquartered in San
Antonio, Texas, and commanded by Lt. Col. Robert E. Jones,
U.S.A. (social security number: 413-12-6382; date of birth:
November 6, 1920). These investigations, conducted circa
1963, dealt with, among other things, Oswald's military
background, defection to the Soviet Union, marriage, return
to the United States, and addresses, and included a person-
ality profile and an "after action" (summary) report.
In addition, the Committee requests that the Department
of Defense provide the following information:
1. A detailed written statement explaining why a photo-
graph of Lee Harvey Oswald that is in the possession
of either the Office of Naval Intelligence or the
Office of Naval Investigations is contained in an
envelope marked "REC'd 14 Nov 63" and "CIA 77978."
It is the Committee's belief-that the photograph
was taken by the United States Marine Corps upon
Oswald's induction into the service in 1956. The
envelope is in fact marked "Date of photo 28 Dec
56."
Your statement should address the following
questions: Did the Central Intelligence Agency re-
quest this photograph? If so, when and under what
circumstances? Was the photograph ever sent to the
CIA? If so, when and under what circumstances? If
the photograph was requested but was not sent, please
explain the circumstances.
The Honorable Harold Brown Page 2.
2. A written list of those persons at the Office of
Naval Intelligence and at the Office of Naval In-
vestigations who were either connected with, respon-
• sible for, or knowledgeable about files pertaining
to Oswald.
3. A detailed written statement explainingwhy Oswald's
September 4, 1959 passport application (labeled
Commission Exhibit No. 1114 by the Warren Commission)
makes reference to Oswald's inactive military iden-
tification card ("MCR/Inactive I.D. Card #N4,271,617
SUBMITTED") which, according to military records
(Commission's Folsom Ex. 1, pp. 10, 66), was not
issued to Oswald until September 11, 1959.
