GARMON spoke telephonically with INV. STANLEY SUTTON of the Floyd County
Police Department in reference to this investigation. SUTTON stated that he had
made some progress in regards to the death of ISAAC DAWKINS and would
furnish AGENT GARMON a copy of his reports and provide an update as soon as
he had some additional items finalized. INV. SUTTON advised he would notify
AGENT GARMON and a meeting would be set at that time.

spoke telephonically with DET. JIM MOSER of the Rome Police Department in

MOSER advised that no new information had been received and no leads

MOSER advised they were still trying to cultivate new information and he would
advise AGENT GARMON of any new developments In the case.

01-0359-01-00 INV. SUTTON stated that CPT. TOMMY SHIFLETT of the Floyd County
Police Department using a cellular phone had made several test calls starting at
the residence of JOEY WATKINS and traveling to the crime scene where ISAAC
DAWKINS was shot. INV. SUTTON stated that the calls were linked to several
different cellular towers in the Rome/Floyd County area some overlapping and
would furnish a copy of his report upon receipt.

On Friday March 31, 2000 at approximately 12:30 PM AGENT GARMON met
with DET. JIM MOSER of the Rome Police Department and INV. STANLEY
SUTTON of the Floyd County Police Department in reference to this investigation.
INV. SUTTON stated that he had talked with JOE MILLER a teacher a Coosa
Valley Vocational/Technical School in Rome, GA in reference to JOEY WATKINS.
INV. SUTTON stated that MR. MILLER was teaching a class at Coosa Valley Tech
when TIM HUGHES and JOEY WATKINS entered the classroom to pick up JOEY'S
sister. JOEY began a conversation with MR. MILLER in regards to the death of
ISAAC DAWKINS. MILLER had been talking to the class about DAWKINS death.
WATKINS started saying that he didn't like ISAAC DAWKINS bufhe didn't kill him
and repeatedly talked about his dislike for ISAAC DAWKINS but was adamant that
he did not kill him.
INV. SUTTON stated Counselor MILLER advised WATKINS that whoever
killed ISAAC had to be good with the .22 at which time WATKINS stated that was
the best thing to have to kill someone. WATKINS AGAIN stated he didn't like
ISAAC DAWKINS because the two had had verbal and physical problems in the
past SUTTON advised one of the students then made a comment to WATKINS
that It sounded like he wanted to confess. WATKINS then stated he was not a
part of this.

On Tuesday, March 14, 2000 approximately 2:00 PM AGENT GARMON
spoke with Detective JIM MOSER of the Rome Police Department in reference this
investigation.
DET. MOSER stated he had completed the things to do that had been
previously discussed at an earlier meeting.
DET. MOSER stated he had received the cellular phone tolls of suspect
JOEY WATKINS and had timed and measured the distance from WATKINS home
to the crime scene. A copy of MOSER'S reports will be made part of this case file
upon receipt.

the aggressor while driving on the highway. This information came from friends
and coworkers.

01-0359-01-00 on Highway 27. The witness advised approximately one mile down the road the
truck ran off the road, crossed Highway 27 striking the guardrail and flipped over.
MOSER stated some of the witnesses stated there was a lot of Floyd
College traffic at the same time and they saw nothing. MOSER advised he
traveled to the Floyd College and met with all classmates of ISAAC DAWKINS and
questioned them as a group about any possible motive or enemies that DAWKINS
would have. MOSER advised he received no information from any classmates.
MOSER advised that at the Hospital DAWKINS best friend and girlfriend all
believed that JOEY WATKINS was the one who shot and killed ISAAC DAWKINS.
WATKINS was short-tempered and very jealous. DAWKINS had dated WATKINS
ex-girlfriend and reportedly there had been some problems between the two.
MOSER stated the girlfriend was BRIANNE SCARBOROUGH. MOSER advised
according to reports WATKINS was very jealous and had confrontations with
other men over his ex-girlfriend's.
MOSER advised he contacted JOEY WATKINS telephonically at
approximately 8 AM on Friday and WATKINS agreed to speak with them at
approximately 8:30 AM that same day and agreed to come to the Rome Police
Department for an interview. MOSER advised approximately 10:30 the same day
JOEY WATKINS father called and said they had an attorney and if they wished to
speak to his son they would do so through his attorney. MOSER advised at some

On Tuesday, March 7, 2000 approximately 2:15 PM AGENT GARMON was
requested by JIM MOSER of the Rome Police Department to assist in the
investigation of the death of ISAAC DAWKINS.
DETECTIVE MOSER advised on January 11, 2000 approximately 7:20 PM
Rome/Floyd 911 received a call of an accident involving a 1994 Toyota pickup
truck that was traveling north on Highway 27 near Primrose. The driver of the
vehicle ISAAC DAWKINS was shot in the back of the head, which caused him to
cross the southbound lane of traffic and crash his vehicle. MOSER advised that
DAWKINS died January 12th from injuries from a gunshot wound.
MOSER stated that numerous witnesses had been interviewed, one witness
stated he was approximately six car lengths behind the victims vehicle a white
Toyota truck traveling north on Highway 27. The witness stated beside the white
truck was a small blue four-door car that darted out in front of the Toyota pickup
causing it to slam on the brakes. The blue car then pulled behind the white
Toyota truck. The witness stated after traveling some distance to a traffic signal
with the green light showing at Walker Mountain and Eden Valley Road the white
Toyota pickup, (which was later determined to be driven by DAWKINS) was in the
left lane and the blue four door car was in the right lane both still traveling north
