Standards are made by people, for people, everywhere
They are consensus knowledge of what good looks like:
“Document, established by consensus and approved
by a recognised body that provides for common and
repeated use, rules, guidelines or characteristics for
activities or their results, aimed at the achievement of
the optimum degree of order in a given context”.
ISO/IEC Guide 2:2004, 3.2

• We have developed a clear position, with overwhelming stakeholder support:
Post-Brexit, BSI will continue to provide UK experts with the standards development framework to support trade in the UK, across Europe and globally
• There will be no change in UK involvement in international standards from ISO & IEC or UK involvement in ETSI

• Continued full membership will ensure UK stakeholders will still influence standards content
• European standards will reflect the needs of integrated European markets
• They will be complementary to international standards
• UK government continues to support European standards system participation

Decisions of the CEN and CENELEC General Assemblies, November 2018:
o Acknowledge that Brexit is a challenge for CEN
o Create a transition period for statutes until December 2020
o BSI has a derogation from elements of the statutes during this time
o A CEN member working group will identify the issues with the statutes and make proposals for their amendment to be delivered by end 2020 – a permanent solution, ”determining the changes required for BSI to continue as a member after the transition period”
NOTE: This is irrespective of the UK-EU relationship, deal or no deal

Standards outcomes:
- ‘Transition period’ for
statutes starts from date of
Brexit
- Delay in date of exit would
mean shorter transition
- CEN work started on 12
April 2019
- No deal, no delay and no
action: transition period
from 31 October 2019

ONLY IN THE EVENT OF A NO DEAL EXIT
• New UK ‘no deal’ SIs will apply: EU’s New Legislative Framework (NLF) is brought fully into UK law
• Relationship between standards and regulations unchanged: standards provide ‘presumption of conformity’
• These standards will be called ‘designated standards’ not ‘harmonised standards’, but still ‘BS EN’ – this applies to most of the NLF regulation
• UK Government will publish the listings of standards rather than using the listing in the OJEU

ONLY IN THE EVENT OF A NO DEAL EXIT
• UKCA marking will be required instead of CE marking
• This will apply to products to be placed on the UK market and will denote compliance for authorities (not a consumer mark)
BUT
CE marking will also be recognized for an undefined temporary period

• BSI as the National Standards Body for the UK has a duty to deliver standards that stakeholders need; our stakeholders are fully committed to the European standardization system, the single national standard model
• CEN have started on a course that gives certainty for now and leads to continued full membership post-2020
• In the event of no deal:
• The standards and regulations relationship is secure.
• There will be a new UKCA mark.
• CE marking will still be valid for some time.
