⇒ 1.6.3 was successfully released onto Production on 29th May 2003, requiring minimal downtime during deployment

⇒ Functional and Logistics Overview document for 1.6.4 / 1.6.5 has been agreed and baselined

⇒ Initial development work for 1.6.5 has commenced on target, change requests being reviewed to include where possible within 1.6.5 scope

⇒ Significant progress has been made on Gateway automated testing, level of automated coverage is currently 76%

⇒ Development of communications plan commenced, next Gateway project board scheduled with departments for 27th August 2003

⇒ The Service Implementation Team has delivered 26 Gateway Work Packages comprising 18 district services as of 8th August 2003

⇒ 2 DotP services are also available (UK online.gov and the e-Envoy website) and a 3rd (online NI) is currently being defined

⇒ 7 Central Government Departments currently have a presence on Gateway and the ODPM will pilot a service in October

⇒ We expect 5 work packages to go live within the next 6 weeks – including the 1st Local Authority to make use of the Gateway (Sedgemoor)

⇒ During the second half of the financial year the SI team anticipates delivering up to 25 additional Gateway work packages for 6 OGDs and 2-3 Local Authorities

⇒ In addition, the team are negotiating with Northern Ireland (potentially 12 sites) and the Central Sponsor for Information Assurance about implementing their websites on DotP

accreditation requirements held. An assessment of the security implications of the new requirements is being produced by the eDT Security Officers

⇒ Technical Design for 1.6.4 completed on target with the production of the Working Baseline technical design specifications

⇒ Architectural Review of Technical Design phase has taken place

⇒ Technical Design documentation is now based on UML

eDT deployed Sedgemoor to the Reference environment, but the authority have been unable to connect due to network issues which have yet to be fully understood. This has pushed back the timescale for Reference testing, but does not yet impact the go-live date of September.

⇒ Plant Variety and Seeds:Training for helpdesk application now rescheduled for 8 August. Development finalised now and planning for entry into staging for next week. DIS server moved to Niab for staging environment.

Projects Going Live During August:WP 289 – eBTI (HMCE) – 4 Aug 03

Enables traders to request a ruling (a BTI, or ‘Binding Tariff Information’) from Customs on the correct Tariff classification for the goods they plan to import or export. This determines applicable duty rates, licence requirements etc.

WP232+ - Self Assessment DATS (IR) – 20 Aug 03 (Planned)Revisions to the existing SA service to enable the use of DAT's. This project has been broken into three phases. (A) amendments to existing service to accommodate DAT's (B) de-enrolment of estimates 3 million 'non-active' users (C) distribution of DAT's.

Projects at Risk:WP211 – Sedgemoor District Council (Go Live 16 Sep 03)

Initial pilot to explore connectivity of Local Authorities to the Government Gateway. Establishes first non-GSI department connection. Initial pilot delivers a 'View Council Tax' service, allowing citizens to view their Council Tax account on-line. This utilises A&A and Secure Mail only, to deliver a level 1 ID and password Gateway service.

WP266 – DWP Carers’ Allowance (Go Live Nov 03)ICA is a benefit paid to the carers of severely disabled people. Current claim process is paper based with a signed form required. The Gateway service will provide an additional channel and follow the Child benefit model with both level 0 and level 1 /secure mail transactions, and supporting new claims and changes of circumstances.

WP 261 – DEFRA Plant Variety and Seeds (Go Live 1 Sep 03)Intelligent data gathering to reduce the manual process of data entry for 20-30,000 forms completed. The majority of transactions for PBR, NL and Seed certification to be conducted electronically via the internet. Integrate payment engine into the interface. Hub and Spoke routing of documents DIS to DIS.

New Projects:WP 546 – 3rd Party Job Bank

This service will enable employers to advertise vacancies on the Internet via the Jobcentre plus labour market system. It will complement the Employers Direct Online system (WP 287), by targeting a different employer client group (e.g. recruitment agencies).

WP 478 – Rural Payments Agency RITAThe RPA is being 'e-enabled' so that all systems currently used by customers (e.g. farmers) can be made available online.

WP526 – PAYE New Form (IR)This form is a declaration from an employer stating that they have been unable to operate a PVE notice for an employee and the reason why.

Release 1 of a multi-year programme to bring all HMCE tax and excise regimes to web users. The initial phase will support VAT Registration (variations, declarations and direct debit payments), intermediaries and information services.

IP 63 – General Registry Office (Northern Ireland)Project to enables the electronic registration of Births and Deaths in Northern Ireland. Currently engaging with the department to determine what stage their IT infrastructure has reached and its readiness to link to the Gateway.

IP 38 – Modernising Stamp Duty (IR)Following legislative changes, the introduction of an electronic self-assessment system for payment of stamp duty on commercial property transactions. This will see stamp duty charged on transactions as opposed to documents , increasing the move towards e-business. Whilst the collection of stamp monies for e-conveyances will move to the Land Registries from 2006.
